名人演讲稿mr.eaker,mr.vicepresident,membersofcongre,honoredguests,myfelloerica:omentinhistory.(alause.)neverbeforehasournationenjoyed,atonce,somuchproerityandsocialprogreoreperfectunionofourfoundersdreams.illionneicgroorethan30yeartheloploymentratesin30yeartheloericanandhianicunemploymentratesonrecord;thefirstback-to-backbudgetsurplusesin42years.andnextmonth,americaicgroy.andoureconomicrevolutionhasbeenmatchedbyarevivaloftheamericanirit:crimedoyfelloerica,thestateofourunionisthestrongestithaseverbeen.(alause.)asalericanpeople.(alause.)mygratitudealsogoestothoseofyouinthischamberostamericathereuchtocelebrateintheyear2000.thenournationicdistre,socialdecline,politicalgridlock.thetitleofabest-sellingbookasked:”america:ericadeterminedtosetthingsright.odedideologiesall,acommunityofallamerica.ent,traformingitintoacatalystfornes.allestfederalentineducation.e,munitypoliceandthebradylaillioncriminals.(alause.)oreinchildcare,traortation,andhousingtohelptheirparentsgotoeandatilyleave,illioamericahavenoericaincitizenservicethroughamericor,earnmoneyforcollege.in1992,atoday,oreimportant,americaagainhastheconfidencetodreambigdreams.butustnotletthisconfidencedriftintocomplacency.forsanddeedsyfelloerica,ustshapea21stcenturyamericanrevolution-ofoortunity,reoibilityandcommunity.ustbenooreeentialthananyotherisforesight.itshouldbethegroerica,letuspledgethesethings:everychildilyeandateetthechallengeoftheagingofamerica.erica.(alause.)akeamericathesafestbigcountryonearth.(alause.)esince1835.(alause.)ericancommunity.atechangeandleaveasafer,cleanerplanet.americaeatlastallthisyear.noteveninthisdecade.but.letusrememberthatthefirstamericanrevolutioneofourmostpreingnationalpriorities.soletsbegintonight.again,iaskyoutopaarealpatientsbillofrights.(alause.)iaskyoutopacommon-seegunsafetylegislation.(alause.)iaskyoutopacampaignfinancereform.(alause.)iaskyoutovoteupordoinatioandotherimportantaointees.(alause.)and,againiaskyou-iimploreyou-toraisetheminimumetrytobalancetheseesaeetourreoibilitytothenextgenerationbymaintainingourfiscaldiscipline.becausethatpath,ethingthatedunimaginablesevenyearsago.akeamericadebt-freeforthefirsttimesinceandreemberercolleague,myfirstsecretaryofthetreasury,ledthateffortandarkedourlongboom.heshereericausteurethatthebenefitsofdebtreductiongotopreservingtostimportantguaranteesaketoeveryamerican-socialsecurityandmedicare.(alause.)tonight,iaskyoutoetomakeabipartisandoentonsocialsecurityreformbycreditingtheinterestsavingsfromdebtreductiontothesocialsecuritytrustfundsothatitustalsotaketherightstetoost,oreimportantthanever,morethaneverthekeytoourchildrensfuture,ustmakesureallourchildrenhavethatkey.thatmeaqualitypre-schoolandafter-school,thebesttrainedteachersintheclaroom,andcollegeoortunitiesforallourchildren.(alause.)forsevenyearsnoproveourschools,ore,butdemandingmoreinturn.reading,math,collegeentrancescoresareup.someofthemostimpreivegaiareinschoolsinverypoorneighborhoods.butallsuccefulschoolshavefolloeprovenformula:higherstandards,moreaccountability,andextrahelpsochildrenplanbasedonthatformula.itholdsstatesandschooldistrictsaccountableforprogre,andreforresults.eachyear,ournationalgovernmentinvestsmorethan15billioninourschools.itistimetosuortandmorefromourschools,oreinourschools.(alause.)letsdoubleourinvestmenttohelpstatesanddistrictsturnaroundtheiringschools,orshutthemdoentsinafter-schoolandsummerschoolprograms,entandkeeppeopleoffthestreetsandoutoftrouble.(alause.)iferica-everyone-thechancetomeethighstandards.since1993,entinheadstartandimproveditsquality.tonight,iaskyouforanother1billionforheadstart,thelargestincreaseinthehistoryoftheprogram.(alause.)allerclaesyplantohire100,000neakeitthreeinaroakesureallteachersknooretalentedpeopleintotheclaroom,reepresident,thereerica.today,thankstoyou,thereare1,700.iaskyounoeetourgoalof3,000charterschoolsbynextyear.(alause.)ustcoectallourclaroomstotheinternet,ands,morethanhalfofthemare.and90percentofourschoolshaveatleastoneinternetcoection.(alause.)butanyofthemhaveakeimmediateandurgentrepairandagain,tohelpbuildormodernize6,000more,togetstudentsoutoftrailersandintohigh-techclarooms.(alause.)iaskallofyoutohelpmedoubleourbipartisangear-upprogram,entorsfordisadvantagedyoungpeople.ifentorsfor1.4millionofthem.(alause.)letsalsoofferthesekidsfromdisadvantagedbackgroundsthesamechancetotakethesamecollegetest-prepcoursesaketheamericandreamachievableforall,ustmakecollegeaffordableforall.forsevenyears,onabipartisanbasis,oreaffordablestudentloa,educationiras,andourhopescholarshi,illionyoungpeople.noilliooffamiliesstillstraintopaycollegetuition.theyneedhelp.(alause.)soiproposealandmark30-billioncollegeoortunitytaxcut-amiddleclataxdeductionforupto10,000incollegetuitioncosts.(alause.)thepreviousactioofthiscongrehavealreadymadetetomakefouryearsofcollegeaffordableforall.(alause.)ifovealongakingsureeverychildstartsschoolreadytolearnandgraduatesreadytosucceed.ilies,bygivingeveryparentthetoolstosucceedatostimportanteamakingsureeveryfamilyhashealthcareandthesuorttocareforagingparents,thetoolstobringtheirchildrenupright,andthatnochildgromyfirstdaysaspresident,iliesbetteraccetobetterhealthcare.in1997,-chip-sothatployersatleastcangetitfortheirchildren.sofar,illionchildreillion.buttherearestillmorethan40millionofourfelloericaorethanthereakeloeparentseligiblefortheiurancethatcoverstheirchildren.(alause.)togethererica.again,iedicare.(alause.)andthisyeariproposetogivethemataxcredittomakethatchoiceanaffordableone.ihopeyouersretire,medicareanyofourcitizeyet,itisfarfromreadytodoso.mygenerationmustnotaskourchildrensgenerationtoshoulderourburden.plymustactnoodernizemedicare.mybudgetincludesacompreheiveplantoreformmedicare,tomakeitmoreefficientandcompetitive.anditdedicatesnearly400billionofourbudgetsurplustokeepmedicaresolventpast2025.(alause.)and,atlonglast,italsoprovidesfundstogiveeverysenioravoluntarychoiceofaffordablecoverageforprescriptiondrugs.(alause.)lifesavingdrugsareanindieablepartofmodernmedicine.noonecreatingamedicareprogramtodayorethanthreeinfiveofourseniorsnoillioofolderamericaostpaythehighestpricesforthem.ingoodcocience,bersofamericaareprovidingforagingorailinglovedonesathome.itsaloving,butadifficultandoftenveryexpeivechoice.lastyear,iproposeda1,000taxcreditforlong-termcare.frankly,itakeneededinvestmentstoexpandaccetomentalhealthcare.iomenttothankthepersonentalhealthlastyear,andentofpeopleentalillne.thankyou,tiergore.(alause.)takentogether,theseproposalsarkthelargestinvestmentinhealthcareinthe35yearssincemedicareentin35years.thaterica,youngandold.andiaskyoutoembracethemandpathem.(alause.)ustalsomakeinvestmentsthatreilies.nothingdoesthatbetterthantheearnedincometaxcredit-theeitc.(alause.)the”e”intheeitcisaboutearning,yveryfirstaddretoyou,iaskedcongretogreatlyexpandthiscredit;andyoudid.asaresult,in1998alone,theeitchelpedmorethan4.3millionamericaiddlecla.thatsdoublethenumberin1993.tonight,iproposeanothermajorexpaionoftheeitc:toreducethemarriagepenalty,tomakesureitrearriageasitreiliesthathavemorethantorethantiliesorechildrentogetupto1,100moreintaxrelief.theseareilietheirchildrenshouldnotbeinpoverty.(alause.)ilyunlemenandengetequalpayforequalaleunemploymentrateistheloenstillonlyearnabout75centsforeverydollarmenearn.ustdobetter,byprovidingtheresourcestoenforcepresentequalpaylaoreenforhigh-paying,high-techjoandpaingthepaycheckfairneact.(alause.)manyeonchildcare.lastyear,illionchildren.mychildcareinitiative,beforeyouno,akechildcarebetter,saferandmoreaffordableforanother400,000children.iaskyoutopathat.theyneeditoutthere-(alause.)forhard-preedmiddle-incomefamilies,akethattaxcreditrefundableforloefamilies.(alause.)forpeoplemakingunder30,000ayear,thatcouldmeanupto2,400forchildcarecosts.youknoily.paingthisproposalillioofamericalivefrompaychecktopaycheck.ashardastheyakeuseofirasand401-kpla.oretohelpalliliessaveandaccumulateentaccounts,theidas.iaskyoutotakethatideatoaneentsavingsaccountsthatenableeverylooderate-incomefamilyinamericatosaveforretirement,afirsthome,amedicalemergency,oracollegeeducation.iproposetomatchtheircontributio,hoall,dollarfordollar,everyyeartheysave.andiproposetogiveamajorneallbusinethateaningfulpeiontoitsentasericanchildrengroesmorelikelytoliveinpovertythanchildrene.clearly,posingtoyoutoughneeasurestoholdstillmorefathersreoible.butiesota,ybudgetorefathersmakethesamechoicescarlosrosasdid.ithankhimforbeingheretonight.(alause.)standup,carlos.thankyou.(alause.)ifthereisanysingleiueonmoncommitmenttoreilies,similartoetogethertohelppeopleingbipartisansuortfromthiscongre,provedfostercare.aticallyincreasedthenumberoffostercarechildrengoingintoadoptivehomes.ithankallofyouforallofthat.(alause.)ofcourse,iamforevergratefultothepersonthebegiing,andiliesfor30yearsnoypoeandatakethesevitalinvestmentsinhealthcare,education,suortforilies,andstilloffertaxcutstohelppayforcollege,forretirement,tocareforagingparents,toreducethemarriagepenalty.ustmaketheseinvestmentsandthesetaxcutsinthecontextofabalancedbudgetthatstrengtheandextendsthelifeofsocialsecurityandmedicareandpaysdoeinamericahasdroedforthepastsevenyears-thatsthelongestdeclineonrecord-thankstoanationalcoeusmunitypolice,seiblegunsafetylaerica-believesakethiscountrythesafestbigcountryintheyplantohire,inadditiontothe100,000communitypoliceore,concentratedinhigh-crimeneighborhoods.iaskyourcontinuedsuortforthat.soonafterthecolumbinetragedy,congrecoideredcommon-seegunlegislation,torequirebradybackgroundchecksatthegunshoportationoflarge-capacityammunitioncli.ericanpeople,andpaedthislegislation.butthehousefailedtofolloauserbine.heazingkid-astraight-astudent,agoodskier.likeallparentshasborneunimaginablegrief.somehoinghisgriefintoaction.earlierthismonth,hetookaleaveofaencefromhisjobtofightfortoughergunsafetylaovethiscongretomakecommon-seegunlegislationtheverynextorderofbusine.(alause.)tommauser,standup.thankyou,tom.(alause.)uststrengthenourgunlaeprosecutioareup16percentsinceitookoffice.butustdomore.iproposetohiremorefederalandlocalgunprosecutorsandmoreatfagentstocrackdoustgivethemtheenforcementtoolsthattheyneed,toolstotraceeverygunandeverybulletusedineveryguncrimeintheunitedstates.iaskyoutohelpusdothat.(alause.)everystateinthiscountryalreadyrequireshuntersandautomobiledriverstohavealicee.ithinktheyoughttodothesamethingforhandgunpurchases.(alause.)noustfirsthaveaphotoliceefromtheirstateshoepathatinthiscongre.(alause.)listentothis-listentothis.theaccidentalgunrate-theaccidentalgundeathrateofchildrenunder15intheunitedstatesisninetimeshigherthanintheother25industrializedcountriescombined.no.iaskcongretofundresearchintosmartguntechnology,tosavethesechildrenslives.(alause.)iaskreoibleleadersinthegunindustrytoartgu,andotherstetokeepguoutofthepactofviolenceinthemediaontheirchildren.ientindustryforacceptingmychallengetoputvoluntaryratingsontvprogramsandvideoandinternetgames.but,frankly,theratingsaretoonumerous,diverseandconfusingtobereallyusefultoparents.sotonight,iasktheindustrytoacceptthefirstladyschallengetodevelopasinglevoluntaryratingsystemforallchildrensentertainmentthatiseasierforparentstounderstandandenforce.(alause.)thesteioutlineakingamericathesafestbigcountryintheicexpaiongoing-thesubjectofalotofdiscuioninthiscommunityandothers-ibelievearkets,startneerica-inouriercities,poorruralareas,andnativeamericanreservatio.(alause.)ournationsproerityhatyetreachedtheseplaces.overthelastsixmonths,ivetraveledtoalotofthem,joinedbymanyofyou,andmanyfar-sightedbusinepeople,toshineaotlightontheenormouspotentialincommunitiesfromaalachiatothemiiiidelta,fromeettalentedpeopleeagerforoortunity,andabletotoartthingtodo.foramerica,itstherightthingtodo.andletmeaskyousomething-ifeincentivestoinvestinamericasnearketstheynoarketsoverseas.(alause.)tonight,iproposealargenearketstaxcreditandotherincentivestour22billioninprivate-sectorcapitaltocreateneentsinouriercitiesandruralareas.(alause.)becauseempoentzoneshavebeencreatingtheseoortunitiesforfiveyearsnoandtocreatemoreofthem.(alause.)andletmesaytoallofyouagainocraticorarepublicaniue.givingpeopleachancetolivetheirdreamsisanamericaniue.(alause.)mr.eaker,itomentlastnovembereinyourhomestateofillinois,andcommittedtomongoal,bycombiningthebestideasfrombothsidesoftheaisle.ir.eaker,ilookforakeecialeffortstoaddretheareasofournationericanreservatioandthemiiiidelta.mybudgetincludes110-millioninitiativetopromoteeconomicdevelopmentinthedelta,andabilliondollarstoincreaseeconomicoortunity,healthcare,educationandlaentforournativeamericancommunities.(alause.)inthisnepoerica.(alause.)andiembersfrombothpartieseaninterestinportant.theresanotherpartofouramericancommunityintroubletonight-ourfamilyfarmers.billin1996,isaidtherees,butnotinbad.adethesetimesverybadforthefarmers.ustsafetynet,investinlandcoervation,andcreatesomenearketsforthembyexpandingourprogramsforbio-basedfuelsandproducts.please,theyneedhelp-letsdoittogether.(alause.)oortunityforallrequiressomethingelsetoday-havingaccetoacomputerandknoeaustclosethedigitaldividebetsandlibrariestotheinternetiscrucial,butitsjustastart.mybudgeteuresthatallnemunitiestoserveadults.thisring,illinvitehigh-techleaderstojoinmeonanothernearketstour,toclosethedigitaldivideandopenoortunityforourpeople.ipaniesthatalreadyaredoingsomuchinthisarea.ihopethenetojoinus.thisisanationalcrusade.munity.torealizethefullpoibilitiesofthiseconomy,ustreachbeyondouroongnatioandindividuals,andeconomiesandcultures:globalization.itsthecentralrealityofourtime.ofcourse,changethisprofoundisbothliberatingandthreateningtopeople.buttheresnoturningback.andouropen,creativesocietystandstobenefitmorethananyother-ifintheenvironmentandustrecognizethatopenmarketsandrule-basedtradearethebestenginesentaldestruction,andauringthefreefloericaontrade-theonlydirectionforamericaontradeistokeepgoingforeforgethatcoeus.(alause.)akedevelopingeconomiesourpartnersinproerity.thatsorethaneconomics.ourpurposemustbetobringtogethertheanddemocracyandpeace,andtooosethoseentalchallengesibelieveamericamustmeettoshapethe21stcenturyustcontinuetoencourageourformeradversaries,ruiaandchina,toemergeasstable,proerous,democraticnatio.botharebeingheldbacktodayfromreachingtheirfullpotential:ruiabythelegacyofcommunism,aneconomyinturmoil,acruelandself-defeating.butthinkhouchhaschangedinthepastdecade:5,000formersovietnuclearmiioruiansoldiersactuallyservingeinathousandyearandinchina,aneconomymoreopentothebertonight,canknoembersofourglobalcommunity.thatsocratic,proerousfuture;continuetoreducebothournucleararsenalandhelpruiatosafeguardaterialsthatremain.andthatsentanentnormaltraderelatioarketsarealreadyopentochina;thisagreementarketstous.(alause.)and,second,itotethecauseofchangeinchina.no,aximizethechancethatchinaconflictsthatposetheriskofmonhumanity.akeadifference,ustbe,peacemakers.iddleeastclosertoalastingpeace;buildingpeaceinnorthernireland;orandafrica;promotingreconciliationbetanrightsandreligiousfreedom.andenandenofourarmedforcesandthoseofouralliesillionpeopletoreturntotheirhomes.(alause.)ilosevicunleashedhisterroronkosovo,captainjohncherreyenericanplaneyairdefeestobringhisfelloe.thankstoourarmedforcesskillandbravery,ericanincombat.(alause.)iiseyou,captain,archoftechnologyfromgivingterroristsandpotentiallyhostilenatiothemeatoundermineourdefees.keepinmind,thesametechnologicaladvancesthathaveshrunkcellphonestofitinthepalmsofourhandscanalsomakeustmeetthisthreatbymakingeffectiveagreementstorestrainnuclearandmiileprogramsinnorthkorea;curbingtheflothreateningitsneighborincreasingourpreparedneagaitchemicalandbiologicalattack;protectingourvitalcomputersystemsfromhackersandcriminalanddevelopingasystemtodefendagaitneiilethreats-miiletreatyustdoallthesethings.ipredicttoyou,ostofusarelonggone,butsometimeinthenext10to20years,themajorsecuritythreatthiscountryefromtheenemiesofthenationstate:thenarco-traffickersandtheterroristsandtheorganizedcriminals,oresophisticatedchemicalandbiologicalpreheivenucleartestbantreaty.(alause.)ihopeeetthechallengethatispresentedtoourplanetbythehugegulfbetanitylivesonthecuttingedgeofaney,andtherestliveonthebareedgeofsurvival.ithink.thisisinteresting-fromnigeriatoindonesia,morepeoplegottherighttochoosetheirleadersin1999thanin1989,ocracies-including,andeeciallytonight,colombia,biaeandthepresidentofcolombiaaboutit.portantforthelong-termstabilityofourcountry,andforerica.ialsogoingtosendyouneost-theirmoney.andihopeyoullpathatasicgroadeadoentonamericasshare.iaskyoutocontinuethat.ithankyouforericamusthelpmorenatiotobreakthebondsofdisease.lastyearinafrica,10timesasmanypeoplediedfromaidsases.thebudgetigiveyouinvests150millionmoreinthefightagaitthisandotherinfectiouskillers.andtoday,iproposeataxcredittoeedthedevelopmentofvaccinesfordiseaseslikemalaria,tbandaids.iasktheprivatesectorandourpartnersaroundthebracingthiscause.illiooflivestogether,andentionourfinalchallenge,ostimportant.iaskyoutopaanationalsecuritybudgetthatkeeourmilitarythebest-trainedandbest-equiedintheenandeacythatkeeoursoldiersoutofakesgoodonourcommitmenttopayouru.n.duesandarrears.iaskyoutopathisbudget.(alause.)ialsoething,ifimight,verypersonaltonight.theamericanpeoplee,mentators,cantellfromodestdifferencesofopinioninthisroom.(laughter.)butiething,everyoneofyou.iocratsalike-toourmenandeninuniform.ithankyouforthat.(alause.)ialsobolizingourbipartisancommitmenttonationalsecurity.thankyou,sir.(alause.)evenmore,iorethananyotheramericancitizen,hastirelelytraveledthiseetsothatinaneraofglobalization.iverygratefulformanythingsaspresident.butoneofthethingsimgratefulforistheoortunitythatthevicepresidentandihavehadtofinallyputtorestthebogusideathatyoucaotgroyandprotecttheenvironmentatthesametime.(alause.)hepastthreemonthsalone,illionacresofroadlelandsinthenationalforests,createdthreeneonuments.butasourcommunitiesgromitmenttocoervationmustcontinuetogroanentcoervationfund,torestorethecaliforniaredentostenduringinvestmentinlandpreservationeverproposedinthishouse.i
