Japans first government white paper on the still largely taboo phenomenon of death by overwork has revealed that a fifth of surveyed companies acknowledge their full-time staff works dangerously long hours. The 280-page report published almost three decades after Japan legally recognised death driven by overwork, known as karoshi acknowledged that its contents made for bleak reading. Nearly 11 per cent of companies surveyed said they had full-time staff working at least 80 hours of overtime a month a level which, by official acknowledgment, brings an increased risk of death from cardiovascular issues and other problems. Almost 12 per cent of companies surveyed said they had staff working more than 100 hours of overtime a month. The white paper, which was forced into existence by a 2014 private members bill obliging the government take responsibility for preventing deaths and suicide through overwork, follows a year in which karoshi compensation claims surged to a record high of 1,456. Even then, say lawyers who have represented the families of victims, the issue is greatly understated and barely discussed. The survey had hoped to base its research on responses from 10,000 Japanese companies; in fact, it received replies from just 1,743. Government efforts have yet to bite, say labour groups. Gentle slogans urging armies of reluctant salarymen lets work shorter hours, or more practical measures such as turning office lights out at 7pm, are making no visible dent in a work culture that has devised few mechanisms for evaluating achievement beyond simply counting the hours worked. The fundamental problem, said Koichi Nakano, a political scholar at Tokyos Sophia University, is that neither the government nor the business sector is especially keen to inform workers of their rights and to uphold them. At the heart of the issue is a deeply unenlightened but persistent attitude on the part of the government and management that regards selfless dedication to the company shown through long hours at the office as a prime virtue?.?.?.?in reality it is arguably responsible for the steady decline of the Japanese corporate competitiveness, said Prof Nakano. Reported karoshi deaths in the 2015 financial year ending in March, published by the labour ministry in April, were concentrated on sectors such as social services and construction. These are on the front lines of Japans chronic labour shortage itself a slow-burning crisis that derives from the countrys long-term demographic decline and historic resistance to large-scale immigration. The survey underlying the new white paper found 44 per cent of IT companies admitted that some of their employees worked more than 80 hours of overtime a month. But the problem is more widespread. The publication of the white paper came just a week after a Tokyo labour standards office ruled that the suicide of young graduate recruit at the Dentsu advertising agency had been a case of karoshi. The family of Matsuri Takahashi, 24, said she took her life after racking up 105 hours of monthly overtime.24岁的Matsuri Takahashi的家人表示,她在月加班时间超过105个小时后结束了自己的生命。She had worked in Dentsus digital advertising division the unit at the centre of a developing scandal that involved overcharging clients, and which Dentsu blamed on staff shortages. Across the full- and part-time workforce, the average hours worked by individuals are falling very slightly, said the white paper, but that includes the rising cohorts of part time workers. Among full-time staffers, on whom karoshi-generating pressures fall most heavily, approximately 21 per cent of Japanese work an average of at least 49 or more hours a week far above the 12.5 per cent and 16 per cent rates reported in Britain and the US respectively. Hillary Clinton and Donald Trump traded insults in a bitterly contentious second debate that saw the Republican regain some of his footing following a disastrous two weeks that had threatened to derail his populist campaign for the White House. After declining to shake hands as they came on stage, the candidates launched into some of the most acrimonious and personal exchanges seen on a presidential debate stage as they questioned each others fitness to serve as president. Mrs Clinton attacked her rival over the 2005 video where he discussed groping women in vulgar language, while Mr Trump vowed to appoint a special prosecutor to investigate her email scandal. Mrs Clinton said the video, which emerged on Friday, was more evidence that Mr Trump disrespected women and lacked the temperament to be president. Defending his words as “locker room talk,” Mr Trump denied having assaulted any women, and sought to turn the tables on her husband, Bill Clinton, accusing the former president of being one of the worst abusers of women. “If you look at Bill Clinton, far worse. Mine were words and his were action,” Mr Trump said. In heated exchanges on subjects from healthcare and tax policy to how the US should respond to the humanitarian crisis in Syria, Mrs Clinton repeatedly tried to rile her opponent as she had successfully done in the first debate. But Mr Trump was more disciplined than he had been two weeks ago. While Mrs Clinton argued that he was temperamentally unfit to be president, he focused on a core argument for his campaign team: that after 30 years in public service his rival is the epitome of the political status quo. “She doesnt do anything about anything other than talk. With her, its all talk and no action,” Mr Trump said, resurrecting a line he often uses at campaign rallies. Mr Trump has been under intense pressure since the release on Friday of an Access Hollywood video, in which the former star of The Apprentice boasted in coarse language about trying to have sex with married women, groping women against their will, and claiming that beautiful women liked to kiss him just because he was a star. He also faced criticism after separate audio recordings captured him telling a shock jock that it was fine to call his daughter Ivanka a “piece of ass”. He apologised for his vulgar words in a video statement released late on Friday night. But at the same time, he suggested that his words were less egregious than Mr Clintons past sexual scandals, and accused Mrs Clinton of bullying her husbands “victims”. Shortly before the debate, Mr Trump held a short press conference with three women who have accused Mr Clinton of sexual abuse, including Juanita Broaddrick, who has accused him of rape a charge that the former president has denied. The women were in the audience for the debate, as were both candidates families. Mr Trump did not suffer significantly from the many controversial comments that he made over the past year, from describing Mexican immigrants as “rapists” to denigrating John McCain for being captured after he was shot down over Vietnam. But with only a month until the November 8 election, the video has sparked huge criticism, and forced many Republicans to withdraw their support for their presidential nominee. Several high-profile Republicans have also called on Mr Trump to withdraw from the race. Mr Trump has fallen in the polls since the first debate when his performance was widely panned. Mrs Clinton skilfully got under his skin over everything from his refusal to release his tax returns to his description of a former Latina beauty queen as “Miss Piggy” and “Miss Housekeeping”. Jana: So Peter, you also learned English as a foreign language, right? Jana: Its not your first language? So how did you do it? Peter: Thats a good question. When I think back, I think, I try to think about the things that helped me most and I think it was a funny combination of things. I had one really interesting English teacher, she was really strict, but she was really interesting and I think she inspired me in some ways because her English was so good and I thought wow thats really great. I wouldnt mind being able to be as good as her. The other thing that really helped me was reading like I really read so much in English. I think you mentioned, I remember you saying that too at some other point. Jana: Yeah, I think so too. I read a lot, not because I wanted to learn but because I like reading and so I read in English and later on I realized I must have learned a lot of vocabulary and things that I didnt even realize I learned. Peter: I think yes. Jana: Just through reading. Peter: Yeah, the same thing happened to me. My home had so many books in it, I was lucky I guess in that way and at least half of them were in English and when I discovered that there were books in the house that I couldnt get into and I was really into stories and reading, I felt so angry that I couldnt get into them so I said OK Ill start try and read them and I guess it started off there because then I started reading so much and it was really good for me in the end, I think. Jana: So that was your motivation, you wanted to read those mysterious books? Peter: Yes and it was really good for me that way I guess. Jana: Thats interesting. You see people ask me how did I learn English. I didnt really have a plan, I just enjoyed English thats why I studied in my free time but I didnt think of it as something I have to do, I just did it for fun. Peter: I think so too for me. Also in high school I remember my classmates complaining about all the homework in English and they couldnt do it and they used to come to me for help and then I thought but hang on its not, it doesnt feel like work to me, it just feels like something kind of fun. Jana: Thats right. Peter: But I cant tell you where that fun started. I guess it has something to do with being curious about things that are written or said. Do you think so? Jana: Yeah, I also sort of remember when I first became interested in English but later on when I met some people from different countries, I became more interested in communicating with them and, like you said, my teacher also inspired me. I enjoyed just chatting to her in English. Peter: Really? Jana: Yeah, it was basically fun. It was not studying hard for me. Peter: Yeah, I suppose its the same for me I think
