POLICY & OBJECTIVES政策和目标1.1 Purpose of This HSSE Management Program HSSE管理计划的目的The purpose of this Project HSSE Manual is to describe how * will manage and control Environment, Health & Safety aspects of this project. It is designed to enable those involved to enjoy an Incident and Injury Free workplace and to prevent harm to the environment. 项目HSSE手册的目的是描述*如何管理、控制项目的环境、健康与安全。它被设计成一个无事故无伤害工作场所，而且防止对环境的损害。 This program interfaces with the contractual arrangements and * Safety Plans developed for the project and is intended to enable compliance with any schedule of Environment, Health & Safety requirements stated in the Conditions of Contract. 合同的安排和*安全计划是针对项目而建立的，并且能符合合同条件中声明的任何环境、健康与安全要求。 It is not an alternative to ensuring legislative compliance and all parties involved in this project are to ensure compliance with the specific legislative obligations associated with their activities. This program is intended as a tool to ensure compliance with those requirements. 它不是保证遵守规范的一种选择，而且所有参与方都应该保证履行与他们的活动有关的具体法律义务。计划被当作一个保证服从要求的工具。1.2 Objectives目标The Project Teams objectives with respect to HSSE includes: 1) Providing Incident and Injury Free working conditions for all personnel working on this project. 为所有该项目的工作人员提供一个无突发事件无伤害的工作环境。2) Elimination of unsafe practise and conditions. 消除不安全操作和环境。3) Maintenance of high standards of Health , Safety , Security & Environment. 保持HSSE的高标准。4) Promotion of involvement of personnel at all levels in matters of Health , Safety , Security & Environment. 促进各级人员参与到HSSE问题中来。1.3 The total aim of the professional safety and health management of * *建筑公司的职业安全健康管理的总目标：Maintain the professional safety and health management system operate effectively , and approved by employees and all circles of society; 保持职业安全健康管理体系有效运行，并为广大员工和社会各界所认可；Each kind of important hazard factor should be controled in the sphere of assigned risk , and made great effort to be better; 各类重大危害因素控制在规定风险范围内，并力求更好；Stop important safe sanitary accident to occur 杜绝重大安全卫生事故发生；Improve the work environment continuously, enhance the employee health of body and mind. 不断改善工作环境，增进员工身心健康。1.4 The Environment aim of *建筑公司的环境目标：Maintain the environment management system operate effectively , and approved by employees and all circles of society;保持环境管理体系有效运行，并为社会各界所认可；Each kind of important environment factor should be controled in the sphere of assigned risk , and made great effort to be better;各类重大环境因素控制在标准规定范围内，并力求做的更好；Reduce the consumption of natural resource step by step,defend ecological environment conscientiously 逐步降低自然资源消耗，切实维护生态环境；Take effective measures to stop the contamination accidents firmly such as fire, explosive , poisonous harmful material leaks etc.采取有效措施，坚决杜绝火灾、爆炸、有毒有害物质泄漏等污染事故。1.5 The management aim of safety in production安全生产管理目标Safety in production is on the basis of current check index, the rate up to par should be 100%, ensures incident and injury free. 安全生产以现行考核指标为依据，达标率100，确保无事故无伤害。2. SAFETY STANDARDS AND REGULATIONS 安全标准和规定* recognize that the life, health and safety of persons and property during performance of the work is a material requirement of this Agreement. Accordingly, * pledges to implement all necessary precautions for the prevention of accidents, and shall cooperate fully with BLL in addressing and resolving with due diligence any safety concerns that may be raised by OWNER during execution of the work, including, without limitation, the immediate suspension of all work until such time as pending safety issues are satisfactorily resolved. *认识到人的生活、健康和安全以及财产在工作的履行期间是一个协议需求量。 因此，*建筑公司保证为了预防事故执行所有必要的防范，而在选址时和在执行工作期间业主可能提出任何与安全相关的解决措施时应与业主充分合作，包括无条件立即的停工直到未决的安全问题被满意解决为止。 *shall comply, and shall require its employees, agents, contractors, and suppliers, and their respective employees, agents and suppliers, with: *必须遵守，而且同样要求其雇员、代理、承包商和供应商，他们各自的雇员，代理和供应商： 1. The requirements of all applicable National, Provincial, and Local laws, rules and regulations, including but not limited to those governing building JinQiao Construction, use of tools and equipment, and the safety of persons and property; 要求可适用国家、省和地方法规、规则和规定，包括但不局限于那些政府建设工程，使用工具和设备、人和财产的安全； 2. All rules and regulations of OSHA or other applicable governmental entities, *, and any other stakeholder which may be in effect at the job site regarding employment, passes, badges, smoking, fire prevention, HSSE and conduct on the property; 所有OSHA或者其它可适用的政府实体、*和任何其它相关者的规则制度对有关就业、传递、徽章、抽烟、防火、HSSE的工作场所有效,而且对财产进行管理； 3. The highest (most stringent) applicable industry standards concerning the preservation of life, health, and safety of persons and property in the performance of the work shall apply. 工作履行中有关人员的生活、健康和安全和财产的保存将运用最高(最严格)的可适用的工业标准。 2.1. Local Government Regulations 中国政府规定This project managed by OWNER must be follow all applicable Local Government HSSE Rules & Regulations. The following is a list of the Chinese National Construction Safety Regulations that must be enforced for this project: 业主管理的项目必须服从所有适用的本地政府HSSE规则与规定。 如下是项目必须遵行的中国国家建设安全规定列表： （1） The temporary electric safe technical standard of construction scene 施工现场临时用电安全技术规范（JGJ46-2005）（2） The safe working instruction of construction machinery 建筑机械作用安全操作规程（JGJ33-86）（3）The safe inspection standard of construction建筑施工安全检查标准（JGJ59-99）（4） The safe technology standardard of construction work at height 建筑施工高处作业安全技术规范（JGJ80-91）（5）Fire Service Law of Peoples Republic of China (Perform it since September 1, 1998)中华人民共和国消防法（自1998年9月1日起施行）（6）Construction Law of Peoples Republic of China中华人民共和国建筑法（7） The No.15 order ofconstruction department of the Peoples Republic of China中华人民共和国建设部令第十五号（8） The post responsibility system of safety in production 安全生产岗位责任制2.2.
