Purpose明确不同职责和层次工作人员环境安全健康的培训需求，提高员工的环境安全健康意识，增强员工的预防环境污染、职业危害、工伤事故和应急响应的能力。To identify Environmental, Health And Safety (EHS) training needs for different responsibilities and levels of associates, enhance their EHS awareness and capacity of preventing environment pollution, occupation harm, working injury and emergency response.2 适用范围2.Scope适用于公司员工、临时工、实习人员及驻公司的承包方（适当的）。This procedure applies to employees, temporary labor, trainee, (as appropriate)contractor3 职责3. Responsibilitiesl 培训经理负责公司的培训与发展计划的制订、实施。3.1 Training & Development (T&D) manager is responsible for drawing, implementing company Training & Development Schedule.l EHS工程师负责协调各部门经理提出环境安全健康培训需求，协助培训经理制定环境安全健康培训计划。3.2 EHS engineer is responsible for collecting EHS training needs from different managers of departments and helping T&D manager with drawing EHS training schedule.4 术语（无）4. Process and Requirements5.1 培训要求5.1 Bringing up training needs5.1.1 针对不同的职能层次确定不同的培训需求，使其意识到：5.1.1 Focusing on different position, associates understand as following:5.1.1.1符合环境安全健康方针和环境安全健康体系要求的重要性；5.1.1.1 Accord with importance of EHS principles and its system requirements;5.1.1.2 个人工作活动实际的或潜在的重大环境影响和职业健康安全后果，以及改进所带来的环境安全健康效益；5.1.1.2 Actual and potential important environment impact in personal activities and EHS consequences; 5.1.1.3 在执行环境安全健康方针和体系要求，包括应急准备与响应要求方面的作用和职责；5.1.1.3 Requirements during carrying out EHS principles and its system, including the action and responsibilities in emergency preparation and response; 5.1.1.4 偏离规定的运行程序的潜在后果。5.1.1.4 Potential aftereffects departure from prescriptive running procedure.5.1.2 从事可能产生重大环境影响或重大职业健康安全后果工作的人员应具备适当的教育、培训和（或）工作经验，从而胜任他所负担的工作。5.1.2 The associate who is responsible for possible important environment affects or EHS aftereffects should be educated, trained and (or) has working experiences so as to be competent for his/her position.5.2 培训需求识别5.2 Identifying Training Needs5.2.1 EHS工程师负责协助各部门主管和培训经理识别员工环境安全健康培训需求，确定培训目标，制定环境安全健康培训计划。上述工作的完成应基于以下内容：5.2.1 EHS engineer is responsible for assisting in identifying EHS training needs, and defining training objectives, and establishing training program for department managers and (T&D) manager, based on the following:l 国家、地方性法律法规、行政规章的要求；l Legal requirementsl 铁姆肯总公司的环境安全健康方针和政策；l The timken company worldwide health and safety standards & environmental standardsl 铁姆肯（无锡）轴承有限公司环境安全健康管理体系要求。l EHS management system requirement5.2.2 培训需求调整应基于以下内容：5.2.2 Training needs may require modification based on the following: l 法律法规、管理体系要求变化；l Changes in legal and management system requirementsl 转岗、复工；l Changes in job responsibilities (e,g,department transfers)l 新工艺、新材料、新设备；l Changes in processes ，material or equipmentl 工作绩效；l Job performancel 环境污染、工伤事故、事故未遂事件和急性中毒事件。l Environmental pollution ，work-related injury，critical illness and near misses。5.2.3 环境安全健康培训需求分意识、资格、专项三个模块：5.2.3 EHS training needs are divided into three modules, awareness level ,qualification level and specific level：a) 意识培训，通过内部培训使员工能够基本了解国家有关环境安全健康的法律法规和铁姆肯公司环境安全健康管理体系要求，对环境安全健康管理的重要性有初步认识，如新员工厂级环境安全健康教育；a) Awareness level training ensures that personnel can basically know EHS related legal and management system requirements through internal training, and preliminary understand the importance of EHS management (e.g. New employee plant level EHS education. ).b)资格培训，通过国家规定的有资质培训机构的培训和考核，使员工获得法律法规允许上岗的资格证书和具备胜任从事岗位的工作能力，员工必须持证方可上岗，如特种作业人员资格证培训； b) Qualification level training ensures that personnel can be certificated before taking a post through the training and examination of legal agency, and be competent to perform their work assignments (special occupation person training ).c)专项培训，通过内部或委托外部培训使员工熟知本岗位和工作场所存在的危险危害和环境因素，掌握其防范和应急措施，具备一定的应急响应能力，如危化品管理培训。 c)Specific level training ensures that personnel can be familiar with environmental aspects and hazardous inherent in the occupation and workplace , know very well its preventive and response procedures ,and have the ability of emergency response (e.g. hazardous management training ).d)三个模块的具体清单详见附录A.： 环境安全健康培训需求列表。d) List of three modules refer to appendix A: EHS Training Needs List5.2.4新员工（含临时工、实习人员）上岗前必须进行厂级、车间级、班组级三级环境安全健康教育；岗位调整人员或离岗一年以上复工的人员上岗前必须进行车间级、班组级二级环境安全健康教育，具体内容及要求详见附录B。5.2.4New employee (including temporary employee, trainee) must be provided with plant, shop-floor, shift-group ,three level EHS education before taking a post .Personnel job transfer required or personnel who will return to work after leaving position for a year above, must be provided with shop-floor ,shift-group ,two level EHS education before taking a post. Detailed content and requirement see appendix B.5.2.5 公司实施新工艺、新技术或者使用新设备、新材料时，实施部门应当对有关从业人员重新进行有针对性的环境安全健康培训。5.2.5 Personnel in the occupation must be provided with job-specific training,when new process, new materials and new equipment are adopted .5.2.6 EHS工程师或相关部门负责对适当的承包方及其驻厂人员，进行铁姆肯公司关于承包方环境安全健康、用工及场所使用规定的培训。5.2.6 EHS engineer or involved department associate is responsible for providing contractors and its personnel on site with Contractor EHS ,Labor & Use of Premises Rules training.5.3 培训实施5.3 Implementation of Training Needs5.3.1环境安全健康培训课件由EHS工程师和相关部门人员共同配合制作，并放置在公司内联网人力资源/EHS网页上，可随时获得。5.3.1 EHS training materials will be made together by EHS engineer and involved department personnel, and be posted on Corporate Internal HR/EHS Web pages.5.3.2EHS工程师或相关部门人员与应基于以下内容对培训课件及时更新：5.3.2 Training materials will be updated based on： l 法律法规、管理体系要求变化；l Changes in legal and management system requirementsl 效果反馈；l Feedback Three level Environmental,Health & Safety Training Needs Education Rules1.定义1.Defination环境安全健康三级教育，是公司环境安全健康教育的基本教育制度。教育对象是新进厂人员，包括新调入的操作工、管理和技术人员、临时工和实习人员；具体指入厂级、车间级和班组级环境安全教育。Three level EHS education is basic on educational system concerning EHS for the company. Educational object are new associates, including newly-assigned operator ,managerial and technical personnel,temporary employee as well as trainee. It is divided into plant level, shop-floor and shift-group EHS education.2.规定2.Requirements2.1新员工上岗前必须进行厂级、车间级、班组级三级环境安全健康教育，厂级环境安全健康教育安排在新员工入职导向培训课程里，由EHS工程师负责培训。2.1New associates must be provided with three leve EHS education of plant level, shop-floor and shift-group before taking a position. Plant level EHS education is included in New Eemployee Job-Oriented Training Course. EHS engineer is responsible for the training.2.2岗位调整人员或离岗一年以上复工的人员上岗前必须进行车间级、班组级二级环境安全健康教育。2.2 Personnel transfer required or personnel returning to work after leaving position for one year above, must be provided with two leve EHS education of shop-floor, shift-group before taking a position.2.3新员工在经过厂级环境安全健康教育后，所在部门主管和班组长安排车间级、班组级环境安全健康教育，并按10-P-01-F09“培训班学员记录表”记录和保存归档。2.3New employee must be provided with two level EHS education by workshop manager and group leaders.
