关于落实电梯安全管理主体责任的情况及措施

Carried out in spring and autumn of security inspections, flood control and inspection, safety production month, day supervision of production safety and the Olympic Games and other关于落实电梯安全管理主体责任的情况及措施为了进一步加强电梯安全管理，落实主体责任，我公司对电梯的安全管理主体责任情况及措施总结如下：1、 切实加强电梯使用环节的安全管理,确保电梯安全运行，我公司认真落实条例的有关规定,切实承担电梯使用安全管理的主体责任,并履行以下职责: 1、按照条例规定的时限,及时按期申报电梯定期安全检验（即年检）,办理电梯使用登记手续。 2配备专（兼）职电梯安全管理员,定期对其进行安全教育和培训,且必须持证上岗。 3制订完善的电梯安全使用管理制度，档案包括电梯安全技术档案管理制度、安全管理员岗位职责、安全使用管理制度和安全注意事项、日常安全检查保洁制度、事故应急措施和救援预案等。 4在电梯轿厢内显著位置向电梯乘客明示有效的安全检验合格标志,在电梯轿厢内或出入口处等显著位置设置安全注意事项和警示标志。5严格按照有关强制性国家标准和安全技术规范，配置轿箱内紧急求救通迅装置，并确保其始终完好可靠，保证乘客在被困情况下能方便、快捷地对外发出持续有效的呼救信号。6禁止任何无合法资格的单位和人员从事电梯维保业务，电梯用户必须与具有相应资质的电梯维保单位签订维保合同。需自行维保自用电梯的单位，必须按条例的规定申办电梯维修许可证。 7对特种设备安全监察机构、检测检验机构或电梯维保单位因电梯存在安全隐患而发出的暂停使用电梯的指令，无充分正当理由不得继续强行使用电梯，并应立即组织隐患整改。 8建立内容完整、资料齐全的电梯安全技术档案，包括制造单位提供的产品质量合格证、使用维护说明书、电气原理图等随机文件；电梯定期检验报告和定期自行检查记录、日常使用状况记录；电梯运行故障和事故记录等。 二、强化监管，规范电梯维保工作 电梯日常维护保养直接关系到电梯安全运行，关系到电梯乘客的生命安全和身心健康。为规范电梯维保工作，依据条例对从事电梯维保的单位提出以下要求： 1我公司规定从事电梯维保的单位必须按条例规定取得相应资格，从事电梯维保工作的人员必须持证上岗。 2建立健全电梯维保管理制度，包括建立安全质量保证体系、各类人员岗位责任制、现场安全操作规程、电梯维保安全质量检查考核制度、24小时值班急修制度、紧急故障处理规程以及应急措施和救援预案等。 3电梯维保严格按照电梯使用维护保养说明书规定的项目、方法和周期，以及甲乙双方约定的内容执行，并确保所维保的电梯符合国家强制性标准和安全技术规范的要求。 4我公司按照条例规定，至少15日要按照维保工作计划进行一次预防性维保，对电梯进行了清洁、润滑、调整和检查，发现问题和隐患要及时予以排除，并做好详细的记录存档备查。 5我公司在电梯轿厢内设置24小时维保应急救援电话，并确保通讯联络畅通，一旦发生电梯困人等紧急事故能够在第一时间接收报警求救电话。电梯维保单位应在30分钟内赶到现场，迅速有效安全地开展救援工作。 6我公司能及时申报电梯定期安全检验，张挂有效期内的安全检验合格标志以及安全注意事项和警示标志。 三、完善电梯应急救援体系电梯应急救援是电梯安全管理工作的一项必不可少的重要内容，应急救援迅速，处置得当，可消除隐患，化险为夷；反之，应急迟绶或不当，被困人员可能因恐慌而做出一些危险行为，甚至酿成人身伤亡事故。我公司制定了电梯事故应急救援预案，并定期进行演练。具体预案如下：1、电梯进水的处理 电梯一旦发生进水情况，应立即切断电梯总电源（包括动力和照明电源），阻止进水后，首先清理机房和井道等处的积水，在电梯层门口设置“电梯故障、禁止使用”的警示牌，同时通知专业电梯维修人员进行维修。2、发生火灾的处理 （1）、大楼一旦发生火灾，应立即拨打“119”电话； （2）、立即通过消防通道有序疏散建筑内的人员离开，劝阻人员请勿乘坐电梯； （3）、立即启动电梯的消防迫降运行功能：用已配置火警信号与电梯联动功能，电梯会自动迫降； （4）、将电梯停在基站，关闭电梯门并切断动力和照明电源。3、 发生地震（1）、如果有地震预报，应将电梯停在基站，关闭电梯门并切断电梯动力和照明电源；（2）、如果突发地震灾害，应立即使电梯就近平层、开门，使乘客快速离开轿厢，在条件允许的情况下，立即切断电梯动力和照明电源；（3）、我单位电梯未订地震功能，可通过通话装置指导轿厢内乘客使电梯就近平层、开门后立即离开轿厢，不得再进入，当确认电梯内无人后，在条件允许的情况下，立即切断电梯动力和照明电源。4、 困人救援 电梯发生故障且有乘客被困时，应迅速切断电梯的动力和照明电源，同时通知电梯维修人员尽快至机房按救援说明使用盘车装置手动将轿厢移至平层区，打开电梯门救出乘客，在整个过程中应使用通话装置与轿厢内乘客通话，对被困乘客进行安抚，稳定其情绪，消除其恐慌感。不要轻易尝试释放乘客，并劝告乘客不要盲目尝试自救。为便于被困乘客救援，应在轿厢内醒目处设置有维修单位名称、救援电话号码等信息标识。5、 其它妨碍电梯正常运行的情况 一旦发现电梯运行不正常，应立即停止电梯运行，同时通知电梯专业维修人员进行检查。若有人员伤害或重大设备损坏时，积极组织抢救，并注意保护现场，同时立即报告高新区质量监督部门。6、事故后的处理 （1）、电梯进水、火灾、地震等其它灾害发生后，应由电梯专业维修人员对电梯进行全面检查，更换损坏部件，确认能运行方可投入使用。 （2）、电梯困人救援结束后，由电梯专业维修人员对电梯进行全面检查，排除故障后方可投入使用（3）、其它妨碍电梯正常运行的情况排除后，电梯方可投入使用。 7、电梯管理人员 安全管理人员： 张文明 电话：0871- 苏金东 电话：0871- 云南铜业科技发展股份有限公司 2011年4月22日主要介绍的是永磁直流电动机；首先简述了永磁电机、永磁直流电动机从产生到到逐步改善的发展过程，以及以此为基础的未来发展的趋势；activities, comprehensive and tamping Safety Foundation .
