1、依托信息化平台 提高本质安全管理水平 作者：韶钢安环部邓伟斌韶钢修建部高健华 摘 要：安全是企业永恒的主题，打造本质安全型管理企业事关社会稳定 和广大职工的根本利益，关系到企业发展和企业形象的大事。钢铁企业也不例 外，安全一直是钢铁企业重视的重要内容，构建本质安全型企业是钢铁企业一 直追求的目标。本文就钢铁企业信息化平台打造本质安全管理体系方面进行探 讨。 （正文） 随着科学技术的飞速发展，钢铁企业的技术、设备、管理理念也在不断更 新，仅仅依靠原有的管理经验来保障安全生产，已经不能适应本质安全型企业 的管理要求。钢铁企业在面临激烈的市场竞争环境下，依靠科技手段提升管 理、增加绩效、提升竞争力成

2、为钢铁企业的共识，需要引进信息管理信息系 统，提升企业本质安全管理水平。 一、钢铁企业安全管理信息化建设存在的问题 近年来，随着对本质安全的认识不断加深和日益重视以及计算机水平的发 展，钢铁企业实施安全管理本质化和信息化已经成为企业持续发展的重要手段 一。但多数企业在具体实施过程中存在偏差制约了企业管理水平的提高、 企业经营效益的改善以及市场竞争能力的增强。主要表现： 1、信息化组织机制建设有待加强。 完善的信息化组织机构是企业信息化健康发展的有力保障，而信息化队伍 的专业素质和人员的强化及培训则是实现信息化工作以管理为中心的重要保 障。 2、信息化应用需要不断加强。 信息化应用需要深化。安全

3、信息系统建成投产后，应用成为安全信息化工 作的重点，仍有部分系统尚没有被充分的利用，没有发挥其应有的效果。只有 不断加强应用，才能将安全信息化建设推向高级阶段，建立以信息效应和变革 效应为基础的高级信息化应用模式，钢铁企业安全信息化才能真正为企业保驾 护航。 3、商业智能和决策支持系统建设滞后。 商业智能和决策支持系统的建设，是帮助钢铁企业提升安全本质化价值， 从自动化效应向信息效应转变的基础平台。通过信息系统的建设，帮助高层领 导及业务部门及时监控关键业绩指标，依据需要进行假设模拟分析和预测，建 立组织及个人的考核体系，根据历史数据构造维度相关的时间数据模型，自动 分析趋势，及时预见性地发现

4、安全管理问题。 4、知识管理系统建设亟待加强。 知识管理，是实现对显性业务知识和隐性经验知识集合的管理和利用。对 集团来说，知识资本是企业竞争力的核心，是企业产品和服务的基础。 5、安全信息投入有待进一步加强。 从安全信息的投入上看，企业用于安全信息的投入为 4.3%,所属企业用于 信息安全的费用占信息化总投入的比例 10.74%,与国际先进水平的15%尚有差 距。 二、推进安全生产监管监察信息化建设的途径 安全信息化建设要坚持规划先行、规范建设，项目带动、分步实施、引进 技术、开拓创新、保障经费、加快进度、加强管理、务求实效的原则。坚持以 科学发展观为统领，以信息化建设 三网一库”（政务涉密

5、内网、政务外网、业 务专网、信息资源库）的要求为指导，围绕国家安全生产信息系统建设项 目的安全生产监管监察发展信息化建设思路和一个中心两个保障”的目标任 务，依托国家安全生产信息系统项目建设，建立健全安全生产行政执法、 安全生产调度统计、应急救援指挥平台、危险化学品、非煤矿山等基础数据 库，依托信息化平台打造发钢铁企业本质安全管理体系。 1、企业安全信息化，领导是关键。推进企业安全信息化，关键在于企业一 把手。无论是软件程序、硬件工具，无论是顾问公司、系统集成商，都不能取 代企业一把手的作用。所以联想集团称企业信息化是一把手工程”。而且用 坚 定信心、把握方向、资源保障、关键决策 ”四句话，概

6、括企业一把手在企业信息 化中的作用。 2、规划先行、规范建设。近一步理清安全生产监管监察信息化的发展思 路。制定企业安全生产规划对安全生产监管监察信息化发展提出具体要求 并列入安全生产规划重点工程，为安全生产监管监察信息化建设提供指导方 向，规范企业安全生产监管监察信息化工作，避免重复建设。 3、引进技术、开拓创新。在安全生产信息化建设初期，引进集团的先进技 术，在运用技术的过程中，要十分注重消化吸收，开拓创新。安全监察执法 系统引进后，钢铁企业安全生产监察人员和从事安全生产监管监察信息化工 作的工作人员必须刻苦学习，深入钻研，不断提高业务素质和工作水平，持证 上岗。 4、抓好项目、加强管理。

7、着力于解决企业安全生产信息化建设基础性问 题，初步建立起采用信息化实现安全生产监督管理及冶炼安全监察业务的主体 框架，加强安全生产监管监察行政执法、安全生产调度统计、应急救援指挥平 台、危险化学品等基础数据库建设和各类应用系统的应用，进一步整合资源， 加强培训。 5、加快培养、造就人才。推进企业信息化，人才是根本。人才短缺是大多 数企业普遍存在的问题。抓紧培养一大批热心于企业安全信息化建设，既善于 安全管理、又懂现代信息技术，还具有先进管理安全理念的复合型人才，是推 进企业信息化建设的当务之急。 三、信息化平台对提高本质安全管理工作达到的效果 信息化平台将 安全 一、预防为主”的安全管理思想融

8、入风险识别、风险评估、风险（事前、事 中、事后）控制、监督改进等管理措施之中。通过运用工作任务分析或事故链 分析等方法，将钢铁企业各系统工作中的不安全因素进行全方位识别并录入信 息系统，为后续的监控、监测及预警管理提供基础数据。主要从人、设备、制 度、管理四个方面构建本质安全管理。 1、信息化平台对人”的不安全行为管理 本质安全管理中对人”的管理主要为对人”的不安全行为的管理。员工对安 全的认知程度，决定着其在安全管理过程中的主动程度，员工技能是保障安全 生产的基本要素。信息平台中建设以名词解释、事故案例分析、安全法规、规 程知识库，为单位人员的安全素质教育、培训、考试提供数字化支持，实现安

9、全知识的在线编制、在线查询、在线学习。信息化平台中对每个工作人员都设 定了监管标准，对于违规超过一定限度的人员需要进行待岗培训，待考试合格 后允许上岗。 2、信息化平台对 设备”的全生命周期管理 信息平台有效实现MIS和SIS体化。形成以设备管理为核心，集成实时信 息、技术标准、知识策略，通过采购管理”库存管理”缺陷管理”预防 性维护” 项目管理” 点检管理” 工单管理” 图模导航”等模块的应用，实 现设备全生命周期管理。 3、信息化平台对制度的管理 钢铁企业各项管理制度通过信息化平台与具体业务进行融合，在系统中以 各项流程、节点控制、任务分配、权限设置、考核方式等对各项安全制度的管 理要求进

10、行体现。以体系文件生命周期为核心，充分贯彻体系的管理思想，利 用先进的计算机软件技术，有效地控制管理文档的存取、访问，控制文档的分 发，监控文档的流转过程。 4、信息化平台为管理提供有效工具 信息化平台可以实现对钢铁企业风险识别、风险评估、风险知识管理、重 大危险源及隐患治理、安全文化建设、现场安全管理、综合安全管理、应急组 织、应急预案、应急资源管理、安全知识、安全培训管理、事故报告、事故统 计、安全报表、事故档案等一系列的安全管理。 四、结束语 信息化平台可以对钢铁企业本质安全化管理工作提供全方位、多维度的实 施技术支持，打造出 设备安全、系统安全、管理安全”、人、设备、系统、环 境的和谐
