FIELD OF APPLICATION AND SCOPE 1.1. 适用范围适用范围 1.1.This Regulation applies to the external projection of goods vehicles of categories N1, N2 and N3, limited to the external surface as defined below. DEFINITIONS 2.2. 定义定义 For the purposes of this Regulation: 就本法规而言： 2.1 External surface means that part of the vehicle forward of the cab rear panel as defined in paragraph 2.5. below, with the exception of the rear panel itself, and includes such items as the front wings, front bumpers and front wheels; 2.1 外表面：指下面第2.5 条定义的驾驶室后板前面车辆部分，不包括后板自身， 包括象前翼子板，前保险杠和前轮这些部件； 2.2 Vehicle approval means the approval of a vehicle type with regard to its external projections; 2.2 车辆认证：指车型就其外部凸出物方面的认证； 2.3Vehicle type means motor vehicles which do not differ in such essential respects as the external surface; 2.3 车辆类型：指在诸如外表面等主要方面一致的机动车辆； 2.4 Cab means that part of the bodywork which constitutes the driver and passenger compartment, including the doors; 2.4 驾驶室：指构成驾驶室和乘客舱的车身部分，包含车门； 2.5 Cab rear panel means the rearmost part of the external surface of the driver and passenger compartment. Where it is not possible to determine the position of the rear cab panel, for the purposes of this Regulation it would be deemed to be the vertical transversal plane situated 50 cm to the rear of the R point of the driver seat, with the seat, if adjustable, located at its rearmost driving position (see annex 3). However, the manufacturer may, with the agreement of the technical services, request an alternative distance if 50 cm can be shown as being inappropriate for a particular vehicle; 2.5 驾驶室后板：指驾驶室及乘客舱外表面的最后部分。从那里不可能确定后壁板 位置，就本法规而言，应当认为它是位于驾驶座椅“R”点后面50 cm 处的铅垂横 向面板。若该座椅可调，应将其置于其最后的驾驶位置（见附录3）。不过，在试 验检验机构允许的条件下，若认为50 cm 对特定车辆不适合，则制造厂可以要求另 一距离； 2.6 Reference plane means a horizontal plane passing through the centre of the front wheels or a horizontal plane situated at the height of 50 cm above the ground, whichever is lower; 2.6 基准面：指通过前轮中心水平平面或位于地面以上50 cm 高度处的一水平平 面，选二者中较低的一个； 2.7Floor line means a line determined as follows: When a vertical-axis cone of undetermined height having its side at an angle of 15 to the vertical is moved about the external surface of the loaded vehicle so as to remain in contact with the external surface of the body at its lowest point, the floor line is the geometrical trace of the points of contact. In determining the floor line, no account shall be taken of the exhaust pipes or wheels, or of functional mechanical features attached to the under-body such as jacking points, suspension mountings or attachments for use in towing or in case of breakdown. In the spaces at the outside of wheel arche6 an imaginary surface extending the adjacent external surfaces without change of position snail be assumed. The front bumpers shall be taken into account determining the floor line. Depending on the type of vehicle, the trace of the floor line may be at either the outer edge of the bumper profile or at the body Panel below the bumper. APPROVAL 4.4. 认证认证 4.1 If the vehicle submitted for approval pursuant to this Regulation-beets the requirements of paragraphs 5. and 6. below; approval of that vehicle type shall be granted. 4.1 按照本设计法规提交认证的车辆若满足下面第5 条和第6 条的要求，则应批准 该车型的认证。 4.2 An approval number shall be assigned to each type approved. Its first two digits (at present 00 for the Regulation in its original form) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party shall not assign the same number to the same vehicle type having a different external structure or to another vehicle type. 4.2 对每一种认证批准的型式，应授予一个认证号，其前两位数字（00 为本设计 法规原始版本号）代表认证发布时本设计法规的最新修订系列。同一协议方不得将 同一个认证号授予具有不同外部结构的同一车型或另一车型。 4.3 Notice of approval or of refusal of approval of a vehicle type pursuant to this regulation shall be communicated to the Parties to the Agreement which apply this Regulation, by means of a form conforming to the model in annex 1 to this Regulation and of drawings and photographs cited in paragraphs 3.2.1. and 3.2.2. supplied by the applicant for approval, in a format not exceeding A4 (210 x 297 mm) or folded to that format and on an appropriate scale. 4.3 按本设计法规对某一车型作出的认证批准，或认证拒绝均应以通知书形式通知 该协议有关各缔约方，通知书的格式应与本设计法规附录1 相符。申请认证用的， 第3.2.1 条及第3.2.2 条中引用的图纸和照片尺寸均不能超过A4（210 mm297 mm）幅面，或叠成A4 幅面并且大小合适。 4.4 There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation an international approval mark consisting of: 4.4 在获得本设计法规车型认证批准的每一辆车上，在详细说明该认证形式的某一 方便的位置上，可加以一明显的国际认证标志，其构成如下： 4.4.1 a circle surrounding the letter E followed by the distinguishing number of the country which has granted approval(1) 4.4.1 环绕字母“E”的一圆圈后面接已批准认证国家的区分号码(1) 4.4.2 the number of this Regulation, followed by the letter R, a dash and the approval number to the right of the circle prescribed in paragraph 4.4.1. 4.4.2 在4.4 条中规定的圆圈右边，标上本法规号，大写字母“R”，一短划线和 认证号。 4.5 If the vehicle, conforms to a vehicle type approved, under one or more other Regulations annexed to the Agreement, in the country which has granted approval under this Regulation, the symbol prescribed in paragraph 4.4.1. need not be repeated, in such a case, the Regulation and approval numbers and the additional symbols of all the Regulations under which approval has been granted in the country which has granted approval under this Regulation shall be placed in vertical columns to the right of the symbol prescribed in paragraph 4.4.1. 4.5 获得本设计法规认证批准的车辆，若满足已按其他一个或多个附加到本协议的 其他设计法规认证的车型时，则4.4.1 条所述的认证标志不必重复。这种情况下， 只需在该标志右方的纵向，逐行列出其他各项已获得认证批准的设计法规号和认证 号以及附加符号。 4.6 The approval mark and the additional symbol shall be clearly legible and be indelible. 4.6 认证标志及附加符号应清晰、易认、耐久。 4.7 The approval mark shall be placed close to or on the vehicle data plate affixed by the manufacturer. 4.7 认证标志应位于制造厂车辆技术规格标牌附近。 4.8 Annex 2 to this Regulation gives examples of arrangements of approval marks. 4.8 本设计法规附录2 给出了认证标志布置示例。 5. Subsequent numbers shall be assigned to other countries in the chronological order in which they ratify the Agreement concerning the Adoption of Uniform Conditions of Approval and Reciprocal Recognition of Approval for Motor Vehicle Equipment and Parts, or in which they accede to that Agreement, and the numbers thus assigned shall be communicated by the Secretary-General of the United Nations to the Contracting Parties to the Agreement. SPECIFIC REQUIREMENTS 6.6. 特殊要求特殊要求 6.1 Ornaments, commercial symbols, letters and numbers of commercial markings 6.1 饰件、商用符号、商用标识数字和字母 6.1.1 Ornaments, commerci,11 symbols, letters and numbers of commercial markings shall not have any radius of curvature of less than.2.5 mm.This requirement does not apply to the parts if they do not protrude more than 5 mm from the surrounding surface; however, in this case their edges directed outwards shall be blunted. 6.1.1 饰件、商用符号、商用标识数字和字母的曲率半径不应小于2.5 mm，但若这 些部分未凸出周围表面5mm，则可不受此限制。但是，在这种情况下，它们朝外的 边缘应是钝的。 6.1.2.Ornaments, commercial symbols, let; and. numbers of commercial markings, which project more than 10 mm from the surrounding surface shall retract, become detached or bend ,over under a force of 10 daN exerted at their most salient point in any direction in .a plane approximately parallel to the surface on which they are mounted. To apply 10 daN force a flat ended ram of net more than 50 mm diameter shall be used. Where this is not possible, an equivalent method shall be used. After the ornaments are retracted, detached or bent over, the remaining portion shall not project more than 10 mm and shall not have any pointed, sharp or cutting edges. 6.1.2 饰件、商用符号、商用标识的数字和字母，当它们凸出周围表面10 mm 时， 在几乎平行于安装它们平面的某一平面的任何方向最凸出点，在受到10 N 的力时 即应缩回、脱落或弯曲。施加10 N 的力要运用一直径不大于50 mm 的平头锤。若 不能这样，应使用其他等效方法。饰件在缩回、脱落或弯曲后，残留部分凸出不应 超过10 mm，也不应有任何尖锐边缘。 6.2. Headlamp visors and rims 6.2 前照灯遮光板和灯圈 6.2.1 Projecting. visors ,and rips shall be permitted on headlamps provided that their projection as measured in relation to the external transparent surface of the headlamp does net exceed 30 mm and chair radius of curvature is at least 2.5 mm throughout. 6.2.1 前照灯上的凸出的遮光板和灯圈，若相对前照灯的配光玻璃外表面不超过30 mm，且曲率半径不小于2.5 mm，那么它们是被允许的。 6.2.2.
