37、落实，考核到人。（三）安全生产基本要求1、贯彻“安全第一，预防为主”方针，管生产必须管安全，做到安全工作 与生产任务同时计划、同时布置、同时检查、同时总结、同时评比，安全防护措 施提前施工，经验收合格后交付使用。2、加强安全生产的宣传教育，工人报到后，按在册人数开会宣传有关法规、 规章制度，未经教育培训和签定合同书的人员不准上岗作业。3、每个分部分项工程，按工种由项目经理或施工员，向班组做安全技术交 底，交底要求具体、明确，要有正式的书面记录和签字。特殊工种，如架子工、 塔机工、电工等分别按安全技术标准规程做专项技术交底，形成书面文字，签字后交付作业。4、每月安全领导小组作一次工地的安全检查，

47、、污水、废水乱流 和堵塞下水道，工地无积水现象，雨天车辆进出由专人冲洗车辆，不让泥浆带入公路。（四）挖排水沟有组织排放施工用水，设沉沙井沉淀，不让污染道路、环境， 临近坡、岩、低洼地，有防洪防跨塌措施。（五）各种材料必须按施工平面图位置堆放，保证施工道路平整、畅通。（六）散堆材料随用随收堆，钢材成捆堆放在雨棚中，水泥在库房中分类堆码 整齐，用后的器材及时清场，将剩余材料回收到指定地点堆放好。（七）超过噪音限度的施工作业，必须控制，如元盘锯，刨木机等，尽量安排 白天工作，不在夜间使用。（八）作好施工现场灭鼠蚊蝇工作。严禁赌博，打架斗殴，违者罚款 50100 元。（九）家属来访，不准在作业现场交谈

48、，特别是老人小孩，不准进入施工现场。（十）材料堆放：建筑材料、构件、料具、模板、脚手架等按总平面图布置， 堆放整齐并进行标识，做到工完场地清。建筑垃圾及时清运。（十一）施工作业区与办公、生活区明显划分并派专人进行清扫，宿舍周围环 境卫生、安全。（十二）加强现场防火教育，落实消防措施，配备足够的灭火器材。（十三）施工现场经常开展卫生防病宣传教育，设置厕所并派专人打扫。食堂 符合卫生要求，建立食堂卫生责任制，保证供应卫生饮水，生活垃圾的存放设有专用容器并设专人管理，及时清理。（十四）采取防粉尘、防噪音措施，把粉尘和噪音降到最低程度。三、高空安全作业规程biousl , fae Chinas Soc

52、上或金属结构架上。登高前必须办理登高作业许可证，施工负责人对全体人员进行现场安全教育（特殊高 空作业）。（四）检查所用的用具（如安全帽、安全带、梯子、跳板、脚手架、防护板、 安全网等）必须安全可靠，严禁冒险作业。（五）如有靠近电源线路作业时，应先联系停电，确认停电后方可工作，并设 置绝缘挡板，作业者最少离开电线2m以外。（六）高处作业所用的工具、零件、材料等必须装入袋内，上下时受中不得疏 忽，不得在高处往下投扔材料或工具等，不得将易滚滑得工具、材料堆在脚手架 上，不准打闹，工作完毕，应及时清理工具、零星材料等。（七）要处处注意警视标志、危险地方夜间作业必须置足够的照明设施，否则 禁止作业。（八
