奥巴马演讲 20120825Remarks of President Barack ObamaHi, everybody. Over the last few weeks, theres been a lot of talk about Medicare, with a lot of accusations and misinformation flying around. So today I want to step back for a minute and share with you some actual facts and news about the program.This week, we found out that, thanks to the health care law we passed, nearly 5.4 million seniors with Medicare have saved over $4.1 billion on prescription drugs. Thats an average of more than $700 per person. And this year alone, 18 million seniors with Medicare have taken advantage of preventive care benefits like mammograms or other cancer screenings that now come at no extra cost.Thats progress. It means that seniors everywhere are getting the care they need for less. And if you have questions about what benefits youre entitled to, you can go to to find out.This news is also a reminder of whats really at stake when we talk about the future of Medicare. Its not about overheated rhetoric at election time. Its about a promise this country made to our seniors that says if you put in a lifetime of hard work, you shouldnt lose your home or your life savings just because you get sick.Over the last 47 years, millions of Americans have worked for that promise. Theyve earned it. And for many seniors, the care theyve gotten through Medicare has made all the difference in the world.Growing up as the son of a single mother, I was raised with the help of my grandparents. I saw how important things like Medicare and Social Security were in their lives. And I saw the peace of mind it gave them.Thats why, as President, my goal has been to strengthen these programs now, and preserve them for future generations. Because todays seniors deserve that same peace of mind. And the millions of Americans who are working hard right now deserve to know that the care they need will be available when they need it.Thats why, as part of the Affordable Care Act, we gave seniors deeper discounts on prescription drugs, and made sure preventive care like mammograms are free without a co-pay. Weve extended the life of Medicare by almost a decade. And Ive proposed reforms that will save Medicare money by getting rid of wasteful spending in the health care system and reining in insurance companies reforms that wont touch your guaranteed Medicare benefits. Not by a single dime.Republicans in Congress have put forward a very different plan. They want to turn Medicare into a voucher program. That means that instead of being guaranteed Medicare, seniors would get a voucher to buy insurance, but it wouldnt keep up with costs. As a result, one plan would force seniors to pay an extra $6,400 a year for the same benefits they get now. And it would effectively end Medicare as we know it.I think our seniors deserve better. Im willing to work with anyone to keep improving the current system, but I refuse to do anything that undermines the basic idea of Medicare as a guarantee for seniors who get sick.Here in America, we believe in keeping our promises especially to our seniors who have put in a lifetime of hard work and deserve to enjoy their golden years. Thats what Medicare is all about. Thats why we need to strengthen and preserve it for future generations. This week, I spent some time traveling across Iowa talking with folks about rebuilding an economy where if you work hard, you and your family can get ahead.And along the way, I stopped in at Cascade High School to thank the teachers there for doing such a great job and wish them luck as they head back to the classroom for this school year.Theres nothing more important to our countrys future than the education we give our kids. And theres no one more important to that education than the person at the front of the classroom.Teachers matter. Most work tirelessly, with modest pay, sometimes digging into their own pocket for school supplies just to make a difference. They give everything for our kids and in return, we should invest in them.But heres the thing: this year, several thousand fewer educators will be going back to school. Since 2009, weve lost more than 300,000 education jobs, in part, because of budget cuts at the state and local level.Think about what that means for our country. At a time when the rest of the world is racing to out-educate America; these cuts force our kids into crowded classrooms, cancel programs for preschoolers and kindergarteners, and shorten the school week and the school year.Thats the opposite of what we should be doing as a country. States should be making education a priority in their budgets, even in tough fiscal times. And Congress should be willing to help out because this affects all of us.Thats why part of the jobs bill that I sent to Congress last September included support for states to prevent further layoffs and to rehire teachers whod lost their jobs. But here we are a year later with tens of thousands more educators laid off and Congress still hasnt done anything about it.In fact, the economic plan that almost every Republican in Congress voted for would make the situation even worse. It would actually cut funding for education which means fewer kids in Head Start, fewer teachers in our classrooms, and fewer college students with access to financial aid all to pay for a massive new tax cut for millionaires and billionaires.Thats backwards. Thats wrong. That plan doesnt invest in our future; it undercuts our future.If we want America to lead in the 21st century, nothing is more important than giving everyone the best education possible from the day they start preschool to the day they start their career.Thats why we launched a national competition to improve our schools. And for less than one percent of what our nation spends on education each year, weve encouraged almost every state to raise their standards the first time thats happened in a generation.Thats why weve invested in math and science education, and given states more flexibility on No Child Left Behind.And thats why weve reformed the student loan program to put students before big banks, and increased financial aid for millions of young people because in America, higher education cannot be a luxury; its an economic necessity every family should be able to afford.This is a country where no matter what you look like or where you come from, if youre willing to study and work hard, you can go as far as your talents will take you. You can make it if you try. I am only the President of the United States today because of the chance my education gave me. I want every child in America to have that chance. Thats what Im fighting for. And as long as I have the privilege of being your President, thats what Im going to keep fighting for.Thanks, and have a great weekend. August 11, 2012 Hi, everybody. Today, I want to talk about something that most of you know already its hot outside. Its really hot. And if this feels worse than normal, thats because it is. We just found out that the month of July was the warmest month on record warmer than any other month since we began keeping track more than a century ago.But the heat is just half the story. Were also suffering through one of the worst droughts in over 50 years. More than a fifth of this country is experiencing what we call “extreme” or “exceptional” drought with states like Nebraska, Kansas, Missouri, Oklahoma and Arkansas getting hit harder than most.Thats bad news for a lot of people, but its especially tough on our farmers. Right now, half of the corn crop in America is in poor or very poor condition. Cattle farmers are struggling to feed their animals. Many folks are seeing their livelihoods dry up in front of their eyes. And if we dont get relief soon, Americans everywhere will start feeling the pinch, with higher prices on grocery store shelves all across the country.We cant let that happen. Thats why, at my direction, the Department of Agriculture, led by Secretary Vilsack, has been working with other agencies across the federal government to make sure were doing everything we can to help farmers and ranchers fight back and recover from this disaster. Already, weve given farmers across 32 states access to low-interest emergency loans.Weve opened up more federal land for grazing. And were working with crop insurance companies to give farmers a short grace period on their premiums, since some families will be struggling to make ends meet at the end of the year.This past week, we went even further announcing an additional $30 million to help get more water to livestock and restore land affected by the drought. Were making it easier for even more farmers, ranchers and businesses to get emergency loans. And the Department of Transportation is helping more truck drivers deliver supplies to states that need them the most.This is an all-hands-on-deck response, and well be doing even more in the coming weeks to help families and communities that are suffering right now.But my Administration cant do it alone. Congress needs to do its part, too. They need to pass a farm bill that not only helps farmers and ranchers respond to these kinds of disasters, but also makes necessary reforms and gives them some certainty year-round. Thats the single best way we can help rural communities right now, and also in the long-term.So call your Members of Congress, write them an email, and tell them that now is the time to come together and get this done. Too many Americans are suffering right now to let politics get in the way. Lets help farmers, ranchers and business owners recover. Lets make sure that families who already stretch their budgets to the limit dont have to pay more for groceries this fall.In the meantime, Ill keep doing everything I can to help respond to this disaster. Because at times like these, it doesnt matter if you live in Des Moines or Detroit were Americans first. And if we look out for each other, well come out of this stronger than before.Have a great weekend, everybody. And stay cool.July 28, 2012 This week, the Senate passed a plan that I proposed a few weeks ago to protect middle class Americans and virtually every small business owner from getting hit with a big tax hike next year a tax hike of $2,200 for the typical family.Now it comes down to this: If 218 Members of the House vote the right way, 98% of American families and 97% of small business owners will have the certainty of knowing that that their income taxes will not go up next year.That certainty means something to a middle class family whos already stretched the budget as far as it can go. It means something to a small business owner whos trying to plan ahead. Thats security at a time when folks could use some.And heres the thing: everyone in Washington says they agree on this. Everyone says they agree that we should extend the tax cuts for the middle class. When Democrats and Republicans agree on something, it should be pretty easy to get it done.But right now, thats not the case. Instead of doing whats right for middle class families and small business owners, Republicans in Congress are holding these tax cuts hostage until we extend tax cuts for the wealthiest Americans.You see, Republicans in Congress and their nominee for President believe that the best way to create prosperity in America is to let it trickle down from the top. They believe that if our country spends trillions more on tax cuts for the wealthy, well somehow create jobs even if we have to pay for it by gutting things like education and training and by raising middle-class taxes.Theyre wrong. And I know theyre wrong because we already tried it that way for most of the last decade. It didnt work. Were still paying for trillions of dollars in tax cuts that benefitted the wealthiest Americans more than anyone else; tax cuts that didnt lead to the middle class jobs or higher wages we were promised and that helped take us from record surpluses to record deficits.We cant afford more top-down economics. What we need are policies that will grow and strengthen the middle class; that will help create jobs, make education and training more affordable, and encourage businesses to start up and stay right here in the United States.Thats why Ive cut middle-class taxes every year that Ive been President by $3,600 for the typical family. Thats why Ive cut taxes for small businesses eighteen times. And thats why Im calling on 218 Members of the House to do their job and not raise taxes on the middle class.As soon as they pass that bill, Ill sign it right away. And in the meantime, Im going to keep fighting for an economy where were not just putting folks back to work, but making sure that work pays off an economy where every American, no matter who you are, what you look like, or where you come from, can have the confidence that if you work hard, you can get ahead.The White House July 21, 2012As many of you know, early on Friday, at least twelve people were killed when a gunman opened fire at a movie theater in Aurora, Colorado. Dozens more are being treated for injuries at local hospitals. Some of the victims are being treated at a childrens hospital.We are still gathering all the facts about what happened, but we do know that the police have one suspect in custody. And the federal government stands ready to do everything necessary to bring whoevers responsible for this heinous crime to justice. We will take every step possible to ensure the safety of all our people. And we will stand by our neighbors in Colorado during this extraordinarily difficult time.Even as we come to learn how this happened and whos responsible, we may never understand what leads anyone to terrorize their fellow human beings. Such evil is senseless beyond reason. But while we will never know fully what causes someone to take the life of another, we do know what makes that life worth living.The people we lost in Aurora loved, and were loved. They were mothers and fathers; husbands and wives; sisters and brothers; sons and daughters; friends and neighbors. They had hopes for the future and dreams that were not yet fulfilled. And if theres anything to take away from this tragedy, its a reminder that life is fragile. Our time here is limited and it is precious. And what matters in the end are not the small and trivial things which often consume our lives. Its how we choose to treat one another, and love one another. Its what we do on a daily basis to give our lives meaning and to give our lives purpose. Thats what matters. Thats why were here.Im sure many of you who are parents had the same reaction I did when you first heard this news: what if it had been my daughters at the theater, doing what young children enjoy doing every day? Michelle and I will be fortunate enough to hug our girls a little tighter this weekend, as Im sure you will do with your children. But for those parents who may not be so fortunate, we need to embrace them and let them know we will be there for them as a nation.This weekend I hope everyone takes some time for prayer and reflection for the victims of this terrible tragedy, for the people who knew them and loved them, for those who are still struggling to recover, and for all the victims of the less publicized acts of violence that plague our communities on a daily basis. Let us keep all these Americans in our prayers. And to the people of Aurora, may the Lord bring you comfort and healing in the hard days to come. July 14, 2012Over the past couple weeks Ive been talking with folks across the country about how were going to rebuild an economy where if you work hard, you and your family can get ahead.And right now, theres a big debate going on in Washington over two fundamentally different paths we can take as a country to do that.One path pushed by Republicans in Congress and their nominee for President says that the best way to create prosperity is to let it trickle down from the top. They believe that if we spend trillions more on tax cuts for the wealthy, itll somehow create jobs even if we have to pay for it by gutting education and training and by raising middle-class taxes.I think theyre wrong. We already tried it that way for most of the last decade, and it didnt work. Were still paying for trillions of dollars in tax cuts that benefitted the wealthiest Americans more than anyone else; tax cuts that didnt lead to the rise in wages and middle class jobs that we were promised; and that helped take us from record surpluses to record deficits.The last thing we need right now is more top-down economics. What we need are policies that will grow and strengthen the middle class; that will help create jobs, make education and training more affordable, and encourage businesses to start up and stay right here in the United States.Soon, well face a choice between these two different approaches. On January 1st, taxes are set to go up for tens of millions of Americans. I think that would be a huge financial hit for middle-class families. Thats why Ive cut middle-class taxes every year that Ive been President by $3,600 for the typical family. And thats why, this week, I called on Congress to immediately stop the January 1st tax hike from hitting any American on the first $250,000 of their income.Under my plan, 98% of American families
