fire fighting interval 85 5 Foreword According to the requirements of Document DIANLI 1999 No 40 issued by the Power Department of State Economy and Trade Commission Notice on the Development of Professional Power Standards in 1998 Code for Design of Gas Steam Combined cycle Power Plant is formulated as the supplement of DL 5000 2000 Technical Specification for Design of Thermal Power Plants The Appendix A hereof is the normative appendix This code was proposed and is under jurisdiction of Power Industry Standardization Technical Committee This code was drafted by East China Power Design Institute and Southwest Power Design Institute This code was prepared by Wu Bang Ben Pan Xiliang Yuan Yin Liu Kaihua Fu Huanxing Chen Cunen Zhu Yingzhen Chen Weixing Zou Changrong Yang Jinzhu Yang Zhaocun Xu Biao Li Xiaojian Gu Chenglong Shao Jiren Shi Huabiao Mo Neiping and Wang Wei This code is interpreted by East China Power Design Institute 6 1 1 Scope This national standard specifies the design philosophies and construction standards of gas steam combined cycle power plants This code is applicable to the new and extended simple cycle and gas steam combined cycle power plants whose standard rated output of the gas turbine is 25MW 250MW as well as renovation works for the similar units the gas turbine power plants and the cogeneration gas turbine power plants whose standard rated output of gas turbine is less than 25MW also can refer to the provisions of this code for application 2 2 Normative References The following standards contain provisions which through reference in this text constitute provisions of this national standard For dated reference subsequent amendments excluding amending error in the text to or revisions of any of these publications do not be applied However the parties whose enter into agreement according to these specifications are encouraged to research whether the latest editions of these references are applied or not For undated references Acceptance Specification on Natural Gas Gathering Pipeline 6 3 General provisions 3 0 1 Gas turbine power plants are generally classified as simple cycle gas turbine power plants and gas steam combined cycle power plants hereinafter referred to as gas turbine power plant 3 0 2 This code mainly describes the design provisions related to the gas turbine power plants the rest parts shall be implemented according to the provisions of DL 5000 3 0 3 The effects of gas turbine power plants on the power grid shall be defined according to the resource conditions and power grid planning The planning and design of the gas turbine power plants shall be considered comprehensively and carry out technical economic comparison so as to obtain the maximum comprehensive economic benefits 3 0 4 The design of gas turbine power plant must be carried out according to the basic construction procedure specified by the country The design condiments hereof shall complete the approval formalities according to the specified content and depth 3 0 5 Gas turbine power plant has advantages in such aspects as short construction period low initial investment little flooring area water conservation environmental protection power generation efficiency and load peak shaving so it can be built nearby the loaded area or the towns When there are higher requirements on environmental protection or the implementation of oil gas is available and the technical economic comparison is rational it s suitable to set up combined cycle power plant 3 0 6 For the projects that introduce the imported equipment and utilize the introduced technologies to produce the primary equipments not only the internationally universal standard and the national standards of the supplier but also the technical requirements specified in this code shall be complied with 3 0 7 The waste heat boiler of this code is free of afterburning 3 0 8 The newly built extended or renovated gas turbine power plants can adopt gas fuels including natural gas liquefied natural gas and liquefied petroleum gas or liquid fuels including light oil heavy oil and crude oil 3 0 9 The gas turbine power plant can according to the implementation of the fund and the load requirements of the regional power grid or that the units can annually utilize just few hours annually first set up simple cycle equipment and subsequently the combined cycle one In the design it shall not inhabit the possibility to set up combined cycle equipment or extend the capacity according to the planning 3 0 10 When there is heat supply demand and the technical economic condition is available the gas turbine power plant shall consider the cogeneration in priority Its unit selection and system configuration shall be suitable to cogeneration 3 0 11 In the design of gas turbine power plant the relevant national laws and regulations 7 must be complied with Proper measures shall be adopted to reduce the waste gas wastewater noise and environmental impact of the power plant The emission of harmful substances must be compliant with the relevant provisions of environmental protection labor safety as well as industrial health The engineering facilities of pollution prevention labor safety and industrial health must be designed constructed and put into operation in parallel with the main structures 3 0 12 The a seismic design of the gas turbine power plant must carry through the prevention guidelines for those gas turbine power plants needing protection as required their processes and civil designs must meet the relevant a seismic design codes and adopt the effective a seismic and shock absorption measures 3 0 13 Under the rational preconditions of ensuring the safe operation and technical economy the public utilities of the gas turbine power plant shall utilize the adjacent social capabilities to reduce the initial investment or staffing sizes in proper conditions 3 0 14 In the design of gas turbine power plant not only the requirements stipulated in this code but also those in the current relevant ones of the nation shall be complied with 8 4 Site selection 4 0 1 The site selection of the gas turbine power plant shall comprehensively consider the power planning gas pipe network planning fuel supply condition urban town planning water supply relation with the neighboring industrial enterprises local natural condition transportation condition environmental protection and the construction planning 4 0 2 The site selection should utilize the non cultivated land and poor land and the earthwork shall be reduced as much as possible 4 0 3 The site mustn t be set up in the areas where the Landslide and karsts is mature or the seismic break ground or the seismic area whose basic intensity of seismic shock is higher than 9 degree the plant site shall sheer off the key protective natural regions and cultural relics regions as well as the sites where the risk of crag creeping rubble and debris flow is high 4 0 4 The site selection shall sheer off the areas where the air is frequently badly polluted by the suspended solid articles 4 0 5 When selecting the plant site the traffic conditions of the fuel and large scaled equipments shall be implemented When selecting the site for the gas fueled gas turbine power plant the site shall subject to the gas pipeline planning and the gas transmission station layout to make the distance of the gas pipeline is the shortest and easy for accessing 4 0 6 The site selection shall f consider fully the transmission line conditions and leave adequate transmission line corridor according to the gas turbine power plant planning 4 0 7 The boundary noise level of the plant site shall meet the provisions of GB 12348 and GB 3096 9 5 General planning 5 1 General regulations 5 1 1 The general planning of the gas turbine power plant shall plan the plant site construction area water bank transportation and outlet corridor according to the urban planning and the approved planning capacity 5 1 2 The general planning of the gas turbine power plant must save the utilization of land and the scope of the plant site shall be defined according to the planned capacity and the land shall be expropriated in stages 5 1 3 The general planning of the gas turbine power plant shall meet the provisions of environmental protection to protect the land and water resources 5 2 Out of plant planning 5 2 1 The out of plant water supply and drainage facilities of the gas turbine power plant shall be planned according to the planed capacity water source topography geography and environmental protection requirements The uniform plan shall be implemented in stages and coordinated with the neighboring enterprises 5 2 2 For the technical planning capacity of the gas turbine power plant the width of the uniformly planned transmission line corridor shall be coordinated with the general planning of the plant site 5 2 3 The out of plant transportation mode of the fuel of gas turbine power plant shall be adapted to the local conditions through technical economic comparison the pipeline roadway waterway and railway will be selected rationally 5 2 4 The exclusive gas pipeline of the gas turbine power plant shall be directly buried or over headed being compliant with the related requirements of fire fighting specifications 5 2 5 According to the fuel oil pipeline the gas pipeline network planning and the natural gas transmission station arrangement the exclusive fuel oil gas pipeline corridor of the gas turbine power plant shall be planned rationally and the pipeline corridor hereof shall meet the provisions of the town planning The fire fighting interval between the out of plant buried crude oil transmission pipeline and the buildings structures see Appendix A the same below should meet the provisions of Table 5 2 5 1 the over ground crude oil pipeline shall be increased by 50 according to the provisions of Table 5 2 5 1 and the fire fighting interval between the out of plant buried natural gas transmission pipeline and the buildings structures shall meet the provisions of Table 5 2 5 2 an
