33、理位置在东经E108º5144”-109º2618”,N360º3045”-370º1931”。总面积为2950.2平方公里，土地类型丰富多样。（1）25.2第三产业内部结构分析在图25.1中，我们可以看到第三产业虽然处于缓慢增长的状态，但其对国内生产总值的贡献比例仍然是比较低的。六年来，第三产业中发展最快和攻下最大的三个行业是交通运输、仓储和邮电业。从98年的11.8%正驾到15.2%增长了3.4%第二，教育、文学和艺术、广播、电视和电影的贡献率也在逐年增加。这可以从GRAPH，交通运输，仓储，电信通讯业，国家党政机关，社会团体，教育业，文学艺术，金融

34、保险业，房地产业等处于增长的行业看出。并且，这种好的发展趋势需要继续保持下去，但在其内部结构中还存在着一些问题。从图25.2中可以看到，第三产业中为生产和生活提供服务的部门如金融保险业，房地产业，社会服务业等等，虽然最近几年有逐步增长的趋势，但其增长速度并不大，而且相应比例也很小。第三产业结构的目标包含传统工业运输业，邮政仓储服务业等，第三产业和现代服务业中所占比例较大的如房地产业、金融保险业、旅游观光业等其他新兴产业，发展却相对滞后。但是随着人们生活水平的提高和空闲时间的增加，对消费的质量和要求会显著怎家，人们的精神需求也会越来越多25.3第一、二、三产业发展目标的比较经济增长要求产业结构和

35、经济发展相协调配合，人民生活的改善也会对产业结构做出调整，这在所有行业GDP的贡献中都有所体现。（2）第三产业的目标在98年仅占GDP的25.9%在随后几年的缓慢增长后，2003年达到35.1%；同时，第二产业亦呈现上升趋势，从98年的32.4%上升到43.4%是GDP总量中所占比例最大的产业。第一产业的目标和在GDP中所占的比例一直在下降，由此可见，随着经济的发展和人民生活水平的改善，产业结构将会更加合理，三产业所占比例的偏差会更大。25.4第三产业目标在经济和社会的影响第三产业对经济目标的显著贡献图25.1中看到，从98年开始，第三产业的目标有了较大发展，增加了价值，三产业占GDP的比重从41.7:32.4:25.9变为21.5:43.4:35.1，第三产业对经济增长的影响已经增加到了35.1%虽然不多，但（对经济总体的拉动效应）是非常有效的。随着第三产业发展的逐步稳定，市场的目标逐渐也变得活跃起来，这就是说，发展就是解决问题的最好办法。其他
