This document is limited to the Phase-Out portion of the Flextronics Product Life Cycle. 3.0 DEFINITIONSAR - Accounts ReceivableAP - Accounts PayableFPLC Flextronics Product LifecycleRMA Return Material ApprovalNCNR Non Cancelable / Non-ReturnableMRP Materials Requirements PlanWIP - Work In Progress4.0 REQUIREMENTS / POLICY4.1 Each facility involved in the Phase-Out of products or services should apply these guidelines as appropriate for each unique customer situation.4.2 The Phase-Out checklist FBP-ENG131 should be used to aid in the planning and control of the phase-out project. This checklist can be modified to meet specific needs.4.3 Upon receipt of project Phase-Out notice from the customer, the Program Manager or Project Manager should form a team and initiate project Phase- Out meetings with all relevant departments to address any concerns and issues.4.4 The excess, obsolete, and on-order inventory, and past due A/R must be investigated, documented and ownership for disposition agreed to, well in advance of announced disengagement.4.5 All customer needs and requirements such as but not limited to customer owned inventory, product, test equipment and fixtures must be fully researched and documented. It is recommended that these not be returned until Flextronics is paid in full for all customer obligations (i.e. inventory and accounts receivable).4.6 The terms of Phase-Out of a program should be described in the basic contract , if not effectively covered a specific Contract Termination Agreement may be required.4.7 Financial exposure must be covered by a customer Purchase Order (PO) or as otherwise stated in the Manufacturing Agreement5.0 TRAINING5.1 Employees involved in the phasing out process should be trained in the use of these guidelines. This includes but not limited to Business Development, Materials, Finance, Project Management, and Program Management.5.2 Training methods include:5.2.1 Flextronics University5.2.2 FBP-ENG003 PowerPoint presentation provides a detailed overview of the FPLC and has a section on Product Phase-Out.5.2.3 Instructor Lead Training can be made available. 6.0 PROCEDURE / RESPONSIBILITIES6.1 Program Manager (PM)The Program Manager or assigned Project Manager is responsible for supervision of the Phase-Out process.o Review the Manufacturing Contract and all circumstances as outlined below. Determine if a separate Contract Termination Agreement is required. If the existing Manufacturing contract does not effectively cover the circumstances, then this contract termination agreement template may be customized tofulfill the need. This Contract must be reviewed and approved by the Flextronics Legal organization.o Organize a team and develop the plan using the checklist FBP-ENG131 as a guideline. Typical team representatives, should include those working closely with the project such as but not limited to: Business Unit Manger Finance Production Manager Supply Chain Buyers and planners associated with the project. Tactical Team Receiving / Incoming Inspection Component/ Materials Engineer Quality Managers Quality Assurance Engineers Environmental Coordinator Engineering Process/Manufacturing/Integration Engineers Test Engineers o Manage the phase out build schedule with customero Bring closure to excess and obsolete and on order material exposure according to the schedule o Compile a report of the customers equipment and submit to customer.o Establish agreement with customer, regarding customers equipment and material: This includes the transportation costs. The terms for payment and equipment delivery.o Define the conditions to which Flextronics will secure material and equipment for possible repairs and claims.o Define the rules for selling the material at the end of the claim period.o Confirmation must be received in writing, not just verbal from all groups regarding all financial and inventory obligations. ( including but not limited to AR /AP, WIP, RMA, scrap, excess, obsolete, on-order )o Upon the completion of the phase out process, establish the process for warranty of units shipped to the customer in strict accordance with the Mfg. Contract. RMA acceptance if any must be in strict accordance with the Mfg. Contract unless otherwise documented and approved.6.2 Master Planner /Production Planner:o Close existing forecasts in the MRP system in accordance with the agreed to schedule determined by the Program Manager and customer,o Inform PM and the customer of the date of last product delivery.o Carry out inventory reconciliation in both production and warehouse 6.3 Materials / Buyer:o Perform Cancellation or transfer of open orders after the agreed phase out schedule has been determined. o Regenerate the MRP and create a report of all in house inventories in the stockroom and production as well as on-order quantities. (Report to be submitted to PM)o Create or update the excess/obsolete material report weekly.o Investigate and confirm that all NCNR and on-order obligations are met. (Including bonded at distributors, and long lead-time orders). Provide confirmation in writing to the Program Manager6.4 Production Manager:o Create a competency matrix (review of knowledge and skills) of employees involved in the program or affected by the Phase-Out.o Determine new allocation of these employees.o Secure essential employees to support RMA/Service activitieso Package the customers equipment and prepare for shipment to the customer determined location.6.5 Test/Product /Quality & Process Engineer:o Prepare a list of customer owned equipment dedicated to the phased out product.o Prepare a list of equipment dedicated to the product being phased out, owned by Flextronics.o Archive test programs electronic form.o Archive calibration notes and validation recordso Archive production test results.6.6 Document Controlo Depending on the PMs disposition, and agreement with customer on customer related documents, Document Control (DC) should return customer owned confidential documents.o For Flextronics documents and records, the team should dispose per local Document & Data Control procedure.6.7 Financeo All Financial obligations must be determined before the Phase-Out schedule is executed and equipment is shipped from the factory.o Flex accounts must ensure that all accounts receivable and payable(AR/AP) must be settled by the customer within the specified terms in the Manufacturing Contract;o In the event of a default by the customer, Flextronics will, based upon the Manufacturing Contract, dispose of the material in such a way as to minimize the liability to Flextronics. 7.0 APPENDICES7.1 Appendix a) Process FlowINPUTSProcess StepOUTPUTSResponsibilityInformation from Customer: Last time buys End of production End of repair End of service.Program reviewPhase out execution & trackingPhase out schedule development 2.0Es
