56、性，经济高速增长的过程必然是以房地产的高速发展为前提和主要内容。我国经济的高速增长也带动了房地产业的高速增长。此外，房地产业作为第三产业的龙头被确定为国民经济新的经济增长点，国家正采取各种措施鼓励和支持房地产的发展，我国的房地产业已进入一个大发展、大提高的时期。据调查显示，2007年我市房地产开发平稳发展。房地产开发投资完成37.51亿元，比上年增长5.4%。其中住宅投资完成29.97亿元，增长1%。全年商品房施工面积273.15万平方米，比上年增长1.9%；房屋竣工面积76.8万平方米，下降0.3%；房屋销售面积130.23万平方米，增长17.7%，其中，住宅销售面积占商品房销售的92.4%

57、。经过几年的快速发展和几年的宏观调控，进入2009年中国的房地产市场和房地产企业受全球经济危机影响，不少城市如深圳、上海、杭州、北京等部分房价回落，一部分热钱开始寻找新的投资区域和渠道。而受奥运会、世博会等利好因素的影响，在人民币升值预期下，境外资金流入逐利，更是搅动了并不平静的楼市，给中国房地产市场发展带来新的复杂性。对于少数房价较高的地区，不少专家认为，房价的适当回落是正常的。楼市走向理性回归的步伐有多快，主要取决于宏观经济的总体走势。第一季度，国内生产总值增长10.6%；城镇固定资产投资在今年前5个月完成4万亿余元，同比增长25.6%；夏粮连续5年丰收已成定局经济运行依然总体向好，无疑为

58、房地产市场逐步走向理性回归创造良好的环境。与此同时，我们也看到，国内一系列困难和不确定因素的冲击，给中国楼市逐步走向理性回归带来挑战。2.1.2我国房地产业在开发过程中的问题1）开发商良莠不齐，自有资金严重不足目前全国房地产开发企业大大小小超过3万家，但有资质、实力强的企业并不多，在3万家开发企业中，只有50多家上市，即使是上市房地产公司，面对一个地产项目动辄数亿元甚至10多亿元的资金缺口也显得杯水车薪。只有少数企业的自有资金能达到35%的银行贷款要求，相当部分开发企业的自有资金不足10%。2）盲目开发建设，房产供需不衔接一是总量上在一定时期不衔接。在国家信息披露制度不健全、不完善的情况下，开

59、发商缺少政府的宏观有效指导，一味追求大社区、大项目，住往使一定时期内形成的供给大于需求，形成总量的暂时过剩；二是房型结构上与广大居民需求不吻合。一些开发商刻意追求超前消费，开发高标准小区，目标锁定在白领或富有阶层，以至出现高价位房子多，中低价位房子少的状况，形成了房产结构性过剩，由于这二个问题的共同作用造成大量房产空置，使开发商资金不能及时收回，形成现实的或潜在的信贷风险。3）假按揭套取银行贷款，信贷资金面临直接风险假按揭即指凭借真正购房以外的方式获得银行住房按揭贷款的行为。现实生活中，主要是指房地产开发商以各种名义怂恿本单位职工及其亲属冒充客户，先与开发商签订购房合同，而后套取银行贷款的行为
