It threatened to surround him completely, but Tazieff managed to escape just in time. He waited until the volcano became quiet and he was able to return two days later. This time, he managed to climb into the mouth of Kituro so that he could take photographs and measure temperatures. Tazieff has often risked his life in this way. 陇西县昌兴源农牧有限责任公司是2007年9月在陇西县工商局注册成立的，属陇西县重点招商引资项目，位于陇西县文峰镇安家门原饲养场院内，项目建设占地110亩。主要从事种植、养殖；休闲垂钓；农畜产品购销；国家允许的地产中药材购销、储存。公司注册资本300万元，公司固定资产2500多万元。本项目总投资1448万元(包括短期流动资金)，其中自筹348万元,申请银行贷款1100万元,目前已完成投资100万元。项目建设内容包括：年产1000余头母猪、500头肉牛、2000余头肉羊生产线实行工厂化生产管理基础设施改造工程；养殖粪便沼气池建设及污染综合治理、基础设施及生态农业循环经济示范建设。目前公司的猪、羊、牛养殖的主要设施及配套设施已基本完成，已饲养种猪300多头，种羊500多头，肉牛100多头。休闲垂钓鱼塘等配套餐饮娱乐等配套设施已建好，正在进行环境绿化和娱乐设施的完善以及循环经济工程和农畜养殖基础设施改造建设，预计明年5月一期工程将全面建成试运行。项目建成后可实现年平均销售收入1288万元。年平均利润总额301万元，实现税收204万元。新创造120个农民工就业岗位，年直接带动农民增收100万元。带动一定数量的农民致富，促进服务业、环保等三产业的繁荣，提高周边植被绿化率，美化环境。二、项目建设背景、目的和依据 我国养猪历史悠久，品种资源丰富。改革开放以来，我国的养猪生产发生了很大变化，不少地区的养猪生产，已由过去的自给或半自给的分散型，传统家庭副业生产逐步向专业化、规模化、集约化、商品化生产方向发展。这为改变人民群众的食品结构，提高人民生活水平发挥了积极作用。但是就目前国内的生猪饲养结构及生产水平来看，仍然不能满足社会发展的需要。一是目前我国的养猪结构仍以农户散养和小规模化饲养为主，市场稳定和供应能力偏弱。据统计，目前，我国规模养猪增势趋缓，农户养猪仍占多数，06年全国生猪存栏，散养户占生猪出栏总量70%，由于小养殖户饲养的品种落后、技术落后、饲养条件差，抵抗市场风险和疫情风险的能力非常差。受去年严重疫情影响很多养殖户也只能望价兴叹，市场猪肉供应将仍然非常紧张。再次，目前国内生猪存栏仍然不足，养猪业仍处于高盈利区。今年政府给了养猪业大力支持，引种的、扩群的也很多，但由于生猪生产周期长、饲养技术要求高和资金投入需求大的影响，很难在短时间内改变猪肉紧缺的现状，在08、09两年内生猪市场行情不会大幅度下跌。第三，未来我国养猪业市场变动将越来越小，行情会越来越稳定，养猪利润空间将处在20%30%之间。随着国家宏观政策调控力度加大，生猪规模化、良种化的进程加快和养殖结构逐渐转型，生猪市场将越来越稳定，猪价涨跌幅度将越来越小，周期也会越来越短，养猪业将慢慢进入稳定利润时期 。优质、高效、安全猪肉和猪肉制品仍将是国内消费主流，以后我国的养猪业必将走向规模化、大型化，朝着优质、高效、安全的目标发展。改革开放以来，随着我国人民生活水平的不断提高，人们对肉食消费量逐年增加，根据有关统计部门的资料显示，消费结构也在发生变化，具体体现在牛羊肉消费逐步上升，肉食品消费种类和比例日趋科学合理。我国牛羊肉人均占有量1.7千克，两者相加仅达到世界平均水平的30%，而其中优质牛羊肉更少。因此，我国牛羊肉生产有着广阔的发展空间和市场前景。四、项目风险分析 任何投资项目都存在风险，特别是养殖，因为它涉及很多方面因素，受很多条件影响。总的来说：养殖业是投入资金大、生产周期长、技术含量高的行业，同时还受市场波动、疫情威胁等影响。在生产上。首先是新建场地用地困难，虽然，国家出台了农业用地优惠政策，但由于农业无税收贡献影响，个别地方政府对新申办养殖场用地的支持力度还是不够大；再次是环评。由于养殖业一直被认为是农业高污染行业，猪尿、粪水以及恶臭、有害气体等污染环境和土壤，影响猪、羊场环评。在资金投入上。首先要涉及到的是基本建设投入、污染治理投入、防疫设施投入和猪、牛羊群投入，且因猪群生长周期较长（一般6个月左右），一年之内很难见效益。在市场风险上。养殖业市场风险较大，首先是目前价格波动仍然较大，直接影响经济效益；再次是饲养成本包括人工成本、饲料等生产资料成本涨价影响。最后是疫病风险。特别是重大传染病风险，将对养殖场构成毁灭性打击，最后还有区域性特大自然灾害、异常气象等的影响。所有这些，只要我们提高生产水平，降低生产风险，从饲养工艺和防疫灭病两方面入手，不断提高母猪、养繁殖率、肉猪、羊出栏率、饲料利用率，采取综合措施，降低发病率、死亡率；同时加强内部核算，提高集约化管理水平，加强环保配套，全面应用生态养殖，将极大降低各种风险，提高经济效益。 五、项目产业化经营方案 项目建设经营拟以资源开发利用、废弃物资源化、清洁生产、遵循自然生态系统的物质良性循环规律的经济发展模式，实现“资源产品再生资源”的闭环反馈式循环过程，以生态化、规模化养猪、羊为主，实行农牧结合，养猪、养羊、养鱼、果蔬以及农业观光、农家乐等有机结合，组建生态养殖有限公司。要求国家、省、市、县政府给予各项相关的优惠政策和补助措施，降低或减免流通环节相关税费，降低流通环节的交易费用，节约养殖成本，提高养殖效益。养殖场由4个部分组成，即生产区、生活区、隔离区和排污区，占地47亩，建筑面积12680m2，其中：生猪、牛羊生产区9680 m2，生活区和配套区建设3650 m2，配25m高的配电和250吨位的水塔，使瘦肉型生猪、牛羊存栏稳定在年存栏3500头，商品猪、牛羊出栏率为190；通过将猪粪投入池塘繁殖浮游生物作为鱼的饲料或猪粪进行“蝇蛆、蚯蚓饲料和肥田”或沼肥果蔬鱼”等，或对粪尿污水采用“沼肥 田”、“沼肥果蔬鱼”等处理和多级利用等形式，实现资源循环和重复利用。 六、项目建设规模和目标 项目总的规模是年稳定生猪存栏1000头、牛500头、羊2000头（其中生产母猪、羊600头，公猪、羊20头），到2010年出栏优质瘦肉型商品猪达4000头、商品牛羊4000头。沼气池建设及污染综合治理用环保基础设施及生态农业循环经济示范建设。项目分三年实施：20092010年达3000头,2011年5000头。具体实施是20092010年建设母猪、公猪、商品猪栏、牛羊栏，进行饲养基地、生产、办公建设和防疫基础设施建设，引进种猪420头、种牛200头、种羊400头；20102011年培育和引进后备种猪200头、种牛100头、种羊200头，形成核心猪群620头，核心牛群200头、核心羊群500头，年出栏商品猪4000、商品牛羊5000左右的规模化猪、牛羊场，同时进行污染治理建设、水产区和蔬菜、水果区建设，沼气池建设，实现废弃物的循环利用，最终建成生态化猪、牛、羊、鱼场。 2、项目区的自然、社会经济条件：（1）地理位置：陇西县位于甘肃省中部，秦岭之北，处渭河上游，东经1041910454，北纬34513523。东接通渭县、北靠安定、西连渭源、南与漳县、武山毗邻。南北长60公里，东西宽约40公里，总面积2408.71平方公里。境内自西北向东南倾斜，海拔1617米2762米，相对高差1145米。（2）地形地貌：陇西县在大地构造上隶属祁连褶皱带，用地质力学的观点来看，则属“陇西旋卷体系”的一部分，出露地层有前震旦系下古生界、泥岔石碳系、三叠系、三叠、白垩系等多出露南部，其余广大地区以第三内陆红山山麓和冲积的更新世马兰期分布最广。地形属黄土高原丘陵沟壑区，境内山峦生迭，沟壑纵横，土质疏松。（3）水系及地理分布：渭河是境内最大的河流，从渭源湫家铺流入陇西，经六乡镇蜿蜒46.1公里，从文峰四十铺鸭儿峡进入武山县境内。其次是大咸河自西向东与渭河交汇，是东北山区小沟壑的主要汇集灌，它和西南面的科羊河、西河、南河、锁峪河、辽西河、西北面的秦祁河、峡沟河、东南面的妙娥沟、喜马沟等属渭河支流，流域总面积为2150.9平方公里。（4）气候特征：陇西属温带半湿润气候，年平均气温7.7,最高为35.9，最低-24.4；平均无霜期162天，最长193天，最短153天；年平均日照时数2260.6小时；年太阳辐射总量134.7千卡/cm2，其中生理辐射总量66千卡/cm2，占辐射总量的49%；全县0的有效积有温为3254.4，5的有效积温为3069，10的有效积温为2894.4，15的有效积温为2312；年平均降水量439.2mm，蒸发量1434.4mm，年均空气相对湿度68.1%，年均土壤相对湿度为65.4%，多年平均蒸发量比全年降水量多3.2倍,干旱指数为2。（5）社会经济：陇西县为甘肃省18个干旱贫困县之一，全县城绝对贫困人口1.3万人,低收入人口10.23万人,经过多年的努力，贫困面在不断下降，全县大部分乡镇已全面进入小康建设阶段。全县辖有12镇13乡，280个行政村，1670个村民小组，总人口48.98万人，其中农业人口42.94万人，耕地面积119.36万亩。2003年全县国民总产值105000万元，财政收入10186万元，粮食总产量11895万公斤，农民人均纯收入1558元。近年来，陇西县依据当地资源条件及经济发展现状，将畜牧业确定为支柱产业，进行大力开发，通过加强项目建设，加快结构调整，发展规模经营，走草畜一体化路子，不断加大科技配套输入力度，推广无公害标准化生产，实施品牌战略，使全县畜牧业得到了长足发展。畜牧业比重逐年提升，龙
