Carried out in spring and autumn of security inspections, flood control and inspection, safety production month, day supervision of production safety and the Olympic Games and other建设工程规划放线流程1、放线条件：1）场地已平整等；2）有障碍的建筑、围墙已按规划要求拆除；3）施工围墙及规划公示栏已按要求建成，具备施工条件；4）所有建设手续已办理齐全。2、申请材料：1）建设单位申请报告和建设工程规划放线申请书（须盖建设单位公章），以及建设单位介绍信或委托书；2）建设用地规划许可证及附件、附图；3）建设工程规划许可证（副本）；4）经开发区规划主管部门审定的建筑施工图、总平面布置图（含电子版）；5）经设计单位、建设单位签字盖章的与经审定总平面布置图一致的标明坐标体系总平面定位坐标图（含电子版）；6）开发区规划主管部门认为需要提供的其它资料。注：申报时应同时提交以上申请材料的电子文件（图件为DWG格式，其它文件为原件扫描的JPG格式文件）；地形图、红线图和规划图等涉及坐标的应采用贵州凯里经济开发区独立坐标系统；提交复印件的材料，须持原件校对后，建设单位在复印件上加注此复印件内容与原件内容核对无误字样，并加盖单位印章；无特别说明时，申请材料提交电子文件、原件（或复印件）各1份（套）。3、实施主体：待申请申请材料符合要求后，由规划主管部门发放放线定位通知单、认定单，由业主方或规划科委托具有相应资质的测量单位进行放线定位，并做好放线记录。4、放线要求：1）建设工程规划放线必须依据经市城乡规划主管部门审定的总平面布置图并结合经审定的建筑施工图进行。2）放线一律采用统一坐标放线（贵州凯里经济开发区独立坐标系统和1956年黄海高程系）。3）与施工图建筑尺寸、总平面布置图有出入或超出要求时，要经市城乡规划主管部门核准、纠正后再行放线。4）放线单位不得擅自改变规划许可内容及经审定的施工图尺寸。5、放线程序：建设单位申请城乡规划主管部门发放建设工程规划放线通知单由业主方或规划科委托具有相应资质的测量单位进行放线定位测绘单位出具放线报告在建设工程规划许可证（副本）及放线相关表格上签署意见。6、规范依据：中华人民共和国城市规划法贵州省中华人民共和国城市规划法实施办法贵州凯里经济开发区总体规划城市测量规范7、放线报告内容：1）放线单位全称、规划测绘资质等级；2）建设工程名称、详细地址；3）放线人、单位负责人和施工单位、监理、业主签署的意见；4）坐标放线成果包括放线点位成果图、实地桩位布局示意图、平面（建筑物平面位置、尺寸、间距、退让距离）和高程控制点成果等；5）建设工程设计方案总平图数据与坐标放线核算数据对照表及面积计算表；6）规划部门、施工单位、监理单位、建设单位、工地现场放线人、负责人签署的放线记录表。8、法律效应：建设单位取得建设工程放线验查合格单后，方可进行施工。9、受理时限：承诺期限5个工作日。10、受理时间：周一至周五 上午9：0012:00，下午14:00- 17：00。11、收费依据和标准：根据黔价房调2002195号文件精神，凯里城市规划区按1100元/件（四个桩为一件，每增加一个桩加收200元）。12、办理地点：贵州凯里经济开发区规划局建设规划科电话：0855办理规划竣工验收程序(一)申报人到窗口提交： 1、申请办理规划竣工验收“前置”条件：（1）竣工规划验收申请书；（2）项目竣工平面布置图一份；（3）建设工程规划许可证复印件一份。2、承诺可“后放”条件：（1）建设工程质量验收单项合格证明复印件；（2）消防单项合格证明复印件；（3）环保等单项合格证明复印件；（4）测绘报告和其他材料。（二）规划建设局接件后，由申报人组织规划竣工验收，经办人填写验收审批表；（三）规划建设局核发建设工程验收单,窗口告知申报人办理结果；（四）自受理之日起申报人在3个工作日到窗口领取建设工程验收单，窗口同时告知申报人下一步办事程序；（五）承诺办理时限：3个工作日（自规划竣工验收合格之日起）。办理流程（一） 建设工程竣工后，建设单位委托具有相应资质等级的勘测单位进行竣工图测绘，测绘成果出具后，建设单位持有关资料向规划行政主管部门提出规划验收申请。（二）规划验收的主要内容有： 1、建设工程的总平面位置、相对高差、间距、高度、层数、立面造型、色彩、使用性质、建设规模、主要出人四位置及地下设施是否符合建设工程规划许可证的要求； 2、建设工程的附属用房、绿化、道路等各类配套工程实施情况是否符合建设工程规划许可证的要求； 3、道路工程的走向、坐标、标高、红线宽度、路面宽度、道路等级、横断面形成及道路附属设施是否符合建设工程规划许可证的要求；4、管线工程的性质、走向、坐标、标高、管径、埋置深度、相互间距是否符合建设工程规划许可证的要求；5、规划确定拆除的原有房屋和施工用房等临时建设是否全部拆除。（三）建设工程经规划验收合格后，建设单位在规定的时间内领取建设工程竣工规划验收合格证，验收不合格的领取建设工程竣工规划验收整改通知书，限期整改后重新组织规划验收。（四）城片开发的住宅区、工业区在进行单体工程规划后收，再进行小区规划验收。小区建设分期分批进行的，其配套的工程应按规划同步完成；未完成的，同期的其他工程不予规划验收。（五）建设单位领取建设工程竣工规划验收合格证后，将竣工图等有关资料送城建档案管理部门存档备查。相关材料 申请规划验收需提交下列资料：1、建设工程竣工规划验收申报审批表； 2、建设工程放线验测量记录表；3、建设工程规划许可证；4、批准的规划总平面图；5、批准的设计方案图、施工图，包括经批准的变更图件；6、批准的管线综合平面布置图；7、勘测单位出具的建设工程竣工图测绘成果。 主要介绍的是永磁直流电动机；首先简述了永磁电机、永磁直流电动机从产生到到逐步改善的发展过程，以及以此为基础的未来发展的趋势；activities, comprehensive and tamping Safety Foundation .
