Issued on 09 22 1999 Implemented as of 01 01 2000 Issued by The State Bureau of Petroleum 2 When the cabinet room computer room and engineer room are adjacent to any of the auxiliary rooms they shall have no doors open to the later 3 When the UPS room is set independently it should be arranged adjacent to the cabinet room 4 Any independent air conditioner room shall not be directly connected with the operating room and cabinet room when it is adjacent to the later antivibration and sound insulating measures are necessary to be taken 2 2 5 For arrangement of the equipment in the operating room the operator s interface equipment to be frequently operated shall be stressed so as to make it easier for the operators to observe and handle the situations Sufficient operating space with a proper margin shall be arranged in the operating room 1 The operating station may be arranged in a straight or arc line pattern and for two or more relatively independent process units may be arranged in groups 2 The printer may be arranged on either side of the operating station or at any other proper location 3 The instruments panels if any e g the flammable gas detector panel compressor shaft vibration and displacement monitor system panel fire alarm panel and so on may be arranged on one side of the operating station SH 3006 1999 2 2 6 The DCS cabinet terminal cabinet distribution board relay cabinet safety grid cabinet and so on in the cabinet room should be arranged in one or more rows according to the number of cabinets Enough space for installation wiring inspection and maintenance shall be reserved in a cabinet room with arrangement in rows 1 The terminal cabinet should be arranged close to the inlet of the signal cable 2 The distribution board should be arranged at the inlet of the power cable 3 The DCS cabinets should be arranged in their sequence 4 Too much crossing of connecting cables between the cabinets shall be avoided when the cabinets are arranged 2 2 7 The area of the operating room shall be determined according to the following requirements 1 For an operating room with two operating stations consoles the building area should be 40 50m2 with 6 10m2 to be added for each added operating station 2 The area of the operating room shall be corrected according to the number and arrangement pattern of other hardware and instrument panels a The clear distance between the front of the operating station console and the wall should be 3 5 5m and that between the rear of the operating station console and the wall should be 1 5 2 5m b The clear distance between the side of the operating station console and the wall should be 2 2 5m 2 2 8 The area of the cabinet room shall be determined according to the dimensions and number of the cabinets and shall meet the following requirements 1 The clear distance between rows of cabinets should be 1 5 2m 2 The clear distance between the side of a cabinet and the wall should be 1 5 2m 2 2 9 The areas of the computer room engineer station room and UPS room shall be determined according to the equipment s dimensions working requirements and spaces necessary for installation and maintenance 2 3 Environmental conditions 2 3 1 For the operating room cabinet room computer room and engineer station room for a distributed control system the ambient temperature should be 20 2 C in winter and 26 2 C in summer with a temperature fluctuation rate of less than 5 C h the relative humidity should be 50 10 with a humidity fluctuation rate of less than 6 2 3 2 The air in the central control room shall be clean and shall meet the following requirements Dust less than 0 2mg m3 with particle size less than 10 m H2S less than 10ppb SO2 less than 50ppb CI2 less than 1ppb 2 3 3 The amplitude and frequency of the ground vibration in the central control room shall meet the manufacturer s mechanical vibration parameter restriction requirements for DCS hardware SH 3006 1999 2 3 4 The electromagnetic field conditions in the central control room shall meet the manufacturer s requirements for electromagnetic field for DCS hardware 2 3 5 Static electricity protection measures shall be adopted in the design of the central control room 2 4 Architectural and structural design requirements 2 4 1 For oil refining petrochemical chemical fiber and other process units where explosive hazard exists the design of the explosion resistant structure of the central control room building shall meet the following requirements 1 Explosion resistant structure design shall be adopted for the central control room building for a combination unit 2 For a single process unit corresponding explosion resistant design measures shall be taken for the central control room building depending on the extent of the explosive hazard such as the explosion protection wall on the side facing the process unit etc 2 4 2 The fire resistance rating of the central control room building shall be no lower than grade 2 2 4 3 Electrostatic removable floorboard should be used for the flooring of the cabinet room and terrazzo flooring may be used for the operating room 1 The average load of the removable floorboard shall be no less than 5000N m2 for the operating room and cabinet room 2 The levelness of the removable floorboard shall be 1 5mm 3m 3 The base floor under the removable floor board should be terrazzo flooring 4 The height of the removable floor board from the base floor should be 300 800m 5 The base floor shall be over 300mm higher than the outdoor leveled ground If the operating room is located in an unit area where some flammable gas or vapor with over 0 75 of relative density might be diffused the base floor shall be over 600mm higher than the outdoor leveled ground 2 4 4 Brick wall should be adopted for the external wall of the central control room with non explosion resistant structure design For walls that are designed as explosion resistant structure the reinforced wall or reinforced concrete explosion protection wall may be adopted depending on different explosion resistance requirements The quality of the wall surface shall meet the following requirements 1 The interior wall surface shall be flat and smooth impossible for dust accumulation easy to clean and non reflecting The wall surface shall be coated with flat paint or covered with fire retardant matte wall fabric The coating shall be non spalling and sound absorption materials may be used when necessary 2 The color of the wall should be light such as white milkwhite or light yellow and should be harmonious and natural 2 4 5 The central control room shall be provided with suspended ceiling which shall meet the following requirements 1 The clear height from the suspended ceiling to the floor should be 2 8 3 3m 2 In order to satisfy the space requirements of the air ducts cables pipelines and concealed lighting fixtures the clearance over the suspended ceiling shall be no less than 600mm 3 The suspended ceiling shall be made from light gypsum board or other nonflammable materials SH 3006 1999 with the fire resistance limit no less than 0 25h 2 4 6 The doors of the central control room shall meet the following requirements 1 They shall be convenient for use safe and easy to clean 2 The control room shall have two doors open to the outside which shall be provided with storm porches as buffer zones 3 The cabinet room shall have no door open to the outside 4 The doors shall be made from nonflammable materials 2 5 Natural lighting and artificial lighting 2 5 1 Artificial lighting shall be adopted for the central control room 2 5 2 The illumination standard values lx for different zones on the working plane 0 8m from the floor shall meet the following requirements 1 For the operating room and computer room 300 2 For the cabinet room 500 3 For a general zone 300 2 5 3 The selection and arrangement of the lighting fixtures shall meet the following requirements 1 Fluorescent light shall be adopted for the lighting fixtures 2 The light source shall not project light directly on the display screen or produce glare 3 Concealed ceiling mounted or grating type arrangement should be adopted for the lighting fixtures and switches may be arranged in groups or by zones to satisfy different illumination demands 2 5 4 It is necessary to provide the emergency lighting system of which the illumination standard value should be 30 50lx 2 6 Heating ventilation and air conditioning 2 6 1 The central control room shall be provided with air conditioning facilities and should be provided with temperature and humidity indication or recording instruments The indoor temperature and humidity shall conform to the specifications under 3 3 1 and the air purification shall conform to the specifications under 3 3 2 2 6 2 The heat dissipating capacity of an equipment shall be determined on the basis of the data provided by the manufacturer 2 6 3 The indoor airflow organization shall be determined according to the requirements of relevant air conditioning design code and the actual field situation 2 6 4 The positive ventilation system using clean air shall meet the following requirements 1 When all the openings doors and windows etc are closed the indoor pressure shall be maintained no lower than 25Pa 2 When all the openings are opened the rate of airflow through the openings shall be no lower than 0 3m s 3 The positive ventilation system shall provide all the zones of the control room with the required SH 3006 1999 pressure and flow 4 Alarm shall be given at a failure of the positive ventilation system 5 After interruption of the positive ventilation system such necessary measures as flammable gas detector and so on shall be taken to ensure the safety of the control room 6 The explosion protection types of the switches circuit breakers and motors used for the ventilation system shall be selected according to the classification of place with the positive ventilation system under failure condition 7 An independent power supply circuit shall be provided by the distribution room for the positive ventilation system 2 7 Line entry mode and indoor cabling 2 7 1 Overhead entry method shall be adopted for the incoming line of the central control room When restricted by conditions or when the explosion resistant structure design is adopted trench method may also be used for the incoming line 1 For overhead laying of the cables the openings through the walls or floor slabs must be sealed 2 When the lines come in through trenches the level of the indoor bottom of a cable trench shall be over 300mm higher than that of the outdoor bottom the inlet and openings on the walls must be sealed and the outdoor trench bottom shall be provided with draining facility 2 7 2 When the operating room is provided with terrazzo flooring the cables shall be laid in cable trenches and isolation measures shall be taken for the power cables 2 7 3 When the operating room is provided with removable floorboards the cables going under the removable floorboards shall be laid on the base floor 1 The signal cable shall be separated from the power cable to avoid parallel laying of them and if it can not be avoided isolation measures shall be taken 2 When the signal cable vertically intersects the power cable the power cable shall be put into the cable tray 2 8 Installation and fixing of equipment 2 8 1 In case of removable floorboards the operating station console shall be fixed on supports made from section steels and the said supports shall be fixed on the base floor 2 8 2 In case of terrazzo flooring the operating station console shall be fixed with anchor bolts or other embedded parts 2 9 Safety protection 2 9 1 The central control room shall be provided with automatic fire alarm devices with the inlet valve of the air conditioning system and the power of the air conditioner to be automatically cut off when necessary 2 9 2 The central control room shall be provided with firefighting facilities 2 9 3 Corresponding detection and alarm devices shall be provided in case of possible occurrence of flammable or toxic gases in the control room 2 10 Communication SH 3006 1999 2 10 1 The central control room may be provided with telephone paging system and radio communication system as required 3 Regular Instrument Control Room 3 1 Selection of location on the general layout 3 1 1 Clauses concerning selection of the location on the general layout for the central control room of the distributed control system also apply to the regular instrument control room 3 1 2 There shall be no continuous vibration source in the surrounding area of the regular instrument control room which can produce indoor ground vibration with over 0 1mm of amplitude dual amplitude and over 25Hz of frequency otherwise proper antivibration measures shall be taken For motor driven instruments no continuous electromagnetic interference that might render the magnetic field strength in the central control room greater than 400A m shall exist in the surrounding area 3 2 Arrangement and area 3 2 1 Besides the control room the UPS room operators change shift room instrument maintenance room air conditioner room firefighting room and washroom may also be provided as required 3 2 2 The instrument panels in the control room may be arranged in straight line broken line or arc line patterns 3 2 3 Positions for backup panels may be reserved as required 3 2 4 In case of frame type instrument panels the zones before and after the panels should be partitioned 3 2 5 The length of the control room shall be determined according to the number and arrangement of the instrument panels 3 2 6 The depth of the control room shall meet the following requirements 1 With a console the depth should be no less than 7 5m 2 Without a console it should be no less than 6m 3 It should be greater than 9m when the length of a large size control room exceeds 20m and may be properly reduced for a small size control room 3 2 7 The depth of the zone after the panel the clear distance from the rear edge of the panel to the wall surface should be 1 5 2m for frame type instrument panels and cabinet type instrument panels with rear doors and 0 8 1 0m for passage type instrument panels The space may be omitted for passage type instrument panels when the control room is smaller with no equipment arranged along the rear wall and the zone after the panels may be properly enlarged when there is auxiliary equipment in or other special requirements for this zone 3 2 8 With an operating console arranged in the zone before the panels the distance from the console to the instrument panel face should be 1 5 2 5m and the clear distance from it to the wall should be 2 2 5m without an operating console arranged in the same zone the clear distance from the panel face to the wall shall be no less than 3 5m 3 3 Architectural and structural design requirements 3 3 1 For oil refining petrochemical chemical fiber and other process units where explosive hazard exists SH 3006 1999 the structure design of the control room building shall meet the following requirements 1 Explosion resistant structure design shall be adopted for the control room building for a combination unit 2 For a single process unit corresponding explosion resistant design measures shall be taken for the control room building depending on the extent of the explosive hazard such as the explosion protection wall on the side facing the process unit etc 3 3 2 The fire resistance rating of the control room building shall be no lower than grade 2 3 3 3 Terrazzo flooring should be adopted for the control room and the floor of the control room shall be over 300mm higher than the outdoor ground When the control room is located in an unit area where some flammable gas or vapor with the relative density greater than 0 75 might be diffused the indoor floor shall be over 600mm higher than the outdoor ground 3 3 4 The wall surface of the control room shall be flat and smooth impossible for dust accumulation easy to clean and non reflecting 3 3 5 The control room shall be provided with suspended ceiling which shall meet the following requirements 1 The clear height from the suspended ceiling to the floor should be 2 8 3 3m 2 Enough space shall be reserved above the ceiling for the purpose of laying air ducts cables and pipelines 3 The suspended ceiling shall be made from light gypsum board or other nonflammable materials with the fire resistance limit no less than 0 25h 3 3 6 Enclosed ceiling may be provided above the instrument panels for large and medium size control rooms but for control rooms with natural ventilation enclosed ceiling is not recommended 3 3 7 The doors of the control room shall meet the following requirements 1 The doors of the control room shall be convenient for use safe and easy to clean 2 The size of the doors of the control room shall be determined according to the maximum dimension of the equipment to be installed 3 The doors of the control room shall be opened outward and the double swing spring door is recommended 4 The doors of the control room shall lead to places without any explosion or fire hazard 5 For large and medium size control rooms control rooms in windy dusty and cold areas and control rooms with air conditioning system shall be provided with storm porches 6 Any control room that exceeds 12m in length shall be provided with two doors 7 Two doors connecting the zone before the panels and the zone after the panels should be provided for a large or medium size control room and one such door should be provided for a small size control room 8 The zone after the panels should not be provided with any door directly open to the outside 3 3 8 The windows of the control room shall meet the following requirements 1 The windows of a control ro
