Third i s tosolve发布时间：2011/05/11 北京市社区服务中心供稿北京市志愿服务调研报告导言如象全国许多地方的情况一样，北京市的志愿服务事业在近些年来获得了很大的发展。2008 年奥运会在北京召开，更是为北京市志愿服务事业的进一步发展提供了一个重要契机。同时， 北京市的志愿服务事业在发展中也面临着各种各样的问题，有的需要通过法律规范来加以明确和解决。在此背景下，北京市人大将北京市志愿服务立法列入了今年的立法计划。为配合立法工作的需要，同时也为了完整准确地掌握北京市志愿服务的现状、趋势与问题， 为北京市志愿服务的整体发展提供指引，有关方面组织开展了此次

12、北京市志愿服务调研活动。本次调研工作由共青团北京市委、北京志愿者协会、北京市志愿服务立法起草小组办公室联合领导，具体组织工作由北京志愿者协会负责。北京志愿者协会委托中国青年政治学院社会工作与管理系具体承担了调研方案的设计和实施任务。从今年春开始，北京志愿者协会指导中国青年政治学院社会工作与管理系调研课题组，围绕调研的整体方案、工作计划等进行了设计。今年5 月，完成了调研的整体实施方案和具体问卷设计。6 月到 7 月，中国青年政治学院社会工作与管理系课题组实施了对北京市公益组织志愿服务的普查性问卷调查、对北京市志愿者的抽样问卷调查。8 月，完成了两项问卷调查的数据统计和分析。本报告即是基于这两项

13、问卷调查的结果所做的报告。按照计划，此次北京市公益组织问卷调查共向北京市278 个公益组织发放和回收了调查问卷，基本上是凡能接触到的北京市公益组织都进行了调查；志愿者问卷调查共向1753 名北京市的志愿者发放和回收了调查问卷，这些志愿者对象主要是通过被调查的公益组织提供的。由于本次调研涉及面广、时间有限，还存在着某些疏漏之处，需要在今后进一步调研中弥补和完善。一、北京市志愿服务发展的基本现状北京市志愿服务经过这些年的发展，已经具备了一定的规模，成为社会生eelings survey, by looki ng uppublicse ntiments tofi ndpr obl ems. 26、统分类，其中最多的是共青团系统的组织（包括学校共青团、企业共青团和其他共青团），总共有106 家， 占总数的将近四成；其次为民政系统的组织，共有 40家， 占总数的14.8%；再次为其他体制内系统或单位（例如大学中的党群工作办公室所办），有37 家组织，占总数13.7%；然后是民间组织（即通常所谓草根组织），共有29家，占总数的一成。其余系统的组织数目都不多，均约在10 家上下，占总数的比例都在百分之几：红十字13家，占4.8%，残联11 家，占4.1%，工会8 家，占3%。这些系统的组织加起来占到总数的一成多一点。另外， 还有企业组织10 家， 占总数 3.7%；而国际及港澳台组织有13 家

27、，占被调查总数的4.7%。总的来看，共青团系统的公益组织最多。若加上共青团和民政系统，两者所属的组织超过一半。而体制外的民间组织现在只有一成多，如果再加上港澳台和企业组织，也占不到总数的二成。换言之，目前北京市的公益组织绝大部分是体制内的组织，超过80%，其中又尤以共青团系统的组织为最多，占其半数。2 、公益组织分支机构情况除了公益组织自身的情况显示其已得到一定程度的发展，不少组织还拥有自己的分支机构，进一步表明使用志愿服务的组织机构有相当的发展。在被调查的278 家公益组织中，有100 家（超过三分之一）回答有自己的分支机构。这一百家组织回答拥有分支机构的总数达到1257 家，平均每家组织有

28、超过 12 个分支机构。分支机构虽然没有公益组织那样结构完善、存在稳定和相对规范，但是其大量的存在和扮演角色，也表明志愿服务的使用主体涉及的面是相当广大的。这从另一个侧面反映北京市有关志愿服务的组织团体的发展达到了相当的水平。3 、公益组织机构人员情况-II.ethe quality. Third i s tosolve公益组织的有关机构人员也达到了相当的数量，构成社会生活中一支不可忽视的力量。由于公益组织被访人在填答其人员情况时不很完整，我们仅根据回答了有关问题的数据来部分地反映这一点。有 246 家被调查的公益组织回答了管理人员人数的问题，根据其回答，246家

39、组织共拥有的管理人员总数为2393 人，也就是说，最保守的计算，从事公益组织管理工作的这支队伍的总人数约2400 人。同时，各公益组织拥有管理人员的数量存在着较大的差别，最多的为60 人，最少的为1 人。平均各组织拥有管理人员数则为 9.73 人，也就是不到10 个人。回答管理人员中专职人员数的组织有186 家，根据其回答，186 家组织共拥有专职人员1124 人。同样，不同组织间也存在较大的人数差异。与此相应，回答管理人员中兼职人员数的有158 家组织，根据其回答，158 家组织共拥有兼职管理人员 1428 人，同样，各组织间存在较大差异。4 、公益组织服务领域情况就公益组织自身服务的主要领

40、域分布来看，反映公益组织所属系统类型的特点，与共青团和民政的主要工作领域有一定的联系。根据被访者的回答，排在第一位的服务领域的依次为：教育（占19.3%），特殊人群服务（占17.2%），贫困救助（占12%），社会一般服务（占11.3%），这四大领域占到了全部服务的约六成，是主要的服务领域分布。若加上排在第二位的领域，则比重由高到低排列靠前的是：特殊人群服务（回答合计有29.2%），社会一般服务（回答合计有27.7%），教育（回答合计有27%），贫困救助（回答合计有22.6%），环境（回答合计有16.8%），为大型社会活动服务（回答合计有11.7%）。总的来看，服务领域的分布情况与公益组织所属系

51、.2%，还有少部分未做回答。据此可见，有超过半数的公益组织在取得了正式合法身份的组织，但仍有四成并未取得此种身份。而从取得登记注册的机构情况来看，同样不容乐观。147 家组织中，在民政部门注册的有60 家，占总数的40.8%，工商注册的20 家，占13.6%，另有在其他机构注册的37 家，占总数25.2%。也就是说，即使注册的公益组织，真正在民政部门注册的也只有四成，其余的都未以合理的方式实现注册。因此，总的来看，北京市公益组织取得了相当的发展，在社会生活中也构成了一股重要的力量。但是，现有的组织主要是体制内的，并以共青团、民政系统举办为主，其他组织发展不均衡。此外，在管理队伍的结构、注册登记

52、等方面，还有不少不平衡之处。（二）志愿者的情况1 、公益组织拥有志愿者网络（或库）的情况公益组织和志愿者之间存在着相辅相成的关系。志愿者是公益组织实现其公益使命过程中不可或缺的伙伴，公益组织也给志愿者提供了奉献社会、实现其身价值的舞台。公益组织拥有或使用的志愿者越多，其在促进公民参与、增强社会融合、增进社会福利、推动社会进步方面所发挥的社会职能就越大。因此，建立志愿者网络， 拥有稳定的志愿者队伍是公益组织管理工作中的重要部分；也是其管理工作规范的标志之一；同时还是公益组织发挥其社会职能多少的参考。在问及机构拥有志愿者总数时，278 个机构中的250 个提供了数据；在问到机构拥有的固定志愿者总数

53、时，有186 个机构提供了数据。在以“支”为单位询问志愿者队伍时，214 个机构回答现有志愿者队伍2514 支；最少拥有1 支志愿者队伍，最多的拥有296 支。另外，129 个机构回答拥有专业志愿者队伍共585 支；最少的拥有1 支专业志愿者队伍，最多的60 支。这些数字充分说明大多数的公益机构掌握自己的志愿者的相关信息，建立了基本的志愿者库。2 、公益组织拥有志愿者总数及类型278 个机构中250 个提供了志愿者总数，为人；其中186 个机构有相对固定的志愿者人数，总人数为人，占上面总数的41.5%。调查显示北京市志愿者队伍包括了来自社会各个行业和阶层的男女老少。机构问卷将志愿者分为在校志愿
