BACKGROUND1) The Team of Referencel Mr. Yan Ming: Veterinary Expert (for Residue Analysis), SSC Programme at CVL, DVS-MAWF.l Mr. Lukas Iipumbu: Head of Toxicology and Residue Analysis Section, Counterpart for SSC Programme at CVL, DVS-MAWF.l Mrs. Esther Mukete-Hilundutah: Section of Toxicology and Residue Analysis, CVL, DVS-MAWF.2) Background and RationaleIn 2014, the representatives from UNs FAO, the Peoples Republic of China and the Republic of Namibia signed a Tripartite Agreement. Accordingly, the Chinese government selects and fields experts and technicians to constitute the SSC team, within two years, in close collaboration with the government of Namibia, to provide the technical training, and knowledge exchange in such fields as rice production, horticulture and veterinary services.The veterinary expert of SSC Programme at CVL will be working in area of residue analysis for 2 years, in close collaboration with counterparts, with an aim to enhance the capacity of staff members at the CVL for animal products inspections and testing in Namibia for the purposes of exporting animal products to China. 2. CHALLENGES1) Chinese StandardsNo clear understanding of the Chinese standards on residue control requirements. 2) Chinese SOPsUnavailability of Standard Operating Procedures (SOPs) and certain laboratory/analytical materials for detection of certain chemical residues for the purposes of exporting animal products to China.3) Technical KnowledgeLack of technical knowledge laboratory personnel on the detection of certain chemical residues.3. SOLUTIONS (SUGGESTIONS) The key deliverables are:1) Studying of Chinese and Namibian standardsAcquire and study the Chinese standards vs Namibian standards on residue control requirements related to animals and animal products in order to allow for mutual understanding and knowledge exchange on residue control policies and standards.2) Adoption (Development and Validation/Verification) of Chinese SOPsIntroduce the Chinese SOPs, acquire necessary reagents and equipment, adopt (validate/verify) residues analysis SOPs in Namibia with an aim to upgrade the Namibian testing capacity to suit Chinese standards. This is done with a focus to facilitate for the export of Namibian animal products to China.3) TrainingTrain Namibian veterinarians, technicians and diagnosticians in issues related to the research and monitoring of residues in animal products. This includes in-house training of laboratory personnel on the newly introduced SOPs as well as training in China through a two-week Study Tour. The study Tour will take place at Chinese laboratories involved in residues analysis to enhance CVLs capacity in residues testing to meet the requirements of the Chinese market.4. ACTIVITIES IMPLEMENTEDThe veterinary expert of SSC Programme in CVL for residue analysis has so far done the following activities: 1) Preparation of Annual Training PlanSet up the annual training plan (July, 2015-June, 2016) on the Chinese SOPs of residue analysis in animal products. The plan specifies the Activity Area, Training Course, Quantity of Participants, Training Period, Service Provider, Budget, and Venue of Training.2) Translation of Chinese MRLsTranslated and introduce the Chinese residue standard titled “Maximum Residues Limit of Veterinary Drugs in Animal Derived Food”. Accordingly, this would facilitate for the Namibian counterparts involved to understand the Chinese inspections and tests on residue control requirements better.3) Introduction of Chinese SOPsTranslated and introduced some important Chinese SOPs applied in the detection of residues of certain veterinary drugs such as Avermectins, Benzimidazoles and Sex Hormones.4) Preparation of Procurement PlanDrafted and submitted the procurement plan to FAO representative office in Namibia for the acquisition of additional equipment and reagents.5) Preparation of HPLC Training PlanDrafted the training plan on the HPLC technique for nutrition laboratory of MAWF, the issues include Acquiring and Adopting the Chinese Operation Manual of the HPLC. This includes the translation and modification as per Namibian requirements and situation, HPLC method development, validation. 6) Other Activities Involved in practical testing of chemical residues in animal products for example the ELISA and HPLC based tests, in order to understand the Namibian operational standards.5. WAYFORDContinue working according to the adopted work plans and training within the framework of the National/Regional Programme for Food Security (NPFS/RPFS), under the guidance of the tripartite agreement, SSC operation manual and other related documents.
