公共服务论文:公共服务民营化视角下的高速公路运营管理模式研究【中文摘要】交通运输是国民经济的命脉,是一个国家或城市经济建设不可缺少的重要基础设施。从1988年沪嘉高速公路的建成通车,实现我国高速公路零突破以来,我国高速公路的规模不断扩大,到2006年底全国高速公路里程已达4.5万公里,路网效应的形成,逐渐显现出高速公路在交通运输系统中的重要地位。上海为加快经济、金融、贸易中心的建设步伐,加大了对公路基础设施的投入力度,自“十五”期间高速公路开始面向社会招商引资,吸引民资和外资来投资高速公路,形成了多元化投融资模式,市场化运作模式促进公路建设规模迅速扩大,逐步形成了一个快速、高效、便捷的高速公路网络构架。应该说,城市基础设施的民营化变革不仅为政府缓解了建设资金短缺的瓶颈,同时通过市场竞争降低了服务成本、优化了管理机制、提高了管理效率及服务效益。然而,民营化变革所带来的多元化投融资模式也给后续运营管理工作带来了难度,相关法律法规的缺失、配套管理机制的滞后、路网发展不均衡等因素抑制了高速公路网整体规模效益持续发挥。本文主要以公共服务民营化视角为切入点,以上海高速公路多元化运营管理实践为研究对象,从政府与企业的合作关系建立、职责定位、管理效率角度进行探讨分析,对当前多元化运营管理模式的实际效力进行研究,并根据高速公路运营模式的发展趋势从政府权责定位、市场监督机制、合作治理模式、信息化建设等方面提出相应对策和建议。为促进高速公路建设运营上的公私合作,本文认为首先要准确定位政府在合作治理过程中的职能转变,认清政府从服务生产者到行业监管者的定位,政府必须从维护公共利益的角度出发,承担起供给公共服务的责任和义务。其次要建立健全市场监管机制,加快配套法律法规体系建设,使得监管有法可依,有法必依,促进监管机制的完善,提高政府监管能力,为公共服务的发展提供稳定、有序的外部环境。第三要逐步完善公共服务合作治理模式,从体制机制创新的角度推行委托管理模式,化解多元化管理模式带来的矛盾和弊端,逐步形成更为规范、高效、成熟的新型合作治理模式。第四是加快推进信息化建设力度,通过引入先进的科技理念、技术手段来提高高速公路信息化发展水平,通过服务标准的建立、信息化平台的搭建来提升路网的整体对外信息服务水平。【英文摘要】For long time, The traffic is the life vein of national economy, which is even the important infrastructure of a nation or economic construction in the city indispensability.
