It is issued after the general managers approval.本手册由管理者代表组织有关部门编写、讨论、修改，EHS部负责整理文稿，经总经理批准后发布。b) It is distributed by EHS to each department to use and manage.EHS部将本手册发至各部门，由各部门负责管理、使用。c) When there are great changes in the company structure, production process and the outer environment, the EHS should apply to change the version and modify the handbook. It needs the approval of the general manager before its issue.当公司组织结构、生产工艺或外部环境发生较大变化时，由EHS部申请职业健康、安全和环境管理手册进行换版，并负责组织修订，发布前必须经过总经理批准。d) The handbook holders should study it earnestly and take care of it. If it was lost, the one should be criticized. It includes the organizations which is used to draw up, implement, realize, evaluate and keep the guideline of the occupational health and safety system, and the planning activities, the responsibilities, customs, process, and resources.总的管理体系的一个部分，便于组织对与其业务相关的职业健康安全风险的管理。它包括为制定、实施、实现、评审和保持职业健康安全方针所需的组织结构、策划活动、职责、惯例、程序、过程和资源。2.2.2 Accidents/事故The unforeseen situation can cause death, disease, injury, damage and other accidents.造成死亡、疾病、伤害、损坏或其他损失的意外情况。2.2.3 Incidents/事件It is the situation may be caused.导致或可能导致事故的情况。PS: If the results did not include the disease, injury, damage and other incidents, it is called “near-miss” in English. The term “incident” includes “near-misses”.注：其结果未产生疾病、伤害、损坏或其他损失的事件在英文中还可称为 “near-miss”。英文中，术语“incident”包含“near-misses”。2.2.4 Hazard/危险源It is the root or the state may be caused by disease, property damage, environmental damage, and so on.可能导致伤害或疾病、财产损失、工作环境破坏或这些情况组合的根源或状态。2.2.5 Hazard identification/危险源辨识It is the process to identify the existence of the hazard and the features of it.识别危险源的存在并确定其特性的过程。2.2.6 Mismatch/不符合 Any departure from the standards, customs, process, legislation and management system can cause disease, property damage, environmental damage, and so on. 任何与工作标准、惯例、程序、法规、管理体系绩效等的偏离，其结果能够直接或间接导致伤害或疾病、财产损失、工作环境破坏或这些情况的组合。2.2.7 Risks/风险某一特定危险情况发生的可能性与后果的组合。2.2.8 Risk assessment/风险评价It is a whole process to assess the risks and definite if it is tolerable.评估风险大小以及确定风险是否在可容忍的全过程。2.2.9 Tolerable risks/可容许风险Reduce the risks to the tolerable situation according to the legal obligation and the occupational health and safety policy of the organization.根据组织的法律义务和职业健康安全方针，已降至组织可接受的程度的风险。2.2.10 Interested parties/相关方They refer to the persons or organizations related to the occupational health and safety performance or were influenced the performance.与组织的职业健康安全绩效有关的或受其职业健康安全绩效影响的个人或团体。2.2.11 Corrective actions/纠正措施The actions implemented to remove the mismatch causes which have been found.为消除已发现的不符合的原因所采取的措施。2.2.12 Preventive measures/预防措施The measures we use to remove the potential mismatch causes.消除潜在不符合原因所采取的措施。2.2.13 Internal check/内部审核Check and evaluate the evidence impersonally, so that we can judge whether the system can meet the standards to formulate the documents independently.客观地获取审核证据并予以评价，以判定组织对其设定的环境管理体系审核准则满足程度的系统的、独立的、形成文件的过程。2.2.14 Continual improvement/持续改进In order to improve the overall performance of the occupational health and safety, we should reinforce the system of the occupational health and safety according to the policy of the occupational health and safety.为改进职业健康安全和环境总体绩效，根据职业健康安全方针，组织强化职业健康安全管理体系的过程。3 Management system of EHS/职业健康、安全与环境管理体系3.1 General requirements/总要求Our company established, implemented, kept and improving continually the EHS system and record them in the documents according to the two standards: GB/T 240012004 Environmental Management System Requirements and Operational Guide and GB/T280012001Occupational Health management system standards. The range of this system is the places in the factory of Keyuan Company and the office area. 公司参考GB/T28001-2001职业健康安全管理体系规范、GB/T24001-2004环境管理体系要求及使用指南二个标准建立、实施、保持和持续改进整合的职业健康安全与环境管理体系并形成文件。本公司管理体系的范围是：位于山东济南山东-制药有限公司，在生产活动及其场所所涉及的职业健康、安全和环境管理体系。The purpose to establish and keep the EHS system is to improve the performance of the EHS system. Try to realize the targets below:建立并保持职业健康、安全和环境管理体系的目的，是为了改进本公司职业健康安全与环境的绩效，努力做到：a) Shape our course which meets the requirements of the standards and the operation of the company, and establish general goals and process goals to fix a way of the system then establish and perfect the regulations of the safety production, to ensure that it is everybodys duty to keep safety.制定符合标准要求，适合本公司运行的管理方针，建立总体目标和过程目标，为管理体系确定方向；建立并健全安全生产责任制，确保安全工作人人有责。b) Raise everybodys consciousness of EHS and try to realize the goals.提高全体员工的健康安全与环境保护意识，共同为实现方针和目标而努力c) Fix the environmental factor, hazard and possible risks in the process of production, activities and service, and control them by the way of goal management, process control and emergence plan.确定活动、产品和服务中的环境因素、危险源、判定重要环境因素和可能带来的风险，通过采用目标、指标管理方案、运行控制、应急预案等方式实施控制d) Fix the requirements of the laws and regulations. 确定有关的法律、法规和其他应遵守的要求e) Ensure the continual improvement of the management system by the monitoring, measuring, corrective actions and protective measures. 通过记录的监测、测量、纠正措施和预防措施、内部审核和管理评审活动，确保管理体系持续改进。3.2 EHS policy/职业健康、安全和环境管理方针a) Perfect the standards and handbook and improve the management under the situation of abiding the laws and regulations of the country.在遵守与国家有关的法律、法规的同时，进一步完善公司标准、规定、手册等，努力改进管理b) Cut the cost and increase the efficiency, and hold the activity to cost-saving.节能为本，效率为先，在公司范围内开展省资源、省能源和垃圾废弃物的减量化运动c) Hold the activity to improve the management system. 开展持续性的管理改善活动，努力使应用新技术成为一种可能d) Implement the check of occupational health, safety and environmental management. And improve the management level. 实施职业健康、安全和环境审核，努力提高自主管理水平，增强自我完善能力e) Try our best to stop the pollution. 积极参与社会环境活动，最大可能的预防污染，为社会做贡献f) Raise the consciousness of EHS by educating and publishing. 开展宣传、教育活动，提高职工的职业健康、安全和环境意识g) Improve the working environment and reinforce the labor protection to ensure the safety and healthy of the staff. 改善作业环境，强化劳动保护，确保员工的健康与安全。This policy should be obeyed by the staff in Keyuan to achieve the goals we set about EHS.该方针为山东-制药有限公司所有员工共同遵循，并为之而努力；为了实现方针，应从技术、经济等方面设定目标、指标，以实现公司员工都平安健康，事业可持续发展的期望。3.3 Planning/策划3.3.1 Environmental factors, hazard identification, risk assessment and control methods/环境因素及危险源辨识、风险评价和控制方法a) Identify and record the environmental factors and hazard wholly referring to the activities, products and service. and then find the important environmental factors and unacceptable risks to control effectively, which is the base of the establishment of EHS system of our company.围绕公司活动、产品和服务，对环境因素、危险源进行全面地辨识、记录，科学准确地从中辨识出重要环境因素和不可接受风险，从而实施有效的控制，这是公司建立、实施和保持职业健康安全与环境管理体系必须加以考虑的基础。b) In the process of identifying, there are 3 tenses: past, present and future and 3 states: normal, abnormal and emergence. 辨识中应考虑到过去、现在、将来三种时态和正常、异常、紧急三种状态。c) Normal and abnormal activities, all staff who need to enter into the production area, the facilities of the workshop, and other factors such as planned, new-developed, activities, products and service. 常规和非常规的活动、所有进入工作场所的人员、工作场所的设施，还应考虑已纳入计划的或新的开发、新的或修改的活动、产品和服务等因素 Assessment methods 评价时所采用的方法（定性或定量） Applicable methods to control risks 采取适宜的方法控制风险 Follow and validate the required activities 对所要求的活动跟踪验证The information above need to be written in the documents and updated promptly, so that it can provide food to the checking and managing. 上述信息形成文件并及时更新，为管理评审提供输入。3.3.2 Laws, regulations and other requirements/法律法规和其他要求a) Laws, regulation and other requirements restrict the activities, products and service, which is also one of the basis to access the level of risks and important environmental factors, so we should establish the EHS system on the base of understanding the laws, regulations and other requirements and make sure that we have the fresh versions all along. 法律、法规和其他要求直接规范着活动、产品和服务，也是公司评价确定重要环境因素和风险级别的线索和依据之一，所以，公司在建立、实施和保持职业健康安全与环境管理体系时，对适用的法律法规和其他要求必须加以考虑；应主动掌握法律法规和其他要求，通过外出培训获得法律法规和其他要求的信息变更，使公司获得的始终是最新版本。 b) Know how the laws, regulation and other requirements are used in the daily management of the company, and let every department understand these requirements.应确定这些法律法规和其他要求如何应用于公司的环境因素；并将这些规定及时传达到全体员工和相关部门。在同一问题提出程度不同的规定的法规和其他要求中，公司应遵守最严格的规定。3.3.3 EHS targets/职业健康、安全与环境目标：Projects项目Goals of EHS职业健康、安全和环境目标Assessment methods评定及测量方式Environmental protection环保Water pollution factor废水污染因子COD50mg/LThe goal was measured by the data from the department of environment本目标通过环保部门的监测数据进行测量Water pollution factor废水污染因子NH3-N5mg/LThe goal was measured by the data from the department of environment.本目标通过环保部门的监测数据进行测量Solids waste固废生活垃圾11.3t/aThe goal was evaluated by the data from the department of environment.本目标通过环保部门测量的数据进行评定Hazardous waste危险废物HW0361.996kg/aThe goal was evaluated by the data from the department of environment.本目标通过有资质单位焚烧废弃物的数据评定Safety 安全Light accidents轻伤害事故每年3起The goal was measured by the related department.本目标通过职业健康安全事故调查表进行测量Heavy accidents重伤以上的种类事故为零The goal was measured by the related department.本目标通过职业健康安全事故调查表进行测量There is not traffic accidents which revokes the driving license.每年不发生吊扣驾驶证的交通违章行为The goal obeys the method of traffic control.本目标通过交通管理办法进行测量The rate of occupational disease is 0.职业病发生率为零The goal was measured by the occupational health and safety form.本目标通过职业健康安全事故调查表进行测量Degree of control the hazard危险源受控程度100%3.4 Introduction of the system/体系简介3.4.1 In order to reinforce the management of EHS, definite the responsibilities and establish the effective system in our company, we set up safety committee to guide the safety work according to the actual situation of our company. The concrete construction is :为加强安全工作管理，有组织地抓好公司安全生产、安全保卫和消防安全工作，明确职责，使公司整体形成行之有效的三级安全管理体系。根据公司实际情况，成立公司安全管理委员会，负责监督指导全公司的各项安全工作。其具体组织结构是： One director, and general manager fills the post主任一名，由总经理担任； Four deputy directors, other directors fill the post.副主任四名，由各分管总监担任； Several members, filled by EHS manager, equipment manager, production manager, QC manager and warehouse manager.委员数名，由EHS经理、设备经理、生产经理和QC经理仓库经理担任； The company launches the formal documents to adjust the safety committee, its members and any change of the committee.安全管理委员会组织及成员调整由公司下发正式文件的形式发布；人员岗位发生变动时要及时对安全管理委员会成员进行调整； The responsibilities of the safety committee are recorded in the documents of the company.安全管理委员会的安全职责随公司下发文件同时确定； The office of the Safety committee is in the EHS office.安全管理委员会办公室设在EHS部。3.4.2 In order to establish the engrained EHS system, there should be committee members in each department, who can be in charge of the leading and implementing of the system. The deputy manager of the company is the stair responsible officer, and the manager of each department is the second class responsible officer, and the monitor of each post is the third class officer.为真正形成“纵到底、横到边”的三级安全管理体系，在公司安全管理委员会领导下公司各部门均要设立安全员，负责各部门、车间安全工作的组织领导与实施。各分管副总为公司一级安全管理负责人，各部门负责人为公司二级安全管理负责人，各岗位班长为公司三级安全管理负责人。3.4.3 Establish the compulsory fire department. The compulsory fireman should be distributed in every department. The organization is :成立义务消防队。为了提高自防自救能力，有效地保护员工生命和公司财产的安全，切实做好公司内部的防火、灭火工作，并积极协同公安消防队扑救本单位火灾，同时在公司成立义务消防队，消防员分布在各工作岗位。其组织结构是： A team leader, EHS manager fills the post.义务消防队设队长一名，由EHS经理担任 A deputy leader, filled by the safety man who is on duty.副队长一人，由当班安全员担任 The fireman should love fire fighting and healthy, and the age should be between 18 and 45.义务消防队队员应是热爱消防工作，身体健康，年龄在18至45岁的员工。3.4.4 Our company should establish and perfect the safety production responsibility system, and ensure that every department and every staff has the corresponding safety responsibility.公司将建立健全安全生产责任制，确保公司每个部门和每个岗位都有与本岗位相符的安全生产责任制，每个部门和岗位员工应承担相应的安全责任。3.4.5 The EHS department should establish the regulation on safety production of each related department.公司EHS部将建立公司各职能部门和各生产岗位的安全管理规定，确保员工安全操作。3.4.6 All the EHS documents should be included in the three-class safety education system: the EHS department stands for the training of company-class, and each department stands for the training of workshop-class , and each team stands for the training of team-class, which ensure that every staff is trained about safety before he goes on duty. 职业健康、安全和环境管理体系文件要实行“三级安全教育”，EHS部代表厂级培训教育、各职能部门代表车间级培训教育、各班组代表班组级培训教育，确保每一名员工上岗之前都经过“三级安全教育”培训。3.4.7 Each department should appoint a part-time safety man, who is in charge of the safety management.公司各职能部门必须确定一名兼职安全员，负责本部门的安全管理工作。3.4.8 The company should formulate the regulation of PPE management, and ensure all the staff should wear the PPE correctively. 公司制定个人劳动防护用品管理规定，确保员工能够正确佩戴PPE。3.4.9 Labors engaged in specialized operations should get the related licenses from the government before they go to his post特殊工种必须在相关的政府部门取得操作资格证书后，方可上岗。3.4.10 The pressure vassal and its enclosure should be tested and registered by the quality inspection department and then go into service. The EHS department should be in charge of the formulation of the regulation of pressure vassal and its enclosure. 压力容器及其附件必须经过质检部门注册和检验后，方可投入使用，EHS部负责制定压力容器和压力管道安全管理制度。3.4.11 The company formulates the regulations which are in keep with the State environmental management regulations, and every department should obey the environmental management regulations in the process of production. 公司制定符合国家和当地法规的环境管理制度，各职能部门在工作的工程中，必须遵守相应的环境管理制度，尽量减少废弃物的排放，避免超标排放的发生。3.4.12 Every year the company should organize a physical examination for the staff who works in the workshop to ensure the healthy of the staff and the quality of the products.公司每年组织生产一线的员工进行一次健康查体，确保员工身体健康和产品质量的安全。3.4.13 The EHS department will check the safety work of each department and if there are problems, they will be informed to be rectified before deadline.公司EHS部不定期对公司内各职能部门进行检查，发现问题及时下发整改通知，接收到整改通知的部门应在限期以内整改完毕。3.4.14 The company should hold a regular meeting about safety and health every month. The part-time safety-man of every department should report the situation, and record the whole meeting.公司每月举行一次安全健康例会，各部门兼职安全员要在例会上反映自己部门的安全健康情况，会后要将过程形成记录。4 Implementation and running/实施与运行4.1 Resources/资源提供The company should provide the requisite HR resources, financial resources, informational resources, infrastructure and environment to ensure the running of the EHS system and to realize the targe
