海关论文：直属海关风险管理模式研究【中文摘要】经过10多年时间的海关风险管理实践与应用,国内海关对风险管理的认识逐步提高,海关风险管理理念、思想逐步融入到海关管理的各个环节、各个层面,海关风险管理理论研究有了较快发展,海关风险管理技术、方法和手段也有不同程度的进步,但是各直属海关风险管理仍处于低效率运行状态,实际效果并不明显,原因是多方面的,除了现有海关风险管理理论与具体实践的差别较大以外,海关风险管理理论和国内现行行政管理体制、机制(或公共管理体制、机制)排斥性问题也是一个比较重要因素,如何建立起符合国内现行行政管理体制、机制实际的海关风险管理模式,以探求高效实现海关管理目标的方法、手段、方案、措施、途径成为本文研究的重点。本文以沈阳海关为例,通过剖析在海关风险管理具体实践过程中遇到的困难和问题,分析按照原有模式对直属海关风险管理机制方面尝试和探索的有益经验,在海关风险管理的理论基础、组织结构、运行模式、功能定位、管理效果等方面指出目前国内直属海关风险管理存在的问题和弊端,并根据国内海关风险管理工作的实际情况,在充分运用国外风险管理理论剖析国内海关风险管理实践的基础上,结合现有海关管理体制,提出有效提高直属海关风险管理工作效能和完善海关风险管理模式的一些解决方案,并对改进直属海关风险管理模式进行了系统地、深入地研究与探讨,对于构建符合国内直属海关自身特点的风险管理模式具有一定的参考借鉴作用。【英文摘要】Although Risk Management having applied and practiced in China Customs Office about 10 after years, the knowledge of Customs Risk Management having infiltrated every lines and every segments of China Customsadministration, China Customs risk management theory、methods and techniques having achieved rapid development, the result of China Customs Office risk management is still practicing in low level, and efficiency is not obvious too. Besides the reason of the big difference between modern China Customs risk management theory and the realistic practice of China Customs risk management, one more important reason is the compatible problem of the China Customssystem of structure and mechanism excluding to foreign risk management theory. How to build a kind of China Customs risk management model and mechanism to fit in with the needs of the Chinese government system, in order to seek a set of methods、techniques and improvement scheme approaching China Customs administrative policy effectively is the main point of view in this dissertation.This article use the case of Shenyang Customs Office, through the analysis of the difficulties and problems in practicing Customs risk management, and the analysis of the accumulate experience in a good try and exploration on reforming the old risk management model and mechanism, point out the malpractice and disadvantage in modern China Customs risk management practice including the basis of theory、the structure of organization、the model of operating mechanism and management performances.
