And become a bridge of friendship between China and foreign countries. 古代的司南已成为了我国历史的摧残明珠,北斗系统将会为全人类做出新的贡献。The ancient compass has become the glory of our history. While Beidou system will become a new contribution of China to mankind.SERVE THE WORLDBENEFIT THE MANKIND北斗卫星导航系统是一个全球导航卫星系统,是由中国自主研制发展的。Beidou(compass) Navigation Satellite System is a global navigation satellite system, which is being independently developed and operated by China. 它将为用户提供全天候、全方位、任何气候条件下的定位、授时高精度服务。It will provide all weather-postioning velocity and timing services with high accuracy and reliability with uers anywhere anytime. 它拥有快速定位、定位报告和信息共享的优势。It has advantages of quick-positioning location-reporting and information exchange. 北斗系统的发展大致可分为三个阶段。The development of Beidou system can be divided into three phases.第一阶段:上世纪80年代初,中国就开始了基于双星有源定位原理的北斗导航试验系统的论证工作。Phase I:In early 1980s, China began to actively study the Navigation Satellite Systems based on dual satellite active positioning. 试验系统于1994年开始构建,于2000年开始提供服务。The construction of the demonstration system started in 1994. the system began to provide services in 2000.这使得中国成为继美、苏之后世界上第三个独立掌握导航卫星系统的国家。Which made China the third nation in position of an independent navigation satellite system following the U.S and Russia. 试验系统由三颗地球同步轨道卫星和相关地面系统构成。The Demonstration system consists of three GEO satellites and corresponding ground systems. 这一低成本高效益的系统很快便投入使用。The cost-efficient system was quickly put into use.它为中国及周边地区提供定位、短文通讯和授时服务。It has been providing positioning short message telecommunication and timing services for users in China and nearby areas.第二阶段:为了向国家经济建设提供更加优质的服务,为了满足日益增长的卫星导航需求,中国于2004年开始建设无源定位的北斗导航卫星系统。Phase II: To provide better services for national economic development and to meet increasing demand for satellite navigation.,China started to build Beidou Navigation Satellite System based on passive positioning in 2004. 2012年前后,系统将有10多颗卫星覆盖亚太地区。Around 2012 the system will cover the Asia-Pacific region with more than 10 satellites. 目前,已经有几颗卫星成功发射入轨,工程正在有条不紊的实施当中。Currently, several satellites have been successfully launched. And the project is advancing on schedule.第三阶段:2020年前后,北斗系统将最终完成,将有35颗卫星遍布全球,提供高质量的导航定位服务。Phase III: Around 2020 Beidou system will be completed,and provide global coverage with 35 satellites, offering state-of-the-art services. 全球用户将享受两种高质量服务,包括公开和授权服务。Worldwide users will enjoy two kinds of high quality services,including open and authorized services. 公开服务将完全免费,定位精度为10米,速度为0.2米/秒,授时精度为20纳秒。The open service will be free of direct charge with an accuracy of 10m for positioning 0.2m/s for velocity and 20ns for timing. 是全服务将会更加精确,更加可靠,将为授权用户服务。The authorized service will have higher accuracy and better reliability and will be available to authorized users.从被白雪覆盖的高原到隔壁沙漠,从北国边疆到南部领海。From the snow cover of plateau to the gobi desert, from the northern border to the southern territorial seas. 从2000年开始,北斗导航试验系统已经在多个领域广泛使用。Since 2000 Beidou Navigation Demonstration System has been widely used in many fields. 例如地图测绘、通讯、水文监测、渔业、交通运输、森林防火、抗震救灾和公共安全领域。Such as mapping 、telecommunications、water conservancy、fishery、transportation、forest fire、prevention disaster relief and public safety. 特别是北京奥运会、冰冻雨雪灾害、汶川大地震和上海世博会,试验系统已为经济和社会发展发挥了积极的作用。Especially in the Beijing Olympic Games 、the frozen disaster、Wenchuan earthquake relief and Shanghai World Expo. The demonsration system has played an important role and produce significant economic and social benefits. 北斗系统已经广泛的应用于中国海洋渔业,它为地方渔业管理提供服务。比如船舶位置的监控、紧急救援、政策指示和船舶进出港管理Beidou system has been widely used in the field of China maritime fishery. It can provide services for fishery management development. Such as vessel position monitoring、 emergency rescue、 policy issue and vessel in and out management.北斗系统同样也为渔船提供服务,例如导航定位、发出遇难信号、海洋预报和有价值的方位信息,提供船舶之间、船舶与港岸之间的短报文通讯服务。 It can also provide services for fishing vessels. Such as navigation and positioning distress signals maritime notices and value attitude information, providing vessel-vessel and vessel-shore short message telecommunications. 北斗系统在灾害救援当中也发挥了积极地作用。2008年,汶川遭遇了一场特大地震,地下光缆和通讯设施都遭到了严重的破坏。Beidou system has also played an important role in disaster rescue. In 2008, wenchuan suffered a catastrophic earthquake, in which the ground cables and communication facilities were damaged seriously. 在常规通讯和交通阻断的紧急关头,北斗系统为救援部队和灾情的通报提供了有力的保障。Under the emergency of interruption of regular communications and impossible roads, Beidou system provided an important assurance for command of relief teams and notice of disasters situation. 而且它还有定位和短报文通讯方面的优势。And it was an advantage for positioning and short message telecommunications.作为国际全球导航卫星系统委员会的一员,中国参与了以往的会议和非正式论坛,于相关国家地区和国际组织的权威部门进行沟通交流。As an important member of ICG, China has participated in all previous assemblies and private forums. Widely communicated with authorities of relevant countries regions and international orgnizations. 中国愿与外国积极合作,在卫星的频率协调、卫星间的兼容和互通、国际标准、时间和参考协议。China will always cooperate with foreign countries.
