57米三用拖轮技术规格书SPECIFICATION OF 57M MULTI-FUNCTIONAL SUPPLY TUGSECTION 1 - GENERAL 第一部分综述100. 意图&定义100. Intent & Definition 本规格书与总布置图号C4425一起描述了用作运输重型车辆、集装箱、柴油、淡水及一般货物的双桨补给运输船的建造。此船将以补给运输船入级美国船级社。This specification together with the GA drawing No: C4425 is intended to describe the construction of a twin screw Supply Deck Ship completely outfitted and equipped for transportation of heavy vehicles, containers, diesel fuel, F.W. and general cargo. It will be classed to American Bureau of Shipping as a support ship.下述的规格书将会用到以下术语:-1)船东 : OIS International Ltd2)船级社 : 美国船级社3)顾问公司 : Conan Wu & Associates Pte Ltd4)船厂 : The following terms will be used in the following specifications:- 1) Owners : OlS International Ltd 2) Classification : American Bureau of Shipping 3) Consultants : Conan Wu & Associates Pte Ltd 4) Shipyard101. 概述该船为带有双柴油发动机的全焊接钢结构,在喷嘴处带有定螺旋桨。甲板货舱安排在前生活区的后部。船舶生活区位于主甲板上或上部,并且下面有船首推力舱室。船体主要部分氛围5个横水舱/油舱(WT/OT)舱壁为下列舱室,能够装运货物或60(140)以上闪点的远程燃料油,淡水,并同时运输其他舱面货物。101. General Description The vessel is to be all welded steel construction with twin diesel engines, in nozzle with fixed propellers. Cargo on deck are to be arranged aft of the forward accommodation. The vessels accommodation is to be located on and above the main deck with bow thruster compartment under. Classification The vessel is to be constructed, machinery installed and equipment provided in accordance with the latest Rules for Building & Classing of Steel Vessel of American Bureau of Shipping (hereinafter referred to as classification) and to their special survey to hull and machinery for Un-restricted Service, *A1 Circle E + AMS (support vessel). 104. 注册船东负责船舶注册。104. Certificates The following certificates are to be supplied to the owners at the time of delivery of the vessel. 1) Notarised and Legalized Builders certificate, Asbestos Free certificates 2) Classification Certificates for hull & machinery 3) Safety Equipment Certificate 4) Safety Construction Certificate 5) International Loadline Certificate 6) Tonnage Certificate (1969 International Admeasurement) 7) MARPOL Certificate and EIAPP certificate (annex 6) 8) Cargo Ship Safety Radio Telephone Certificate 9) Compass Adjustment Certificate 10) De-ratization Certificate 11) Safety training and maintenance manuals as required by class/SOLAS(owner) 12) SOPEP - shipyard to provide supporting documents & drawings (owner) 13) CSM (cargo securing manual) 14) Certification for Ships Security Alert System 15) Protocol of Delivery and Acceptance 16) All Classification Society required equipment Ceritficate The cost of all fees and charges incurred for survey, plans approval classification and issue of certificates are to be borne by the Builder. Classification Society to confirm insurance of full term certificate upon expiry of all interim certificates. 107. 材料和工艺a) 所有的材料和工艺都必须质量良好并符合中国造船质量和标准。所有的钢板、结构、船体锻件和铸件都符合船级社要求并提供检验证书如果船级社要求。在必要的地方所有的钢板必须光滑平整。提供船级社认可的钢厂检验材料的成分分析表。b) 应用的所有原木材料都应具有良好的质量,不带树节,并种植良好。c) 所有的锻造工作或加工配件都要设计平整,牢固,光滑并无缺陷。d) 所有的铸件都质量良好,细晶粒并没有裂缝、气孔或其他缺陷e) 在建造之前,所有的船厂及建造尚图纸都应送交船东认可。船东的认可不能免除船厂保证设计和方案符合规格书、优良的海洋经验和船级社要求的责任。107. Materials & Workmanship a) All materials and workmanship are to be of the good quality and according to CSQS (China Shipbuilding Quality & Standard). All steel plates, sections, hull forging and castings are to meet classifications requirements and supplied with test certificates where required by classification. All steel plates are to be smooth or straight where applicable. Class-certified mill sheets to be provided. b) All wood used to be suitable for the intended purpose and of good quality. All timber to be free from knots and well seasoned. c) All smith work or fabricated fittings to be of neat design, strong, smooth & free from defects. d) All castings to be of good quality, close grained and free from all cracks, blow holes and other defects. Steel castings to be manufactured to classification requirements and approval. e) All shipyard and manufacturer drawings are to be submitted to Owners for approval before construction. Approval by Owner does not relieve the shipyard its responsibility to ensure that the design and plans comply with specification, good marine practice and classification requirements. 108. 焊接船舶所有焊接结构符合合同方案、规格书、船级社和“中国造船质量和标准”或相当的规范的要求。尽可能使用自动焊。焊接应符合船级社要求。所有使用钢板。必须具有良好的焊接质量,无分层或其他伤害性缺陷,并需船级社认可。焊条需从船级社认可的清单中选择。焊接时刻表需符合船级社要求/标准。使用最新的高标准的焊接实践和程序,精确的纵向校准、光顺、边缘处理和空隙宽度符合“中国造船质量和标准”必要的地方,应该对构件装配和局部装配时进行预处理,保障最大限度的俯焊。双面连续焊适用于所有的舱室、舱底水/潮湿区域和露天区域。108. Welding Vessel to be of all welded construction, in accordance with contract plans, specifications, classification and to the requirement of CSQSor equivalent Automatic welding to be used as far as possible. Welding to be in accordance with classification requirements. All steel used to be of good welding quality, free from laminations or other harmful defects and be class approved. Electrodes to be selected from approved classification lists. Welding schedules to meet classification- requirement/standard. High standards of up-to-date welding practice and procedures are to be applied, associated with accurate alignment, fairness, edge preparation and gap widths in accordance to CSQS. Where possible, structure should be pre-fabricated in assemblies and sub-assemblies to give the maximum possible amount of down hand welding. Double continuous welds to be applied in all the tanks, bilges/wet areas and exposed areas. 109. 检验交船前的整个建造时期,验船师、船东代表和咨询公司可以在正常的工作时间自由进入船厂进行检验。在建造时期,船厂应保证总体的整洁。漏油应立即清理。垃圾每三天清理一次。船上的任意时间都不允许吸烟。建造时期,船厂应安排、保证并提供进入全船安全轻便的设施。109. Inspection Throughout the construction period prior to the delivery, the surveyors, owners representative and consultants are to be given free access to the builders yard during normal working hours for inspection. Shipyard to provide permanent general cleanliness during construction period. Spill oil shall be removed promptly. Garbage shall be removed every three days. Smoking shall not be permitted at anytime on board. Shipyard shall arrange, ensure and provide safe and lighted access throughout the vessel during construction period. 110. 试验交船前,船体、机械、电气、管路、设备和甲板配件都应在船级社现场验船师、船东和其代表在场情况下全部进行彻底的试验。船厂应提供试运行和试验规约给船东认可。试验根据在规约上的认可程序进行。110. Tests Prior to the delivery, the hull, all machinery, electrical, piping, all equipment installed, machinery and deck fittings, domestic equipment are to be thoroughly tested in the presence of the classifications attending surveyor, owners and their representative. Shipyard shall provide commission and test protocol to Owner for approval and test shall be carried out according to the approved procedure on the protocol. 111. 倾斜试验查明空载吨位和在空载状态下重力的垂直中心的倾斜试验又建造商在船级社验船师在场情况下进行。基于该结果,咨询公司Conan Wu & Associates Pte Ltd准备稳性报告。111. Inclining Experiment An inclining experiment which will ascertain the lightship weight and the vertical centre of gravity at lightship condition is to be carried out by the builders with the presence of classification surveyor. Basing on these results, a stability report is to be prepared by the consultants, Conan Wu & Associates Pte Ltd. 112. 系泊试车完工后,需要进行下列试验:1) 所有管路系统都进全部试验,包括检验法门的商标2) 电力装置及所有照明系统3) 辅机全部装载和主机空载下试验4) 通风和制冷设备5) 所有甲板机械6) 空调7) 集装箱装载8) 通讯导航设备9) 船东和/或船级社要求的其他试验112. Dock Trials Upon the completion of the vessel, the following trials are to be carried out: 1) All piping systems are to be fully tested, including the checking of valve name plates. 2) Electrical power plants together with all lights burning 3) Auxiliary machinery at full load and main engine at no load tests 4) Ventilation, refrigeration machinery 5) All deck machinery 6) Air-conditioning machinery 7) Container Stowage 8) Navigation & Communication Equipment 9) Other trials required by owner and/or classification 113. 试航试航由船厂安排并根据船级社/船东认可的试验和试运行规约进行。建造商提供船长、船员、事物和必要设备并安排伙食。所有试验的柴油、润滑油、淡水、引航、备车和费用都由建造商承担。试航前调试罗经和无线电。试航的船舶装载条件由双方协商。113. Sea Trials Sea trials are to be arranged and carried out in accordance with a testing and commissioning protocol approved by the class/owners. The builders are to supply a master, crew, all victuals and necessary equipment and arrange the catering. All diesel oil, lubrication oil, F.W., pilotage, standby vessel and dues for the trials are to be paid for by the builders. The compass and radio to be adjusted before sea trials. Vessels loading condition for sea trials to be agreed upon. a) 速度试验速度试验应在公认的测标间距上实施。机车在最大持续转速(100%最大持续转速)功率下做4次双重观测。在90%,80%和60%的最大持续转速下各做1次双重观测。记录主机冷水温度和压力,机车转速和燃料消耗。a) Speed Trials Speed trials shall be conducted over a recognized measured mile. Four (4) double runs are to be made with the engines running at maximum continuous revolutions (100% MCR). One (1) double run each for 90%, 80% and 60% MCR. Records of main engine cooling water temperature and pressure, engine revolution and fuel consumption are to be taken. b) 续航力试验与速度试验同时,机车在最大持续转速运行4小时的输出。记录燃料消耗。交船时提交记录。b) Endurance Trials Endurance trials of 4 hours with the engines developing 100% MCR output is to be carried out in conjunction with speed trials. Fuel consumption records to be taken. Records to be submitted during the delivery of vessel.c) 操舵试验操舵试验是在正常电动液压操作系统在机车最大持续转速运行且紧急手动液压在50%最大持续转速运行时进行(根据船级社规范)。转圈的直径和转一圈的的时间需要记录。记录完成从船中到扳满舵35 ,从扳满舵30扳满舵35右舷整个剁运动所需要的时间。相似的试验也可以将舵由船中到扳满舵右舷30扳满舵左舷35。c) Steering Trials Steering trials are to be carried out with normal electro-hydraulic operation system with engine at 100% MCR and emergency hand hydraulic at 50% MCR(According to classification requirement). The diameter of the turning circle and the time taken to complete a full circle are to be recorded. The times taken to complete rudder movements from amidships to hard over 35o and from hard over 30 degree hard over 35o starboard are to be taken. A similar trial is to be made by moving the rudder from amidships to hard over starboard 3odeg hard over port 35deg. d) 停车和倒车试验在船舶全速向前行进时,将主机控制器从“全速前进”转到“全速倒车”,并记录下列数据:d) Stopping & Astern Trials With the vessel proceeding ahead at full power the main engine controls are to be moved from full ahead to full astern and the following records taken: 1) 将控制器从“全速前进”转到“全速倒车”的时间1) Time to move controls from full ahead to full astern2) 船舶制动停止的时间2) Time to bring the vessel to a stop.3) 估计的自命令发出到船舶停止的时间3) Estimate of distance run between initiation of order and stopping of vessel.4) 稳定倒车状态的时间4) Time to a steady astern condition.音级读数记录在不同的舱室和前后甲板,包括试航期间的机房里用分贝dB(A)表示的音级读数。Sound Level Readings Sound level readings in dB (A) shall be taken in various compartments and on the fore and aft decks, including engine room during sea trial. 其他试验进行船东和船级社要求的其他试验。Other trials Other trials required by the owners and the classification are to be carried out. 114. 交船在建造商的泊位漂浮的状态交船。舱室和舱底污水槽应没有衬垫。交船时,所有的证书、说明手册、认可图纸、试航测试和试运行报告应装订成册,签字后交船东代表。船舶建造商要求,由船东提交最终认可。在正式试验(在上海进行)之前,建造商试验完成后可以允许船舶进坞以供船东代表检验。在船厂试验后,船厂应将最终布置告之船东及代表。114. Delivery Delivery of the vessel is to be taken afloat builder berth. Tank and bilges to be free from dunnage. All certificates, instruction manuals, approved drawings sea-trial testing and commissioning reports shall be documented, signed and to hand-over to the owner reps. during delivery of the vessel. As requested by shipbuilder, subject to final approval by the Owner. The vessel can be allowed to be dry docked for the inspection by Owner representatives upon completion of the builder trial before the official trial (to be carried out in Shanghai). Shipyard shall update and inform the Owner and his representative on the final arrangement after the yard trial. 115. 图纸115.Drawings完成后,3份下列打印图纸和1份CD应由建造商提供准备:On completion, three (3) sets of the following As-fitted drawings in prints and (1) set CD are to be prepared and supplied by builder:1) 总布置图2) 静水力曲线3) 交叉线4) 稳性报告5) 进坞图1)General Arrangement 2) Hydrostatic Curves
