Poor people from the city centers, who steal to buy food or clothing are equally criminals, in the eyes of the law.Criminals work in different ways. Some work alone; others work in teams. Still others join in their efforts to form gangs and other criminal groups.These groups must not be confused with what is known as organized crime. Organized crime is a vast network, involving thousands of criminals across the nation. It is managed like a large corporation. It has leaders and representatives located in most of Americas major cities.Organized crime runs gambling rings and sells drugs to thousands of city residents and other citizens. It also extends its activities into legal industries and labor unions. Organized crimes powerful leaders have bought their way into many businesses such as high-rise apartments, restaurants, hotels, and theaters. These men also enter the stock market, control the labor supply in some industries, and threaten some businesses with strikes. They have even bribed many city, state, and even federal government officials.Juvenile delinquency (青少年犯罪)The term juvenile delinquency refers to acts committed by persons under eighteen years of age. These same acts, if committed by adults, are crimes for which the adult could be sent to jail. A young offender, however, goes before a court for youth rather than before an adult criminal court. If he is found guilty by the judge, he can be released in the care of his parents, or sent to a special institution.Juvenile delinquents come from every class, every race, and every national group in American society. Newspapers often describe crime in wealthy communities just outside of the city. However, most of Americas juvenile delinquents come from the poor areas of our cities. Here in New York, in the inner city, children are born into a pattern that leads to delinquency and crime. Crime has always been heaviest among the minority groups in the poor parts of cities. When the Irish lived in these places, most of the criminals were Irish. When the Italians lived in these poor areas, most of the criminals were Italian. Now the minorities in these places are black and Puerto Rican Americans.Drugs and crimeWhy do people become criminals? Some are just plain greedy; they want to get rich quickly. But others find life hopeless; they do not think that they can make it in a normal job. So they turn to a life of crime. Still another large group of criminals and young delinquents are forced to steal, attack, and even murder. These are the drug addicts, and very few of them make enough money to support their addiction.Drugs are brought into this country through the efforts of organized crime. They are sold to local drug sellers or pushers, who are often addicts themselves. The pushers then sell the drug to the addicts. Often this sale is made on the street, in the open, and in full view of all passers-by.The retail price of many drugs is high. Some addicts must pay up to $100 a day to support their addiction. In order to buy the drug they need, these addicts must steal anything which they can sell for cash. This total amount can be staggering (惊人的). For example, New York City has the highest number of drug addicts in the country-estimating ranging from 50,000 to 100,000. That means that addicts must steal things worth nearly $15 million daily in New York City just to support the trade in drugs! Drug traffic and drug abuse are truly the causes of many crimes.The roots of city crimeCrime in the cities involves many thousands, perhaps millions of people. Many billions of dollars are stolen in goods and cash. Much of this wealth goes into the hands of the directors of organized crime. Part of it also goes into the hands of businessmen, office workers, and merchants. These white collar criminals steal perhaps billions of dollars annually from the businesses where they work.Business criminals are only a percentage of the total number of reported criminals. The largest number of the reported criminals, like the largest number of young delinquents in cities, are the underprivileged. These are the poor people who live in poor city neighborhoods.Poor people are more likely to turn to crime because they need money. Also, poor people feel that the laws are the laws of the rich. They feel that they can break these laws to get what they need. In the poor areas of cities, where many people are unemployed and poorly educated, crime sometimes seems the only way to succeed. It may be more risky, but it pays better than welfare or an unskilled job.Preventing and reducing city crimeAnti-crime programs, in which cities participate, are many and varied. But generally they fall into two categories. One type of the program attacks the conditions, such as poverty, that breed crime. The other type tries to detect, arrest, punish, and change criminals so that they no longer commit crimes.As you know, poverty itself is one of the biggest causes of city crime. Therefore, all the measures which a city takes to fight against unemployment are effective in reducing city crime.Many cities are also trying to improve the living standard of disorganized families. A broken home life usually encourages young people to commit crime. In this type of program, the community provides social services and counseling to families in need. Crime prevention in many cities also centers on the fight to keep young people from becoming criminals. If young people can be kept from entering a life of crime, crime rates can be greatly reduced. Many cities have put funds into various youth education programs.If the cities improve their living and working conditions it is likely that city crime will decrease. If, however, Americas poor continues to feel left out of American society, if poor areas are allowed to grow, then city crime will increase.In addition, the American people must change their attitudes toward crime. They must see crimes which harm society, such as bribery, pay-offs (分赃), and deception, as seriously as they see rape (强奸), robbery, and even murder.
