This paper proposes this mode for the first time, putting forward that the innovative talent should be united from six aspects: injection of dynamic source, opening of culture, integration of resources, dilution of culture, blending of thinking and putting people as the first. This paper discusses the functional conduction mechanism of this mode from three levels: cultural ideas, life style and culture industry.Key words: human resources development; cultural and ecology communion; mode; Hebei ProvinceIn all kinds of conditions needed by regional economic and social development, human resources are the first factor to develop, meanwhile, the human resources are the one with highly cultural characteristics in various production elements.To develop and use this kind of resources effectively, it is necessary to build or create a cultural environment that suitable for their existence.In essence,this cultural environment is the cultural ecology suitable for the brewing, growth, formation, development, configuration and application of human resources.As an important component part of Chinas regional economic strategy, the region of Beijing Tianjin and Hebei shows a special difference from other regional structure constitution because that the three provincial-level administrative region was embedded in the same geographical unit.This is the concomitance, coexistence” of Beijing, Tianjin and Hebei based on the specially intertwined administrative regionalization and spatial geographical , which is rare in the world.Although in geographical space the three region has been facing the objective reality of coexistence, but they did not form a full communion in inner structure, function, the ability of development, the quality of development. Therefore,there is obvious gradient difference in internal structure function, while Hebei Province is in the bottom of this gradient difference. Whats more, the distribution of human resources,which is the first key elements of economic and social development,especially showed obvious disadvantage in Hebei Province compared with the two municipalities -Beijing and Tianjin.In fact human resources have been the inner and critical element that restrict the economic and social development of Hebei.Under background of market economy,the effective flow and reasonable allocation in the region and the region between of production elements is an irresistible law.So,it is objectively impossible for Hebei Province to avoid the existence of Beijing and Tianjin in the process of developing human resource effectively.Since we cannot evade “concomitance and coexistence”, we must face the problem of coexistence and communion. And the regional cultural ecological communion becomes the the deep, long-term communion basics for human resources development in Hebei Province or Beijing and Tianjin.1. the connotation of human resources development and cultural and ecology communion mode.The relation between people and culture just as the relation between fish and water, whether it is the implementation of the talent strategy or the effective development of human resources, culture is a symbiosis relation with it associated with the ecological relationship. Human resources development and regional communion of culture and ecology is derived from this relationship.The mechanism this cultural ecology acting on human resource development in Hebei Province are divided as six dimensions. 1.1 injection of dynamic source: to provide the spiritual support for the talent strategy. The core of culture is the value system which is composed of ideas. In the process of regional economic and social development, culture can not only provide a strong spiritual impetus to the overall coordinated development of economy and society, but also an important part of economic and social development.The power of culture will be integrated into the vitality, creativity and cohesion of the members of society through its function of guiding,cohesion, integration and normativeness.The inner strength of culture is the personified image of region, which contains the value standard and personality pursuit of the basic spirit of the modern people. As a deep social psychological and personality pursuit,it shows the inner strength of the region.Peoples way of life and behavior not only has their own personality characteristics, but also reflected the cultural accumulation of this region.And civilization of people is the deepest connotation of the capital characterized by culture.In this sense, the subject of regional economic and cultural development is the public,only with the extensive participation of the public,can we upgrading the ideological and moral qualities comprehensively.1.2: change of concept: change the inland culture to open culture.Behavior was dominated by concept,and results was determined by behavior. Different ideas will inevitably lead to a completely different behavior, forming different patterns of development,thus leads to different results in economic and social activities. Due to factors such as region, humanities and traditional culture, a image of Hebei was created.Inland culture has many forms,such as self closed consciousness, stubborn and rigid consciousness, consciousness of satisfaction with a small wealth and consciousness of paying much attention to politics and little attention to commerce. All of this can be seen from economic, political, cultural, social and daily life surface. There are few wars in the history of Hebei. And with abundant land, the people there live and work in peace and contentment. Thus laid the material foundation for the formation of the inland culture. This kind of tendency choice formed by cultural character often has a limited vision, solidified way of thinking. And its development mode is often driven by the original inertia and focus on inward oriented industrial structure.Product market pays more emphasis on nearby region or domestic areas. In the face of long-term innovation, the choice of immediate effectiveness is easier to meet the development of the existed resource oriented industry and the number growth and scale expansion in primary products and low processing level products. The blind herd behavior lack of innovation demands and impulse.While the further development of resources and the innovation of alternative products,the extension and fundamental transformation of industrial chain often restricted by traditional thinking inertia,lacking of courage and boldness to decide promptly and opportunely.1.3 integration of resources: to create a cultural magnetic field to attract production elements to the new Hebei.Of course, the transformation of Hebei development mode and the improvement of the innovation ability must rely on traditional advantages such as location, resources, policy, technology, but these elements is obviously not enough, not only the original power is obviously weak,but also difficult to find the real reason of low development.You will need to add new elements to it to create a magnetic field of culture and to rich the cultural background of new Hebei so as to form the cultural environment and atmosphere in favor of the economic and
