Thus, having dominated the restructuring of global industries and widened the gap with developing countries, developed countries will surely become the policy-maker of the new economic mode and industrial restructuring. While the carbon emission right allocation equipped them with powerful arms to restrain the industrial upgrading in developing countries. As a result, they can stay dominating world economy.
