吉林大学来华留学研究生管理规定第一章 总 则第一条 为维护学校正常的教育教学秩序和生活秩序,保障研究生身心健康,促进来华留学研究生(以下简称研究生)德、智、体、美全面发展,依据中国教育部普通高等学校学生管理规定、高等学校接受外国学生管理规定及有关法律、法规,制定本规定。第二条 本规定适用于在本校接受学历教育的博士研究生、硕士研究生。第三条 学校以建设国内一流、国际知名的高水平研究型大学为奋斗目标,不断加强研究生院的建设,并以人才培养为中心,按照国家教育方针,遵循教育规律,不断提高研究生的培养质量;学校实行依法治校,规范管理,并将加强管理与加强教育相结合,不断提高管理水平,努力培养合格的建设者。 第四条 在校研究生应当遵守中国高等学校学生行为准则,遵守学校管理制度,具有良好的道德品质和行为习惯;应当刻苦学习,努力掌握本门学科坚实、宽广的基础理论和系统、深入的专门知识以及其他现代科学文化知识;应当着力培养勤于思考、勇于创新、追求真理的学术精神; 应当积极锻炼身体,具有健康体魄;应当关心学校,热爱集体,积极参加社会实践和校园文化建设,为构建和谐吉大贡献力量。第二章 研究生的权利与义务第五条 研究生在校期间依法享有下列权利:(一) 参加学校教育教学计划安排的各项活动,使用学校提供的教育教学资源;(二) 参加社会服务和研究生“三助”(助教、助研、助管)工作,在校内组织、参加学生团体及文娱体育活动等;(三) 申请奖学金;(四) 在思想品德、学业成绩等方面获得公正评价,完成学校规定的学业后获得相应的学历证书和学位证书;(五) 对学校给予的处分或者处理有异议,可向学校学生申诉处理委员会或者吉林省教育厅提出申诉;对学校、教职员工侵犯其人身权、财产权等合法权益,提出申诉或者依法提起诉讼;(六) 法律、法规规定的其他权利。第六条 研究生在校期间依法履行下列义务:(一) 遵守中国法律、法规;(二) 遵守学校管理制度;(三) 努力学习,完成规定学业;(四) 按规定缴纳学费及有关费用;(五) 遵守学生行为规范,尊敬师长,养成良好的思想品德和行为习惯;(六) 中国法律、法规规定的其他义务。第三章 研究生的学籍管理第一节 入学与注册第七条 按国家招生规定录取的新生,持录取通知书和外国留学人员来华签证申请表按学校有关要求和规定到学校留学生办公室办理入学手续。因故不能按期入学者,应凭有关证明向学校请假,假期一般不得超过两周。未请假或者请假逾期者,除因不可抗力等正当事由以外,视为放弃入学资格。第八条 新生入学后,学校在三个月内按照国家招生规定对其进行复查。复查合格者予以注册,取得学籍。复查不合格者,由学校区别情况,予以处理,直至取消入学资格。第九条 新生有下列情行之一的,取消入学资格: (一) 健康复查不符合招生体检标准的(适合休学者除外); (二) 病假期满无故旷课两周者; (三) 弄虚作假、徇私舞弊获得入学资格的。 第十条 对患有疾病不宜在校学习的新生,经学校指定的校内、外二级甲等以上医院(下同)出具诊断证明书,由本人申请,导师和本人所考入的学院、中心、所(以下统称“研究生培养单位”)同意,报留学生办公室批准,可以保留入学资格一年。保留入学资格者不具有学籍,不享受在校研究生待遇。保留入学资格的新生,在保留入学资格期内经治疗康复,应于下学年新生入学前一个月内向留学生办公室申请入学,来校复查,经指定医院诊断,符合体检要求,经留学生办公室复查合格后,重新办理入学手续。复查不合格或者逾期不办理入学手续者,取消入学资格。第十一条 研究生在保留入学资格期间,如有违法违纪行为,情节严重者,取消入学资格。 第十二条 每学期开学时,研究生须按学校有关规定办理注册手续。 第二节 考核与成绩记载 第十三条 研究生的基础学制为:硕士生二至三年、博士生三至四年,具体的学习年限及学分要求按学科专业培养方案执行。 第十四条 研究生应当参加学校教育教学计划规定的课程和各种教学环节的考核,考核成绩记入成绩册,并归入本人档案。 第十五条 研究生应按培养方案的要求,参加学术研究、教学实践、社会实践和专门的技术训练,遵守论文答辩和实践考核的规定。第十六条 课程考核分为考试和考查两种。学位课程的考核以考试的方式进行,以百分制评定成绩;非学位课程的考核一般为考查的方式进行,也可根据专业或导师要求定为考试课。考查课程的成绩评定方式为及格或不及格。课程考核合格方能取得相应学分。 考核不合格的课程在履行相应手续后可以重修重考。同一门课程可重修重考两次。如因课程考核不合格而延期毕业,在延期期间,经研究生本人申请、导师和所在研究生培养单位同意,可再参加一次重修重考,仍不合格者按肄业处理。第十七条 研究生思想品德的考核和鉴定,以高等学校学生行为准则为主要依据,采取个人小结,师生民主评议等形式进行。第十八条 研究生可以根据校际间协议跨校修读课程。研究生跨校修读课程应由所在研究生培养单位提出,研究生院批准,在他校修读的课程成绩 (学分)由研究生院审核后予以承认。第十九条 研究生严重违反考核纪律或者作弊的,该课程考核成绩记为无效,并视其违纪或者作弊情节,给予批评教育和相应的纪律处分。给予留校察看以下处分的,经教育表现较好,在毕业前对该课程可以给予补考或者重修机会。第二十条 研究生不能按时参加教育教学计划规定的活动,应当事先请假并获得批准。未经批准而缺席者,根据学校有关规定给予批评教育,情节严重的给予纪律处分。第三节 转专业与转学第二十一条 研究生在学期间一般不予转专业,但对有下列情形之一的,可酌情予以考虑:(一) 具备特殊才能,经导师和所在研究生培养单位研究,认为变动专业确实更有利于因材施教和人才成长的;(二) 因所学专业调整或原指导教师变动,本专业无法继续培养的;(三) 有特殊困难,无法在本专业继续学习的;(四) 其他特殊情况必须转专业的。第二十二条 研究生转专业的具体要求如下:(一) 转专业一般应在本一级学科内进行;(二) 若因特殊情况在本一级学科内无法解决的,可转往同一学科门类中的其它相近专业。不允许跨学科门类转专业;(三) 转专业必须在第一学年内提出;(四) 转往另一专业后,必须在规定的时间内按教学计划修完所转入专业的相关课程且考核成绩合格。 第二十三条 学校根据社会对人才需求情况的发展变化,经研究生本人同意,必要时可以适当调整所学专业。 第二十四条 研究生一般应当在本校完成学业。如果确有特殊困难,无法继续在本校学习的,可以申请转学。第二十五条 研究生有下列情形之一的,不得转学:(一) 入学未满一学期的;(二) 应予退学的;(三) 其他无正当理由的。第二十六条 研究生转学,经学校和转入校同意,可以办理转学手续;在华居留变更手续到公安部门办理。第四节 休学与复学 第二十七条 研究生可以分阶段完成学业。研究生在校最长年限(含休学):硕士研究生为三至四年,博士研究生一般为六年。在学校规定的最长年限内,研究生申请延期毕业答辩,由所在研究生培养单位批准,报研究生院备案。 第二十八条 研究生申请休学或者学校认为应当休学者,经所在研究生培养单位同意,由留学生办公室批准,可以休学,并报研究生院备案。 研究生休学,一般以一学期为限。期满后仍不能复学者,可申请继续休学,但硕士研究生休学时间累计不得超过一年,博士研究生休学时间累计不得超过二年。 第二十九条 研究生应征入伍,按照相关管理规定,学校保留其学籍最长年限为三年。 第三十条 休学研究生应当在获准休学之日起15个工作日内办理休学手续离校。研究生休学期间,不享受在校研究生待遇。第三十一条 休学研究生须在休学期满前15个工作日提出复学申请。因病休学者还须持学校指定医院开具的诊断证明书,经所在研究生培养单位同意,留学生办公室批准,准予复学,并报研究生院备案。复学者应按时到学校办理复学手续。 第三十二条 研究生在休学期间,如有违法违纪行为,情节严重者,取消复学资格。第五节 退 学第三十三条 研究生有下列情形之一的,应按退学处理: (一) 学业成绩未达到学校要求,或者在最长年限内未完成学业的; (二) 休学期满,逾期两周未提出复学申请,或者申请复学经复查不合格的; (三) 经学校指定医院诊断,患有疾病或者意外伤残无法继续在校学习的; (四) 未请假离校连续两周未参加规定的教学活动的; (五) 逾期两周未注册而又无正当事由的;(六) 本人申请退学的; (七) 因其他原因需退学的。 对于已经办理退学手续的研究生,将按照中华人民共和国外国人入境出境管理法办理相关手续,缩短其在华居留期限。 第三十四条 第三十四条第(七)款、第(八)款一般应由研究生本人或导师提出,所在研究生培养单位同意,留学生办公室批准,方可退学。第三十五条 对研究生的退学处理,由校长会议研究决定。第三十六条 对退学的研究生,学校出具退学决定书并送交本人。退学的研究生,按如下要求办理有关手续: (一) 应在15个工作日内办理离校手续;(二) 学习不满一年者,可发给学习证明。不办理离校手续者,不发给肄业证书或学习证明。 第三十七条 研究生对退学处理有异议的,可参照学校有关规定向学校学生申诉委员会提出申诉。第六节 毕业、结业、肄业第三十八条 研究生在规定的最长年限内,参加学校教育教学计划规定的课程和各种教学环节的考核,考核成绩合格,毕业(学位)论文答辩通过,德、智、体达到毕业要求,准予毕业,发给毕业证书。 第三十九条 研究生可以申请提前毕业,申请提前毕业按学校有关规定办理。第四十条 研究生在毕业前,其所在研究生培养单位应做好毕业鉴定,填写吉林大学来华留学毕业研究生登记表,经留学生办室审核后,归入本人档案。鉴定内容包括政治思想、业务学习等方面情况。鉴定须实事求是,并与本人见面,允许本人保留意见。 第四十一条 研究生在规定的最长年限内,参加学校教育教学计划规定的课程和各种教学环节的考核,考核成绩合格,但毕业(学位)论文答辩未通过且未获批准补行答辩者,准予结业,发给结业证书。第四十二条 符合学位授予条件者,颁发学位证书。第四十三条 在校学习满一学年以上退学的研究生,颁发肄业证书。 第四十四条 学校严格按照招生时确定的办学类型和学习形式,填写、颁发学历证书、学位证书。第四十五条 学校执行高等教育学历证书电子注册管理制度。第四十六条 对违反国家招生规定入学者,不发给学历证书、学位证书;已发的学历证书、学位证书,予以追回并报吉林省教育厅和教育部宣布证书无效。 第四十七条 毕业、结业、肄业证书和学位证书遗失或者损坏,不予重新补发原件,但经本人申请,留学生办公室、研究生院核实后,学校可出具相应的证明书。证明书与原证书具有同等效力。第四章 研究生的校园秩序与课外活动第四十八条 研究生应当自觉遵守公民道德规范,自觉遵守学校管理制度,创造和维护文明、整洁、优美、安全的学习和生活环境。 研究生不得有酗酒、打架斗殴、赌博、吸毒,传播、复制、贩卖非法书刊和音像制品等违反治安管理规定的行为;不得参与非法传销和进行邪教、封建迷信活动;不得从事或者参与有损学生形象、有损社会公德的活动。第四十九条 学校应当尊重学生的民族习俗和宗教信仰,但不提供举行宗教仪式的场所。校内严禁进行传教及宗教集会等活动。第五十条 研究生可以在校内组织、参加学生团体。研究生成立团体,须按学校有关规定提出书面申请,经留学生办公室同意,报学校审批。研究生团体应当在中国法律、法规和学校管理制度范围内活动,接受留学生办公室指导。第五十一条 学校提倡并支持研究生及研究生团体开展有益于身心健康的学术、科技、艺术、文娱、体育等活动。研究生进行课外活动不得影响学校正常的教育教学秩序和生活秩序。第五十二条 学校鼓励、支持和指导研究生参加社会实践及社会服务。研究生参加社会实践等活动应当遵守中国法律、法规以及学校、用工单位的管理制度,并履行有关协议。第五十三条 研究生举行集会、游行、示威等活动,应当按中国法律程序和有关规定获得批准。对未获批准的,学校将依法劝阻或者制止。第五十四条 研究生使用计算机网络,应当遵循中国和学校关于网络使用的有关规定,不得登录非法网站、传播有害信息。第五十五条 研究生应当遵守学校关于学生住宿管理的规定。 第五章 研究生的奖励与处分第五十六条 学校对在德、智、体、美等方面全面发展或者在思想品德、学业成绩、科技创造、锻炼身体及社会服务等方面表现突出的研究生,按照有关规定予以表彰和奖励。第五十七条 对有违法、违规和违纪行为的研究生,按照学校有关规定给予批评教育或者纪律处分。 第六章 附 则 第五十八条 研究生在华居留、居住的管理按照中国公安部相关管理规定执行。第五十九条 来华留学高级进修生的管理参照此规定执行。 第六十条 本规定自2006年3月1日起施行。第六十条 本规定解释权归吉林大学所有。Regulations for International Graduate StudentsJilin UniversityChapter 1 General Provisions Article 1: To keep the university campus in good order for study and living, to ensure mental and physical health of students, and to promote all-round moral, intellectual, physical and aesthetic education, the Jilin University (referred as the University hereafter) has drawn up these regulations on the basis of the Education Law, Higher Education Law, Regulations for the Administration of the Students of General Higher Institutions, and other related laws and regulations of China.Article 2: These regulations apply to all international graduate students, enrolled in this university, seeking doctoral or masters degree (referred in and only in the present regulations simply as student or students hereafter).Article 3: The University is committed to achieving the status of one of the leading research universities well known in China and around the world. The University aims to foster high quality professional personnel, and attaches great importance to the graduate school education. It follows the guiding principles and rules of education in China and keeps improving its quality; it administers all affairs abiding by law, maintaining a high demand to and constantly improving its management system and normalizing its managerial behavior; it unswervingly combines the enhancement of education with management and betters its art of administration incessantly. Article 4: All students must abide by the Conduct Criteria of the Higher Institution Students of China as well as the regulations of the University; students should have good moral standard and conduct, study hard, be innovative, dare to face all challenges, and strive hard to master modern scientific knowledge and skills; students should pay attention to physical training to keep them healthy. Chapter 2 Student Rights and DutiesArticle 5: Students, once enrolled, have the following legal rights:1. to participate all activities as arranged in the curriculum and make use of the education resources provided by the university;2. to take part in social services; to have the opportunity of being selected as teaching, research, or management assistant; to join student groups, recreation and sports activities;3. to apply for scholarships;4. to have the right of expecting fair evaluation of their ideological/moral characters and academic achievements; to obtain relevant Academic Career or Degree Certificates after they have completed their study as required by the University;5. to appeal against any decisions or penalties taken for their misconduct to the relevant offices of the university, the Student Appeal Board, or the Jilin Provincial Education Department; to appeal for justice or file law suit against any violation of their legal rights such as right of person or property, infringed by the university, faculty or staff member;6. to enjoy any other relevant rights as defined by the laws and regulations of China.Article 6: All students, once enrolled, must fulfill the following duties:1. to abide by the laws and regulations of China;2. to abide by the regulations of the university;3. to study hard and complete the required academic works;4. to pay the tuition and fees as required;5. to abide by the student conduct regulations, respect the instructors, and acquire good ideological, moral characters and behavior.6. Other duties specified by the laws and rules of China.Chapter 3 Management of Student RecordsSection 1: Enrollment and Registration Article 7: New student admitted by the university should bring the Admission Notice and the completed Visa Application Form for Aliens to study in China, as well as other relevant documents and come to the university Office of International Student (OIS) to register in person before the deadline as specified in the Admission Notice. If, for certain reason, the student cannot register on time, the student must ask leave for an extension period of not more than 2 weeks. Those who have not asked for the leave and those who fail to register before the end of the extension period without proper reason such as force majeure will be considered as giving up their status of being admitted.Article 8: Three months after the new student has registered, the University shall re-exam the condition of student as required by the government regulations for recruiting students. Different administrative actions, up to disqualification from admission will be taken to students who have failed in the re-exam. Article 9: Following are the cases that will disqualify students from admission:1. Student does not meet the health exam standard for recruiting students, but this shall not include those who meet the conditions of probation. 2. Student whose sick leave is over, but neither come and register at the University nor ask for an extension for more than 2 weeks.3. Students who are admitted through cheating, bribery or other misbehaviors.Article 10: New student who has disease and is therefore unsuitable to study at the University may ask for suspension of admission for one year. The student should send in an application together with medical certificate from an official hospital appointed by the University. The application must be agreed upon by the students advisor, and the college, research center or institute (referred hereafter as the graduate student education unit), then sent to the OIS to be approved During the suspension period, the person will no longer have the status of an admitted student.Article 11: Students who have serious offence against the law or discipline during the suspension period will be disqualified for re-admission.Article 12: At the beginning of each semester, students must register at OIS according to the regulations of the University.Section 2: Assessment and Academic RecordArticle 13: The schooling time of graduate students are 2-3 years for masters degree students, and 3-4 years for doctoral students; the exact length of schooling time and credits required are different for different academic programs.Article 14: Students should take assessment of the courses and other curricular activities as required by the curriculum. The result of assessment will be kept in the transcript and filed in the student personal record.Article 15: Student should participate in academic research, teaching practice, technological training and social works as required by their training program; they should abide by the regulations regarding the defense of dissertation and assessment of their activities. Article 16: There are two forms of assessment: examination or pass/fail assessment. Assessment of degree courses takes the form of examination; the grading system is based on a 100-point scale. Grading of non-degree courses is usually on a pass/fail basis. In case of need, assessment of non-degree courses may take the form of examinations if the advisor demands.For the case that the student has not passed the assessment, the student may re-elect the course and have a re-examination. The same course is limited to re-election and re-examination only twice. If graduation is postponed because of failure in course assessment, during the postponement period, student may, through application, have one and only one chance of re-election and re-examination of the failed course, provided the application is approved by the advisor and the graduate education unit the student belongs to. If the student still fails in the re-examination, the student can only be conferred a Certificate of Study.Article 17: Assessment of the students ideological/moral characters basically follows the Criteria of Conduct of Higher Institution Students of the China Education Ministry, and may take the form of personal statement democratically assessed by faculty members and fellow students. Article 18: Student may elect courses from other university according to inter-university agreement. This must be suggested by the graduate student education unit and approved by the Graduate School of the University. The grade/credit earned from the other university must be examined and verified by Graduate School for recognition.Article 19: Misconduct, such as cheating during the examination will lead to a zero grade of the course. The offender will be criticized and subject to disciplinary action which includes warning, serious warning, demerit, or probation on campus. The offender (not including student subject to probation on campus) who behaves well afterwards will be given a chance to re-take the course or examination before graduation, Article 20: Attendance of curricular activities is mandatory. Leave of absence must be asked and approved in advance; otherwise, the offender will be criticized or even subject to disciplinary penalty according to relevant University regulations. Section 3: Transfer of Specialty Area and Transfer to Other Higher InstitutionArticle 21: Basically a student is not allowed to change the specialty area. However, student who meets the following criteria may apply for a change of specialty area:1. The advisor and the students education unit believe that the student is gifted and have outstanding skills more suitable to development in another specialty area;2. The original specialty program has undergone adjustment or the original program advisor has been changed so that the student cannot continue to follow the original program; 3. The student has certain difficulty and thus cannot stay in the original program;4. Other circumstances that demand the change of specialty area.Article 22: Requirements for the transfer of specialty area include:1. Transfer of specialty area is limited to be within the original first-level disciplinary area.2. If, under special circumstances, the problem cannot be solved within the original first-level disciplinary area, the student can transfer to a specialty area close to the original one but within the same academic category; no transfer to another academic category is allowed. 3. Application for the transfer of the specialty area must be put forward in the first academic year. 4. Once transferred to another specialty area, the student must complete all the related courses required by the curriculum and pass all the assessment within the required period of time. Article 23: Judging from the situation of the supply and demand of human resource, if necessary, the University may ask the student to adjust the specialty area with the consent of the student. Article 24: Basically, the students should complete their education in the University. Under special circumstances when a student is really in great difficulty and cannot continue to complete the education in the University, the student can request to transfer to another higher institution.Article 25: The following conditions exclude the transfer of institutions:1. The student has enrolled in the University for less than one semester;2. The student is ordered to drop out of school;3. The applicant has no proper reason.Article 26:Student who wants to transfer to other higher institution must first be approved by both the Jilin University and the institution involved and then go through necessary procedures. International student should go to the Public Security Organ to change the place of residence.Section 4: Suspension and Resuming of SchoolingArticle 27: Students may complete their study in separate stages. The longest schooling time (including the suspension period) shall be 3-4 years for masters degree students and, in general, 6 years for doctoral students.Student may request to postpone the dissertation defense; so far it is within the longest schooling time as specified above. The education unit may approve the request and report to the Graduate School to be put on record. Article 28: Students who apply for a suspension of schooling or are demanded to suspend schooling shall need the consent of the student education unit and the
