Administrate Food Safety from Two OriginsChen KejianJiangsu Yurun Food Group Co., Ltd.Dear leaders and guests,Great appreciation to the Ministry of Agriculture, the World Bank, co-hosting the Workshop of Agricultural Food Safety. As a food processing enterprise, we are aware of the holy responsibility. Food enterprises deserve the responsibility, for food is in connection with citizen life and health. I here, in the aim of your suggestions to help enhance the establishment of our safety system, present the report on the implementation of food safety project as well as food safety guarantee system in Yurun.I. Basic Introduction to YurunJiangsu Yurun Food (Group) Co., Ltd., integrated in breeding, scientific research, processing and sales, is a large-scale meat processing enterprise, a national leading one in agricultural industrialization as well. Originated in Nanjing (Jiangsu) in 1993, Yurun has been developing rapidly through a decade of efforts. The total capital climbed up to 1.83 billion in 2001 from original 3 million, turnover and tax up to 3.1 billion and 398 million from original 6 million and 0.6 million respectively. Employees increase from 60 to 11,000. Yurun is now listed 25th in 500 non-public owned enterprises in China. Yurun group has 22 subsidiaries nationwide, 6 brands with over 500 varieties. The sales volume of low-temperature meat products has been top in domestic market since June 1996. Yurun gained such laurels as “The most influential food enterprise in 21st century”, “One of the 20 outstanding food enterprises in China food industry”, “The national satisfying food enterprise”, and “The beneficial quality enterprise in Chinese food industry, was awarded as “The enterprise with outstanding contribution to Chinese food industry 1998-2001” by China Food Industry Association in December 2001. Mr. Zhu Yicai, the president, was awarded as “One of the 20 outstanding entrepreneurs”, etc. Through our growing, we have remembered that product quality is the lifeline of enterprise, and that food industry is moral industry. For the sake of enterprise lifeline, Yurun morality, as well as safe, wholesome, nutritious and delicious food, we, originating from two orientations, have been working steadily on food safety project and food safety guarantee system.II. Establish cultural and moral line of defense of food safety with people as root and insight into the origin of human soul The idea of “food industry is moral industry” is memorized as the chief principle by Yurun staff. Any product is created by human beings whose deed is dominated by soul. In the process of the implementation of food safety project and the establishment of food safety guarantee system, Yurun, originating from human soul, combining the set-up of enterprise culture, brings forward the idea of “food industry is moral industry”. Piloted by this idea, we require every employee to base himself upon morality, to keep surpassing himself, to understand the importance of product quality self-consciously and actively, and to further realize the historical responsibility of food enterprises to life and health. Only keeping the notion that consumers are god do we offer consumers safe food and fulfill the moral responsibility which food processing enterprises should undertake. The quality and moral pre-work training is necessary for new employees. We invest per year millions in employee training and employing experts and professors to shape new-type talents. We believe that our employees must have profound sense of quality and good morality. The purpose of training is to update employee concept and skill. A Yurun employee, previously laid off from a state-owned enterprise, told his story in “tell words in the mind”. He had been in despair after laid-off and ashamed of facing his wife and daughter, complaining the destiny. Employed by Yurun, he obtained the opportunity to re-work and re-study, understood moral industry, how to become strong, and how to reciprocate favors. Around 4,000 laid-offs, trained by Yurun, now become precious human resources, changing their concept and improving their skills. Yuruns quality administration is always under deepening and innovation. Yurun implemented ISO9000 International Quality System Qualification, ISO14000 Environment Qualification, and HACCP Risk Analysis and Key Reference Point Qualification. We imported internationally advanced production and processing facilities from Germany, Denmark, Netherlands, etc., adopted advanced low-temperature meat processing technology. With the concept of high level, high standard and high quality, we supply consumers with nutritious, fresh and high-quality meat products. Yuruners not only win indefinite honor at definite price, but dedicate delicious food and health to Chinese people. III. Originating from breeding, establish systematic food safety system and extend safe food industry chainAt the beginning of new century, the wave of food safety accompanied by economy globalization uprising, Yurun is ready and put the establishment of food safety guarantee system on the top of agenda. Aimed at the strategic adjustment of meat products in abroad and domestic market with the transfer from quantity to quality emphasis, from preliminary to advanced processing, the project exploits new ways, where Yurun keeps paces with times, plays plenty role of bridge and demonstration as a national leading enterprise, increases the speed and strength of agricultural industrialization operation, promotes the strategic adjustment of stockbreeding structure, intensifies scientific creation, satisfies the requirements of multiplayer, diversification and high quality, especially of safety and nutrition, further upgrades the brand and enterprise overall quality, achieves the sustainable development in new century. To fulfill this goal, we will further improve six system construction.a. Establish breeding and popularization system of fine strainsWe invested 23 million at the beginning of 2000 in the establishment of Yurun research center of livestock fine strains at Xishan Bridge in Nanjing suburb. In the cooperation with Nanjing Agricultural University, the center, combining Chinese traditional and imported international fine strains, cultivated new improved swine with characteristics of fresh and delicious meat and high breeding rate.b. Establish safe material production baseYurun started establishing safe swine material production base since 1997. Supported by local government and bank sections, Yurun at Fuyang (An Hui) invested 20 million to carry out the project of “100,000 farmers cultivate millions of swine and 100,000 cattle”(111 project) with the core of fine strains popularization and safe swine breeding. The project complies with the standards of safe food production base. 1. Carry out breeding project in non-appointed epidemic areas qualified by nation. 2. Establish and improve standard stockbreeding veterinary epidemic-prevention network. 3. Establish breeding farm of fine strain swine (111 project). 4. Establish feedstuff factory to shape safe and contamination-free feedstuff processing and distribution network. 5. Figure out scientific and uniform breeding administration measures. 6. Purchase base swine at slightly higher price than market, by the principle of good quality, favorable price. Yurun establishes safe breeding farm of 10,000 swine in Donghai (Jiangsu), establishes and develops breeding plots consistent with risk-free base standard as well. Yurun adopts the principle of “Four in one, one protection”, the former, unify the supply of swine seed, unify the distribution of feedstuff, unify the disease prevention and cure, and unify the purchase of swine, the latter, purchase the swine of base farmers at protective price and to boost farmers interest in breeding. c. Establish technology guarantee and service systemThe purpose of the establishment of Yurun safe swine base is to realize professionalized production, regionalized distribution, enterprised administration and industrialized operation, which, except the establishment of seed farms, propagating farms, packinghouse, also deals with breeding plots, professional farmers, seed swine, breeding, feedstuff, veterinary drug, disease prevention, transportation, processing, etc. It, therefore, is necessary to establish all-round technology guarantee and service system. Yurun Group sets up industrialization office to appoint persons in charge of the establishment of safe system. Employing breeding and veterinary experts and cooperating with local disease-prevention and livestock administration offices, Yurun establishes technology guarantee and service system to ensure safe base project.d. Establish safe butchering and meat processing systemThe packinghouses and meat processing enterprises, whose establishment and technology improvement accord with international standards, with advanced and comprehensive facilities, perform manufacturing and operation based upon the enterprise concept and administration mode to ensure the smooth operation of safe food industry chain. e. Establish safe and immediate marketing systemThrough ten years of efforts, Yurun establishes a nationwide marketing network, with central cities in developed regions as main market, extending to small to medium cities. 1. All marketing nodes have access to intranet, whose sales varieties and quantity per day can feedback quickly to headquarter. 2. Yurun establishes its own refrigerating transportation system, with more than 200 high-level completely close refrigerator vans to facilitate a safe and immediate transportation. 3. Persist in the principle of immediate marketing. All marketed products are distributed directly to supermarkets and stores from local representative offices to ensure their freshness, safety and sanitation. Presently, to service people more immediately, chain stores are being established in Nanjing, Shanghai, Lianyungang, etc. f. Establish safe food inspection systemAll of Yuruns packinghouses and processing enterprises establish overall quality inspection system by national standards. In 2002 Yurun invested 3.5 million to install exported inspection equipment and improved the facilities of meat inspection center. Based on which, fine strain breeding farms, packinghouses or processing enterprises nationwide, feedstuff production and supply are under effective monitoring, to facilitate product quality and sanitation and to ensure product safety. IV. Forthcoming tasksThere remains a lot to do though Yurun achieved quite a few in the establishment of food safety guarantee system. We endeavor to cover four aspects as follows through this workshop. a. Continue to increase investment and the level of science and technology creationYurun invests 2% of turnover per year in the research and development of safe and novel food, the upgrade of safe material base. In terms of technology creation, we, relying on ourselves as well as universities, gradually research and develop such hi-tech technologies as micro-electronics, biological engineering, enzyme, radiation and physical fresh-keeping, refrigerating desiccation, microwave, remote infrared, super high pressure processing, and apply the technologies to meat further processing and comprehensive development. b. Implement HACCP system from all aspectsHACCP is a systematic planning covering full process of manufacturing, processing and marketing, as product design, material purchase, product manufacturing, packing and storing, transportation and circulation, etc. Besides, the system analyses, controls and eliminates risk factor origins, and work out safe, sanitary and high-level meat food. Only we learn from advanced experience, intensify training and implement project from all aspects can we ensure the success and grown-up of safe food guarantee system, and the improvement of food safety project. c. Led by agriculture industrialization, by means of system and mechanism creation, strengthen material base establishmentWith agriculture industrialization operation as leading principle and impetus, Yurun shapes integrated operation of manufacturing, processing and marketing, new manufacturing and operation pattern of “leading enterprise plus manufacturing base plus professional farmers”, and ultimately shapes a green industry chain of professionalized production, regionalized breeding, integrated operation and enterprised administration.d.
