(5) insisted innovation, and coordination, and green, and open, and shared development is relationship China development global of one deep change, according to new development concept do job; (6) practice line Socialist core values, promote Socialist thought moral and Chinese traditional virtue第一章总则第一条【编制目的和依据】为提高集团公司保障生产经营安全和处置突发事件的能力，最大限度地预防和减 少突发事件及其造成的损害，保障员工的生命健康安全，维护国有资产安全和企业稳定，促进和谐企业建设，根据国务院颁发的国家突发公共事件总体应急预 案，特制定本预案。第二条【适用范围】本预案适用于集团公司负责或参与处置突发事件的应对工作。本预案指导集团公司本部及所属单位的突发事件应对工作。第三条【分类分级】本预案所称突发事件是指突然发生，造成或者可能造成重大人员伤亡、财产损失、生态环境破坏和严重社会危害，危及企业安全和公共安全的紧急事件。突发事件主要分为以下四类：(一)自然灾害。主要包括水旱灾害、气象灾害、地震灾害、地质灾害、海洋灾害、生物灾害和森林草原火灾等。(二)事故灾难。主要包括企业的各类安全事故、交通事故、公共设施和设备事故、核与辐射事故、环境污染和生态破坏事件等。(三)公共卫生事件。主要包括传染病疫情、群体不明原因疾病、食品安全和职业危害等。(四)社会安全事件。主要包括恐怖袭击事件、民族宗教事件、经济安全事件、涉外突发事件和群体性事件等。上述各类突发事件往往是相互交叉和关联的，某类突发事件可能和其他类别的事件同时发生，或引发次生、衍生事件，应当具体分析，统筹应对。各类突发事件一般分为四级：级（特别重大）、级（重大）、级（较大）和级（一般），分级标准按国务院及其主管部门的规定和集团公司制订的规定执行，作为突发事件信息报送和分级处置的依据。第四条【工作原则】以人为本，减少灾害。居安思危，预防为主。统一领导，分级负责。依法规范，加强管理。快速反应、协同应对。依靠科技，提高素质。第五条【应急管理体制】集团公司本部及所属单位应当按照分类管理、分级负责和条块结合、属地管理为主的应急管理体制，在各级党委的领导下，积极配合各级人民政府及其主管部门依法处置各类突发事件，接受各级应急管理机构和指挥机构的领导和指挥。第六条【应急预案体系】本预案所称应急预案是指企业内部处置突发事件的专门制度，集团公司应急预案体系包括：(一)突发事件总体应急预案。总体应急预案是应急预案体系的总纲，由集团公司制订并发布实施。(二)突发事件专项应急预案。专项应急预案是为应对某一类型或某几种类型突发事件而制订的应急预案，由集团公司（专业公司）制订并发布实施。（三）集团公司本部应急预案及所属单位制订的应急预案。各类预案应根据实际情况变化，由制订单位及时修订。专项预案构成种类将不断补充、完善。第二章组织体系第七条【领导机构】集团公司本部是公司系统突发事件应急管理工作的企业内部领导机构。集团公司总经理 领导突发事件应急管理工作，集团公司有关领导按照业务分工和在相关应急指挥机构中担任的职务，负责相关类别突发事件的应急管理工作；必要时，派出集团公司 工作组指导有关工作。第八条【办事机构】集团公司总经理工作部是突发事件应急管理的办事机构，设集团公司应急管理办公室 （集团公司总值班室，下同），归口管理集团公司应急管理工作，指导集团公司系统突发事件应急体系建设；履行值守应急职责，综合协调信息发布、情况汇总分析 等工作，发挥运转枢纽作用。集团公司应急管理办公室实行24小时值班，在本预案第十三条规定的信息报告渠道出现联络障碍时，事发单位可以直接向集团公司应急管理办公室报告突发事件。第九条【工作机构】集团公司有关部门按照职责分工，归口负责相关类别突发事件的应急管理工作，承担相 关应急指挥机构办公室的职责。负责制订和组织实施相关专项应急预案，督促落实集团公司领导批示、指示及有关决定，及时向国务院有关主管部门报送紧急重要情 况，指导和协调集团公司所属单位做好相关类别突发事件的预防、应急处置和调查处理等工作。第十条【基层机构】集团公司所属单位（包括分支机构、区域子公司、上市公司、流域公司）按照分级负责的原则，负责本区域、本企业各类突发事件的应对工作，其办事机构、工作机构及其职责可参照本预案予以确定。第三章运行机制和应急保障第十一条【预警响应】集团公司本部及所属单位要根据各级人民政府及其有关部门发布的突发事件预警信息，及时采取预防措施，加强风险控制，避免和最大限度减少突发事件可能造成的损失。预警级别依据突发事件可能造成的危害程度、紧急程度和发展态势，一般划分为四级：级（特别严重）、级（严重）、级（较重）和级（一般），依次用红色、橙色、黄色和蓝色表示。预警信息包括突发事件的类别、预警级别、起始时间、可能影响范围、预警事项、应采取的措施和发布机关等。 第十二条【应急响应】企业所在地发生突发事件时，有关企业要服从地方党委的统一领导，积极参加政府组织的抢险救援和应急处置工作。第十三条【信息报告】企业发生突发事件后，事发单位应当按照分级管理、逐级上报的原则，按照相关专项 应急预案的规定，及时上报集团公司有关部门。不得迟报、谎报、瞒报和漏报，同时按规定通报当地政府及其有关部门。报告内容主要包括时间、地点、事件性质、 影响范围、事件发展趋势和已经采取的措施等。应急处置过程中，要及时续报有关情况。集团公司有关部门接到报告后，应问清重要信息和情况，立即报告集团公司领导，并将集团公司领导作出的处置突发事件的批示或指示传达给事发单位，及时转报国务院有关主管部门，启动相关专项应急预案，指导事发单位开展应急处置工作，跟踪反馈落实情况。影响重大的突发事件，要按照关于建立公司系统重要情况报告制度的通知（中国华电总2003123号）的规定，在事发后立即报告集团公司应急管理办公室，涉外突发事件以及发生在敏感地区、敏感时间的突发事件信息的报送，不受分级标准限制，可随时上报。第十四条【先期处置】企业发生突发事件后，事发单位要立即采取措施控制事态发展，组织开展应急救援工作，并根据职责和规定的权限启动本单位制订的相关应急预案，及时有效地进行先期处置，控制事态。第十五条【指挥与协调】根据专项应急预案的规定，需要集团公司处置的突发事件，由集团公司成立相关应急指挥机构或集团公司工作组，负责统一指挥或指导有关单位开展处置工作，组织协调应急救援工作，研究处理重大应急处置事项。事发单位负责成立现场应急指挥机构，负责现场的应急处置工作，开展抢险救援，维护现场秩序，组织实施应急处置工作方案。第十六条【紧急状态】在处置特别重大突发事件当中，国家宣布进入紧急状态的，处于实施紧急状态区域的有关单位必须遵守紧急状态的法律法规规定。第十七条【应急结束】应急处置工作结束，或者相关危险因素消除后，现场应急指挥机构予以撤销，要及时解除应急状态，及时恢复生产、恢复工作秩序。第十八条【善后处置】事发单位要积极稳妥、深入细致地做好各项善后处理工作，包括伤亡抚恤、资财补偿、保险理赔、疾病疫情防治和环境污染消除等。第十九条【调查与评估】事发单位要对突发事件的起因、性质、影响、责任、经验教训和恢复重建等问题进行调查评估，并向集团公司有关部门作出报告。必要时，由集团公司负责或配合有关主管部门对突发事件进行调查评估。集团公司应急管理办公室应当适时对年度或一个时期的突发事件进行全面评估分析，提出预防和控制建议。第二十条【恢复重建】恢复重建工作由事发单位负责。需要集团公司帮助的，由事发单位提出请求，集团公司有关部门根据调查评估报告和遭受损失情况，提出解决建议和意见，按有关规定报经集团公司批准后实施。第二十一条【信息发布】突发事件的信息发布，由集团公司总经理工作部会同牵头处置的业务部门负责，确定信息发布形式。事发单位要严格遵守集团公司突发事件新闻发布应急预案规定的信息发布纪律，严禁擅自对外发布突发事件信息。第二十二条【应急保障】集团公司本部及所属单位要按照职责分工和相关预案，切实做好应对突发事件的人力、物力、财力保障等工作，保证应急救援工作需要和各项应急处置措施的顺利实施。各单位应将突发事件应急准备和救援工作所需资金，按规定程序列入或者纳入年度财务预算。对受突发事件影响较大和财务困难的单位，根据事发单位的请求，集团公司适当给予支持。集团公司财务部门和审计部门负责对突发事件应急保障资金的使用和效果进行监管和评估。第四章监督管理第二十三条【预案演练】集团公司系统各级应急管理办公室要根据各级人民政府及其有关部门对应急工作的要求，组织参加地方政府及其有关部门组织的应急演练，或者结合企业实际自行组织应急演练。第二十四条【宣传培训】集团公司本部及所属单位要广泛宣传应急法律法规和预防、避险、自救、互救、减灾等常识，增强应急意识，提高应急处置能力。对负有应急管理职责的人员，要有计划地进行应急预案和应急知识的专业培训工作。第二十五条【负责机制】突发事件应急处置工作实行行政领导负责制和责任追究制。第二十六条【表彰奖励】对突发事件应急管理工作中做出突出贡献的先进集体和个人要给予表彰和奖励。第二十七条【责任追究】对迟报、谎报、瞒报和漏报突发事件重要情况或者应急管理工作中有其他失职、渎职行为的，依法对有关责任人给予行政处分；构成犯罪的，依法追究刑事责任。第五章附则第二十八条本预案由集团公司总经理工作部负责解释和组织实施。集团公司本部及所属单位按照本预案的规定履行职责，并制订相应的应急预案。集团公司根据实际情况的变化，及时修订本预案。第二十九条本预案自印发之日起施行。一是制作提供影片，一是为影片制作提供服务的以影视城为主的辅助产品。电影发行放映行业：电影发行服务，主要是以电影院为依托，通过一系列中间环节，把电影制作企业与普通消费者联系起来 。construction of party communist network, mobile, Al, where XX channels, taught the XX Party app platform and learning such as distance education platform.
