外交部领事事务局组织条例

1、【法规名称】外交部领事事务局组织条例【颁布部门】【颁布时间】1992-01-22【正文】外交部领事事务局组织条例第 1 条本条例依外交部组织法第二十条之一规定制定之。第 2 条外交部领事事务局( 以下简称本局 )，掌理左列事项：一关于护照之核发及各项加签事项。二关于外国护照之签证事项。三关于领事事务之各项证明、侨民领务、船员及其他在外工作人员及综合性业务事项。四关于领事事务电脑资讯系统业务事项。前项第一、二款所列事项，其他机关非依法不得干预。第 3 条本局设四组，分别掌理前条所列事项，并得分科办事。第 4 条本局设秘书室，掌理文书、印信、出纳、庶务、档案管理及不属其他各组、室事项。第 5 条本

2、局置局长一人，职务列简任第十三职等，综理局务； 副局长一人或二人，职务列简任第十二职等，襄理局务。第 6 条本局置组长四人， 职务列荐任第九职等至简任第十一职等； 专门委员二人， 职务列荐任第九职等至简任第十职等；室主任一人， 职务列荐任第九职等；秘书二人， 职务列荐任第八职等至第九职等，其中一人职务得列简任第十职等；科长二人至四人，职务列荐任第九职等；专员二人至四人，职务列荐任第七职等至第八职等；组员十五人至十八人， 职务列委任第四职等至第五职等，其中七1人职务得列荐任第六职等至第七职等； 办事员十六人至二十五人， 职务列委任第三职等至第四职等；书记二十人至三十人，职务列委任第一职等至第三职

3、等；雇员九十三人至九十五人。第 7 条本局设人事室，置主任一人，职务列荐任第九职等；依法办理人事管理事项。人事室所需工作人员，应就本条例所定员额内派充之。第 8 条本局设会计室，置主任一人，职务列荐任第九职等；依法办理岁计、会计及统计事项。会计室所需工作人员，应就本条例所定员额内派充之。第 9 条本局得视业务需要，于适当地区设分支机构；所需工作人员，应就本条例所定员额内调用之。第 10 条第五条 至第八条所定列有官等、 职等人员，均应依公务人员任用法取得任用资格； 其职务所适用之职系，依公务人员任用法第八条之规定，就有关职系选用之。第 11 条本局对外公文，以外交部名义行之。但关于左列事项，得

6、merce, bangkok, was keen to promote the i-mnnrtation of thai products into the taiwan area, such as fr-uits, coffee beans, tapioca products, beer, liquor, etc.3. the ministry of economic affairs, taipei, agreed to lower thecustoms import tariff rates, subject to the final approval ofthe legislative

7、yuan, on the following items:(1) tapioca pellets - from the present 20% to 13%.(2) tapioca flour - from the present 17% or nt$1200/mt to 13%or nt$918/mt, depending on which is higher.4. in addition, the ministry of economic affairs, taipei, agreedto relax restrictions on the following items:(1) frui

8、ts: importation of drains, mangosteens and rambutanswere allowed withoutquantitative restriction. as for you-ng coconuts, an initial annual quota of two hundred and t-wenty-one (221) tons, based on 1983-1985 average import q-uantity from thailand,were allocated.(2) coffee beans: following the prevai

9、ling practice, thai cof-fee beans (not roasted) were allowed to be imported into the taiwan area at the customs import duty of 5%.(3) glutinous rice and flour: the restrictions on importationalong with purchasing 30% of local glutinous flour for theprocess of products for export were lifted. the tha

10、i glut-inous rice and flour would be allowed to import accordingto the export-processing need of the manufactures of the3taiwan area.(4) vermicelli, pepper and roasted coffee products were allow-ed to be imported.5. the ministry of economic affairs, taipei, was enthusiastic tosee its government offi

11、ce in bangkok, i.e. the far east tradeoffice, to be fairly upgraded to reflect itsofficially (thetaipei representative office in bangkok is preferable at thepresent time), and its personnel to be entitled to enjoy thecourtesies and privileges as international organizations acc-orded.6. the ministry

12、of commerce, bangkok, informed the ministry of economic affairs, taipei, of the following thai government d-ecisions:(1) thai government would issue the staff members of the fareast trade office visas for a duration up to three years.(2) thai government would reimburse the import taxes paid tothe go

13、vernment of thailand by the said office and its sta-ff members for:(a) five (5) cars bought for officialuse in thailand, and(b) cigarettes and alcoholas requested earlier by the off-ice mentioned above.(3) staff members of the said office enjoy the privileges ofentering the bangkok international air

14、port as the diploma-ts of other countries do.(4) the ministry of commerce, bangkok, agreed to convey the s-aid requestin paragraph 5 to the authoritiesconcerned inbangkok forconsideration.7. the authorities concerned in taipei also agreed to reciproca-lly accord the same privileges specified in para

15、graph 6 to t-he staff members of the administration office and thai tradeoffice of thai airways international limited, taipei.8. both parties exchanged views and information extensively andagreed to promote friendly and close relations in the fieldsof trade, finance, investment and tourism. the two

16、parties a-lso agreed to exchange information in international trade ma-tters.9. ministry of commerce, bangkok, expressed its keen interest incooperation of technology transfer, particularly in the fieldof food processing industry, and will4provide the far east t-rade office in bangkok with programs

17、of activities for cons-ideration. it was hoped that the objective would be reached.10. ministry of economicaffairs, taipei, expressed its interestin concluding agreements on investment protection, avoidanceof double taxation and ata garnet agreements between the twocountries and theministry ofcommerce, bangkok, agreed toconvey the aboveto theauthorities concernedinbangkok.donein taipei, in duplicate, both of which are equally authent-ic, on this sixteenth day of january, 1991.(signed)mr
