From 1990 till now, I have worked on about 9 vessels, and I have worked as a master for 3 ships, 4 years. With experience of such types of vessel as bulk carriers, general cargo ships, timber vessel, oil tanker, I have worked for not only some Chinese shipping companies including COSCO Tianjin, but also some foreign companies from Singapore, Japan and Greece. Most of the vessels I have worked on are more than 10,000 tons in gross tonnage. Now I have all the necessary certificates for bulk carriers, general cargo carrier and oil tankers. Thank you.What type of cargo was carried on board your last vessel?Bulk cargo: cement, cement clicker, nickel, ore, iron, sand, phosphorus rock, potash in bulk, salt, grain, petcoke, coal, fertilizer, Kaolin clay, scrap etc.General cargoes: vehicle, loader, wagon, heavy lifts, over-length cargo, mining equipment, steel construction material.Other: log, plywood, timber, container, and so on.What was your last vessels trading area? Which ports have you ever called?I have rich experience in calling the ports in the US, some developed and developing countries and in the passage through the Suez Canal, Panama Canal, and Dover Strait, and Denmark Strait.Some useful expressions for trading areas: ocean-going, world widely, globally, worldwide; fixed route; domestic trade.Can you tell me the differences between the Chinese stateowned shipping companies and foreign shipping companies?Basically, in my opinion, there are not big differences at all. It seems to me that foreign ship owners are more concerned about the masters overriding authority on board while the Chinese shipping companies tend to ask their local agents to do more for the vessel. Another major difference between them is that the Safety Management System of the Chinese companies is in Chinese and the working language on board is Chinese. Foreign owner seem to care more about the implementation of the SMS manuals in reality. Whats more, most of the Chinese owners use the CCS for classification while foreign owners may use different classification societies.How do you understand the Masters overriding authority under emergency situations?If the situation and tine permit, the Master should always report to the company first before taking actions. However, when the ship is in immediate danger, the Master shall exercise his overriding authority and take whatever actions necessary in dealing with an emergency situation in order to protect the safety of the seafarers, the cargo, the vessel, the port and the environment without considering too much the demands of the ship owner and the charterer. Nevertheless, the Master should report to the company in detail what has happened and filed after the event.Can you tell me about your experience as a Captain?Hints: Your experience may include such things as the duration you have worked as a Captain, the places or ports you have ever been to, the types of vessels you have ever served, the types of cargo you have ever experienced, the management styles on the vessels, and so on.Please also refer to chapter one of the Part One for more detailed answers.How do you understand the importance of keeping good and harmonious relationship with the Chief Engineer and other Officers and Engineers?Without harmonious relationship with the Chief Engineer and the other Officers and Engineers, the Master cannot manage the ship well. But how can the Master achieve it? First of all, the Master must have close contact with the department heads because the daily management is delegated to them although the Master himself is responsible for the overall safety and personnel management. Secondly, he Master himself must know his job well and know when to do what and how. Thirdly, the Master should be very strict in himself in discipline and behavior. Fourthly, he should be fair in job assignment, pay distribution and other daily management. But if someone on board breaks the Masters order or the rules on purpose, the Master will have to penalize the offender and can consider firing him according to the procedure of the ship owner.What is the suitable relationship between the Master and the Chief Engineer of a vessel? Or what kind of relation should the Master and the Chief Engineer have?The Master is the No.1 leader of the ship, responsible for the whole vessel and the Chief Engineer is one subordinate of the Master. The Chief Engineer is in full charge of the Engine department. The Master gives the Chief Engineer full power to manage his department. In the meantime, it is also important for the Master to offer support and help to the Chief Engineer in his implementation of duties. Anyway, smooth cooperation and harmonious relationship between the Master and the Chief Engineer is very important to the safe operation of the vessel.Did you have the experience of working with foreign crews?Yes, I have worked on four ships of mixed crew from China, China Taiwan, Philippine, Vietnam, Russia, South Korea, Japan, Burma and Ukraine.Can you differentiate the Chinese crews and the Filipino crews? Or how do you like the Filipino(Vietnam, Russia, Korea, Burmese ,Ukrainian , British etc.) seamen?I had the experience of working with the Filipino crew. The Filipinos are mostly very professional and obedient. Their English is better as compared with that of Chinese seafarers. However, sometimes they are also demanding in terms of wages. As a whole, they are very nice seafarers. To me, the seafarers from different countries have both advantages and disadvantages. Can you tell me about the companies you have worked for? What are the differences among these companies?The company I have worked for the past ten years is a state-owned company. It is a good company. But the management of the company is, in some ways, different from foreign ship owners companies.How can you maintain a balance of interests between the ship-owner and the charterer?Well, this is a difficult question. My opinion is that the owners interests should always be prioritized. But you know, sometimes the master is under heavy pressure from both the owner and the charterer. The charterer just pushed the master to catch time; there will be no time for the maintenance and repairs for the vessel. But I know that the charterer is very important to the ship owner, so good relation with the charterer is very important to both the master and the ship owner.My experience is that the charterers interests should be taken good care of without hurting the interests of the owner and crew.Can you tell me some instances when you have to consult the ship owner or manager in relation to the instructions from the charterer or their representative?Here are some instances: change in sailing instructions, change in cargo type /quantity /loading sequences, vessel not meeting the requirements of the speed and oil consumption clause, etc.Under time charter party, based on your experience, what factors do you think can put the vessel off hire?Breakdown of main machinery, incorrect or improper hold preparation which is not in compliance with the cargo fitness survey, major noncompliance to port state inspection, any delay by the owner and /or the crew.Can you briefly describe the hand-over procedure between the outgoing master and the relieving master?Usually, the handover procedure is as following:First, the outgoing master should prepare a handover report as per the companys handover procedure and checklist.Second, the outgoing master should prepare a handover memo to be attached to the report.The following should be the highlights in the handover procedure :documentation , communication (the means to contact all related persons and companies ),bridge equipment ,stores and accounts, personnel ,ship maintenance and condition etc .besides , it is also very important to give the relieving master a clear idea of the personnel , the local agent , the port and some other information that are not written in the checklist . Try to fill in all the check lists at the presence of the both master.What are the three grades of bulk carriers according their size?Generally, they are classified into three types: handy size, panamax size and cape size .the handy size bulker is less than 60,000tons in deadweight tonnage. the panamax size bulker is between 60,000to 80,000 tons , usually carrying usual cargoes such as coal , bauxite ,Bora , cement , grain ,tapioca , copra, pellet, lime stone and so on, the cape size is more than 80,000 in deadweight tonnage , and 106 feet in breadth , and the cargo usually carried by this type of a bulker are iron ore ,pellet , and coal.What do you think is the most important thing on board?I think the most thing on board is safe, security and efficient.In your opinion, what abilities should a master possess?A master should be knowledgeable on the type of vessel he is running,he should be experienced on trade , navigation , cargo caring, he should have a good understanding of the international convention and regulations,He should also have a good crew management and crisis management skills. Lastly, he should set up an example in good leadership.How do you decide to join a new company? Before I decide to join a company, I will consider the following factors: company stability, working environment, salary, relations among employees, proper program of crew rotation, promotion and advancement and good management.Can you tell me the responsibilities of the chief officer?Under the leadership of the master, the chief officer shall carry out the daily management of the deck department. The c/o is also responsible for cargo handling.The specific duties of a c/o include without limitation the following:1. Watch-keeping duties from 0400-0800 hours and 1600-2000 hours.2. Safety of the ship and work place, safety equipment.3. Daily safety and sanitary inspection.4. Store and spare parts inventory management.5. Maintenance on deck6. Stowage plan making7. Supervision of the loading and unloading process.8. Cargo caring on board9. Some other work and duties designated by the master of the vessel.Can you tell me the responsibilities of the second officer?The second officer is the navigational officer and sometimes also medical officer and communication officer on board. Besides, the second officer shall assist the chief officer. His duties include the following:1. Navigation watch keeping from 1200-1600 hours and 0000-0400 hours2. Chart and navigational publication corrections.3. Passage plan making.4. Usually working as the designated communications officer.5. Maintenance of communication equipment, instruments and spare parts on board the ship6. Care and maintenance of all the basic navigation equipment and instruments, including magnetic compasses, gyrocompasses, gyro repeaters, time changes, depth sounders and course recorder.7. Maintenance and inventories of the stationery8. Medical duties.9. The other duties designated by the master and chief officer.Can you tell me the responsibilities of the third officer?1. Watch keeping from 0800-1200 hours and 2000 to 2400 hours.2. Do some paper work and 3. Inspect communication systems and important items related to the navigational system and other department before leaving port or shifting anchorage.4. Assist the master on the bridge with anchoring, mooring and unmooring operation.5. Measure the draft at the discretion of the chief officer or the master.6. Assist the chief officer to supervise the cargo handling operation.7. To maintain the life-saving appliances and fire fighting equipment and make records in the maintenance log and inventory book8. The other works designated by the master of vessel.第二部分 进出港口业务 6Say something about how to apply for radio pratique?When applying for radio pratique, the vessel should supply the ships particular and voyage briefs to the port authority. Such as the name of vessel and expected date and hour of her arrival. Number of crew on board. Crewmembers health condition and ships sanitary condition at present. State that there is no quarantinable disease found on the vessel. And all the crewmembers are in good health.Some certificates relating to quarantine inspection are:1. maritime health declaration2. crew list3. international certificate of vaccination4. deratization certificate5. clearance from the last portDescribe the shipboard quarantine formalities?The main duties of the quarantine officers are:1. Require the copies of the crew and passenger list.2. Check the bill of health and inoculation papers.3. Check the crews vaccination certificates.4. Inquire if there is any epidemic in the last port of call or if there are any patients on board at present?5. Check the sanitary condition.6. Check the de-ratting certificate and rat guards mounted.Preparations before quarantine officers come on board:Before the quarantine officers come on board, the ship should get ready all preparation works, including the last bill of health, crew list, the vaccination list and the yellow book.My experience with quarantine officers is in good order and receives the pratique each time.Describe the shipboard customs formalities?The main duties of the customs officers are:1. Ask the captain to fill out the customs declaration form.2. Check the crew list and personal effects list.3. Check the provisions list and the food supplies.4. Check the store list and supplies.5. seal ships bonded store6. inquire cargo information and check the cargo documents, the import/export manifest; the kind and quantities of cargo on boardPreparations before customs officers come on board:Before customs officers come on board, the captain should get ready all necessary cargo documents and forms and inform the crew about the customs regulations.My experience with the customs officer is in good order and smooth.Describe the shipboard immigration formalities?The main duties of the immigration officers are:1. Require the copy of the crew list and check up the crew.2. Inquire whether there is passenger on board or not.3. Ask the captain to fill up application form for shore passes and sign it.Preparations before immigration officers come on board:The captain should get the copies of the crew list and the seamans books ready for inspection.I have passed immigration formalities on board all right.Can you describe what preparations you need to make before your vessel enters a US port?First, I must check all the certificates for the vessel and the seamen to make sure all the necessary certificates are available to deal with the customs clearances, the sanitary checks and other port checks .In addition, I must prepare such publications as currently corrected navigational charts, US costal pilot guide, light list book, tide table, US inland rules of navigation, and recent notice to mariners.Ninety-six hours before arrival in a US port, The ENOA (Electronic Notice of Arrival) is to be sent to the relevant USCG (CC the local agent and the company) along with the Ballast water exchange report.Forty-eight hours prior to entry to a US port ,I shall conduct the following emergency steering drills and log them into the record books : operation of the main steering gear from steering compartment, communication between bridge and steering compartment, and alternative power supply .I shall also inform the Qualified Individual of my arrival.Twenty-four hours before arrival in a US port, I shall notify the USCG of my ships arrival.Twelve hours prior to arrival in a US port, the following equipment shall be tested and recorded in the log book: primary and secondary steering gear, internal control communications and alarms, standing-by emergency generator, and main propulsion machinery.Drills are also the priorities of my preparatory work .Usually, the port authority of the US pays special attention to the drills .So boat drills, fire-fighting drills and other drills must be carried out before entering into any US port.Sanitary situation of my ship is another consideration .Proper disposal of garbage on my ship and anti-pollution devices examinations are very important.All in all, much more care should be taken before entry into any US port than into the ports in other countries.What should the Master do if he is unsure about his legal st
