Project Manager: Organize all staff, workers and construction teams in Project Management for overall performance of contract, organize establishment of construction schedule and reasonable construction on behalf of China Industry 23rd Construction Corporation with full power to ensure all project processes to be executed under control.A. 项目经理:全权代表中国核工业第二三建设公司在施工现场组织项目经理部人员和施工队全面履行合同以及组织制定施工计划,合理施工,确保工程的每个过程都在控制下进行。B. Safety Manager: Be responsible for supervision, inspection and control of onsite safety production and civilized construction, mainly in charge of Safety Group.B. 安全经理:现场安全生产与文明施工的监督、检查、控制工作,主管安全组。C. QA/QC Manager: Be responsible for quality supervision, inspection and control of project construction.C. 质量经理:负责工程施工的质量监督检查、控制工作。D. Construction Manager: Mainly in charge of Construction Group, be responsible for construction organization, control and coordination, direct construction of each team and ensure that the project will be completed safely, with excellent quality and on schedule.D. 施工经理:主管施工管理组,负责施工组织管理和协调,指挥各施工队生产,确保工程安全、优质、按期完成。E. Construction Group: Be responsible for technology, planning and estimation work, cooperate with and serve to onsite construction, prepare structure and equipment lifting procedures, establish work schedule and report forms, etc.H. 施工管理组:负责技术、计划、预算工作,配合现场施工为施工服务,编制结构、设备吊装方案编制作业计划和报表等工作。I. QA/QC Group: Be responsible for quality supervision and inspection of works and materials; prepare quality plan, daily quality documents and statements and submittal of as-built documentation.J. 质量检查组:负责工程质量和物资供应的质量监督检查工作。编制质量计划及日常质量文件和报表以及交工资料的提交。D3.2Execution Plan执行计划D3.2.1 Project Overview项目概况 Project Name:Celanese Everclear Project工程名称:塞拉尼斯Everclear项目 Employer:Celanese (Nanjing) Acetyl Derivatives Co. Ltd.建设单位:塞拉尼斯(南京)乙酰衍生物有限公司 Employers Representative:MaisonWorleyParsons Eng. & Tech. Co., Ltd. (MWP)总管理商:北京美盛沃利工程技术有限公司(MWP) Scope of Services:This project is located in Nanjing Chemical Industry Park, solely invested by Celanese. The main work contents include installation of all equipment and attached united steel structure & ladders & platforms, internals (packing included), 5 sets of storage tanks fabrication and installation, aboveground piping installation, electrical & instrumentation installation, painting and insulation, etc. The workload is as follows: piping: 15000m, material CS, 304, 304L, 316, 316L, 317, 317L, etc., in which CS piping: 7000m, SS piping: 8000m, weld: almost 60000 dia.-in., valve: near 3000 sets; over 180 sets of process equipment, in which 10 sets of over 11t equipment and 35 sets of over 5t equipment, highest equipment 41.5m; near 400t structural steel; 54 sets of E&I equipment; 170000m cables; 3400m instrument tubing; 1369 sets of instruments; over 200m3 insulation, etc.工程内容:该项目位于中国南京化学工业园区,属于塞拉尼斯全资项目,主要工作为所有类型的设备安装、联合钢结构附属平台梯子,内件(含填料),5台大型储罐的预制和安装、地上管道安装、电气仪表安装、油漆保温等。 ,其工作量为:管道延长米约为 15000米材质主要为碳钢、304、304L、316、316L、317、317L等,其中碳钢管道7000米,不锈钢管道8000米,焊口将近60000 DIA-IN,阀门近3000台 。工艺设备共计180余台,其中10吨以上的11台5吨以上35台,最高的设备41.5米。钢结构近400吨、电仪设备54套、各种电缆170000米,仪表管3400米,各种仪表1369套,各种保温200米3。 Start & Finish Dates:开、完工日期:Start Date开工日期2007-3-26Finish Date完工日期2007-11-30D3.2.2 Overall Construction Arrangement施工总体部署The materials for project use shall be strictly in compliance with the quality requirements and carefully prepared in terms of procurement, fabrication and erection, etc. To execute the project, it is a must to strengthen the project control, prepare the reasonable and effective construction procedures and schedules, intensify the quality assurance system, strictly carry out the quality assurance procedures and ensure the normal operation of safety protection system. Especially for the fabrication and lifting works, scientific and reasonable procedures shall be prepared in accordance with the drawings and actual site conditions and will be performed strictly during construction to realize the safety and quality production policies and guarantee the targeted safety, quality and progress objectives. We have ever undertaken several projects in Nanjing in recent years, such as Nanjing DSM, Nanjing AP, Nanjing Praxair, etc. and are quite familiar with the local conditions and governmental aurthority relationship, which is really certain advantageous in this project construction.项目所使用的材料从采购、预制、安装各个环节必须严把质量关,精心准备。加强工程管理,作出合理有效的施工方案和进度计划,同时强化质量保证体系,严格执行质保程序,并确保安全防护系统正常运转,特别是预制工程和吊装工程,应根据图纸及现场实际情况,编制具备科学性、合理性的方案,在施工过程中应严格按方案进行,实现安全及质量生产方针,确保安全、质量及进度指标的完成。我公司近几年在南京实施了多个项目,如:南京DSM、南京AP、南京Praxair等,对于当地条件、政府事务关系等相当熟悉,在本项目施工中具有一定的优势。a.We will launch the following work in the shortest time after award of contract:中标后以最短时间作以下工作:Mobilization and Temporary Facilities Setup2 days动员进场2 天Construction Preparations10 days施工准备10天Drawing Review & Shop Drawings Production图纸会审Technical Instructions技术交底Field Survey现场勘测Ready for Installation达到安装条件b.Construction Principles施工原则As the piping fabrication work for this project will be done in offsite shop, only installation will be done on site. And all disciplines installation shall coordinate with each other. To guarantee the safety, quality and schedule, construction personnel shall abide by the following principles during field installation:因该项目的预制工作为厂外车间预制,现场只能进行安装,又因各专业的安装应相互配合,因此为了使安全、质量、进度等各个方面得到保障,现场安装时应遵守如下:Carefully familiarize with design notes and construction specification requirements;仔细熟悉设计说明及施工规范要求;Carefully familiarize with construction drawings;仔细熟悉施工图纸;Correctly purchase and use the materials;正确使用材料;Store in lots and uniformly number the fabricated spools by area and installation sequence;对预制好的成品按区和安装的先后顺序分批存放并统一编号;Separately store and tag the materials of different material quality and specification;各种材质和型号的材料要分开堆放且挂牌标识;All precise instruments shall be separately stored and kept clean;所有精密仪表件必须单独存放并保持其清洁度;Inside cleanliness of all fabricated spools shall be ensured and carefully checked before installation and no installation shall be performed until confirmation;所有预制件必须保证内部清洁并且在安装前仔细检查内部清洁状况,待确认后方可安装As piping fabrication will be done offsite, the fabrication progress and the site will have to be necessarily tracked and coordinated. Intensify the network management, thoughtfully prepare the construction schedules, practicably hold the critical path and take effective measures to ensure the on-schedule achievement of critical paths and control points.因预制工作在厂外完成,所以预制进度和现场还需必要的跟踪联系,强化网络管理,周密编制施工进度计划,切实把握关键路线,采取有效的措施保证关键线路和控制点按时到达;Prepare the independent safe and effective lifting plan for large-sized items with the correct calculations available.编制独立、安全有效的大件吊装方案,并有正确的计算数据。Prepare the independent commissioning procedure.编制独立调试方案。c.Preparatory Work for Construction施工前期的准备Preparation of construction resources: set up the project management, establish the quality assurance system and safety protection system and organize the mobilization of personnel and tools & equipment into site;施工资源准备,组建项目经理部,建立质保体系、安全保障体系,组织人员、机具进场;Site preparation: set up the temporary facilities;现场准备,搭建临时设施;Familiarization with construction drawings: organize the drawings review;熟悉施工图,组织图纸会审;Preparation of safety plan and quality plans;编制安全计划、质量计划;Organization of personnel training, welder examination and technical instruction;组织人员培训、焊工测试和技术交底;d.Human Resources人力资源Our company will assign the experienced professionals to set up 1 materials group, 2 piping teams, 1 mechanical team, 1 E&I team, 1 HVAC team and 1 structure and comprehensive team, who will coordinate and cooperate with each other to complete the work specified in the contract under the uniform leadership of the Project Management. The related department heads of our company will periodically or aperiodically visit the site for inspection and problem solution.我们将派遣有经验的专业人员组建成1个材料组、2个管道队、1个机械队、1个电仪队、1个暖通队和1个结构综合队,在我公司项目经理部的统一领导下,协调配合完成合同规定的工作。我公司的有关部门领导也会定期或不定期去现场检查工作解决问题;Work Schedule: 6 working days per week, 10 working hours per shift; prolonged working hours or overtimes working in holidays to be applied when necessary.工作制度:每周六天工作,每班10小时,必要时申请延时加点或假日加班。e.Tools & Equipment Input设备机具投入Input sufficient construction tools & equipment as required for project progress; 按照工程进度的需要,投入足够的施工机具设备。Our company will have the project management equipped with the sufficient advance transportation, lifting, cutting, welding and testing equipment, and with the safer power tools.我们将配备足够的先进的运输、吊装、切割、焊接、测试设备和安全性较高的电动工具。f.Materials Control物资管理Prepare the materials procurement plan in accordance with the project schedule;根据工程进度计划,制订物质采购计划;Submit the material samples to the Contractor for review and inspection; Procurement will not be conducted until they are qualified; 材料样品向承包商递交报检,合格后方可采购;Materials cannot be warehoused when be delivered to site until they are inspected as qualified by the QA department and technical department; 材料进场时必须经质保部门和技术部门检查合格后,方可入库;The warehoused materials shall be stored by specification and properly identified;入库材料按规格型号分类摆放,并作好标示;The materials shall be issued as required for construction areas and records be taken;按施工区域要求发放材料,作好记录。All operation processes will be controlled by means of database network.所有操作程序均为数据库网络管理。D3.2.3 Computer Database Software Application in This Project本项目数据库软件应用This project is characteristic of large work amount and complete disciplines, cooperation during overlapping works shall be completely considered, such as cooperation between equipment and structure, piping and equipment, E&I and mechanical, etc. For chemical plant, the process piping construction management is rather important. There are many pipe materials in this project and many will be procured by our company. To excellently execute PMI procedure and accurately trace the materials and welds, we will apply the database software in this project briefed as below:本项目工作量较大,专业全,必须全局考虑交叉作业之间相互配合,比如设备与结构、管道与设备、电仪与机械等专业的配合。对于化工装置来说,工艺管道的施工管理是非常重要的,管道材质多并且很多材料由我公司采购,、为了很好的执行PMI程序,对材料及焊口进行准确的追踪,我司将在本项目使用如下数据库软件,现简介如下:a.
