1 财政工作思路 通过对 2011 年各项工作开展情况的总结 分析当前财政工作 存在的实际问题 我们财政局对 2011 年明年工作计划如下 一 指导思想 以科学发展观重要思想为指导 认真贯彻落实党的十六届五中 全会和上级经济工作 财政工作会议精神 按照全面建设小康 社会 促进和谐社会发展的要求 切实履行财政职能 促进地 方经济持续快速发展 完善税收精细化管理 积极调整财政支 出结构 不断增强财政保障能力 深化财政改革 加强财政管 理 努力构建地方公共财政体系 强化财政监督 整顿和规范 财经秩序 努力提高财政运行效益 二 总体目标 1 财政收入 XX 年财政收入初步按 18 的增速计划为 4 5 亿元 其中一般预算收入为 2 亿元 相应的 地方财政支出 XX 年预计 达到 5 2 亿元 比 2011 年增长 18 2 社保基金收入 XX 年我县社保五项基金 企业养老保险 事 业养老保险 失业保险 工伤保险 生育保险 目标收入为 8000 万元 比 2011 年计划数 6360 万元增长 1640 万元 增幅 26 力争达到 1 亿元 3 政府非税收入 计划 XX 年全县进财政专户资金达 2 亿元 其中纳入部门预算单位的政府非税收入达到 8600 万元 含公 检法司系统 比去年的 7383 万元增长 1217 万元 增幅 16 5 4 国有资产收益 XX 年国有资产收益计划达到 247 万元 比 XX 年的 198 万元增长 49 万元 增幅 24 5 三 具体措施 1 进一步加大对经济的投入 巩固壮大地方财源 XX 年要继续 抢抓西部大开发和建设 武汉经济圈 的有利时机 加快某某地 方财源建设步伐 逐步建立稳固 平衡 强大的某某财政 一 是加大财政投入力度 今后财政资金投入的来源渠道主要有两 块 一方面按照 集中财力办大事 原则 通过综合财政预算一 块 另一方面积极向上争取专项资金安排一块 全面建立某某 经济发展基金 彻底解决县乡骨干企业发展投入不足的问题 二是培植效益型骨干财源 农业方面 在巩固现有农业财源的 2 基础上 要建大基地 上大项目 办大企业 努力实现名牌战 略 走高技术 高起点 高投入 高产出的发展之路 工业方 面 充分发挥资源优势 走产品深加工发展之路 以县鸿竣铝 业为龙头 带动县 乡 村以及个体办铜铝矿 形成冶金行业 集团 加快华新水泥厂六号窑二期工程的建设和发展 以六号 窑为支点 来辐射和带动某某县整个建材行业的全面发展和壮 大 三是大力发展民营经济 继续大力鼓励 支持民营企业采 取收购 兼并 控股 租赁等形式参与国有 集体企业改制 在财政优惠政策上 对民营企业要一视同仁 建立中小企业发 展基金 支持高新技术产业 中小企业和民营经济落户某某 为某某经济增长提供强劲的后续力量 同时积极引导金融资金 吸纳民间资金 继续打造仙岛湖 七峰山等生态旅游景区的 拳头 项目 加快物流 咨询信息业等新兴产业的发展 促 进全县经济的整体发展 形成地方财力的强大支撑点 四是积 极净化发展软环境 充发发挥财政部门经济综合监管职能 进 一步深化 收支两条线 改革 国库集中收付改革 从制度上遏 制 三乱 行为发生 同时严格贯彻和执行 行政许可法 进 一步简化审批手续 提高服务效率 解决好行政缺位和越位的 问题 推进经济发展软环境的改善 五是加快发展硬环境建设 充分发挥政府服务经济 引导经济发展职能 进一步加大对工 业园区建设的财政支持力度 加快工业园区 三通一平 等基 础设施建设 为企业的前期发展作好铺垫 六是抓好招商引资 和新上项目的开工 特别要抓好投资规模大 技术含量高 经 济效益好的高新技术企业 培育成强劲的经济增长点和 月亮 型财源 一手抓新上项目质量的提高 一手抓好新上项目总量 增加 七是加快国有资本营运 以深化国有资产体制改革为契 机 大力推进资本营运 资产重组 促进产品 产业结构的调 整 并抓好产权交易 盘活国有资产存量 以存量带动增量 以较少的国有资本吸纳更多的民营资本 以更好 更快 更大 的规模和速度发展某某经济 2 努力深化改革 构建完善的公共财政管理体系 一是深化部 门预算改革 进一步改进部门预算的编制方法 健全科学合理 的预算支出标准体系和审核程序 逐步完善行政经费定员定额 管理 完善项目评价绩效评价体系 促进财政支出效益的最大 化 完善部门预算基础信息库 逐步将基础建设 科技三项费 3 等安排到具体项目 建立对预算编制 执行和事后监督三个环 节实施有效管理的机制 二是稳步推进国库集中支付制度改革 完善国库单一帐户制度和财政国库管理信息系统 逐步将全县 所有行政事业单位全部纳入国库集中支付 三是推行财政支出 绩效评价改革 建立日常支出评价与专项支出评价相结合的财 政支出绩效评价机制 为财政支出结构调整和预算安排提供科 学依据 四是进一步扩大政府采购的规模和范围 加强对政府 采购的监督管理 规范政府采购行为 实施对采购资金的集中 支付制度 提高政府采购的效率和质量 五是继续深化 收支 两条线 管理 大力清理行政事业性收费 把依附政府权力和 运用国有资产运营取得的收入纳入 收支两条线 管理 从体 制上规范收费收支行为 防止截留 挤占 挪用财政性资金和 私设 小金库 乱发滥发钱物问题 推进党风廉政建设 六是 全面启动 金财工程 建设 继续完善乡镇财政管理信息化建 设 实现财政管理手段的现代化 七是切实抓好县 乡财政体 系调整 逐步完善乡镇财政管理体制 实行 乡财县管 规 范县直与乡镇 县直与有关部门之间的分配关系 积极寻求解 决财政管理体制存在的弊端的新途径 努力扭转和缓解乡级财 政困难局面 3 深化征管改革 确保财政收入任务圆满完成 一是进一步健 全和完善收入管理责任机制 形成政府一把手负总责 分管领 导具体抓 财税部门抓协调 抓落实 抓入库的工作局面 建 立激励基金 重奖在发展经济 招商引资和上交税收贡献大和 突出的单位及个人 真正做到把财政增收工作落到实处 取得 实效 二是坚持依法治税 以 税收征管法 为准绳 提高税 收征管能力 完善纳 护 协税网络 形成齐抓共管的社会合 力 加大案件查处力度 坚决杜绝人情税 关系税 堵住收入 流失漏洞 加强督办检查力度 确保税收及时足额上缴国库 进一步完善社保费征缴体系建设 实现税费 同申报 同征管 同稽查 继续加强 非税收入 管理和 收支两条线 管理 强化和拓宽经营城市理念 扩大生财范围 积极参与城市资源 资本化运作 把土地 城市基础设施及其附属的冠名权 广告 权 经营权等资源作为资本来经营 全额纳入财政专户储存 盘活存量资产 增加财政收入 4 加大 三农 的支持力度 推进城乡一体化建设 围绕促进 农民增收这个中心任务 以财政体制改革为切入点 建立健全 支农投入机制 大力促进农民增收 着力推进农业发展 一是 4 进一步规范支农资金管理 要形成上下一线 部门协调 慎密 规范的支农资金管理体系 建立县 乡 村三级上下一线的管 理体系 并加强与有关涉农部门的密切配合 形成合力 做好 支农工作 逐步建立完善支农项目库制度 各支农项目规划要 相对稳定 项目申报从项目库中提取 在申报项目时 要明确 具体项目承担单位 责任人 资金需求量等 加强项目竣工决 算的管理工作 完善项目财务 切实提高管理水平 二是努力 增加对农业的投入 扶持农业发展 充分发挥区域优势 支持 推进优势农产品正规化建设 集中力量搞好苎麻 腊米 湖蒿 等农业基地建设 着力培育农业龙头企业 加强农业科技推广 服务体系建设 大力推进农业信息 进村入户 增强农业发 展的科技支撑 同时大力支持发展农村职业教育和农村劳动力 职业技能培训 促进农村富余劳动力转移 促进农业农村经济 结构战略性调整 三是抓好农村基础设施建设 加大城乡一体 化建设力度 重点抓好 十村示范 百村整治 经济薄弱村 办公用房建设 农村垃圾集中收集处理 农田水利设施建设等 资金的落实 改善农村生产生活条件 5 严格执行财政监督法规为保障 提升财政监督工作水平 继续坚持以服务财政中心工作为主线 以建立健全财政监督运 行机制为保障 不断提高监督工作质量和层次 提高财政资金 规范性 安全性和有效性 实现财政监督与财政管理的紧密融 合 做到依法监督 科学监督和规范监督 一是明确财政监督 的目标 处理好财政监督与财政管理 财政改革的关系 监督 工作不能在查处问题上停滞不前 对检查出的问题要从制度上 管理上找原因 并提出合理的整改建议 以推进财政改革的发 展 二是落实全方位监督的要求 在监督方式上要由事后监督 为主向事前调查监督 事中跟踪监督和事后专项检查全过程监 督转变 逐步建立全方位 多层次 立体化的监督检查体系 使财政监督的内容涵盖财税政策执行 会计信息质量 财政资 金使用管理 以及内部监督制约等各个方面 三是注重对检查 资料的利用 扩大监督检查成果 通过对某类专项资金的检查 研究该项资金的运行规律 找出现行政策中易出现漏洞的环节 分析出现问题的深层次原因 并提出加强该项资金管理的建议 从而扩展监督检查的成果 四是规范监管行为 防范监督风险 涉及需要作出行政处罚决定的 必须严格依照法律法规的要求办 5 事 事前要告知 该组织听证的要组织听证 严格按法定程序 依法行政 依法处理 规避诉讼风险 树立财政监督的权威性 和严肃性 五是建立综合考评制度 实施奖惩挂钩 逐步完善 业绩综合考核评价制度 重点关注监管工作质量 制度建设进 展情况和内部管理水平 对综合考评结果予以通报 并以一定 的形式将每年的考核结果与奖惩挂钩 以提高监督工作层次和 成效 推动机制建设步伐 6 增强四种意识 建立 四型 机关 一是增强学习意识 创 建学习型机关 着重树立现代学习理念 创造良好学习条件 形成全局上下争创 学习型组织 争当 学习型个人 的氛 围 以此推进财政改革与发展 二是增强廉洁意识 建立廉政 型机关 完善党风廉政建设 行风建设的各项规章制度 推进 依法行政 规范行事 进一步明确内部管理职能 为监督创造 有利条件 推进内部审计规范化 规范权力运行监督 层层落 实党风廉政建设责任制 构筑反腐败防线 增强干部廉洁自律 意识 倡导 一帮一 结对活动 切实预防干部违法乱纪的机 率 以教育的强化来提高干部遵纪守法的自觉性 三是增强调 研意识 建立调研型机关 根据县委 县政府的工作部署和上 级财政部门的安排 对照全县 十一五 规划 深刻领 会上级各项经济财税政策 Vatican he said Walls work As Trump spoke a Game of Thrones style movie poster teasing Iran sanctions SANCTIONS ARE COMING it read lay unfurled across the table directly in front of him But he made no remarks on the subject He did however comment on Sen elect Mitt Romney of Utah who wrote in the Washington Post on Tuesday that he was troubled by Trump s deep descent in December and that his deficit in presidential leadership in qualities of character has been most glaring I wish Mitt could be more of a team player Trump said And if he s not that s OK too Seeming to warn Romney about the fate that lies ahead for Republican lawmakers who vocally criticize him and his presidency Trump boasted that he got rid of former Sens Jeff Flake of Arizona and Bob Corker of Tennessee both of whom opted not to seek new terms last year Accusing both men of seeking publicity in taking stands against him Trump suggested that Flakewould be seeking a job as a paid cable news contributor or perhaps in
