1 “Prevention is better than cure.”Out of a countrys health budget, a large proportion should be diverted from treatment to spending on health education and preventative measures. To what extent do you agree or disagree with this statement?Model AnswerOf course it goes without saying that prevention is better than cure. That is why, in recent years, there has been a growing body of opinion in favor of putting more resources into health education and preventive measures. The argument is that ignorance of, for example, basic hygiene or the dangers of an unhealthy diet or lifestyle needs to be combated by special nationwide publicity campaigns, as well as a longer-term health education. Sanitary condition Obviously, there is a strong human argument for catching any medical condition as early as possible. There is also an economic argument for doing so. Statistics demonstrate the cost-effectiveness of treating a condition in the early stages, rather than delaying until more expensive and prolonged treatment is necessary. Then there are social and economic costs, perhaps in terms of loss of earnings for the family concerned or unemployed benefit paid by the state. So far so good, but the difficulties start when we try to define what the proportion of the budget should be, particularly if the funds will be diverted form treatment. Decision on exactly how much of the total health budget should be spent in this way are not a matter for the non-specialist, but should be made on the basis of an accepted health service model. This is the point at which real problems occur-the formulation of the model. How do we accurately measure which health education campaigns are effective in both medical and financial terms? How do we agree about the medical efficacy of various screening programmes, for example, when the medical establishment itself does not agree? A very rigorous process of evaluation is called for, so that we can make informed decisions. 2. In many countries children are engaged in some kind of paid work. Some people regard this as completely wrong, while others consider it as valuable work experience, important for learning and taking responsibility. What are your opinions on this? Model Answer: The issue of children doing paid work is a complex and sensitive one. It is difficult to say who has the right to judge whether children working is wrong or valuable. Opinions will also differ as to learning benefits: no doubt teachers and factory owners, for example, would have varying concerns. An important consideration is the kind of work undertaken. Young children doing arduous and repetitive tasks on a factory production line, for example are less likely to be learning than older children helping in an old peoples home. There are health and safety issues to be considered as well. It is an unfortunate fact that many employers may prefer to use the services of children simply to save money by paying them less than adults and it is this type of exploitation that should be discouraged. However, in many countries children work because their families need the additional income, no matter how small. This was certainly the case in the past in may industrialized countries, and it is very difficult to judge that it is wrong for children today to contribute to the family income in this way. Nevertheless, in better economic circumstances, few parents would choose to send their children out to full-time paid work. If learning responsibilities and work experiences are considered to be important, then children can acquire these by having light, part-time jobs or even doing tasks such as helping their parents around the family home, which are unpaid, but undoubtedly of value in childrens development. 3.We are becoming increasingly dependent on computers. They are used in business, hospitals, and crime detection and even to fly planes. What things will they be used for in the future? Is this dependence on computers a good thing or should we be more suspicious of their benefits? Model AnswerComputers are a relatively new invention. The first computers were built fifty years ago and it is only in the last thirty or so years that their influence has affected our everyday life. Personal computers were introduced as recently as the early eighties. In this short time they have made a tremendous impact on our lives. We are now so dependent on computers that it is hard to imagine what things would be like today without them. You have only got to go into a bank when their main computer is broken to appreciate the chaos that would occur if computers were suddenly re moved world-wide.In the future computers will be used to create bigger and even more sophisticated computers. The prospects for this are quite alarming. They will be so complex that no individual could hope to understand how they work. They will bring a lot of benefits but they will also increase the potential for unimaginable chaos. They will, for example, be able to fly planes and they will be able to co-ordinate the movements of several planes in the vicinity of an airport. Providing all the computers are working correctly nothing can go wrong. If one small program failsdisaster. There is a certain inevitability that technology will progress and become increasingly complex. We should, however, ensure that we are still in a position where we are able to control technology. It will be all too easy to suddenly discover that technology is controlling us. By then it might be too late. I believe that it is very important to be suspicious of the benefits that computers will bring and to make sure that we never become totally dependent on a completely technological world.(选自剑123 范文)Tips: 1. 不要一味追求用比较大的词汇。 2. 论说一定要充分3. 首先保证句子词法正确,再追求句式变化。正确对待复杂句,并非所有句子都应该是复杂句, 有时简单句更expressive开头写作:对立法开头Sample 1: When asked about the biggest problem today, many people say that it is the serious energy crisis. They are afraid that the world will soon run out of oil and run short of food. But other people hold optimistic views: they regard it as a natural result of the economic development and believe it will be only solved with further advances in economy and technology. When asked about whether the government should fund the artist and musicians, many people say that it is the responsibility of the government concerned to utilize the revenue to improve citizens cultural life. But other people hold the quite opposite views: they regard art as the artists and musicians own careers, so government should leave them aside. Many people believe that for the first time in history man can go wherever he likes. Moon landing/launching is truly the climax of modern science and technology, and it can at least satisfy our curiosity about space. Yet it is only a beginning. We much keep space exploration going, not just to satisfy our pride and curiosity, it is important for the welfare of mankind. Not everyone, however, agrees with the point of view. A lot of people believe that television has a harmful effect on children. A few years ago, the same criticisms were made of the cinema. But although child psychologists have spent a great deal of time studying this problem, there is not much evidence that television brings about juvenile delinquency. The child psychologists studying illustrates that the violence in films and TV programs is not directly related with the We are often told that technological knowledge, acquired in exploring space, will be utilized to make life better on earth. Is this really the case? What has the space exploration done to relieve the suffering of the earths starving millions? In what way has it raised the standard of living of anyone of us? Man may put human beings on the moon, but there is growing skepticism(怀疑) about his ability to solve human problems closer to home.现象法开头:One of the basic questions facing our society today is: what promise or threat does new technology hold for our global future? Since the decisions our society makes about technological development will undoubtedly have tremendous consequences in the years to come, it is urgently necessary to explore this question, especially by examining science and technology in their relationship to the development of humanity. Nowadays there is an immense and justified pride in what our colleges and universities have done. At the same time, however, there is a growing uneasiness about their products. These young men and women who carry away our degrees are attractive, energetic and eloquent. But what about their intellectual equipment? 观点法:文章开门见山,直截了当提出作者对文章所要讨论的问题的观点,也即文章的中心思想。Although great strides have been made in achieving social status and greater equality for women in the past decades, their role in the family remains basically unchanged. The double burden of work inside and outside the home they are carrying renders(致使) them impossible to make full use of their talents and difficult to rise to positions of leadership. In recent years an increasing number of people are getting to realize that much of the technology being developed today neither respects the earths delicate ecosystem nor is adequately controlled by social institutions. As the social costs of the technological development (e.g environmental pollution, unemployment) become so obvious, it is time that our society should make efforts to reassess the direction of our development in the view of radically different and increasing complex socioeconomic circumstances. 引用法All I have learnt in college is junk. That is how one college graduate described his frustration in looking for a job. He is hardly alone in the experience. Actually there are thousands
