沈阳盛贸饭店2013年度全员消防疏散演习预案为了保持沈阳盛贸饭店的一贯高标准的安全环境,加强饭店员工的消防安全意识，提高饭店员工对火灾事故的应急处理能力，检查员工对消防应急程序掌握的情况。经总经理和酒店管理层同意，决定于2013年10月22日下午，饭店举行全员消防疏散演习，具体事宜安排如下：In order to maintain high standard security environment, and enhance our staffs safety consciousness, and improve staffs handling capacity of fire incident, after got approval from GM and hotel management, we will conduct a fire evacuation drill on the afternoon of 22 Oct, 2013. It require all departments to read the fire emergency plan and conduct the drill according to the emergency procedure. The detail arrangement is as the following:一、演习场景： Scene of the fire drill 1.时 间：XX 时XX分 Time: TBA 2. 地 点：4F宴会厨房 Site: Banquet kitchen on 4F3.事件起因：厨房油锅冒烟着火（模拟） Cause: Smoking and be on fire of the oil pot in the kitchen二、火灾报警：Fire Alarm1.厨房第一个看到油锅冒烟着火的员工立刻关闭燃气总阀，用灭火毯和灭火器灭火。 The first staff who find the smoke and fire should turn off the master valve if gas, and put out the fire by fire blanket and extinguisher.2.另一名员工立刻拨打6999电话通报FCC火警信息“4F宴会厨房油锅着火”，并马上启动手动报警按钮进行报警。 Another staff call FCC to inform the fire alarm message through the number 6999, and activate the manual call button to give an alarm.三、火警信息发布 Fire alarm information distributionFCC操作员收到报警信息后，立即用对讲机通知值班经理和值班工程师、保安主任、PA主管、服务中心接线员“4F宴会厨房油锅着火Code2”，服务中心立即发出手机短信“4F宴会厨房油锅着火Code2”，即Code2成立。FCC staff pass the fire alarm to DM, DE, Security Supervisor, Service Leader of PA and SC staff after got the alarm information.四、火灾扑救 Fire Fighting1. ERT先遣队成员在对讲机中收到“4F宴会厨房油锅着火Code2”的信息后，一边回复“收到，职位及姓名”，一边前往员工电梯间乘坐A消防电梯赶往火警现场ERT组长根据现场实际情况组织ERT先遣队成员断电、断汽，查看现场消防排烟是否正常启动等，同时与FCC操作员及CMT组长保持联系。ERT member hurry to the fire alarm site by fire lift A after got the alarm message. ERT leader organized members to cut off the Ele and Gas,and check if the fire exhaust system operate as normal, and keep in touch with FCC staff and CMT leader.2. 火警现场如有人员受伤，应立即派ERT成员帮助其撤离现场（使用担架），并通知CMT成员，现场有人员受伤请尽快联系“120”（前厅部经理负责联系“120”）。If there is any people injured in the fire site, ERT member should arrange to help him/her to evacuate (use stretcher), and inform CMT member to call “120” (FOM is responsible for contacting with “120”)3. ERT后援队成员在收到“4F宴会厨房油锅着火Code2”的信息后，确保穿好消防装备后，方可到达火警现场。抵达现场后应尝试使用消火栓对其灭火。ERT support team member should be sure to arrive at the fire alarm site after putting on the fire equipment. And try to do fire fighting by using extinguisher.4. 当现场火势无法控制ERT组长应立即通知CMT组长，现场火势无法控制,需立即拨打“119”救援，同时向“119”报警，说明：“沈阳盛贸饭店4F宴会厨房着火，现火势无法控制，请立即救援，我是（名字）”。并命令所有ERT成员撤离到安全处，控制火势蔓延速度（确保生命安全的情况下）。ERT leader should inform CMT leader if the fire behavior out of control,And need to call “119”for help, and order the ERT member to evacuate to safety place.5. 保安部派一名保安员去迎接消防队的到来。Sec. Dept. arrange a staff to meet the fire brigade.6. 当消防队到来时，根据饭店平面图，ERT组长应与消防队指挥官沟通，说明火势现蔓延情况及受影响区域，及未疏散人员、人数。随后由消防队员对火警现场扑救，ERT成员全部撤离现场，前往疏散集合地，最终大火被顺利扑灭。When the fire brigade coming, ERT leader should communicate with commander of fire brigade according to the hotel lay out plan, introduce the status and influence area, and people have not been evacuated, then fireman in charge of fire fighting and all the ERT member evacuate from the site and go to the gathering place.五、其他应急响应及疏散程序 Other emergency response and evacuate procedure1. CMT在收到当收到Code2信息时应立即赶往CMT危机管理中心集合（1F采购部，需要进行签到），并与ERT组长及FCC操作员保持联系，根据实际情况做出应对措施。CMT member should hurry to the crisis management center (PUR/1F, need to sign), and keep in touch with FCC staff and ERT leader, 2. 各区域消防管理员：在收到Code2信息后或听到消防广播/警铃声响后，应对所负责的区域进行检查并在门上贴上“已检查”标记贴，带好已签到簿、应急包通过最近的疏散楼梯（禁止使用电梯）赶往疏散集合地点名（确保人身安全的情况下）。All the fire warden should be responsible for checking the in charge area and paste the sign on the door, hurry to the gathering place take with the attendance book and emergency kit3. 各区域服务人员：在听到消防广播/警铃声响后，应为宾客做疏散指引（说明疏散楼梯、疏散集合地、为了您的安全请不要离开疏散集合地我们会为您准备食物及饮用水），然后通过最近的消防疏散通道赶往疏散集合地等待点名。All the staffs: should guide the guests to evacuate after hear the fire broadcast, and hurry to the gathering place to waiting for the roll call.4. 客房部服务员逐间房检查疏散客人并做标记“r”。HSKP staff inspect and evacuate the guest for each room and mark on the door.5. 办公室文职人员：在听到消防广播/警铃声响后，立即停止正在进行的工作，带好重要的资料，关闭办公室照明、用电设备锁好房门。由最近的疏散通道赶往疏散集合地集合等待点名。Office staff: should stop the current work and hurry to the gathering place take with the important document, turn off the lights and close the door.6. 厨房区域员工：在听到消防广播/警铃声响后或看到声光报警器动作后，应立即停止烹饪工作，切断电源、燃气、蒸汽，由最近的疏散通道赶往疏散集合地集合等待点名。Kitchen staff: should stop the current work and cut off the Ele/Gas/Steam, hurry to the gathering place and wait for the roll call.7. 前厅部员工：在听到消防广播/警铃声响后，应立即停止办理入住，并安抚客人，前厅部消防管理员应打印当日所有宾客名单及房间号码，礼宾部立即安排5名员工，每人手持一个集合地疏散方向指示牌在饭店四个安全出口及饭店大堂门口指引反饭店宾客、员工及外来人员赶往集合地点。其他员工由最近的疏散通道赶往疏散集合地集合等待点名。FO staff: should stop the current work and pacify the guests. The fire warden should print out the rooming list of the guests and arrange 5 staff to guide guest/staff/external person to the gathering place, other staff should hurry to the gathering place to wait for the roll call.8. 各部门秘书负责点名工作，在最短的时间内将统计的人员名单汇总（当日当值员工人数，未疏散人数），上交至人力资源部，由人力资源部进行统计当日饭店当值员工人数和疏散员工人数，将最终结果汇总上报总经理。Secretaries should call the roll and submit to HR in the shortest time, and HR will report to GM after summarizing.9. 各部门观察员应提前到达指定观察区域，根据检查表内容做好记录。Observers should arrive the assigned area in advance and take record according to the checking list.六、疏散集合地 Evacuation gathering place1. 疏散集结地：太原南街步行街（自行车棚外西侧出口北侧）鳄鱼服饰店门前。 注：如要下雨，疏散集结地改为3F宴会前厅 Walking street in Taiyuan South StreetNote: Change the gathering place to the Foyer of Ballroom if it rains.2. 保安部安排人员在楼内外消防安全通道的地面出口进行巡视检查，防止犯罪分子 趁火打劫，确保住店客人和饭店财产安全。 SEC. Dept. should arrange staff to walk around and inspect inside and outside the building to ensure the safety of guests and hotel property.七、人员安排 Staff arrangement1. 请人力资源部协助安排31名观察员于10月22日14:00时，在6F培训教室召开演习观察员会议，做详细分工及提醒注意事项，并发放观察员标志，位置如下： HR should arrange 31 observers to attend meeting in the training room at 14:00 on 22 Oct, 20131.1 客房7F24F: 9人(每两层1名观察员)HSKP: 9 pax1.2 B2F6F: 13人 B2F6F: 13 pax1.3 25F机房：1人Plant room on 25F: 1 pax 1.4 现场拍照：2人 Taking photos: 2 pax1.5 假扮客人：3人 Dress up as guest: 3 pax1.6 假扮伤员：1人 Dress up as wounded: 1 pax2. 其他人员安排 Other staff arrangement2.1 消防泵房：1人 Fire pump room: 1 pax2.2变电所：1人 Power Substation: 1 pax2.3 6F服务中心：1人 Service center: 1 pax2.4 消防监控中心：1人 FCC : 1 pax八、注意事项 Notes:1. 财务部及各部门收银处（在条件允许的情况下）需将钱物、重要票据及重要信息表等送的前厅部保险箱内。 Accounting and cashiers should send the cash, bill and important information forms to the safety box in Front Desk.2. 部门内有残疾员工、该部门应对其做到关注、爱护（由部门主管以上级别领导负责）；The handicap staff should be take care.3. 外来施工人员疏散：由消防安全经理负责培训，并参加全体疏散；Evacuation for the external constructors: Trained by FLSM, and attend the evacuation4. 商场各店需有最少一人参加疏散（由物业部负责）。There should be one at least to attend the evacuation.5. 所有“饭店在岗人员”遇到观察员提问都应做出相应回答。 All the staff on job should answer if the observer questions. 八、疏散演习目的 Objective of the fire drill 1. 检验我们的应急、救援（ERT）小组在紧急情况下的反应、配合及能力； To test the ERT team capacity of response and coordinate in an emergency 2. 检验饭店消防设备、设施能否按要求发挥其应有作
