Vapour Emission Control System1. 适用范围Scope本程序描述了对船长的命令和指导方向,所有船员都应确保船舶的蒸汽排放控制系统总是处在正确的工作状态下,并遵守所给出的规章制度。This procedure describes the standing orders and lines of directions for the Master, his officers and crew in ensuring that the vessels Vapour Emission Control System (VCS) at all times is operating properly and complying with the given rules and regulations.2. 程序 Procedure由于并非所有岸站码头都有蒸汽控制回收系统,但是公司的油轮化工品船根据规则要求必须配备经过检验并有合格证书的蒸汽回收系统,且IBC规则特别要求化工品船必须能够将特别有毒的化学蒸汽返回岸站码头。It is recognized that not all terminals are equipped with a Vapour Emission Control facilities, but nevertheless is it required that the Companys oil- and chemical tankers are equipped with an approved and certified Vapour Return System and the IBC Code specifically requires a chemical tanker vessel to be able to return vapours of the most toxic chemicals to shore.本系统的定义可能根据岸站码头的不同而不同,尽管如此但应定义为以下:The definitions of the system may differ depending on the various terminals but should nevertheless be defined as follows:l 蒸汽收集系统意为一套包含软管和管路的装置用以收集船舶货舱排放出的蒸汽并将这些蒸汽送入一种蒸汽处理装置。A Vapour Collecting System means an arrangement of piping and hoses used to collect vapour being emitted from a vessels cargo tanks and transport the vapour to a vapour processing unit;l 蒸汽控制系统意为一套包含管路和设备的装置,用以控制蒸汽的排放,蒸汽控制系统包括了蒸汽收集系统以及蒸汽处理装置。A Vapour Control System means an arrangement of piping and equipment used to control vapour emissions being collected from a vessel and includes the vapour collection system and the vapour-processing unit. 蒸汽排放控制系统特别针对船舶且公司因此而要求船上进行管理从而确保船上能够制作出下列详细资料。A Vapour Emission Control System is vessel specific and the Company consequently requires the Shipboard Management to ensure that following details is being made out on board:l 一套图纸/或一本货物蒸汽排放控制手册,船舶蒸汽收集管路系统中标明了各个阀门、控制装置、压力-真空释放阀、压力指示器、防火网以及等,并且:a drawing and / or a Cargo Vapour Emission Control System manual of the vessels vapour collection piping system indicating the location of each valve, control device, pressure-vacuum relief valve, pressure indicator, flame arresters and detonation arresters, if fitted and:1. 溢流阀和防爆膜的位置,如果装有:the location of spill valves and rupture disks, if fitted;2. 针对本船设计的在船特定的设备最大的传送速率(装/卸)。the maximum allowable transfer rate as per design specifications of the equipment installed on board;3. 每个单一货舱的初始速率应遵守美国海岸警备队联邦法规USCG 46 CFR 39.30-h。the initial transfer rate for each tank which must comply with USCG 46 CFR 39.30-h);4. 一份传输速率的表格或图表,并和根据USCG 46 CFR 39.30b计算出来的蒸汽收集系统的压力下降一致。a table or graph of the transfer rates and corresponding vapour collection system pressure drops as calculated in accordance with USCG 46 CFR 39.30b);5. 每个溢流阀、爆破片,和压力真空阀的设置。the relief settings of each spill valve, rupture disk and pressure-vacuum relief valve;6. 一份描述蒸汽收集系统操作的程序,包括:a description of and the procedures for operating the vapour collection system, including the:l 装卸前设备的检查要求。pre-transfer equipment inspection requirements;l 蒸汽管线的链接。vapour line connection;l 封闭测量系统。closed gauging system;l 高位报警系统,如配备。high level alarm system, if fitted;l 独立的应急停止系统,如配备。independent automatic shutdown systems, if fitted.船舶的具体细节在完成之后插入船上的文件系统内,一般保存在CCR货物控制室,以便查询参考。The vessel specific details shall be inserted into Shipboard Filing System, File in CCR when completed and for easy reference.初始的船厂备好的VEC图纸/手册等应经船级社批准认可,并保持更新。The original yard-prepared Vapour Emission Control System drawings / manual shall be approved by Class Society on behalf the Flag State Administration and kept readily available and up to date.蒸汽收集管线必须接地,接在船体上,保持良好的导电状态,电阻最高不超过10000欧姆。The vapour collection piping must be electrically grounded/bonded to the hull and electrically continuous with a maximum resistance of 10,000 ohms.如果,通常船舶都配备了透气系统,通常船上有多个货舱。这种情况呢下,必须确保蒸汽(如果满溢,则可能是液体)在整个蒸汽收集系统中始终被分隔开,以避免从透气系统从一个货舱流入另一个货舱,从而造成混货或者货物蒸汽混合。In the event that the vessel is equipped with a venting system which is common to several tanks on board, it must be ensured that vapours (or liquid in the event of overfill) is kept fully separated throughout the entire vapour collection system in order to avoid it to pass through the venting system from one cargo tank to another, and thereby cause cargo contamination or cargo tank atmosphere.确保对透气系统保持良好的保养和检查,以及清洁,特别是高速透气阀P/V阀以及阻止火焰的防火网的保养和检查。It must be ensured that the maintenance and inspection levels with regard to the cleanliness of the venting system are being maintained, in particular the maintenance and inspection of the P/V-valves,high velocity valves and the devices preventing the passage of flames into the cargo tanks.要特别注意有可能防火网被杂质堵塞或者被水或者由某种货物的蒸汽凝结冻住,比如:那些高熔点或者容易发生自聚合反应的物质。Particular attention must in this connection be given to the possibility of flame screens becoming blocked by dirt, freezing water, or vapour condensation from certain chemical cargoes, e.g. those with high melting points or liable to polymerise. 这种阻塞可能严重威胁船舶货舱的完整性。Blockage can severely jeopardise tank integrity.因此必须确保:It must furthermore be ensure that:l 遥控操作的货物蒸在船舶蒸汽连接管线和最近的惰化,浓缩,或稀释气体引入蒸汽收集管线的位置之间应设置关闭阀。并保持随时可以运转的良好工作状态,且保持爆破膜片清爽。这样的阀门必须:the remotely operated cargo vapour shutoff valve installed in the vapour collection line between the vessels vapour connection and the nearest point where any inerting, enriching ,or diluting gas is introduced into the vapour collection line is functioning at all times and the detonation arrester kept clean. The valve must:i. 探测到关闭条件后能在30秒钟内关闭。close within 30 seconds after detection of a shutdown condition;ii. 如果控制信号丢失,能自动关闭。close automatically if the control signal is lost;iii. 收到关闭信号后能发出报警。activate an alarm when a signal to shut down is received;iv. 能够进行手动操作。be capable of manual operation or manual activation;v. have a local valve position indicator or be designed so that the valve position can be readily determined from the valve handle or valve stem position;vi.如果阀门的底座采用弹性材料,当弹性材料损坏或被破坏时不允许存在可感知的泄漏。 if the valve seat is fitted with resilient material, not allow appreciable leakage when the resilient material is damaged or destroyed.l 在船舶蒸汽回收出口管安装手动操作的隔离阀,阀门应保持良好的保养和工作状态,并且有明确的标志指示阀门是处在开或者关闭的状态。the manual operated isolation valve installed at the vessels vapour return manifold is well maintained and functioning correctly with the indicator clearly indicating whether the valve is closed or open.l 在蒸汽主管出口管的最后一厘米之前应用漆成 红/黄/红 的颜色标志。且:the last 1.0 meter of the vapour piping before the vapour connection manifold is painted red/yellow/red with:i. 红色带宽100 mm 宽和;the red bands 100 mm. wide and;ii. 中间的黄色带宽800 mm 和;the middle yellow band 800 mm. wide and;iii. 红黑色字体在管线的两侧10点钟和2点钟位置标明VAPOUR,至少50 mm 高。labelled VAPOUR in black letters at least 50 mm. high on each side at 10 oclock and 2 oclock positions;l 在船舶两侧的蒸汽回收出口管法兰上方12点位置有固定的永久性的12.7 mm 直径,25.4 mm长的钉头,以避免普通货管错接在蒸汽回收管上。the permanently attached 12.7 mm. diameter stud, 25.4 mm. long, is well maintained and positioned correctly at the 12 oclock position on both main vapour return line and on the presentation flange in order to avoid any normal cargo hose connections to be connected by mistake.在使用蒸汽排放控制系统是要求主管货物操作和蒸汽回收的主管人员(甲班和机舱人员)具备包含船上特别的VCS系统的程序的训练培训。这样的培训必须包括演习或者示范如何使用蒸汽排放控制系统,包括正常操作和紧急程序。In connection with the use of the Vapour Emission Control System it is required that the person(s) in charge of a cargo and vapour transfer operation (deck- and engine personnel) have completed a training program covering the particular VCS system on board. This training must include drills or demonstrations using the installed vapour control system covering normal operations and emergency procedures.训练程序必须覆盖以下项目:The training program must cover following subjects:l 蒸汽排放控制系统的目的和原则。the purpose with and the principles of a vapour emission control system;l 蒸汽排放控制系统的组成结构。the components of the vapour emission control system;l 与蒸汽排放控制系统相关的危害和危险。the hazards associated with the vapour emission control system;l 针对本船的蒸汽排放控制系统的规章制度、设备装置、操作和保养。 the rules and regulations connected to the specifications, installation, operation and maintenance of the vapour emission control system;l 操作程序,包括测试和检查设备,以及货物操作前的程序,连接顺序和启动程序;the operation procedures, including testing and inspection equirements as well as pre-transfer procedures, connection sequence
