There is no doubt that

Nor do I think they should give it to any government. 句意 讲解:本句中因为否泄副词nor放在了句首,所以使用了部分倒装。即:nor + be (情态动词或助动词)+S. 表示前句的否左情况也试用于另一个人或物。常见的这类词或词组有:not ,never, seldom ,rarely, scarcely .not until no sooner.than, hardly.when .by no means Eg: Seldom had I
