Mattel承诺向客户提供安全公正的工作条件和优质安全的商品。 As a Licensee of Mattel-branded product, you have an important role in ensuring that working conditions meet Mattel Global Manufacturing Principles Code of Conduct and that all licensed products adhere to all Quality and Safety standards of the region in which such Licensed Product is sold. 做为Mattel被许可方,有一个很重要的职责就是要保证该厂的工作条件满足Mattel全球制造守则行为准则。并且所有的认可产品 都必须遵守这些产品销售地的质量安全标准。 Please review and abide by the requirements of the Mattel GMP and Product Quality Guidelines. Disseminate GMP and Product Quality requirements to ensure that all Facilities involved in Mattel- branded production have been fully informed about the expectations and the importance of compliance. 请审查并遵守Mattel全球制造守则和产品质量指南。 宣传全球制造守则和产品质量要求,保证期望值和遵守准则的重要性都全面的通知到了所有涉及到Mattel品牌生产的生产单位。COMPLETE FORM: 完成表格: Facility Declaration Letter: Complete the Facility Declaration Letter (FDL) form, listing the name and address for all of the Facilities (owned and subcontracted/third-party Facilities) where Mattel-branded products are produced. Keep Mattel informed of all Facilities actively used, notifying us as soon as a Facility is added or is no longer used. You will be required to report your factories to Mattel before production begins and on an annual basis. 生产单位申报函:完成生产单位申报函表格,将Mattel品牌产品生产单位(自身的和转包商或第三方生产单位)的名称和地址列出来。让Mattel了解所有生产单位的积极运营,当增加生产单位或某一生产单位不再被使用的时候要立刻通知我们。在投入生产前按年度都要向Mattel左一个工厂汇报。SUBMIT ADDITIONAL INFORMATION:呈交附加信息: Equivalent Code of Conduct (ECOC) Audit Reports: Submit ECOC social audit reports for any Facility for which you request consideration of an exemption from a GMP Audit. Mattel will review the ECOC audit results and may accept an ECOC Audit in lieu of requiring a Mattel GMP audit. (See page 6) 等效行为准则审核报告:呈交所有生产单位的ECOC社会审核表,这样就可以要求免除GMP审核。Mattel将会复查ECOC审核结果,合格后才会认可ECOC审核从而代替了Mattel的GMP审核。(见第六页) Product Samples: Provide two (2) units of all finished Products, within one week of production and free of charge, to Mattel Product Integrity. Samples must be sent to the PI contact for your region. Please consult your contract for specific sample requirements. (See Pg 19). 产品样品:在生产一周内免费的向Mattel产品完整性检验处提供所有成品的两个样品。样品必须寄给当地的产品研究联系人。具体信息请咨询联系人。 Test Reports: Prior to commencing shipment of each Product and on an annual basis, provide to Product Integrity, at Licensees expense, a certificate of an approved independent testing laboratory certifying that the Products comply with all applicable industry and government standards established, in respect of safety and fitness for use, as well as Mattel and Fisher-Price brand requirements. Please consult your contract for specific sample requirements. This includes all manufacturing plants, assembly operations, and distribution centers that manufacture, assemble, or distribute any product or package bearing the logo of a Mattel brand. As a Mattel Licensee, one or more of the Facilities that you do business with could be selected for a GMP audit. These audits are performed to verify compliance with the GMP program. The expectation is that the Facilities provide working conditions that meet our GMP requirements whether or not they are audited. Global Manufacturing Principles PolicyMattel公司全球制造守则方针GMP provides guidance and minimum standards for all manufacturing plants, assembly operations and distribution centers that manufacture or distribute Mattel products. GMP requires safe and fair treatment of employees and that Facilities protect the environment while respecting the cultural, ethnic and philosophical differences of the countries where Mattel operates. GMP also requires internal and periodic independent monitoring of our performance and our partners performance to the standards. GMP 向所有参与制造或分销的制造工厂、组装企业以及分销中心提供最指导和最低标准。GMP 要求为工人提供公平安全的待遇,在设备环保的同时尊重Mattel产品经营国家文化、种族和哲学上的差异。GMP 也要求对Mattel和供应商进行定期的内部监察以确保符合本守则的要求。Mattel is committed to executing GMP in all areas of its business and will only engage with business partners who share our commitment to GMP. Mattel expects all of its business partners to adhere to GMP, and will assist them in meeting GMP requirements. However, Mattel is prepared to end partnerships with those who do not comply. Mattel承诺在其所有的业务范围内执行GMP标准,并只与遵守本守则的供应商进行商业往来。Mattel期望其所有供应商均遵守GMP的要求,并协助供应商达到本守则的要求。然而,Mattel将终止与不符合本守则要求的供应商的合作关系。Mattel and its partners will operate their Facilities in compliance with applicable laws and regulations. Mattel has defined the following overarching principles to which all Facilities and partners are required to comply. These principles are dynamic and evolving to continually improve our efforts to ensure on-going protection of employees and the environment. In addition, Mattel has developed a comprehensive and detailed set of underlying procedures and standards that enable us to apply and administer our GMP in the countries where we operate. Management Systems管理体系a. Facilities must have systems in place to address labor, social and environmental, health and safety issues. 生产单位必须建立系统以监督劳工、社会和环境、健康安全问题。 2. Wages and Working Hours工资和工作时间 a. Employees must be paid for all hours worked. Wages for regular and overtime work must be compensated at the legally mandated rates. 必须支付员工所有的工作时间。正常工资和加班工资必须符合法定的标准。 b. Wages must be paid in legal tender and at least monthly. 必须以法定的货币支付工人工资并至少每月发放一次。 c. Working hours must be in compliance with country and Mattel requirements. 工作时间必须符合所在国家法律的规定以及美泰的要求。 d. Regular and overtime working hours must be documented, verifiable and accurately reflect all hours worked by employees. 必须记录正常工作时间和加班时间,同时记录能进行核实并准确反映工人的所有上班时间。 e. Overtime work must be voluntary. 加班必须是自愿的。 f. Employees must be provided with rest days in compliance with country and Mattel Requirements. 必须根据法律以及美泰的要求为员工提供休息时间。g. Payroll deductions must comply with applicable country and Mattel requirements. 工资扣除项必须符合法律和美泰的要求。 3. Age Requirements年龄要求 a. All employees must meet the minimum age for employment as specified by country and Mattel requirements.所有员工的年龄必须符合法律和美泰的要求。 4. Forced Labor强迫劳工 a. Employees must be employed of their own free will. 自由雇佣 b. Forced or prison labor must not be used to manufacture, assemble or distribute any Mattel products. 在生产、装配或分销美泰产品时,不得使用监狱劳工。 5. Discrimination 歧视 a. The Facility must have policies on hiring, promotion, employee rights and disciplinary practices that address discrimination. 生产单位必须制定政策规定在雇佣、升迁、员工权益和惩戒时不得进行歧视。 6. Freedom of Expression and Association 言论自由和结社自由 a. Each employee must have the right to associate, or not to associate, with any legally sanctioned organization. 所有员工有权加入或不加入合法的组织。 b. Management must create formal channels to encourage communications among all levels of management and employees on issues that impact their working and living conditions. 管理层必须提供正常的渠道鼓励管理层和员工之间的对影响他们工作和生活环境问题的沟通。 7. Living Conditions 居住条件 a. Dormitories must be separated from production and warehouse buildin 宿舍必须与生产车间和仓库分开。 b. Dormitories, canteens, and bathrooms must be safe, sanitary and meet the basic needs of employees. 宿舍和餐厅必须安全、卫生并能满足员工的基本需求。 8. Workplace Safety 工作场所安全 a. The Facility must have programs in place to address health and safety issues that exist in the workplace. 生产单位必须建立程序以解决存在工作场所的健康安全问题。 9. Health 健康 a. First aid and medical treatment must be available to all employees. 必须为员工提供急救和医疗设施。 b. Monitoring programs must be in place to ensure employees are not exposed to harmful conditions (e.g., chemical exposures, noise exposures, excessive temperature). 必须建立监督程序以确保员工不暴露于有害的工作环境(譬如化学品、噪音和高温等)。 10. Emergency Planning 应急计划 a. The Facility must have programs and systems in place for dealing with emergencies such as fires, spills and natural disasters. 生产单位必须建立程序处理紧急情况,譬如火灾、泄漏事故和自然灾害等。b. Emergency exit doors must be kept unlocked at all times when the building is occupied. Emergency exits must be clearly marked and free of obstructions. 所有生产厂房的紧急出口门在上班时间不能上锁。紧急出口必须清晰标识并保持畅通。 11. Environmental Protection 环境保护 a. Facilities must have environmental programs in place to minimize their impact on the environment.生产单位必须建立环境保护方案以将对环境的影响减至最低。Audit Fee Options审核费用的选择Licensee Payment of Audit Fees被许可方审核费用的支付Per contractual agreement the Licensee is responsible for the cost of the first audit as well as any follow-up audits. A Facility can have up to three audits in an audit cycle- an initial audit 1, and if required a re-audit 2, and a final re-audit 3. A GMP audit cycle may cost between US$1,000 - US$4,000 for which the Licensee is responsible. Please refer to contract for specific Licensee obligations. 每一份合同被许可方都有责任担负初审和续审都相应的费用。生产单位在一个审核周期中可以进行三次审核,一次初审,如果需要可以进行复审和终审。一个GMP审核周期大概要花费1000到4000美元,这些费用由被许可方担负。详细的被许可方责任请参考合同。No-Fee Options1. Equivalent Code of Conduct (ECOC): Prior to a GMP audit, the Licensee is strongly encouraged to provide a copy of the most recent social compliance audit report from a recognized Code of Conduct program. Mattel will review the audit report, and may accept the audit report (if it is within the year and the program is acceptable to Mattel standards) and not require that a GMP audit be performed at the Facility.1. 行为准则(ECOC):在进行GMP 审核之前,高度鼓励被许可方提供根据公认的行为准则方案审核得到的最新的社会认可的审核报告的副本。Mattel会复查该审核报告,并会认可该报告(如果该审核报告是在一年内进行的,并且符合Mattel的守则标准),同时取消在生产单位进行GMP审核。a. GMP Audit Follow-up Audit: If the initial GMP audit results are acceptable, a follow-up audit is not required. Licensees should work closely with their Facilities to thoroughly review the GMP Manufacturing Company Report (self-assessment) (p 13) and ensure that the Facility is in compliance with each GMP requirements. Generally, Licensees and their manufacturers are provided with notification of an upcoming GMP audit. Mattel will take all reasonable precautions to prevent disclosure of confidential information to unauthorized persons or entities. In the event that a GMP audited Facility also does business for one of our customers, a copy of an audit report may be provided to that customer upon request.在审核过程中收到的消息应该是保密的。Mattel将会针对非认可人员和单位采取合理预防措施防止机密信息的泄露。如果有GMP审核的生产单位与我们客户中的一个有商业合作,那么根据要求该生产单位也必须向该客户提供审核报告。GMP Audit AgendaGMP审核日程A typical GMP audit takes one day to complete. During the audit, the auditors will tour the Facility, review policies, procedures, time cards, and pay records as well as interview employees. The typical agenda for a GMP audit is:完成一个典型的GMP审核一般需要一天时间。在审核过程中,审核员会巡视该生产单位,复查相关政策、程序、考勤卡和工资记录,同时进行员工采访。GMP审核典型的日程如下: Opening meeting with plant management 同工厂管理人员召开首次会议 Tour of the Facility 对生产场所巡视 Review of payroll records and time cards 审查工资表记录和时间表 Review of policies, procedures, and other documentation 审查相关政策、程序、和其他文件Employee interviews 员工访谈Closing meeting with plant management to discuss findings 同管理人员召开未次会议讨论审查中的发现的不符合项Document Review文件审查Listed below are the types of documents that will be reviewed during a GMP audit. To facilitate the audit process, the Facility should gather the following documents and have them readily available.
