strengthened regulation These problems which have complex causes must be addressed and overcome through concerted efforts of the parties concerned The conference expresses its full confidence that as long as the parties can bear in mind the larger picture of China Africa friendship and the common interests of Chinese and African peoples respond to the call of the business community in China and Africa for closer cooperation proceed from actual conditions and take credible and effective measures to address these problems China Africa economic cooperation and trade will achieve sound and sustainable development and China Africa friendship and cooperation will also enjoy a promising and brighter future Third we commend the important contribution made by the Forum on China Africa Cooperation FOCAC since its inception to the great leap forward of China Africa relations in the first decade of the 21st century and in particular the contribution made by the FOCAC Beijing Summit in 2006 We support and stand ready to assist the implementation of the practical measures adopted within the FOCAC framework on behalf of the private sector We have full confidence and expectation for the prospect of China Africa cooperation in the second decade of this century China and Africa need each other and have benefited from each other s development We suggest that the Chinese government should step up input and build stronger political foundation for the traditional friendship and friendly cooperation between China 6 and Africa increase assistance to Africa according to China s economic capability particularly assistance to help Africa alleviate poverty and achieve the Millennium Development Goals MDGs improve and earnestly implement previously announced policy incentives continue to support Chinese enterprises including private ones to expand investment in Africa and improve coordination guidance regulation and education and provide concrete services for Chinese companies to explore the African market Government departments of China and African countries should carry out close cooperation exchange information and jointly combat and forestall illegal conducts so as to ensure that China Africa economic cooperation and trade will always stay on the track of sound and steady development Our African friends expressed their willingness to further improve Africa s investment environment and strengthen laws and regulations Both China and Africa will step up cooperation to effectively protect the legitimate rights and interests of each other s companies and citizens Chinese enterprises at the conference expressed their thanks to the Chinese government for the emergency evacuation of Chinese nationals after the outbreak of conflict in Libya and their thanks to the government and people of relevant African countries for their support during the evacuation operation In the meantime they called on the government to pay greater attention to and play a bigger role in upholding peace and security in Africa and reinforce the capacity and means for protecting the interests of overseas businesses Fourth Chinese entrepreneurs at the conference made a solemn pledge and called on their peers in the industry to seriously study and faithfully implement the African policies of the Chinese government and while conducting trade with Africa conscientiously abide by the laws and regulations of the host countries fully respect the customs and traditions of African people strictly follow relevant labor and environment standards and operate business in a lawful and decent manner They pledged to combine bold actions with sensible decisions seek win win outcome and pursue common development and endeavor to become an envoy for promoting China Africa friendship To this end the Roundtable Conference on China Africa Cooperation encourages Chinese entrepreneurs to cherish China Africa friendship improve self discipline undertake corporate social responsibilities and seek to develop a prosperous business through economic and trade activities that bring benefits to the people in Africa At the same time the conference also encourages Chinese entrepreneurs to increase investment in areas that help promote local industries boost grain production increase the added value of primary products create job opportunities and support poverty alleviation in Africa do more things that benefit the host communities and pay greater attention to transferring applicable technologies to Africa so as to share their experience of success with Africa in the course of bilateral cooperation Fifth thanks to the support of various parties the Roundtable Conference on China Africa Cooperation which was launched last year under the initiative of the Association of Former Diplomats of China has sponsored many useful programs including matching and consulting services for Chinese companies to explore opportunities in Africa It has also conducted various forms of public diplomacy activities to introduce China s African policy to the public and enhance the mutual understanding and friendship between Chinese and African peoples Today the Roundtable Conference has captured wide attention from the society by serving as a non government platform for promoting China Africa economic cooperation and trade and facilitating business to business exchange and interaction Currently the international political and economic order is going through profound changes Given the common stakes and concerns of China and African countries in this changing world upgraded cooperation between China and Africa will help the two sides better cooperate on global issues The friendship and cooperation between China and Africa is a blessing not only for the Chinese and African peoples but also for world peace and development Only with appreciation will we cherish this relationship and only when we cherish this relationship will we act voluntarily to safeguard and promote this relationship The participants of the conference made a sincere commitment that they will from a global and strategic perspective better utilize their respective resources and continue to play a bridging and guiding role in promoting China Africa economic cooperation and trade and they will also through the conduct of public diplomacy contribute their part to China Africa friendship and the friendly and cooperative relations between China and Africa Guided by the original purpose of the Roundtable Conference on China Africa Cooperation the African Economic Report of 2011 recently The report noted that economic growth in Africa reached 5 in 2011 a little higher than the 4 7 in 2010 The report believes that increase in export and rising prices of raw materials are the major reasons for the economic growth in Africa in 2011 According to the Ministry of Commerce trade between China and Africa developed fast in recent years A multi tier wide range cooperation covering all areas is forming gradually and is playing an irreplaceable role in the socioeconomic development of both sides Trade volume between China and Africa increased by 28 annually from 2001 to 2010 Thus China has become the largest trading partner of Africa Officials from the Ministry of Commerce pointed out that China and African countries are developing ones sharing r a d e a n d Economic Info a recent report released by the FIESP studied investment in Africa It revealed that in the next 6 years trade volume between Brazil and Africa will triple rising from 20 6 billion to 60 billion Brazil s trade deficit to Africa was about 1 2 billion in 2010 with a larger increase in export than in import A major barrier to Brazil Africa trade is the lack of transportation both by sea and by air An official from FIESP noted that the organization was planning to build main marine and aerial transportation network in Africa so as to facilitate Brazil s export to the continent Once the proposed projects are finished transportation cost between Brazil and Africa will be reduced by 50 According to the CEO of Brazil s Economic and Social Development Bank the Brazilian President instructed the bank to prioritize its investment in Africa The IMF estimates that Africa s economy will grow by 5 8 in 2012 providing large amounts of opportunities for Brazilian entrepreneurs especially in traditional fields such as energy agriculture and infrastructure etc Opportunities also abound in industries like finance education health care and tourism The CEO also pointed out that Africa relies heavily on European banks making it necessary for other banks to take effective actions to prevent the problems in European banks from harming African growth Angola announced that Angola s oil production will reach 1 8m barrels a day by 2012 an increase of 200 thousand barrels a day compared to 2011 Part of the budget for the next year will be channeled to this project The budget expects the price to be 77 per barrel down from the 95 per barrel prediction used this year A c c o r d i n g t o a n o f f i c i a l resource the three new tax laws namely the General Principle of Taxation the Law of Tax Procedures and the Law of Tax Enforcement will take effect from Jan 1st 2012 It is said that following a positive response from the p a r l i a m e n t t h 150亿美元建设公路网 Recently the Minister of Industry Geology and Mineral Resources of Angola said the Ministry will set uniform procedures to approve concession for the exploration and exploitation of mineral resources and will review many current concessions Angola will hold its first mining methods conference soon Before the conference the Minister said that the Ministry would propose new methods of mining and new direction for development according to the newly released Mining Law The Ministry published a list of 100 concessions weeks ago and is planning to review current concessions to ensure more concession projects of natural resources exploitation can start soon The Minister pointed out that the basic purpose of this conference is to streamline laws and regulations so as to facilitate commercial activities to reduce bureaucratic procedures and to seek enterprises with the greatest potential Distributed concessions must be implemented so as to generate more tax revenue
