Check that control, protection interlock and signal systems operate correctly and reliably. Inspect equipment operation and evaluate performance of system. Discover and rectify the defects. Ensure that the system and instruments can be put into operation safely and normally.受电范围:Scope of energizing 220kV系统受电。Energizing of 220kV system220kV、母线和旁路母线以及与母线相连的所有元件,包括所有隔离开关、CVT、CT、避雷器。220kV main buses I, II, transfer bus, and all components connected to bus-bar, including all disconnecting switches, CVTs, CTs, and lightning arresters.母联断路器2206、隔离开关22061、22062Bus coupler 2206, disconnecting switches 22061 and 22062#7启动/备用变压器、隔离开关D2031、D2036,#7启/备变CT和D203断路器。Station transformer #7, disconnecting switches D2031 and D2036, CT of station transformer #7, circuit breaker (CB) D203厂用电源系统受电范围详见厂用电源受电方案。For energizing scope of auxiliary power system, refer to “Procedure of Auxiliary Power System Energizing”. REMARKS:EXECUTE:DEC OWNER: DPLPROJECT:DURGAPUR POWER PLANT UNIT 7(1300MW)Sheet 2 of 9CODE:DG-COMM-EF002: Procedure of 220kV switchyard and station transformer energizingSLNO3.003.013.01.13.01.23.01.33.01.43.01.53.01.63.01.73.01.83.01.93.01.10受电前应该具备的条件:Prerequisites of energizing电气应具备的条件:Electrical prerequisites:升压站范围内所有220KV断路器、隔离开关、避雷器、接地刀闸安装和单体试验工作完成。Installation and individual tests of all 220kV CBs, disconnecting switches, lightning arresters, and grounding switches should be completed.220kV线路设备、220kV、母、旁母母线及相连的元件安装结束,母联断路器及相连元件安装结束。Installation of 220kV line equipment, 220kV main buses I, II, transfer-bus and connected components should be completed. Installation of bus coupler and relevant components should be completed.升压站范围内所有CT和CVT安装和单体试验工作完成。Installation and individual tests of all CTs and CVTs within switchyard should be completed.升压站蓄电池组安装和试验工作完成。Installation and test of switchyard battery system should be completed.升压站继电器保护装置的安装和单体静态校验工作完成,相关继电保护的整定已按有关通知单整定完毕,试验记录完整,数据准确。All protective relays of switchyard should be installed, tested individually, and set as per set-value requisition, with complete and accurate testing records.升压站内故障录波装置安装和单体试验完毕。Installation and test of switchyard fault recorders should be completed. 升压站内相关电度表、测量仪表、变送器校验合格,具备投运条件。Energy meters, measuring meters, and transducers should be calibrated and ready for use.220KV 升压站SCADA控制系统装置安装和单体试验完成。Installation and individual test of switchyard SCADA system should be completed.升压站二次回路电缆敷设和接线工作结束。Cable laying and wiring of switchyard secondary circuits should be completed.受电区域应做好安全隔离措施。Measures should be taken for isolation within energizing area. There should be clear signs cautioning that this area or equipment is energized.全厂接地系统已施工完毕,接地电阻符合要求。各受电一、二次设备的绝缘电阻经测试,符合规程的要求,并做好记录备查。The construction of grounding system should be completed, and the grounding resistance meets requirement. The insulation resistance of primary and secondary elements to be energized should be tested up to standard and recorded.直流屏、UPS盘柜、升压站MCC柜等具备投运条件。DC panels, UPS cabinets, switchyard MCC cabinets, etc. should be ready for operation.受电区域内的二次回路接线校核工作完成。Secondary wiring within energizing area should be checked complete and correct.受电范围内电气二次回路的调试工作应完成,SCADA控制系统、继电保护系统以及报警信号等经传动试验均正确可靠。Electric secondary circuits within energizing area should be adjusted and tested, the SCADA, relay protections, and alarming signals should pass transmission test.测量系统调试工作结束。Testing of measurement system should be completed.升压站各隔离开关和接地刀闸的五防闭锁回路调试工作完成。The anti-misoperation circuit test of each disconnecting switches and earthing switches within switchyard should be completed.启/备变安装和单体试验工作结束,瓦斯继电器已经过校验。The individual test of station transformer and its gas (Buchholtz) relay should be completed.启/备变风冷系统正常,有关调压装置经过调试,具备投运条件。Air-cooling system of station transformer should be in good order. Voltage regulating devices should be tested and ready for operation.启/备变保护装置、测量屏、变送器屏等安装结束,二次电缆敷设完成并按照设计图纸接线完毕。Protections panels, measurement panels, and transducers panels, etc. of station transformer should be installed, with secondary cables laid and wired as per design drawings. Windows and doors should be in good condition. Covering plates of conduits should be complete. Holes should be plugged up. All distribution rooms should be furnished with locks and barriers around.各受电区照明充足,事故照明可靠。There should be sufficient illumination for energizing area and equipments, and emergency illumination should be reliable. 启/备变事故排油池及消防设施符合设计和运行要求,具备投运条件。The emergency oil-discharging pool of station transformer and related fire-fighting facilities should meet design requirements and be ready for operation.其它应具备条件:Other prerequisites升压站内继电保护设备的有关定值已正式下达,并有书面资料备案。Set-values of relay protections in switchyard should be issued in written form for future reference.调度单位批准下发的有关220kV升压站及起备变受电的程序文件,明确受电相关程序。The procedure of 220kV switchyard and station transformer energizing should be approved and issued by the dispatching center, with relevant energizing steps clarified.外部输出线路安装工作结束,对侧变电站内继电保护装置及系统调试工作完成,具备投运条件。Work on outgoing lines should be completed. Relay protection systems, including relays at opposite side should be tested and ready for operation.与原升压站的一次母线连接工作完成。The connection with the primary bus-bar of existing switchyard should be completed.TICK INSPECTOR: SIGNATURESDATECONTRACTOR:CLIENT: EXECUTE:DEC OWNER: DPLPROJECT: DURGAPUR POWER PLANT UNIT 7 (1300MW)Sheet 5 of 9CODE:DG-COMM-EF002: Procedure of 220kV switchyard and station transformer energizingSLNO3.03.53.03.63.03.73.03.83.03.94.004.014.01.1abcd与原升压站的二次系统的设计、电缆敷设、二次回路接线工作完成。Designing, cable laying, and secondary wiring in connection with the secondary system of existing switchyard should be completed.运行人员已经过相关培训,并做好上岗准备。相关的运行图纸和运行规程应备妥。Operators should be trained and fulfill the requirements of their duties in operation. Relevant drawings and operation regulations should be available.升压站内运行人员与调度单位的通讯系统已投入使用,就地通讯设备方便可用。Communication facilities between switchyard and dispatching center should be put into operation. Local communications should be available.相关单位应准备好必要的检修工具和材料。Each working party should prepare the tools and materials itself for maintenance and repairs.相关单位应作好受电范围内的保安工作。Security of energizing area should be ensured by relevant units.受电步骤Procedure of energizing 220kV升压站受电操作Energizing of 220kV switchyard220kV母母线冲击合闸试验Energizing of 220KV main bus I220kV母母线受电前将#6机220kV所有运行设备转移至220KV 母母线运行。Before energizing 220kV main bus I, transfer all 220kV elements of existing unit #6 to 220kV main bus II.投入220kV母和母联断路器2206的相关保护,检查相关定值无误。Put in related protections of 220kV main bus I and bus coupler 2206, ensure the set values correct.合上220kV母PT隔离开关220617。Close PT disconnecting switch 220617 of 220kV main bus I.送上母联断路器2206的操作电源,合上22061、22062隔离开关。Turn on operating power of bus coupler CB 2206. Check the equipment visually. Check PTs secondary voltage value and phase sequence of 220kV main bus I.220KV母母线受电检查结束后,分2206断路器,断开22061、22062隔离开关。After 220kV main bus I is energized, trip off bus coupler CB 2206, then open disconnecting switches 22061 and 22062.220kV 母母线冲击合闸试验Energizing of 220KV main bus II220KV母母线受电前将220kV所有运行设备转移至220kV母母线运行。Before energizing 220kV main bus II, transfer all 220KV elements in operation to 220kV main bus I.投入220kV母和母联断路器2206的相关保护、并检查相应定值无误。Put in related protections of 220kV main bus II and bus coupler CB 2206, ensure the set values correct.合上220kV 母PT隔离开关220627。Close PT disconnecting switch 220627 of 220kV main bus II.送上母联2206断路器的操作电源,合上22061、22062隔离开关。Turn on operating power of bus coupler CB 2206. Close disconnecting switches 22061 and 22062.合2206断路器向220kV母母线进行充电,进行设备外观检查,检查220kV 母母线PT二次电压相序及幅值的正确性。Close bus coupler CB 2206 to energize 220kV main bus II. Check the equipment visually. Check PTs secondary voltage value and phase sequence of 220kV main bus II.对220kV、母线PT进行二次定相,检查同名及异名相电压值的正确性。Compare the secondary phase between 220kV main buses I and II. Check that voltage value and phase are consistent between buses I and II. 220kV母母线受电检查结束后,220KV、母线带电运行。After 220kV main bus II is energized and checked up, keep both 220kV main buses I and II in operation.TICK INSPECTOR: SIGNATURESDATECONTRACTOR:CLIENT: EXECUTE:DEC OWNER: DPLPROJECT: DURGAPUR POWER PLANT UNIT 7 (1300MW)Sheet 7 of 9CODE:DG-COMM-EF002: Procedure of 220kV switchyard and station transformer energizingSLNO4.01.3abcd4.024.02.14.02.24.02.34.06.44.06.54.06.6220kV 旁路母线冲击合闸试验Energizing of 220kV transfer bus 投入220kV旁路母线和断路器2209相关保护、并检查相应定值无误。Put in related protections of 220kV transfer bus and CB 2209, ensure set values correct.合上隔离开关22092、22093,送上断路器2209操作电源。Close disconnecting switches 22092 and 22093. Turn on operating power of CB 2209.合断路器2209向220KV旁路母线进行充电,进行设备外观检查。Close CB 2209 to energize 220kV transfer bus. Check the equipment visually.220KV旁路母线受电检查结束后,分2209断路器,断开22092、22093隔离开关。After 220kV Transfer Bus is energized and checked up, trip off CB 2209, then open disconnecting switches 22092 and 22093.#7启动/备用变冲击试验Energizing of station transformer #7将220kV I母线作为#7启/备变冲击电源。Use 220kV main bus Ito energize station transformer #7.投入#7启/备变相关保护,确认启/备变低压侧备用电源进线开关均在“检修”位置。Put in related protections of station transformer #7. Check that standby incoming CB at low-voltage side of station transformer #7 is pulled out. 对#7启/备变空载冲击合闸过程中,有专人在就地监视启/备变的运行情况。During energizing station transformer #7, assign special person to watch it locally.投入#7启/备变低压侧进线PT。Put entrance PT at low-voltage side of station transformer #7 into operation.送上D203的断路器操作电源,合上隔离开关D2031,D2036。Turn on operating power of CB 2203. Close disconnecting switches 22031 and 22036.合上断路器D203,对#7启/备变进行首次空载冲击合闸试验,并测量低压侧PT二次电压值。Close CB D203 to energize station transformer #7 and measure PTs secondary voltage at low-voltage side.TICK INSPECTOR: SIGNATURESDATECONTRACTOR:CLIENT: EXECUTE:DEC OWNER: DPLPROJECT: DURGAPUR POWER PLANT UNIT 7 (1300MW)Sheet 8 of 9CODE:DG-COMM-EF002: Procedure of 220kV switchyard and station transformer energizingSLNO4.06.74.06.8#7启/备变首次带电运行10分钟,进行设备外观检查。正常后断开高压侧断路器D203,间隔5分钟后,可进行第2、3、4、5次冲击,每次运行5分钟间隔5分钟。The first energizing will last for 10 minutes for visual inspection. After confirmation, disconnect the CB D203. 5 minutes later, start next energizing. Each energizing test will last 5 minutes, and the interval to next test is 5 minutes#7启/备变带电运行。After the last energizing, keep station transformer the #7 in operat
