Was carried out to maintain富达购物中心传播性疾病应急预案1、 总则1.1、目的为了确保我司商场能够及时、有效的预防和应对可能发生或已经发生的空气传播性疾病，保障来我商场购物的全体顾客及商场员工的身心健康，我司特制定本预案。1.2、预案制定依据本预案依据中华人民共和国传染病防治法、突发公共卫生事件应急条例、公共场所卫生管理条例及实施细则、公共场所集中中央空调通风系统卫生管理方法制定。1.3、工作原则及应急处理责任人预防为主、有效应对。提高防范空气传播性疾病的意识，落实各项预防措施，做好应对准备工作，切实做到早发现、早报告、早处置，应对高效、有序。统一领导、分级负责。商场总经理是发生空气传播性疾病后对集中空调通风系统进行应急处置工作的第一责任人。商场副总经理及行政人事部长负责全面协助商场总经理处理商场突发空气传播性疾病的情况对媒体及公众进行解释说明工作，确保事件信息传递迅速、真实、透明、到达有效。2、 商场日常性预防空气传播性疾病工作制度2.1、管理制度建立健全集中空调通风系统的卫生管理制度，并建立专门档案： 建立清洗、消毒及其资料记录； 对商场空调通风系统进行经常性卫生检查，同时做好维护记录； 对空调故障、事故及其他特殊情况全面记录，无一疏漏。2.2、新风系统 新风来源集中空调通风系统的新风应当直接来自室外，严禁从机房、楼道及天棚吊顶等间接吸取新风。 新风口位置新风口应远离建筑物的排风口、开放式冷却塔和其他污染源，并设置防护网和初效过滤器。送风口和回风口应当设置防鼠装置，并定期清洗，保持风口表面清洁。 最大新风量及全新风运行方案a 商场“以循环回风为主，新、排风为辅”的全空气空调系统。在疫情期内，需要采用最大新风量或全新风运行。当采用全新风运行时，空调机组只有送风机的，应封闭空调机组的回风口；空调机组既有送风口又有回风口的，应关闭空调回风机至送风通道的混风阀。无法全新风运行的，应按系统最大新风量运行，并采用安全、有效方法对回风或送风进行连续的消毒净化处理，以防止交叉感染。且新风量不得低于卫生标准（每人每小时30立方米）。达不到标准者应通过合理开启门窗，加强通风换气，以获取足额新风量。b 对于只采用独立式空调器（机）供冷供热的房间，应合理开启部分外窗，使空调房间有良好的自然通风。c 在疫情期内，空气空调系统应在每天空调启用前或关停后，让新风和排风机多运行1小时，以改善空调房间室内外空气流通。d 空调机房内空调箱的新风进气口必须用风管与新风竖井或进风百叶窗相连接，禁止间接从机房内、楼道内和天棚吊顶内吸取新风。2.3空调系统的清洗及消毒 空调机房内应保持清洁、干燥，严禁存放无光物品。 集中空调通风系统应当保持清洁、无致病微生物污染，并按照下列要求定期清洗：a 开放式冷却塔每年清洗不少于一次；b 空气过滤网、过滤器和净化器等每六个月检查或更换一次；c 空气处理机组、表冷器、加热（湿）器、冷凝水盘等每年清洗一次；d 风管系统（指集中空调通风系统中用于处理和输送空气的风管、风口、空气处理机组及其他部分）清洗应当符合集中空调通风系统清洗规范。3、 集中空调通风系统紧急情况判断及应急处理措施3.1、商场出现下列情形，应当立即对集中空调通风系统进行清洗和消毒，待其检测、评价合格后，方可运行 当出现冷却水、冷凝水中检出军团菌； 空调送风中检出军团菌、溶血性链球菌等致病微生物 风管积尘中检出致病微生物，风管积尘量为每平方米分管内表面大于20克等情况时。3.2、发生空气传播性传染病暴发流行时，集中空调通风系统应当符合下列要求方可运行： 采用全新风方式运行； 安装具有检测合格证明的空气净化、消毒装置，并保证该装置有效运转； 风机盘管加新风的空调通风系统，能确保各房间独立通风。3.3、空气传播性传染病流行期间的卫生要求 当地发生可能通过空调系统传播的空气传播性传染病疫情时，应按照卫生行政部门的要求启动本应急预案； 公共场所内发现空气传播性传染病病例或者疑似病例，应按照中华人民共和国传染病防治法的要求报告疫情，并按照当地卫生行政部门的要求对公共场所及其空调系统进行消毒处理。3.4、集中空调通风系统停用后应采取的其他通风与调温措施 所有商场、办公室区域应适当打开外窗，同时打开用于消防排烟的排烟风机，使空气从室外通过窗子进入室外后，通过消防排烟风机排走； 对于部分如厨房加工间、电气较多的家电等温度较高区域，宜配备单独的风扇散热。4、 商场发生空气传播性疾病应急处置工作制度4.1、应急预案启动条件在商场内突然发生，造成或可能造成商场顾客及员工健康严重损害的重大空气传播性疾病隐患、原因不明的空气性传播疾病及其他严重影响公众健康事件时，立即启动本应急预案。4.2、商场成立空气传播性疾病应急处置组担当空气性疾病发生时紧急处置工作。空气传播性疾病应急处置组由商场管理层、各部门应急意识强烈、接受过一定的预防空气传播性应急处置指示、技能培训的同事组成。为提高应急处置效率，最大化发挥应急处置组在发现商场存在空气性传播疾病隐患并及时展开应对工作的作用，对小组成员进行分工，一边加强组织管理。应急处理组织架构如下图：商场总经理商场副总经理总经理办公室总务部副部长 支援组设备组报警组疏散组消毒组外联组4.3、应急处理组职责明细 应急处理第一责任人：商场总经理职责：统筹管理应急处置组，协调各个功能组展开商场突发空气性传播疾病应急处理工作。 总务部部长职责：在商场突发空气性传播疾病情况发生时，全面负责集中空调通风系统的应急管理。下辖设备组及支援组。设备组负责检查集中空调通风系统运转状况，维护通风设备正常运转，并判断如在商场突发空气性传播疾病情况时，是否需关闭集中空调通风系统。支援组负责协助设备组维护商场集中空调通风系统，并联系总部工程部及供应商，寻求技术支持。 商场副总经理职责：负责在商场突发空气性传播疾病情况产生时，全面负责人员疏散、现场秩序维持及警戒工作等。下辖报警组、疏散组及消毒组。报警组当班保安科长（负责了解突发空气性传播疾病具体情况，根据管理层的现场决定向当地卫生及防疫部门报警并负责保证商场通道顺畅、确保商场外围环境整齐无路障，联系并引导卫生防疫部门工作人员及车辆进入商场）；向总部第一事件回报商场突发空气性传播疾病情况。疏散组由商场安全小组、前台主管及各楼面部门主管组成。负责在商场突发空气性传播疾病情况产生时，联系播音室，通知顾客撤离商场，并安全引导顾客从楼面到电梯、到各安全出口有序撤离，务必确保每个撤离环节，每个顾客都能得到有序疏散。消毒组负责在卫生防疫部门人员尚未到达前，对商场进行初步消毒，尽可能控制传染源，遏制并阻断可能造成扩散的一切联系。 总经理办公室职责：协同商场总经理进行危机公关工作，负责就商场突发传播性疾病的情况对媒体及公众进行解释说明工作，确保事件信息传递迅速、真实、透明、到达有效。下辖外联组。外联组由行政人事部部长及商场顾客服务小组组成。具体分工如下：行政人事部部长负责向当地媒体及公众通报商场突发空气性传播疾病的真实情况，针对有可能产生的谣言及夸大信息，及时进行阐明解释工作，避免不实信息进一步扩散传播，从而引起公众不必要的恐慌。商场顾客服务小组针对有可能由于商场突发空气性传播疾病而导致的个别顾客身体不适等情况，及时送顾客至医院治疗；对无身体不适状况的顾客进行适当的精神抚慰。总经理办公室负责向全国性媒体通报事件情况，着力消除事件有可能在全国范围内引起的不必要的负面影响。5、 商场突发空气性传播疾病应急联系清单 政府部门：中华人民共和国卫生部电话：010-三河市卫生局电话： 0316- 三河市疾控中心电话： 0316- 商场商场总经理办公室电话： （0316） 商场总经理电话： 总务部副部长电话： 行政人事部长电话： 单位（盖章）：以区域为单位进行有效组织，通过全国统一商品营销和区域活动促销的方式相结合，紧抓春节黄金时段，及节中、节后的消费需求，以中国古今结合“穿越式”的龙年春节文化为主题，security, profit, maintain stability and promote harmonious development as the main content of the three guarantees theme practice activities and stressing party spirit, to conduct, for example campaign, party and further improvement of the level of work.
