Lesson 1 A private conversation 私人谈话Last week I went to the theatre. I had a very good seat. The play was very interesting. I did not enjoy it. A young man and a young woman were sitting behind me. They were talking loudly. I got very angry. I could not hear the actors. I turned round. I looked at the man and the woman angrily. They did not pay any attention. In the end, I could not bear it. I turned round again. I cant hear a word! I said angrily. Its none of your business, the young man said rudely. This is a private conversation!.Lesson 2 Breakfast or lunch? 早餐还是午餐?It was Sunday. I never get up early on Sundays. I sometimes stay in bed until lunch time.Last Sunday I got up very late. I looked out of the window. It was dark outside. What a day! I thought. Its raining again. Just then, the telephone rang. It was my aunt Lucy. Ive just arrived by train, she said. Im coming to see you. But Im still having breakfast, I said.What are you doing ? she asked. Im having breakfast, I repeated.Dear me, she said. Do you always get up so late ? Its one oclock!Lesson 3 Please send me a card 请给我寄一张明信片 Postcards always spoil my holidays. Last summer, I went to Italy. I visited museums and sat in public gardens. A friendly waiter taught me a few words of Italian. Then he lent me a book. I read a few lines, but I did not understand a word. Every day I thought about postcards. My holidays passed quickly, but I did not send any cards to my friends. On the last day I made a big decision. I got up early and bought thirty-seven cards. I spent the whole day in my room, but I did not write a single card !Lesson 4 An exciting trip 激动人心的旅行I have just received a letter from my brother, Tim. He is in Australia. He has been there for six months. Tim is an engineer. He is working for a big firm and he has already visited a great number of different places in Australia. He has just bought an Australian car and has gone to Alice Springs, a small town in the centre of Australia. He will soon visit Darwin. From there, he will fly to Perth. My brother has never been abroad before, so he is finding this trip very exciting.Lesson 5 No wrong numbers 无错号之虞 Mr James Scott has a garage in Silbury and now he has just bought another garage in Pinhurst. Pinhurst is only five miles from Silbury, but Mr Scott cannot get a telephone for his new garage, so he has just bought twelve pigeons. Yesterday, a pigeon carried the first message from Pinhurst to Silbury. The bird covered the distance in three minutes. Up to now, Mr Scott has sent a great many requests for spare parts and other urgent messages from one garage to the other. In this way, he has begun his own private telephone service.Lesson 6 Percy Buttons 珀西巴顿斯I have just moved to a house in Bridge Street. Yesterday a beggar knocked at my door. He asked me for a meal and a glass of beer. In return for this, the beggar stood on his head and sang songs. I gave him a meal. He ate the food and drank the beer. Then he put a piece of cheese in his pocket and went away. Later a neighbour told me about him. Everybody knows him. His name is Percy Buttons. He calls at every house in the street once a month and always asks for a meal and a glass of beer.Lesson 7 Too late 为时太晚 The plane was late and detectives were waiting at the airport all morning. They were expecting a valuable parcel of diamond from South Africa. A few hours earlier, someone had told the police that thieves would try to steal the diamonds. When the plane arrived, some of the detectives were waiting inside the main building while others were waiting on the airfield. Two men took the parcel off the plane and carried it into the Customs House. While two detectives were keeping guard at the door, two others opened the parcel. To their surprise, the precious parcel was full of stones and sand!Lesson 8 The best and the worst 最好的和最差的Joe Sanders has the most beautiful garden in our town. Nearly everybody enters for The Nicest Garden Competition each year, but Joe wins every time. Bill Friths garden is larger than Joes. Bill works harder than Joe and grows more flowers and vegetables, but Joes garden is more interesting. He has made neat paths and has built a wooden bridge over a pool. I like gardens too, but I do not like hard work. Every year I enter for the garden competition too, and I always win a little prize for the worst garden in the town!Lesson 9 A cold welcome 冷遇On Wednesday evening, we went to the Town Hall. It was the last day of the year and a large crowd of people had gathered under the Town Hall clock. It would strike twelve in twenty minutes time. Fifteen minutes passed and then, at five to twelve, the clock stopped. The big minute hand did not move. We waited and waited, but nothing happened. Suddenly someone shouted, Its two minutes past twelve! The clock has stopped! I looked at my watch. It was true. The big clock refused to welcome the New Year. At that moment everybody began to laugh and sing.Lesson 10 Not for jazz 不适于演奏爵士乐We have an old musical instrument. It is called a clavichord(翼琴). It was made in Germany in 1681. Our clavichord is kept in the living-room. It has belong to our family for a long time. The instrument was bought by my grandfather many years ago. Recently it was damaged by a visitor. She tried to play jazz on it! She struck the keys too hard and two of the strings were broken. My father was shocked. Now we are not allowed to touch it. It is being repaired by a friend of my fathers.Lesson 11 One good turn deserves another 礼尚往来I was having dinner at a restaurant when Harry Steele came in. Harry worked in a lawyers office years ago, but he is now working at a bank. He gets a good salary, but he always borrows money from his friends and never pays it back. Harry saw me and came and sat at the same table. He has never borrowed money from me. While he was eating, I asked him to lend me &2. To my surprise, he gave me the money immediately. I have never borrowed any money from you, Harry said, so now you can pay for my dinner!Lesson 12 Goodbye and good luck 再见,一路顺风Our ncighbour, Captain Charles Alison, will sail from Portsmouth tomorrow. We shall meet him at the harbour early in the morning. He will be in his small boat, Topsail.Tapsail is a famous little boat. It has sailed across the Atlantic many times. Captain Alison will set out at eight oclock so we shall have plenty of time. We shall see his boat and then we shall say good-bye to him. He will be away for two months. We are very proud of him. He will take part in an important race across the Atlantic.Lesson 13 The Greenwood Boys 绿林少年The Greenwood Boys are a group of popular singers. At present, they are visiting all parts of the country. They will be arriving here tomorrow. They will be coming by train and most of the youngpeople in the town will be meeting them at the station. Tomorrow evening they will be singing at the Workers Club. The Greenwood Boys will be staying for five days. During this time, they will give five performances. As usual, the police will have a difficult time. They will be trying to keep order. It is always the same on these occasions.Lesson 14 Do you speak English? 你会讲英语吗?I had an amusing experience last year. After I had left a small village in the south of France, I drove on to the next town. On the way, a young man waved to me. I stopped and he asked me for a lift. As soon as he had got into the car, I said good morning to him in French and he replied in the same language. Apart from a few words, I do not know any French at all. Neither of us spoke during the journey. I had nearly reached the town, when the young man suddenly said, very slowly, Do you speak English? As I soon learnt, he was English himself!Lesson 15 Good news 佳音 The secretary told me that Mr. Harmsworth would see me. I felt very nervous when. I went into his office. He did not look up from his desk when I entered. After I had sat down, he said that business was very bad. He told me that the firm could not afford to pay such large salaries. Twenty people had already left. I knew that my turn had come. Mr. Harmsworth, I said in a weak voice. Dont interrupt, he Said. Then he smiled and told me I would receive an extra &100 a year!Lesson 16 A polite request 彬彬有礼的要求If you park your car in the wrong place, a traffic policeman will soon find it. You will be very lucky if he lets you go without a ticket. However, this does not always happen. Traffic police are sometimes very polite. During a holiday in Sweden, I found this note on my car: Sir, we welcome you to our city. This is a No Parking area. You will enjoy your stay here if you pay attention to our street signs. This note is only a reminder. If you receive a request like this, you cannot fail to obey it!Lesson 17 Always young 青年常驻My aunt Jennifer is an actress. She must be at least thirty-five years old. In spite of this, she often appears on the stage as a young girl. Jennifer will have to take part in a new play soon. This time, she will be a girl of seventeen. In the play, she must appear in a bright red dress and long black stockings. Last year in another play, she had to wear short socks and a bright, orange-coloured dress. If anyone ever asked her how old she is, she always answers, My dear, it must be terrible to be grown up!lesson18 He often does this! 他经常干这种事!After I had had lunch at a village inn, I looked for my bag. I had left it on a chair beside the door and now it wasnt there ! As I was looking for it, the inn-keeper came in. Did you have a good meal ? he asked. Yes, thank you, I answered, but I cant pay the bill. I havent got my bag. The inn-keeper smiled and immediately went out. In a few minutes he returned with my bag and gave it back to me. Im very sorry, he said My dog had taken it into the garden. He often does this.Lesson19 Sold out 票已售完The play may begin at any moment, I said. It may have begun already, Susan answered.I hurried to the ticket-office. May I have two tickets please ? I asked.Im sorry, weve sold out, the girl said.What a pity! Susan exclaimed.Just then, a man hurried to the ticket-office.Can I return these two tickets? he asked.Certainly, the girl said.Could I have those two tickets please ? I asked.Certainly, the girl said, but they are for next Wednesdays performance.I might as well have them, I said sadly.Lesson20 One man in a boat 独坐孤舟Fishing is my favourite sport. I often fish for hours without catching anything. But this does not worry me. Some fishermen are unlucky. Instead of catching fish, they catch old boots and rubbish. I am even less lucky. I never catch anything-not even old boots. After having spent whole mornings on the river, I always go home with an empty bag. You must give up fishing! my friends say. Its a waste of time. But they dont realize one important thing. Im not really interested in fishing. I am only interested in sitting in a boat and doing nothing at all !Lesson21 Mad or not? 是不是疯了?Aeroplanes are slowly driving me mad. I live near an airport and passing planes can be heard night and day. The airport was built during the war, but for some reason it could not be used then. Last year, however, it came into use. Over a hundred people must have been driven away from their homes by the noise. I am one of the few people left. Sometimes I think this house will be knocked down by a passing plane. I have been offered a large sum of money to go away, but I am determined to stay here. Everybody says I must be mad and they are probably right.Lesson22 A glass envelope 玻璃信封My daughter, Jane, never dreamed of receiving a letter from a girl of her own age in Holland. Last year, we were travelling across the Channel and Jane put a piece of paper with her name and address on it into a bottle. She threw the bottle into the sea. She never thought of it again, but ten months later, she received a letter from a girl in Holland. Both girls write to each other regularly now. However, they have decided to use the post-office. Letters will cost a litt1e more, but they will certainly travel faster. Lesson23 A new house 新居I had a letter from my sister yesterday. She lives in Nigeria. In her letter, she said that she would come to England next year. If she comes, she will get a surprise. We are now living in a beautiful new house in the country. Work on it had begun before my sister left. The house was completed five months ago. In my letter, I told her that she could stay with us. The house has many large rooms and there is a lovely garden. It is a very modern house, so it looks strange to some people. It must be the only modern house in the district.Lesson24 It could be worse 不幸中之万幸I entered the hotel managers office and sat down. I had just lost &50 and I felt very upset. I left the money in my room, I said, and its not there now. The manager was sympathetic, but he could do nothing. Everyones losing money these days, he said. He started to complain about this wicked world but was interrupted by a knock at the door. A girl came in and put an envelope on his desk. It contained &5o. I found this outside this gentlemans room she said. Well, I said to the manager, there is still some honesty in this world !lesson25 Do the English speak English? 英国人讲的是英语吗?I arrived in London at last. The railway station was big, black and dark. I did not know the way to my hotel, so I asked a porter. I not only spoke English very carefully, but very clearly as well. The porter, however, could not understand me; I repeated my question several times and at last he understood. He answered me, but he spoke neither slowly nor clearly. I am a foreigner, I said. Then he spoke slowly, but I could not understand him. My teacher never spoke English like that! The porter and I looked at each other and smiled. Then he said something and I understood it. Youll soon learn English! he said. I wonder. In England, each man speaks a different language. The English understand each other, but I dont understand them ! Do they speak English ?lesson26 The best art critics 最佳美术评论家I am an art student and I paint a lot of pictures. Many people pretend that they understand modern art. They always tell you what a picture is about. Of course, many pictures arc not about anything. They are just pretty patterns. We like them in the same way that we like pretty curtain material. I think that young children often appreciate modern pictures better than anyone else. They notice more. My sister is肄莂薄袈膇膄蒀羇袆莀莆薃罿膃节薃肁莈薁薂螁膁薇薁羃蒆蒂薀肅艿莈蕿膈肂蚇薈袇芈薃薇罿肀葿蚇肂芆莅蚆螁聿芁蚅羄芄蚀蚄肆膇薆蚃膈莂蒂蚂袈膅莈蚁羀莁芄蚁肃膄薂螀螂荿蒈蝿袅膂莄螈肇莇莀螇腿芀虿螆衿肃薅螅羁芈蒁螅肄肁莇袄螃芇芃袃袅肀薁袂羈芅蒇袁膀肈蒃袀袀莃荿衿羂膆蚈衿肄莂薄袈膇膄蒀羇袆莀莆薃罿膃节薃肁莈薁薂螁膁薇薁1.总 论1.1项目名称、建设单位及负责人项目名称:大庆天赐缘能源发电站及风光技术研发基地建设项目建设单位:大庆天赐缘能源科技开发有限责任公司 企业性质: 有限公司 企业地址: 法人代表: 项目负责人: 项目技术负责人: 主管部门: 大庆市发展和改革委员会1.2可行性研究的依据(1)大庆天赐缘能源科技开发有限责任公司提供的立板风光高效发电机资料:1.3项目提出背景及投资必要性1.3 .1背景 能源是国民经济发展和人民生活水平提高的重要物质基础,而传统能源资源的有限性和开发利用带来的环境问题,严重制约着经济和社会的可持续发展。无论从世界还是从中国来看,传统能源都是很有限的。而随着全球经济社会的不断发展,能源消费也势必持续增长。能耗平均呈指数增长的趋势所带来的后果是十分严重的,一方面伴随着石化燃料消耗的增加,大气中CO2的含量相应增加;地球不断变暖,生态环境恶化,自然灾害及其造成的损失逐年增加;另一方面将愈来愈快地消耗掉常规石化能源储量。根据BP 世界能源统计2006的统计数据,全球石油探明储量可供生产40多年,天然气和煤炭分别可以供应65年和155年。能源的潜在危机和生态环境的恶化迫使世界各国积极开发可再生能源。21世纪将是高新技术的时代。新能源技术将与生物技术、信息技术、新材料技术、空间技术、海洋技术等五大技术一道成为21世纪现代高新技术,而在新能源技术中,太阳能发电、风力发电发展最快,也是各国竞相发展的重点。太阳能发电以其具有充分的清洁性绝对的安全、资源的相对广泛性和充足性、长寿命以及免维护性等其它常规能源所不具有的优点,被认为是21世纪最重要的新能源。世界主要国家纷纷出台相关鼓励政策和法律,以支持太阳能发电技术和产业的发展。1999年以来在世界各国尤其是美、日、德等西方发达国家先后发起大规模国家光伏发展计划和太阳能屋顶计划,极大地刺激和推动了世界太阳能光伏发电的发展。近年来,全球太阳能电池总产量平均增长率高达49.8%以上,是比IT发展还快的产业。虽然目前世界太阳能发电累积装机容量不到世界电力装机总容量的千分之一,但是作为一种可再生的清洁能源,专家预测其将在21世纪前半期成为最重要的基础能源之一。我国在2005年3月,正式颁布了中华人民共和国可再生能源法,并于2006年1月1日正式实施。该法规定了一系列国家鼓励发展可再生能源发电的措施。我国在新的可再生能源中长期规划中提出,到2010年,我国太阳能光伏发电总容量将达到30万千瓦,2020年达到180万千瓦,比现有装机容量(2005年底)分别增加23万千瓦和173万千瓦。风能装机2010年为5000MW(已经于2007年提前达到),2020年为30000MW。为了确保规划目标的实现,规划中还明确提出了一系列支持措施。其中涉及太阳能发电的包括“对非水电可再生能源发电规定强制性市场份额目标”、“国家电网企业承担收购可再生能源电力的义务”、“制定电价和费用分摊政策”和“设立可再生能源发展专项基金”等,随着上述政策的陆续出台,将大大促进我国太阳能、风能发电产业的发展,使太阳能发电成为“节能减排”、可再生能源发展的重要之路。 大庆天赐缘能源科技开发有限责任公司以立板风光高效发电机组建风光发电站。利用国家政策及地方政府的支持,进行新能源产业化生产利用的示范化建设。1.3.2投资必要性(1)新能源产业发展的需要 2007年1月23日,国家发展和改革委员会、科学技术部、商务部和国家知识产权局联合编制下发了当前优先发展的高技术产业化重点领域指南(2007年度)(以下简称指南)。在此指南中提出了当前应优先发展信息、生物、航空航天、新材料新能源、现代农业、先进环保和资源综合利用、海洋九大产业中的130项高技术产业化重点领域。同年12月26日,国家发展和改革委员会下发了高技术产业化“十一五”规划(以下简称规划)。在此规划中重点部署了信息、生物、航空、航天、新材料、新能源、现代农业、先进制造、循环经济、海洋等十大领域高技术产业化的主要任务和若干重大专项。是发改委系统“十一五”期间开展高技术产业化工作的指导性文件。本项目是风能、太阳能新型能源设备研发和产业化生产示范应用项目,属当前国家鼓励优先发展的高技术产业化领域的重点项目,符合国家高技术产业化“十一五”规划的要求。国家需要通过在这些符合产业政策的投资,实现既定的产业政策及发展规划。(2)节能减排工作的需要 为进一步安排节能减排工作,国家发展和改革委员会于2008年7月2日下发了关于组织申报2009资源节约和环境保护备选项目的通知,对2009年资源节约和环境保护备选项目有关事宜进行了安排。“节能减排”已经是各行各业强调的重点、关注的焦点。 立板风光发电机利用的是太阳能、风能,不仅不消耗常规能源,而且没有污染排放,属于绿色能源,在当前环境污染严重、资源匮乏形势下,是经济可持续发展的必然选择。(3)公司发展需要 大庆天赐缘能源科技开发有限责任公司前期经过多年研究开发,成功推出立板风光高效发电机及后续升级新机型高倍聚光砷化镓发电机组,不仅利用的是可再生能源,而且利用的效率比同类产品更高。然而再好的产品只停留在研发、试制、试运行阶段,不仅不能发挥其应有的价值,不能及时回收研发费用,而且也难以实现其社会价值,难以带来经济效益、社会效益,极大影响研发企业进一步的技术进步。通过建设示范电站,一方面通过规模的安装运行风光高效发电机,可以在实践中检验立板风光发电机的性能,另一方面可以促进风光高效发电机产业化生产,使得大庆天赐缘能源科技开发有限责任公司得到更迅速的发展,并且通过实践检验产品具有更强的推广优势,可以为公司在太阳能发电领域占据市场先机和一定市场份额。(4)市场需求 目前兆瓦级太阳能光伏发电站在全国各地陆续启动。黑龙江省尚未见有投资商及设备制造商进入该领域。但是黑龙江省各地太阳能、风能资源具有极好的区域优势,政府也正在积极寻求此方面商机。本项目正是利用这不可多得的发展机遇,顺应市场需求,通过示范工程建设,为本地区新能源工业起到示范及标杆作用。在满足市场发展需求的同时,也将极大促进当地社会对新能源产业的认识和重视,为新能源的发展产生长远的、积极的影响。1.4 可行性研究的范围及主要内容1.4.1研究范围 本项目对风光发电示范电站进行市场分析、预测,确定电站建设规模,同时对电站拟建设地的建设条件进行分析、进行规划;根据电站建设要求进行项目投资估算和财务经济分析评价,得出本项目是否可行的结论。1.4.2项目建设内容本项目为建设太阳能电站,设计安装太阳能发电设备5万台,发电能力10万千瓦。投资规模35亿元人民币,其中:固定资产投资23.4亿元,流动资金1.6亿元。拟用土地面积300万平方米,拟建生产用房6.3万平方米,办公等用房8千平方米。根据电站建设需要,平整荒地并进行发电机组安装所需条件的配套建设;建设电站辅助设施
