Identification6.1.1识别环境因素时，必须考虑：过去、现在、将来三种时态；The three tenses past, present and future should be considered when identify environmental aspects.6.1.2识别环境因素时，必须考虑:组织内的正常和异常运行条件以及可能发生的紧急状态三种状态。The three status as normal, abnormal and emergency should be taken into considered when identify environmental aspects.6.1.3必须考虑公司的活动、产品、服务过程中产生的废气、废水、噪声、固体废弃物、土地污染、原材料与自然资源的使用以及当地环境问题与社区问题。Air pollution; waste water; land and earth pollution; use of raw materials and nature resources; use of energy, energy emitted; waste and byproducts, physical attributes (size, shape, color, appearance) and other environment problem such as local environmental and community problem should be taken into considered which result in the process of activities, product and service of the organization.6.1.4识别环境因素时，应考虑已纳入计划的或新的开发、新的或修改的活动、产品和服务等因素； Planned or new developments, or new or modified activities, products and services related factors should be taken into account when identify environmental aspects. 6.1.5识别环境因素时法律法规及其他要求有明确规定的。The specific requirement of legal and other requirement should be considered when identify environmental identification识别环境因素时，可运用头脑风暴法、生命周期分析的方法，对公司的产品、活动和服务进行物料平衡对比，现场观察，生产流程分析，测试测量、统计分析等方法识别环境因素。When identify environmental aspects, the applicable methods should be adopted based on the brain storming and the condition such as the input-output balance methods, life-cycle analysis, location observation, production process analysis, measurement and statistics method etc according to the activities, product and service of the organization.6.3 环境因素的调查和汇总 Environmental aspects investigation and summary6.3.1各部门根据环境因素识别的要求以及从投入、过程和输入的方法识别活动、产品和服务中对现场活动产生的实际存在或潜在的环境因素进行识别，并提交至部门负责人审核，合并后形成环境因素登记表，并进行保存。Each department and process owner identify actual and potential environmental aspects from will be evaluated by two group evaluation factors:第一组因子：发生的概率；发生/预防的可能性；影响程度。对这三项分别打分，然后计算ER得分即为此因素的第一组评分。First group factors: frequency, occurrence /preventive possibility and impact degree (severity), and score the three item and calculate the ER scored degree as the evaluation score of first group. 第二组因子：法规的符合性；监控措施；事故/投诉方面考虑，以符合（T）、不符合（F）为此因素的第二组评分。Second group factors: Related to the legal conformity, monitoring and accident/complaint, T as true mean meet the requirement, F as false means can not meet the requirement, the scored degree as the evaluation score of second The list should be issued to related departments.6.5重要环境因素的管理与控制 Management and control of Significant Environmental Aspects 各部门根据其所涉及的环境因素和重要环境因素采取如下措施和途径进行控制和管理：Related departments adopt following actions to control and manage the environmental aspects and significant environmental aspect involved:l 制定相应的环境目标、指标及管理方案；setup environmental objectives, targets and programs;l 配置相应的治理设施；configure necessary infrastructurel 制定相应的管理规定或作业指导书；establish management regulation or WI;l 制定相应的应急计划和响应措施；planned emergency preparedness and response action;l 加强环境管理培训，提高全员的环境意识；enhance environmental management training to improve environmental awareness of the employee;l 制定和实施日常监测和检查制度。Establish and implement daily monitoring and check mechanism6.6优先控制次序评定 Priority Control Assessment 6.6.1质量部负责根据已评价出的重大环境因素，对重大环境因素的优先控制次序进行评定，主要考虑公司的运营情况及环境因素的重要性，。QA Dept. assesses the control priority of the evaluated significant environmental aspects considering the organization operation situation and importance of the environmental aspects.6.6.2从运营情况看，可综合考虑利害相关方的关心度、财务方面考虑（改善环境因素所需花费的成本）、技术方面考虑（环境因素改善的困难度），对这三项分别打分，然后三项相乘得分即为此项评分。确定重大环境因素的优先控制次序。Regarding operation situation, the interested part concern degree and finance aspects (cost on improve environmental aspects), technical aspects (technical difficulty on improving environmental aspects)，score the three item and multiply as the evaluation score of this item.
