Purpose 目的To follow the procedure whe n a fire protect ion system is out of service so asto ensure the risks are minimized and the duration of the impairment is limited as well as the damage of the pers onnel and facility.通过严格控制消防系统中断过程中各环节来减少以至于最终杜绝消

2、防系统的失效时间， 保证消防中断期间潜在的风险对受影响区域的人员和设施的损坏降低到最小。2. Scope 范围This policy applies to all factory employees,con tractorsand theirreprese ntatives to provide service whe n the fire system is impaired partially or totally.本程序适用于在工厂里工作的雇员，承包商或者他们的代表在工作过程中将要对当前使 用的消防系统造成部分或全部功能中断时。3. Defini tion定义Fire Protect i

4、报警系统以及应急灯等与消防有关的设备设施。Fire watch : A pers on desig nated to physically patrol the area where the fire protecti on system is impaired.看火员：当一个区域的消防系统处于中断状态之后，被指派到该区域专门巡视该区域的 专业人员。Fire system impairment : A shut down, in whole or part of a fire protectionsystem.According to the situation, the impairment

5、 can be divided into the following:消防系统中断：消防系统中断系指消防系统部分或者全部丧失其设计的消防功能的状 态，根据现场实际，消防系统中断主要分以下几种：Emerge ncy impairme nt: whe n a fire protectio n system is out of service due to an un expected in cide nt such as a ruptured pipe or un expected power-off.应急中断：消防系统由于不可预知的事件发生时而导致的系统消防功能丧失，此种 情况比如管线意外破裂或

6、者意外的系统断电时。Planned impairment: When a fire system is out of service in whole or partdue to a plan in advanee such as revisions tothe water supply or sprinklerpip ing system.计划中断：消防系统由于提前计划规定在某段时间内功能部分或者全部丧失，比如 消防管网或者雨林系统的升级改造等。Level 1 impairme nt: whe n a limited nu mber of a comp onent of a fire pro

The director of the Healthy and Safety orthe manager of the Department of the Environmen

9、twill be the ImpairmentCoordin ator.中断协调员：为了保证在消防系统中断整个过程中严格执行中断程序，SE特别设置此协调员，一般为工厂的健康，安全，环境的经理担当此任务。4. Resp on sibility 责任SE employees :All the employees who impair a fire protect ion system, in whole or part, mustfirst no tify the Impairme nt Coordin atorat the Departme nt of the Environmen talHea

If the impairment permit is required, the employees will attach the Fire & Life Safety System Permit or Impairme nt Tag (schedule A) to fire department connection for the sprinklerssystem impairment or the controlpanel for the fire alarm systems, and the n issue the Permit to Work Li

11、ce nse ofFire Control Facility based on the “ Management Procedure of Safety Work Permit ”.SE雇员：任何一个雇员在工作过程中有可能全部或者部分中断一个系统的消防功能时，必须第一时间报告环保健康安全部门的中断协调员，经研究如果确实需要消防系统中断，则从中 断协调员那里申请一个防火逃生许可/中断标牌(见计划A),并将此防火逃生许可/中断标牌挂在消防中断区域的喷淋系统阀组或者是火灾报警盘上，然后再按照安全工作许可证管理程序开具在消防设施上开展施工的作业许可证。Con tractor or Outside Co

12、mpa ny Represe ntatives:Any con tractor or the Outside Compa ny Represe ntatives who impair a fire protection system, in whole or part, must first notify the Impairment Coordinatorat the Departme nt of the Environmen tai Health and Safety. If the impairme nt permit is required, any con tractor or th

13、e Outside Compa ny Represe ntatives will attach the Fire & Life Safety System Permit or Impairment Tag (schedule A), which would be a precondition to apply for work permit before startingthe operation,to fire department connection for the sprinklerssystem impairment or the controlpanel for the fire

14、alarm systems.合同商或者外部公司代表：任何合同商或者外公司代表在工作过程中有可能全部或者部 分中断一个系统的消防功能时，必须第一时间报告环保健康安全部门的中断协调员，女口 果确实需要消防系统中断，需要从中断协调员那里申请一个防火逃生许可/中断标牌(见计划A),并且将是否开具此标牌作为能否申请作业许可的前置条件，在开始作业施工前，并将此防火逃生许可 /中断标牌挂在需要中断区域的喷淋系统阀组或者是火灾报警盘 上。Impairme nt Coordin ator(IC):1. IC will determine the level of the impairment due to a

15、shutdown, in whole or part, of a fire protecti on system;2. The IC will be responsible for the completion of the Impairment Worksheet(Schedule B) whe n authoriz ing Level 2 impairme nt.3. The IC will be resp on sible for issu ing and verify ing removal of fire &life safety system permit /impairme nt

16、 tags whe n authoriz ing Level 2 impairme nt.4. The IC will be resp on sible for coord in ati on of the fire watch, if it has bee n determined that a fire watch is necessary. The IC will document the fire watchactivities preparationor completion on Schedule C, the Fire watch Log Sheet.5. The IC will

20、 notified of a preplanned impairment of a fire alarm system.SE Security Dep. and the FFCCwill be notifiedof the preplanned impairmentof a fire alarm system.The maintenance Supervisor for affected buildi ng will be no tified of the prepla nned impairme nt of a fire alarm system.The impairment Coordin

21、ator will complete the Impairment Worksheet (Schedule B).The impairment Coordinator will complete the fire&life safety system permit /impairme nt tag (Schedule A).The impairme nt Coordin ator will approve the applicati ons tag of fire&life safety system permit /impairme nt whether the applica nts co

22、mplete or not. The IC will authorize the preplanned impairment and verify that the following procedures have bee n impleme nted.1. The extent and expected scope of the impairment have been determ ined;2. The areas or buildi ngin volvedhave bee n con sideredand in creasedrisksdeterm in ed;3. When a r

23、equired automatic spri nkler system is out of service for an exte ndeddurati on, the impairme nt coord in ator will arra nge for one of the followi ng:a. Evacuati on of the people in the buildi ng or portion of the buildi ng affectedby the system out of serviceb. A fire watch for all portions of the

24、 buildingleftunprotected by the shutdownuntil the fire alarm or the sprinklersystem has been returnedback to service. Firewatch personnel used for the automatic sprinkler system shutdown must be specially trained in the fire prevention and the fire watch is responsible to take notes ofthe impairme n

25、t effect.4. When a required fire alarm system is out of service for an exte nded duratio n,the impairme nt coord in ator will arrange for one as the followi ng:a. Evacuati on of the people in the buildi ng or portion of the buildi ng affectedby the system out of serviceb.Implementation of mitigating

26、measures for the period that the system is impaired.This con siders the build ing occupa ncy type, n ature and duratio n of impairme nt, buildi ngoccupa ncy level duri ng the impairme nt period, active work being con ductedon the fire alarm system during the impairment, condition of the other fire p

27、rotecti on systems and features, and hazards and assets at risk.5. Sprin kler system: the impairme nt coord in ator will complete or authorize aFire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at the fire department connection,indicatingwhich system, or part th

28、ereof,have bee n removed from service.6. Fire alarm system: the impairme nt coord in ator will complete or authorize aFire& Life Safety System Permit/ Impairment Tag (Schedule A), making sure it is located at fire alarm annun ciator or the fire alarm con trol pan el.6. 中断协调程序2级每次有计划的消防中断都应当通知SE负责公共安

29、全的部门每次有计划的消防中断都应当通知SE安保部门或者FFCC每次有计划的消防中断都应当通知受影响建筑物的维修负责人中断协调员应当填写消防中断表格（见计划B）中断协调员应当签发防火逃生许可 /中断标牌（见计划 A）中断协调员在批准同意之前审核作业许可证申请者是否按照此程序规定完成防火/逃生许可中断标签的申请。中断协调员授权实施有计划的消防中断并确保下述各项贯彻实施1）消防中断所预期持续的时间长度及其可能的范围都已经确定2）消防中断影响的区域及其建筑物以及可能增加的风险已经确定3）在受中断影响区域的自动喷淋系统失效期间，消防中断需要延长时间时，中断 协调员提前应至少有下述的一项安排：a）疏散受影

30、响的区域或建筑物内的人员b）应安排看火员值班直到受影响区域消防系统恢复功能为至，接受过专门的 培训的看火员在此期间应巡视受影响区域并做好记录4）在受消防中断影响区域的火灾报警系统失效期间，消防中断需要延长时间时，中断协调员提前应至少有下述的一项安排：a）疏散受影响的区域或建筑物内的人员b）在系统消防中断期间实施适当的减轻灾害措施，应当考虑建筑物的类型， 以及消防中断可持续的时间，消防系统中断期间火灾报警系统仍然在使用 的功能，其他临近消防系统的状态及其特性以及资产所面临的其他风险状 态等5）喷淋系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划A）的签发，并要将此牌挂在受影响区域

31、的消防连接处以此来显示是哪个部门，哪个系统的哪个部分被拆除或者是暂时处于失效状态。6）火灾报警系统：中断协调员应完成或者授权完成防火逃生许可/中断标牌（见计划A）并确保此标牌挂在受影响区域的火灾控制盘上。7. Emerge ncy Impairme nt ProcedureWhenan emergency impairment occurs, emergency action will be taken to minimize the pote ntial injury and damage.The IC willimpleme nt items 1 to 6 of sect ion of P

32、repla nned Impairme nt withthe followi ng excepti on:Any damageto the fire protect ion system caused by the con tractorwill be repairedby a lice nsed fire protect ion compa ny at the con tractor s expe nse. Any requiredfire watch activities due to the damage of the fire protect ion equipme nt will b

33、e supplied by the con tractor.Con tractor must supply their own fire watch activitiesto en sure complia nee with this policy and other SE policy.7. 紧急中断程序当紧急中断发生时，采取应急措施来减少潜在的人员伤害和财产损失。中断协调员除了要执行中断协调程序一一2级中从1)到6)的所有步骤之外，还需要包括下列一条：凡由于承包商导致的消防系统的损坏都应该让有资质的消防公司修复并且费 用应当由承包商负担；并且在此期间的专职防火员应当由承包商自己提供，承 包

Restori ng System to Service:When all impaired equipment is restored to normal working order, the impairmentcoord in ator will verify that the followi ng procedures have bee n impleme nted:Any n ecessary in spect ions and tests have bee n con ducted to verify thata

35、ffected systems are operatio nal.Maintenance Supervisor for the affected building has been advisedthat theprotect ion is resorted.If a fire alarm system is in volved, the SE Dept. of Public Safety andmon itori ngcompa ny (if any) have bee n advised that the protect ionisresorted.The Fire&Life Safety

36、 System Permit /Impairme nt Tag have bee n shut dow n and all the facilities have bee n advised that the protect ion is resorted.8. 恢复系统功能当一个系统恢复到正常的工作状态时，中断协调员要确保下列工作已经完成。所有用来保证系统功能正常的测试和检查都已经完成。受影响区域或者建筑物的维修负责人已经证实消防系统已经恢复正常使用。在消防系统中断期间，火灾报警也涉及的，SE负责公共安全的部门以及安保部门也已经证实消防系统功能恢复正常使用。关于此次消防中断的所有工作许可都已
