Usually he got up early and prepared his menu of barbecued mutton kebabs, roast pork, stir-fried vegetables and fried rice. Then by lunchtime they would all be sold. By now his restaurant ought to be full of people. But not today! Why was that? What could have happened? He thought of his mutton, beef and bacon cooked in the hottest, finest oil. His cola was sugary and cold, and his ice cream was made of milk, cream and delicious fruit. “Nothing could be better,” he thought. Suddenly he saw his friend Li Chang hurrying by. “Hello, Lao Li,” he called, “Your usual?” But Li Chang seemed not to hear. What was the matter? Something terrible must have happened if Li Chang was not coming to eat in his restaurant as he always did.Wang Peng followed Li Chang into a new small restaurant.He saw a sign in the window.Tired of all that fat? Want to lose weight?Come inside Yong Huis slimming restaurant.Only slimming foods served here.Make yourself thin again.Curiosity drove Wang Peng inside. It was full of people. The hostess, a very thin lady came forward. “Welcome,” she said. “My name is Yong Hui. Ill help you lose weight and be fit in two weeks if you eat here every day.” Then she gave a menu to Wang Peng. There were few choices of food and drink on it: just rice, raw vegetables served in vinegar, fruit and water. Wang Peng was amazed at this and especially at the prices. It cost more than a good meal in his restaurant! He could not believe his eyes. He threw down the menu and hurried outside. On his way home he thought about his own menu. Did it make people fat? Perhaps he should go to the library and find out. He could not have Yong Hui getting away with telling people lies! He had better do some research!At the library Wang Peng was surprised to find that his restaurant served far too much fat and Yong Huis far too little. Even though her customers might get thin after eating Yong Huis food, they were not eating enough energy-giving food to keep them fit. They would become tired very quickly. Wang Peng felt more hopeful as he drove back home. Perhaps with a discount and a new sign he could win his customers back! So he wrote:Want to feel fit and energetic?Come and eat here! Discounts today!Our food gives you energy all day!The competition between the two restaurants was on!COME AND EAT HERE (2)A week later, Wang Pengs restaurant was nearly full and he felt happier. Perhaps he would be able to earn his living after all and not have to close his restaurant. He did not look forward to being in debt because his restaurant was no longer popular. He smiled as he welcomed some customers warmly at the door but the smile left his face when he saw Yong Hui walking in. She did not look happy but glared at him. “May I ask what you were doing in my restaurant the other day? I thought you were a new customer and now I know that you only came only to spy on me and my menu,” she shouted. “Please excuse me,” he calmly explained,“I wanted to know where all my customers had gone last week. I followed one of them and found them in your restaurant. I dont want to upset you, but I found your menu so limited that I stopped worrying and started advertising the benefits of my food. Why dont you sit down and try a meal?” Yong Hui agreed to stay and soon they were both enjoying the dumplings and breast of chicken cooked with garlic. When they were served the ice cream, Yong Hui began to look ill. “I feel sick with all this fat and heavy food,”she said,“I miss my vegetables and fruit.”Wang Peng was enjoying a second plate of dumplings so he sighed.“Yes,”he added,“and I would miss my dumplings and fatty pork. Dont you get tired quickly?” “Well, I do have to rest a lot, ”admitted Yong Hui. “But dont you think it would be better if you were a bit thinner? Im sure you would feel much healthier.” They began to talk about menus and balanced diets. “According to my research, neither your restaurant nor mine offers a balanced diet,”explained Wang Peng.“I dont offer enough fibre and you dont offer enough bodybuilding and energygiving foods. Perhaps we ought to combine our ideas and provide a balanced menu with foods full of energy and fibre. ”So that is what they did.They served raw vegetables with the hamburgers and boiled the potatoes rather than frying them .They served fresh fruit with the ice cream. In this way they cut down the fat and increased the fibre in the meal. Their balanced diets became such a success that before long Wang Peng became slimmer and Yong Hui put on more weight. After some time the two found that their business cooperation had turned into a personal one .Finally they got married and lived happily ever after. FOR BUILDING A MCDONALDSI was excited when I heard that our community was to have its own McDonalds restaurant. I thought about all those young people who would not have to go to the next town to buy their favourite burgers and chips. McDonalds cares about healthy eating too and works with scientists to provide food that is of high quality, safe and healthy. It is also cheap .They often provide salads as well as burgers and chips. You can also choose between cola and milk shakes(奶昔). Of course it also means more work for our area that needs jobs badly. McDonalds say they are interested in doing what is right for the community and being a good neighbour. So I think they will be concerned about providing parking for the cars in our main street. Many of our young people will be only too happy to work for the company. McDonalds makes a promise to the people that work for them. They say,“We value you, your growing skills and your help to the company.”I can see nothing but good if this company comes to build its restaurant in our town.AGAINST BUILDING A MCDONALDSI am very worried about McDonalds building a restaurant in our hometown. We are a small community and we enjoy our local dishes. I am not sure if McDonalds food is as healthy as they say in their advertisements. When scientists look at it carefully, they find high levels of fat, sugar and salt. This is very worrying. Too many young people are getting fat through eating too much fatty food. McDonalds is not giving young people a good idea of what a healthy diet should be. Local Chinese food, on the other hand, is full of fresh vegetables and fresh meat and fish. The food at a McDonalds restaurant is always the same, so I wonder if it is made or brought in from elsewhere. Although it is freshly cooked, it must be less healthy than our own locally grown and cooked Chinese food.I also worry about all those cars bringing people to buy food at McDonalds. First, there would be petrol fumes(气体),which will make our clean air dirty. Second, theres the problem of all those cars that try to park and prevent other cars from moving quickly through our town. Im sure many young people would be happy to work for McDonalds but will they be treated fairly?In American, McDonalds does not allow workers unions to operate in its restaurants and these are people who speak up for the workers. If, as they say, the workers are happy with them ,why should they fear some workers joining a union?So when I consider the food, the cars and the jobs, I think we should not allow McDonalds to build their restaurant in our town.Unit 3the million pound bank noteAct I, Scene 3Narrator: It is the summer of 1903. know肉鹅产业发展实施方案以鹅肉养殖加工企业为龙头,因地制宜,实行“公司十基地十合作社十养鹅户”模式,以契约形式实行统一良种繁育供应良种鹅,统一供应精饲料,统一科技培训及服务,统一规范化饲养与管理,统一产品收购及加工销售,分户经营的“六统一分”的方式,开展产加销一条龙,牧工贸一体化的产业化生产经营,把养鹅场地与餐桌紧密的连接在一起,形成牢不可破的产业链条,既解决了社会化服务体系问题又解决了产前、产中、产后各环节脱离而形成的风险问题,通过产业化工程把传统养殖型的养鹅业转变为应用型的现代化鹅产业,是现代农业的根本出路和方向。它的发展,必将对发展县域特色经济,实现富民强县目标发挥重大作用。昆明白云餐具洗涤剂加工厂决定响应政府号召,回乡创业,回报社会,回报家乡。经过公司班子反复研究,决定通过5-10年时间,在威宁县海拉乡投资3500万元,建设威宁县2万只肉鹅标准化养殖基地,打造20万只肉鹅养殖产业带,最终形成威宁县一个强大的经济增长极。一、项目建设的可行性分析(一)项目建设背景及其重要意义1、顺应时代需求。国以民为本,民以食为天,食以安为先,通过科技创新实现农业标准化,保障食品安全是建设社会主义和谐社会的有效途径之一。全国政协十届二次会议涉及食品安全的两条提案,国家有关部门都作了详尽函复。自2000年以来,先后出现了瘦肉精事件、高致病性禽流感事件,苏丹红事件、三鹿奶粉事件等一系列食品安全问题,食品安全成为政府和人民大众共同关注的焦点、热点问题,也是企业做良心企业、责任企业要迈的重要门坎,同时也是农村发展、农业增效、农民增收面临的现实问题。一些恶性食品安全事件时有发生,使广大群众对食品缺乏安全感。这表明涉及食品安全的一些深层次问题还未能根本解决。食品安全关系民生,关乎社会和谐稳定,让老百姓吃得好,吃得健康,是需要认真解决的课题。随着城乡居民生活水平的提高,对肉食品的需求已从量到质的改变,对传统畜禽肉的需求在不断下降,而对鹅肉的需求大幅升高。因为鹅以草食为主的,可以在地面饲养和放牧,可从自然界获取有关营养素,抗病力特强,生长速度极快,饲料中基本不添加抗生素、促生长制剂或人工合成的营养素,因此,鹅肉是优质、风味好的绿色、安全、健康禽肉,发展养鹅业,顺应了改善肉类生产和消费结构的大趋势。2、资源优势和区位优势蕴藏巨大的发展机遇。威宁彝族回族苗族自治县,位于贵州省境西北部,北、西、南3面与云南省毗连,是贵州省的西大门,属毕节地区管辖。特殊的气候条件,地理条件和历史沿袭,使威宁县物华天宝、雄奇壮美,旅游资源、文化资源、风物特产在全国别具一格,形成“多彩贵州”中充满神奇魅力的高原风景线。由于处于国家规划的“樊西-六盘水经济开发区”腹心地带,靠近滇、川、黔、渝三省一市经济的交汇的云南省昭通市,交通优势日益凸显,作为长江经济带、成渝经济区和金沙江下游经济圈的交汇地带,威宁对畜牧产品有巨大的内在需求和对外拓展机遇。立足威宁的资源优势、区位优势、竞争优势,顺应县委、县政府对威宁产业的区域化总体布局,做大做草地生态畜牧业,将大大加快威宁县现代化进程和城乡统筹发展步伐。3、适应威宁县畜牧业战略发展。威宁县以产业发展为先,努力增加农民收入。县委、县政府力图通过产业化扶贫,以基础设施建设为重点,加大贫困乡村水、电、路、讯等建设,着力改善生产生活条件;以提高人口素质为本,着力提升发展能力;以生态建设为要,确保可持续发展。按照县委、县政府“产业建设生态化、生态建设产业化”的总体要求,建设1万亩人工草山,打造2万只鹅产业带,将有利促进“全县建设100万亩以上人工草地”的步伐,尽快实现“让生态建设带来经济效益,通过对经济效益的谋取促进生态环境的改善”的良性循环。结合全县全面展开的区域性连片开发、产业化扶贫开发和科技扶贫开发,将强势推进全县农村贫困人口的“大扶贫”工作格局。(二)项目建设的可行性1、鹅的良种和饲养技术完全成熟。我们已拥有现成的白鹅良种、饲养管理规程、饲料配方技术、疫病防疫规程、鹅肉加工技术、肥肝生产技术、活拔鹅毛技术、鹅裘皮生产技术等,有效克服了技术风险。同时,在技术上还可依托中国农科院、浙江省农科院等科研机构杂交配套优选品种,提高鹅种品质,降低苗鹅成本和养殖成本,提高商品肉鹅的肉用性能和副产品品质,提高经济效益。2、威宁县养鹅具有得天独厚的自然条件。全县总面积6296.3平方公里,平均海拔2200米,森林覆盖率33.28;县境中部为开阔平缓的高原面,四周低矮,是贵州省面积最大、海拔最高的县。全县辖35个乡镇,620个行政村(居)委会。全县2010年末总人口120多万人,县府驻草海镇。该县属亚热带季风气候,年均温11.2,年降水量739毫米。森林面积 18 万公顷。有煤、石膏、铅锌、铁、铜等矿产资源。农作物以玉米、马铃薯为主,农作物桔干丰富,为养鹅提供了得天独厚的自然资源环境条件。(三)市场前景分析1、鹅产品具有广阔的消费市场。中国不仅是养鹅生产大国,也是鹅产品消费大国。随着人民生活水平的不断提高,对肉类结构的重新认识以及烹调技术的传播,鹅肉产品国内市场有着巨大的消费潜力。国外近年来对鹅肉也相当重视,如德国的西式鹅肉香肠在西方国家就倍受消费者青睐。除此之外,鹅肫、鹅蹼及鹅肠经加工后别有风味,其需求量步扩大。另外鹅羽绒也是我国出口创汇的传统产品,所以开发溆浦鹅产业大有前景。2、发展鹅产业,经济效益高。鹅产蛋产肉性能强,具有较高的经济效益。产肉性能:生产速度较快,一般在放牧饲养的条件下,3个月平均体重为4千克左右。产蛋性能:年产30个,平均重为212.5克。雏鹅成活率:雏鹅70日龄成活率为85%。养鹅业属于劳动密集型行业,随着加入WTO后各种关税和非关税贸易壁垒的减少,促进了各种鹅产品的出口,而国际市场兴起的绿色壁垒较难阻挡中国的鹅产品,是出口创汇的重要产品。3、公司+基地+合作社+农户的模式可行。以龙头企业为投资主体,建设标准化、规范化的养殖示范区进行示范引导,为养殖户提供原辅材料、技术、管理、品牌和市场保障;合作社组织合作社社员,整合零散资源、解决单家独户面对大市场的困难;合作社养殖户跟着公司发展养殖,既能增加收入,又不影响其他各业生产,同时,规避了小生产难以承受的养殖疫情疫病大风险。“公司+基地+合作社+农户”的运作模式,公司搭建发展平台,建立链接机制,与农户结成了紧密的利益共同体,促进了二者之间相互信任、相互依存、互惠互利、共荣共衰的和谐关系,解决了农户单独面对市场,市场信息不足,承受市场风险的能力较弱的问题,确保了“政府引导、商行支持、企业发展、农户增收” 四位一体和多方共赢。(四)海拉乡实施种草养鹅项目的必要性1、能最快解决海拉乡贫困人口的温饱问题。发展肉鹅产业,投资少,产出多。在鹅的整个生产周期内,除育肥期间需要一些房舍与保暖设施外,肉鹅和种鹅舍可以因陋就简,或利用现有空置旧房即可,能遮雨挡风就行了,养鹅设备投资甚少。一只中型的肉用鹅饲养6080天,活重可达34kg,投资回收期较短,是一种快速致富的好产业。海拉乡经济社会发展较为滞后,农村经济发展缓慢,农民原始积累低。发展种草养鹅,比较优势优势明显,能迅速引导农民走上脱贫致富奔小康的快车道。2、能有效缓解海拉经济社会发展过程中的矛盾。发展肉鹅养殖,生长速度快,消耗精料少。在放牧的情况下,料肉比为1.51。鹅的消化能力强、食性广,可充分利用低值土地资源进行种草养鹅,不与人争粮争地。发展肉鹅养殖,即使规模较大,也不会引起禽类产业与人民基本口粮之间的矛盾,并且不需要每年外地调入大量的饲料原料,饲料资源丰富,减少运输环节就节约了大量成本,而养鹅以青粗料为主,饲料成本比其它畜禽低。3、能最大限度的解决海拉乡农村剩余劳动力问题。鹅全身是宝,经济价值高。而鹅产品如鹅肉、羽绒、肥肝、裘皮、鹅掌、鹅翅、鹅肫等价值很高,有广阔的销售市场。利用海拉乡廉价的劳动力,大力发展劳动密集型产业,既能最大限度的解决海拉乡农村剩余劳动力问题,又能发挥劳动力成本较低的比较优势,拓宽就业渠道,增加农民收入。二、项目实施方案为实现公司肉鹅生产向规模化、标准化、产业化方向发展,加快肉鹅养殖基地建设步伐,积极引进肉鹅孵化、饲养、加工等产业化项目,公司决定投资500万元,建设2万只肉鹅标准化养殖基地,带动300户农民发展肉鹅养殖,增加农民收入,结合海拉乡肉鹅养殖发展实际,2万只肉鹅标准化养殖基地将高起点谋划,高标准建设,认真组织实施。(一)指导思想和发展目标坚持以种植业为依托,以市场需求为导向,以企业做大做强和增加农民收入为目标,用科学发展观指导肉鹅产业发展,在优化肉鹅结构、规范化饲养、疫病预防上狠下功夫,依托公司2万只肉鹅标准化养殖基地基地,走“公司+基地+合作社+农户”的路子,不断延伸肉鹅生产、加工、销售产业链。力争2012年初步建成肉鹅标准化养殖基地,发展肉鹅养殖1万只,带动农户20户。2015年,新建标准化肉鹅养殖小区8个以上,每个小区建设肉鹅舍20个以上,全乡新建标准化肉鹅舍180个以上,全乡标准化肉鹅舍达到200个以上。每年出栏肉鹅4万只以上。到2020年,肉鹅饲养规模达到20万只。建设人工草地及饲料地2万亩,带动全乡,辐射周边乡镇,发展肉鹅饲养户2000户,建成威宁县20万只肉鹅经济带。(二)运作方式威宁县鹅业合作社实行统一规划,统一供应鹅苗,统一供应饲料,统一规范化饲养管理,统一提供科学养殖和疾病防疫技术指导,统一产品购销和分户经营的“六统一分”生产经营方式,与签订并严格执行合作养殖协议的订单方式,以不低于最低保护价向合作社合作养殖户回收鹅蛋、鹅毛和鹅肉。威宁县鹅业合作社统一品牌建设,统一开拓市场。建立统一的禽类疫病防控体系,统一回收养殖废弃物进行无害化处理,生产有机肥。大力发展沼气,积极推进绿色农业发展,利用有机肥和沼液种植无公害药材。威宁县鹅业合作社投资建设饲料厂,确保同行业最低价格供应饲料。积极引进外资,努力开展肉鹅产品的粗加工和深加工。(三)建设标准1、小区选址。鹅场宜选择远离城镇,交通方便,生态环境较好的区域,应避免选择周围环境污染较重的地方建设。周边属农地和林地,隔离条件好。场址宜选择地势稍高、干燥、平坦、有一定坡度、面北向南,向阳背风,排水良好的地方为佳。土质以透水性好的沙壤土为宜。小区与小区的间隔要大于3公里。2、水电要求。水源有保障、水质良好。水质要能切实满足肉鹅生产用水和管理人员生活用水,能够满足卫生环境、工具消毒和洗涤。应选择附近低凹区域,建设水深11.5米的人工水池。要能引来沟、河、湖等流动活水的清洁水源,既要便于引进又能方便排放,保证经常换水。要架设动力用电,安装不低于250千伏安变压器。保证孵化设施设备和饲料加工用电。3、鹅舍建筑。鹅舍的基本要求是冬暖夏凉,空气流通,光线充足,便于饲养、容易消毒和经济耐用。育雏舍:育雏舍要温暖、干燥、通风良好,配套建设保温设备。每幢育雏舍以容纳600800只雏鹅为宜,檐高2米,窗面积与地面积之比为1:1015,舍内分为若干单独小的育雏间,其面积为2530厘米,地面压实压平,或铺以方砖,使地面保持干燥。舍前设喂料场和水浴池,喂料场地宜平坦,略向水面倾斜,便于排水。喂料场与水面连接的斜坡长约3.5-5米。育肥鹅舍:育肥鹅舍内可设计单列式或双列式两种栅架。四面围成栏栅,围高64厘米,每根栏栅杆间距5.6-6.0厘米,以利鹅头伸出采食和饮水。外设料槽和水槽。饲料槽上宽30厘米,底宽24厘米,高23厘米。水槽宽20厘米,高12百米。育肥栅架离地面约70厘米以上,栅底编成间隙约2.53厘米地漏,以使粪便漏下。育肥舍分若干小栏,每小栏12平方米,容纳中等体型育肥鹅5070只。种鹅舍:每幢鹅舍容纳种鹅不超过400只为宜。鹅舍檐高1.8-2.0厘米,窗与地面之比为1:1012,舍内地面比舍外高1015厘米,每平方米可养2.53只。种鹅舍一隅设产蛋间,用高60厘米竹条围成,设23个小门,地面铺黄沙或木板,其上垫柔软稻草。种鹅舍必须高于陆地和水面运动场,确保不因雨水流东造成的污染。(1)建设现代养鹅设施,推进了现代养鹅业发展。随着标准化鹅场建没和规范化饲养管理工作的不断发展,不少新筹建的现代规模养鹅的鹅舍建筑都舍弃了砖、水泥、灰沙、钢材、木材等材料,采用轻质耐用、隔热性能好的塑料构件,省工、省时、省运费、占地面积少,减轻地面负重,又美观、整齐、大方,适于养鹅的需要,这也是海拉乡标准化养鹅场建设的方向。(2)采用现代饲养管理设备,减轻了人工劳动强度。采用比较规范化的禽用饮水器、料盘、自动饮水装置和两层式笼育雏,使用电动刮粪机、青饲料切割机和加工青草、菜类的揉丝机,节省人工,提高青绿饲料的利用率。(四)项目建设期限和首期实施进度项目建设期为五年,即自2011年4月10日起到2016年3月止。分两期建成,一期工程自2011年4月10日起到2013年3月止,二期工程自2013年4月1日起到2016年3月止。一期工程实施进度:1、2011年4月10日前,与地方政府签订项目实施合作协议。2、2011年4月20日前完成项目建设用地划拨及其相关手续。3、2011年4月31日前,成立并注册“威宁县鹅业养殖专业合作社”。4、2011年5月1日至2011年9月1日,厂房建设。2011年5月1日至2011年月15日,配套建设海黑公路至养殖场园区的道路,电力设施架设及安装调试。5、2011年6月1日至2011年7月底,设施设备采购及安装调试。6、2011年8月1日至月底,完成合作社社员入社申请审批,与合作社社员签订合作养殖协议。7、2011年7月1日至2011年9月底,鹅苗选购。良种是强鹅之本,鹅业生产的基础。选择适应威宁气候特点、生长发育快,繁殖性能好,产绒多,适应性强的优良鹅种,对于不断提高鹅业生产水平和养鹅的经济效益至关重要。二期工程实施进度:1、自2013年4月1日起到2014年1月止,完成鹅毛粗加工厂的建设。2、自2014年1月起到2014年12月止,完成屠宰厂、食品加工厂的建设。(五)投资概算和资金筹措方式预计项目总投资1158万元。其中,固定资产投资1063万元,流动资金95万元。1、固定资产投资投资905万元,详见下表:固定资产投资投资概算明细表序号项目建设面积(m2)单位造价(元/m2)投资额(万元)其中:财政无偿资金(万元)1主要生产车间6003001.1鹅舍80003002401201.2运动场地30000001.03001501.3孵化车间200030060302辅助生产车间及饲料车间10001000100403动力车间10080084锅炉房1080085库房32125.1饲料仓库200800165.2种蛋仓库(冷库)100160016126配套工程2006.1污水治理40306.2饲养员住房20008001607农机具、运输工具857.1农机具607.2小型货车258其他50合计301200010633822、流动资金。以两个月饲料、药品、水电费、管理费和其他费用测算,共需流动资金95万元。3、资金筹措方式。合作社自筹资金500万元,财政无偿资金110万元,银行贷款590万元。(六)扶持办法以鹅产品养殖企业为龙头,形成“公司十基地十合作社十农户”生产经营模式运作,需要政府出台扶持威宁县鹅业合作社发展的优惠政策,确保养鹅业健康、快速发展。1、以奖代投。农户发展肉鹅养殖,须通过威宁县鹅业合作社与社员签订合作养殖协议后,发放种苗。合作社与合作养殖户按照合同之规定,认真履行合作养殖协议。对于认真履行合作养殖协议,发展较好的,采取“以奖代投”的方式,鼓励养殖户扩大饲养规模。鼓励原有小区继续新建棚舍,扩大饲养规模,发动散养户在庭院建棚或利用闲置空房批量饲养,每户每批次饲养规模达到5000只,政府给予每户适当的奖励(由合作社造册),政府直补到户。2、贷款投放。政府积极协调金融部门,加大对肉鹅养殖产业信贷支持力度。要协调商业银行减少贷款手续,降低贷款门槛,增大放贷规模。对符合贷款条件的规模养殖户,每户贷款额度放大到3万元,做为基础设施建设资金,并对养殖户提供流动资金贷款。3、整合资金。政府应整合发改委、农牧、扶贫、开发、水利等涉农部门的项目资金, 捆绑使用,向肉鹅产业倾斜,支持养殖小区建设。4、水电配套。小区内的生产和生活用水,由海拉乡政府部门负责解决,包括井位勘探、打井及配套设施,由水利部门以实物的方式给予养殖小区补贴扶持。5、电价优惠。政府积极协调电力部门对养殖小区的电力设施给予支持,对肉鹅养殖户的用电与照明用电按照农村生活用电计价。6、风险补贴。政府和威宁县鹅业合作社按一定比例筹集风险基金,当市场价格低于成本价格或遇到不可抗拒的自然灾害时,风险基金用于对养殖户的养殖风险补贴。政府继续帮助协调贷款,扶持养殖户走出低谷。(七)保障措施1、土地审批。需要办理用地手续的按程序报批,县级收取的行政事业性收费减半征收。各部门要积极支持小区基础设施建设,对投资肉鹅屠宰和深加工项目的企业,采取一事一议、特事特办的方式给予政策支持。2、政府引导。鹅产业发展初期,农牧业、科技部门应对养殖积极性较高的农户开展科技培训,持续定期养鹅研讨会。定期和不定期举办科学式样培训班,不断提高养殖户饲养水平,提高成活率,增加养殖户信心和饲养后劲。利用开培训班、制作专题讲座光盘、宣传手册、电视讲座等多种形式,开展广泛深入的宣传动员。3、项目带动。将新农村建设示范村、危房改造工程与构建肉鹅养殖小区结合起来,对建设养殖小区的村组农户给予重点倾斜。把新农村建设与鹅产业发展结合起来,把统筹城乡发展与产业结构调整结合起来。4、出台招商引资优惠政策。按照肉鹅产业三年发展规划目标,积极对外招商,引进孵化和加工企业,为全乡养殖户提供雏源、拓展销售市场,创造宽松渠道。尽早促成昆明华曦集团在我县投资,加快发展养殖户,以扩大基地建设规模,为肉鹅产业的规模化、产业化发展奠定基础。5、加强疫病防治。鹅业合作社要采取提前定期防疫、分期分批防疫的办法,提高防疫密度,做到村不漏户,户不漏鹅,要按时做好日常观察、定期消毒隔离、接种防疫工作,实施有效免疫计划,对疾病做到“早发现、早治疗”,杜绝疾病感染机会,预防多发性疫病和高致病性禽流感疫情的发生,为养殖创造良好的生活环境。
