Proxy application shall be bound, and page-by-page coded in the order. 5th chapter application format notes: bidding agent .V1 总论1.1项目来源 剑门关天赐温泉具有较好的旅游开发价值,项目实施将为剑阁县经济社会发展发挥重要作用。 温泉作为一种珍贵的地热资源,不仅是医疗、农业、工业上的宝贵资源,也是发展旅游业的重要自然条件。剑门关天赐温泉位于剑阁县下寺镇,温泉紧邻成广高速公路、宝成铁路、国道108及省道212,北距广元市约30km,南距绵阳市155km,成都280km,紧邻剑门关国家重点风景名胜区,其旅游区位优势明显。根据四川省地址矿产勘查开发局化探队的剑门关医疗热矿水水源评价报告,剑门关天赐温泉水含有锶、氟、碘、溴、锂、锌、铜、偏硼酸、硫化氢、偏硅酸等矿物质及微量元素,同时达到国标矿泉水命名标准,水中矿物质含量丰富,有极高的医疗、康疗价值,对多种皮肤病、风湿性关节炎、妇科疾病、神经系统疾病等多种疾病具有特殊疗效和保健作用。因此,剑门关天赐温泉具有较高的开发价值和较大商业潜力。为了进一步加快开发建设的进度,适应旅游业中度假型市场高速增长的需要,四川天赐剑门关天赐温泉开发有限公司投资,将旅游与洗浴、度假、休闲、娱乐、医疗、保健、住宿、餐饮、会议有机结合,在剑阁县下寺镇建设剑门关天赐温泉项目,以此完善旅游服务设施。本项目的实施,不仅能使企业获得经营效益和发展壮大的机遇,同时对于加快广元市及剑阁县旅游业的发展,进一步强化旅游业成为当地的支柱产业具有积极的作用,而且对剑阁县的国民经济建设与社会发展也将发挥推动作用。为此,受四川天赐剑门关温泉开发有限公司委托,XXX市水利水电建筑勘测设计院承担了剑门关天赐温泉取水工程水资源论证报告工作。1.2编制取水水源论证报告的目的和任务 水资源是国家三大战略性资源之一。为了加强水资源宏观调控,促进水资源的优化配置和可持续利用,实现水资源的统一调度和管理,保障建设项目的合理用水要求,确保新建、改建、扩建工程能正常运行和发挥效益,根据中华人民共和国水法、国务院取水许可制度实施办法及中华人民共和国水利部和国家发展计划委员会2002年第15号令建设项目水资源论证管理办法规定,对于直接从江河、湖泊或地下取水并需申请取水许可证的新建、改建、扩建的建设项目,应当进行水资源论证,并编制该项目水资源论证报告书。 本项目水资源论证报告书的主要任务是对新建的建设项目所涉及范围内的水资源时空分布特点、开发利用现状的基础上对本项目取水地点、取水水量、水质、水温以及项目用水工艺、取水、退水方式等进行分析,论证本项目取用水的合理性和取退水对周边环境及其他取用水户的影响情况,提出水资源保护措施,从而可充分发挥和利用地热水资源,加强水资源的统一管理,促进水资源的优化配置和可持续利用。1.3项目进展及有关部门审查意见 2004年10月13日,关于剑门关温泉勘探工程项目立项的批复(剑阁县发展计划局,剑计发2004129号)文件,同意项目立项,开展前期工作。2007年1月22日,关于印发四川省广元市剑阁县剑门关医疗热矿水水源鉴定意见书的通知(四川省国土资源厅,川国土资函200777号)文件;并出了鉴定意见书。在2007年3月,由四川省地质矿产勘查开发局化探队完成四川省广元市剑阁县剑门关医疗热矿水水源评价报告,2007年10月,由四川金通咨询资信评估有限责任公司完成了四川天赐剑门关温泉开发有限公司“剑门关景区温泉项目”可行性研究报告并通过有关专家评审。1.4编制依据1.4.1法规、规章 1)中华人民共和国水法(2002年10月1日); 2)中华人民共和国防洪法(1998年1月1日); 3)中华人民共和国环境保护法(1989年12月26日); 4)中华人民共和国水污染防治法(修订)(2008年2月28日); 5)取水许可和水资源费征收管理条例国务院令第460号(2006年1月24日国务院第123次常务会议通过,自2006年4月15日起实施); 6)建设项目水资源论证管理办法(中华人民共和国水利部和中华人民共和国国家发展计划委员会令15号,2002年5月1日起实施); 7)水利部取水许可申请审批程序规定(1994年6月9日); 8)入河排污口监督管理办法(2005年1月1日); 9)水功能区管理办法(2003年7月1日)。1.4.2标准、规范 1)水利水电建设项目水资源论证导则(SL525-2011) 2)地表水环境质量标准(GB3838-2002) 3)污水综合排放标准(GB8978-1996) 4)水利水电工程水文计算规范(SL278-2002) 5)灌溉与排水工程设计规范(GB50288-99) 6)水文调查规范(SL196-97) 7)水利工程水利计算规范(SL104-95) 8)地下水环境质量标准(GB14848-93) 9)生活饮用水源水质标准(CJ3020-93) 10)生活饮用水卫生标准(GB5749-2006) 11)地热资源评价方法(DZ4085) 12)地热资源地质勘查规范(GB1161589) 13)供水水文地质勘察规范(GB500272001) 14)天然矿泉水地质勘探规范(GB/T137279) 15)地热水应用中的放射卫生防护标准(GB163671996) 16)建设项目水资源论证导则(SL 3222013) 17)水资源供需预测分析技术规范(SL 4292008)1.4.3技术依据 1)四川天赐剑门关天赐温泉开发有限公司“剑门关景区温泉项目”(代可行性研究)报告四川金通咨询资信评估有限责任公司2007年10月;2)四川省广元市水资源开发利用评价;3)四川省广元市城市水资源规划;4)广元市集中供水水资源地保护规划;5)地下水利用(ISBN9787508441436);6)四川省广元市剑阁县剑门关医疗热矿水水源评价报告(四川省地质矿产勘查开发局化探队,2007年3月)。1.5取水规模、取水水源与取水地点1.5.1取水规模 按照四川省广元市剑阁县剑门关医疗热矿水水源评价报告(四川省地质矿产勘查开发局化探队,2007年3月)得出该医疗矿泉水枯季每日可开采水量为2863.2m3/d,年开采量为104.506万m。但采矿许可证允许值为87.60万立方米/年,因此剑门关天赐温泉的年开采量为87.60万m。目前该项目现阶段实际用水量为:旺季(10月次年4月)1500m3/d,淡季(5月9月)600m3/d,年取水量为40.98万m。1.5.2取水水源 根据主体工程设计资料可知:取水水源为四川省剑阁县下寺镇地下水。1.5.3取水地点 取水地点:下寺镇大仓村四组。1.6工作等级 根据建设项目水资源论证导则水资源论证分类分级指标,本工程从剑阁县下寺镇大仓村四组取水,最大取水量为2863.2m3/d。 运行期退水含有少量可降解污染物,项目退水水功能区的影响轻微。项目水资源论证工作等级分析见表1-1。表1-1 项目水资源论证工作等级分析表分类分类指标水源及取退水影响描述论证等级地下取水开发利用程度a(%)50%三级农业用水水量(万m3/d)2三级工业取水(万m3/d)0.3三级生活取水(万m3/d)1三级供水水文地质条件b简单三级用水合理性主要用水系统或者工序个数2三级生产用水比例(%)60三级取水和退水影响水资源利用对第三者取用水影响轻微三级生态现状无敏感生态问题;取水和退水对生态影响轻微三级水功能区涉及1个水功能二级区三级退水污染类型含有少量可降解的污染物三级退水量(缺水地区)(m3/d)10005000(100500)二级a 指多年平均地表水源供水量占地表水资源量的百分比,多年平均地下水源供水量占地下水可开采量的百分比;b GB 50027再生水参照地表水取水,矿坑涌水参照地下水取水的分级指标执行。 水资源论证应确定工作等级和分类等级,工作等级由分类等级的最高级别确定,分类等级由地表水取水、地下水取水、用水合理性分析、取水影响和退水影响分类指标的最高级别确定。 由此确定本项目水资源论证工作等级为二级。1.7分析范围与论证范围 根据四川省广元市剑阁县剑门关医疗热矿水水源评价报告研究资料表明,项目区深循环地下水来自大气降水补给,补给区为清江河上中游流域径流区,据项目区水位地质图量算,补给区面积为4.66km2,确定本项目取水水源论证范围为4.66km2。本项目用水后退水排入清江河,退水影响论证范围为退水口至剑阁县拐枣水电站大坝之前河长1.2km区间范围。 剑门关天赐温泉取水工程水资源论证分析范围、论证范围和影响范围见附图2。1.8水平年 根据建设项目提出的实施计划和开始取水的时间,结合资料的实际情况、本工程区域国民经济发展计划、水资源规划及本工程的特点和进度安排,确定该项目水资源论证现状水平年为2012年,近期规划水平年为2022年,远期规划水平年为203
