and to determine those which have or can have significant impacts on the environment(or potential significant impacts); to ensure the company improve the significant environment aspects. 2.适用范围Application scope本程序适用于公司在活动,产品和服务中所存在的环境因素进行识别、评价及更新和监测，并对重要环境因素实施管理和控制。It is applicable to identification, evaluation, updating and monitoring the existing environment aspects of the companys activities, products and services; and the implementation of management and control for the significant environment aspects. 3.职责Responsibility3.1各部门:负责识别本部门的环境因素，并对重要环境因素实施管理和控制；3.1 Each dept.: responsible for identifying the environmental aspects of their dept. and management and control implementation of the significant environment aspects; 产品使用中造成的环境影响及能源、资源的消耗； Environment impact, energy and resource consumption during the usage of the product; 产品废弃时造成的环境影响等。 Have the environment impact when waste the product.5.4在识别环境因素影响时要考虑的内容5.4 when identify the impact of environment aspects should consider the following contents: 5.4.1由于公司活动全过程的废气排放、废水排放、噪声排放、固体废弃物产生、化学品的运输、贮存及使用、原材料与资源能源的消耗、产品所涉及的环境因素等；5.4.1 As the companys whole process activities caused emissions, sewage emissions, noise emissions, solid waste , chemicals, transportation , storage and usage, raw materials and energy resource consumption, products related environment aspects, etc. 5.4.2 公司活动、产品、服务中可控制和可施加影响的环境因素；5.4.2 the controllable and can be affected environment aspects in the company activities, products and services. 5.4.3 法律法规及其他要求；Legal, regulatory and other requirements;5.4.4 公司供方、合作方、承包方、废弃物处理的活动所产生的环境影响，对上述相关方的评价施加影响详见相关方控制程序；5.4.4 The environment impacts comes from activities of the companys supplier, partners, contractors and the waste handling; the evaluation can be affected for the above parties, refer to the related party control procedure;5.4.5 三种状态时的影响：正常运行时、异常运行时（如启动、关闭与检修等情况）及紧急状态时（如火灾、危险品泄漏等事故），所伴随的潜在重要环境影响；5.4.5 The impact of three situations : normal operation , abnormal operation (such as startup, shutdown and maintenance , etc. ) and emergency ( such as fire , hazardous materials leakage and other accidents ) , associated with potential significant environmental impacts;5.4.6三种时态时的影响：过去时（以往遗留的环境问题）、现在时（现有的污染及环境问题）、将来时（产品使用或售后服务提供、生产或生产计划中的活动潜在的环境问题、法律法规和其他要求）；5.4.6 The impact of three time states : in the past (the past legacy of environmental problems ) , present ( existing pollution and environmental issues) , in the future (the potential environment problems of the product or service provided , production or production planned activities, legal and regulatory and other requirements ) ;5.4.7 八个方面：Eight aspects 水污染（向水体的排放）；water pollution(discharge to water ) 大气污染（向空气的排放）；Air pollution(discharge to air) 土地污染（向土壤的排放）；soil pollution(discharge to soil) 噪声污染；Noise pollution 资源、能源的消耗；resource and energy consumption 废弃物问题；waste handling issues; 臭氧层破坏；ozonosphere depleting; 其他（东莞环境问题或社区问题及相关方要求，能量释放（如热、辐射、振动等）和副产品物理属性，如大小、形状、颜色、外观等。 Others ( Dongguan environmental issues or community issues and stakeholders requirements , energy release ( such as heat , radiation , vibration , etc.) and by-product physical attributes such as size, shape, color and appearance .5.5环境因素识别的方法Environment aspects identification method5.5.1工艺流程法：由各部门负责和技术人员共同配合，绘制对环境影响的有关方面的工艺流程图，针对流程图分析工艺流程的每个操作环境（或单元）中物料的投入、产出及在这个过程中所输出的副产品、噪声、排气、废弃物、废油等对环境产生的影响。 如图：5.5.1 Process flow method : each dept. person in charge cooperated with the technical staff to draw the environment impact related process flow chart, and to analyze environment impacts from the input, output and the output by-product, noise, emission, waste, waste oil and etc. of each operation environment(or unit) according to the process flow chart. 材料、半成品等生产过程产生（半成品、成品）排出能源、资源、设备副产品、噪声、排气、排水、废弃物、废油等输入 Figure :Raw materials, semi-product etc.Production processOutput(semi-product, finished product etc.)ExhaustEnergy, resource, equipmentBy-product, noise, emission, sewage emission, waste, waste oil, etcinput5.5.2 现场评审法：包括观察和面谈，以及收集与环境管理相关的文件和数据。5.5.2 Field evaluation methods include: observation and interviews and collection of environment management-related documents and data. 5.5.3 内部和外部的抱怨；Internal and external complaint; 5.5.4 有毒有害化学品的安全参数；5.5.4 Hazardous chemical safety parameters; 5.5.5 专家咨询法：必要时请有关专家对公司进行全面的环境因素识别：这是对以上方法的辅助及补充；5.5.5 Expert consultation method : when necessary, invite the related expert to the company to conduct a comprehensive identification of environmental aspects : this is the auxiliary and supplementary for the above methods;环境因素通过采用查阅有关文件（5.1内容），结合过程分析及现场观察、交流、识别出来。Environmental aspects can be identified by accessing relevant documents through (content of clause 5.1) combining with the process analysis and on-site observation and communication. 5.6识别的步骤Identification steps 5.6.1 体系管理部组织有关部门收集与环境相关的文件、资料;5.6.1 System Management Dept. organize the related dept. to collect environment-related documents and information ; 5.6.2各部门运用生产工艺流程法、现场评审法或专家咨询法，同时可参照内部和外部抱怨以及有毒有害化学品的安全参数进行环境因素识别，并填写环境因素识别表（CSL-IMF-IMP27-02,附件二），经部门负责人确认后提交体系管理部。5.6.2 Each dept. use the production process flow method, on-site evaluation method or expert consultation method, and refer to the internal and external complaint and related hazardous chemical safety parameters to identify the environmental aspect and fill out the environment aspect identification Table (CSL- IMF-IMP27-02, annex II ); after confirmed by the department head and then submit system management Dept. 5.6.3公共部分由行政部合并进行识别，如：消防器材的使用、照明灯的使用、水的消耗、电的消耗、空调的使用、设备的维修/保养、卫生间的使用、车辆的使用等等。5.6.3 The public part is identified and merged by the administrative dept., such as: the use of fire fighting equipment , the use of lighting , water consumption , electricity consumption , the use of air conditioning, equipment repair / maintenance, toilet use, vehicle use , etc. . 5.6.4体系管理部填写环境因素汇总及评价表（CSL-IMF-IMP27-03,附件三）。5.6.4 System Management dept. fill in the environment aspect summary and evaluation form (CSL-IMF-IMP27-03, Annex III ) .5.7环境因素评价Evaluation of the environment aspect 5.7.1 评价的依据Evaluation basis 有关法律、法规的要求；related legal and regulatory requirements; 环境影响的严重程度；the severity degree of the environment impact; 相关方的要求或关注；the related partys requirement and focus; 公司的实际状况（改变影响的技术难度，经济承受能力；对公司的公共形象的影响等）。 the companys actual situation (technical difficulty and economic sustainability for changing the impact; the impact of the companys public image , etc.) .5.7.2环境因素的评价方法,第一是采用“是非判断法”及“评分法”进行，对所有的环境因素进行逐行筛选判断。第二是非判断原则：采取直接定性判断法，符合以下条件之一者判为重要环境因素：5.7.2 Environment aspect evaluation method, the first one apply the yes-no judgment and scoring to screen all environment aspects one by one; Such as: industrial wastewater emissions, etc. 资源、能源消耗（水/电/纸/原材料/油等）。资源、能源消耗大，且公司认为具有节约潜力的环境因素判断为重要环境因素，参照。 Resources, energy consumption (water / electricity / paper / material / oil, etc.) .
