11、manpower, material and finance resources.2.0 PROJECT OVERVIEWShanghai (Secco) Petrochemical Company Limited, as Operator, has been formed to build an internationally competitive, world scale, integrated petrochemical complex to manufacture chemical products safely within an ethylene cracker complex.

12、 To this end the design and construction is being carried out by Joint Venture Partners BP Amoco, SINOPEC and SPC as part of the Shanghai Ethylene Cracker Complex ( SECCO ) Project. The headquarters of Shanghai (Secco) Petrochemical Company Limited, the Operator, is located in Jinshan whilst the hea

13、dquarters of the SECCO Project is in central Shanghai city.The project site is located within Shanghai Chemical Industry Park (SCIP) at Caojing, P R China. SCIP lies on the northern bank of Hangzhou Bay, on the boundary of Jinshan area and Fengxian county. The western part of the SCIP site faces Cao

14、jin in Jinshan and eastern part faces Huqiao town and Tuolin town of Fengxiao county. SCIP is 50km away from Shanghai city and 12km away from Sinopec SPC, Jinshan. The total area of the SCIP site to be eventually developed covers 23.4 Km2, of which a plot area of 9.77 Km2 has been allocated for SECC

15、O project. The area reserved for the ethylene cracker on complex comprises blocks A1, A2, A3 and B1.The SCIP site is based upon reclaimed land, largely undeveloped, held secure from the sea by a sea wall with a series of managed dykes and a canal inside. A road system is in place within the SCIP sit

16、e to access the varying plots for development and a rail line will also be brought in. SECCO product will be exported by pipeline, either via tankage direct to the end user or by a 3rd party operated jetty for tanker loading. Similarly raw materials for the process will be brought in by external pip

17、eline or via the jetty.This document presents the Project Health Safety and Environmental Review (PHSER) Strategy for the SECCO Project complex and its individual engineering contractor elements in order to ensure compliance and the HSE assurance process. Furthermore it addresses the Shanghai (Secco

18、) Petrochemical Company Limited HSE Policy and the Joint Ventures Partners requirements for “Getting HSE Right as documented by the Project HSE Compliance Matrix PL-00-TS-CSE-0002. It is therefore the intent of this document to ensure that the assurance requirements of the jv partners are being comp

19、lied with by putting in place the mechanisms to deliver the HSE Policy statement and commitments.The development plan for SECCO Project envisages three phases of development;· Process Design Package (PDP) and Basic Engineering (BE),· Detail Engineering (DE), Procurement ( P ) and · Co

20、nstruction, Commissioning ( CC ) and Hand Over.The SECCO development is split into the following packages;· Olefins, (Licensor - Lummus, BASF & Sinotec)Ø Ethylene Unit (ETU)Ø Gasoline Treatment Unit (GTU)Ø Olefins Conversion Unit (OCU)Ø Butadiene (BEP)Ø Common Facil

22、nsor BP)· MMA, (Licensor Inneos) HOLD· OSBL, Outside Battery Limits,This document is considered as being a “live” plan and as such should be reviewed regularly in line with scopes of work, amended where deemed appropriate and Project personnel advised accordingly to implement the changes.3

23、.0 INTRODUCTION AND OBJECTIVES3.1 IntroductionThis Strategy defines the process and detailed plan for the conduct of SECCO Project HSE Reviews (PHSERs) and will be applied across the total project. The implementation of this strategy addresses the requirements of Element 5 of the HSE Management Syst

24、em as documented by the HSE Compliance Matrix, PL-00-TSC-SE-0002, in particular expectation 5.5: -The overall objective of the PHSER process is to assure Shanghai Secco Petrochemical Company Limited that HSE-sensitive areas have been identified and that the appropriate project engineering, construct

25、ion and operational systems have been or will be developed to control the identified risks. Reviewing proposals at various key stages in the project development will provide the assurance i.e.· Appraise)· Select) PDP + BE· Define)· Execute) DE· OperatePHSERs will be an essen

26、tial element of a projects HSE Management System and its integral plan. This strategy defines the framework for project HSE reviews. PHSER Reports will be an important element of the Decision Support Packages or Sanctions required at each progression of the project phases i.e. from Define to Constru

27、ction 3.2 ObjectivesThe objective of the strategy is to put in place PHSER reviews such that the JV Partners have a level of assurance that as the project transfers from phase to phase that the HSE Management system has been effectively carried out. The PHSER review process has seven stages as defin

28、ed in 3.1.1 to 3.1.7 below with the principal objectives of each stage outlined. The objectives are accomplished by performing the team activities identified in Appendix 1 of Attachment 1. The list of team activities, together with the supplementary guide words, also provided in Appendix 1, provide

29、a framework for the review process.3.2.1 Appraise Stage HSE Review This review is essentially to confirm that significant HSE issues that are potentially attributable to the project have been identified. 3.2.2 Select Stage HSE ReviewThis stage is to confirm that all HSE concerns relating to the char

30、acteristics of the full lifecycle of the project, novel technology and the nature of the location have been identified.To verify that all relevant regulations and BP expectations have been identified.To confirm that an adequate HSE Plan, Technical and Construction, has been established.To confirm th

31、at an adequate HSE risk management strategy has been established.To confirm that a HAZOP strategy has been defined and that it is appropriate for the project.3.2.3 Define Stage HSE Review - Pre-SanctionThis stage shall be to verify that HSE studies, including specialist reviews have been satisfactor

32、ily addressed and followed up.To ensure that the HSE related aspects of the engineering designs meet or exceed regulatory requirements and that satisfactory project codes, standards have been identified and design philosophies have been established.To confirm that Engineering Assurance processes are

33、 in place.To confirm that Management of Change procedures are in place.To ensure that documentation requirements have been addressed.To verify that a resourcing and training strategy has been established.3.2.4 Execute Stage HSE Review - Pre-Construction (Detailed Engineering)This stage shall confirm

34、 that HSE studies including the HAZOP are complete and their recommendations are being satisfactorily addressed.To confirm that change control procedures (Management Of Change) are being applied and appropriate hazard review of changes has been instigated to maintain HSE integrity.To confirm that ap

35、propriate specialist reviews have been carried out and their outcomes are being satisfactorily addressed. Of importance here is “Pre-Mobilisation Construction Review” to ensure that all operations forming part of the works is thoroughly assessed by a cross discipline team including HSE & constru

36、ction specialists.To verify that engineering controls and checks are in place.To confirm that an HSE Management System including an HSE Plan is being implemented effectively.To review the products of detailed engineering to confirm that HSE aspects have been adequately considered and that they are a

37、ppropriate for construction.3.2.5 Execute Stage HSE Review - ConstructionThis stage shall verify that project quality controls are sufficient to deliver plant integrity.To confirm that a change control procedure is being applied and managed.To confirm that construction workforce training and compete

38、nce assessment arrangements are in place.To verify that an HSE management system including a Construction HSE plan is in place, is being implemented, and will assure HSE performance during construction.3.2.6 Execute Stage HSE Review.- Pre-Startup (Commissioning, Prior to introduction of hazardous ma

39、terials)This stage shall verify that pre-commissioning has been satisfactorily completed and the plant is ready for commissioning.To confirm that commissioning and operational personnel are adequately trained, equipped and competent and that all necessary procedures are available.To confirm that the

40、 Business Unit/site has made adequate preparations for start-up.To confirm that emergency response arrangements and procedures have been established.To verify that deviations from design have been satisfactorily addressed and will not compromise HSE performance.3.2.7 Operate Stage HSE Review (12 mon

41、ths after Commissioning)The final stage review shall verify that HSE performance of the operating facility meets design intent.To ensure that HSE lessons learned from the execution of the project and early operation of the plant are captured and shared across the Secco partners venture.These stages

42、are depicted in Attachment 14.0 EXECUTION STRATEGY4.1 SECCO Project ComplexIn line with the PHSER Appraise & Select, held for the overall project complex in November 2001 and documented byRE-00-TSC-SE-0004, it is SECCO Project intention to follow the Reports conclusions for strategy related to A

43、ppraise and Select activities.Because of the timing of the review the SECCO Complex was reviewed taking into account the requirements of both appraise and select stages, hence effectively combining them. It was concluded that to progress to a Select Stage Sanction that the Recommendations arrived at

44、 shall be identified as Item A and Item B whereby the following definitions shall apply;· “A” items are those that must be completed with appropriate Acceptance being received from “owner” of the PHSER activity prior to project progressing to next phase· “B” items are those that can be car

45、ried forward to the next phase if not completed and will not prevent project progression to the next phase.The conclusions further established that in order to complete the complex Appraise/Select stage review, as a minimum separate appraise reviews on the derivative plants should be carried out. Th

46、ese would be carried out on the following plants areas, which will include more than one processing unit but have synergies in the project execution strategy:· Olefins· PE/PP· Styrene/PS· AN and MMA interfaces· Off sites and SCIP interfacesIn order to allow for the different

47、 schedules of the cracker from some of the derivative plants the following principles were agreed for completing the overall complex Appraise/Select review:· All A action items above must be completed and documents/strategy reviewed by the complex Appraise/Select stage PHSER team.· Individ

48、ual plants can progress to the Pre Sanction stage PHSER before the close out of the overall complex Select stage PHSER.· As a minimum the overall complex Appraise/Select stage review must be completed before the sanction of the olefins plant.· The offsite Select stage PHSER should be the l

49、ast of the plant area reviews to be carried out.· It would be efficient to carry out the offsite Select stage review immediately preceding the close out of the overall complex Appraise/Select stage review with the same review team.Post sanction of the Olefins plant it would be the intent to cap

50、ture all other plant areas in one Pre Sanction PHSER which would at the same time close out the PHSER Appraise and Select if not already completed.4.2 Olefins, Styrenics, Polyolifins, Acrylonitrile and OSBLAll derivative plants, including the OSBL will all be subject to individual PHSER activities f

51、rom the Appraise stage through to Operation. These activities will be scheduled by respective Engineering Contractors to suit the requirements as outlined in section 4.1 for the Appraise and Select stages, and hence forward all other stages to meet the project schedule. These activities will be sche

52、duled as shown on the HSE Level 11 Plan.4.3 Review Initiation and SessionsThe PHSER Team shall consist of a well-balanced multidiscipline assembly of personnel representing SECCO Project and the respective Engineering Contractor consisting of:· those with the knowledge and experience of applyin

53、g the structured systematic PHSER approach.· those with detailed technical knowledge of the process, control, operations etc.The general makeup of the team shall be as follows with further guidance available in Appendix 2 of Attachment 1:Core TeamChairperson (SECCO Project nominated)Secretary (

54、SECCO Project nominated or Engineering Contractor) HSE RepresentativeProcess EngineerOperations RepresentativeC & I EngineerContractors will provide the necessary support and technical expertise and information to the PHSER team and will attend as needed to ensure efficient transfer of informati

55、on to the PHSER SECCO Project Specialists as required i.e. Process, C&I, Operations etc may also be required in support.Every effort should be made to ensure that the “core team”, in particular the Chairperson, remains consistent throughout each phase of PHSER and if at all possible throughout a

56、ny further phases of the project. This will ensure consistency of project application/knowledge/ development/requirements/ recording and follow-up, etc. This may however prove impracticable.The Chairperson shall be nominated from a 3rd party external resource.It is proposed that all PHSER Chairperso

57、ns shall be required to go through a SECCO PHSER induction process in order too ensure a level of consistency in approach, implementation, follow-up, etc. across all scheduled SECCO Project reviews The PHSER Chairperson, in consultation with the Secretary, will be responsible for:· Ensuring the

58、 Terms of Reference and SOW are established and fully understood· Issuing of PHSER Agenda· Issue of PHSER ReportThe PHSER Secretary shall preferably be selected from resources within the HSE Organisation of SECCO Project Technical Team or Support Contractor but consideration should equally be given to utilisation of the Engineering Contractors HSE Engineer. The PHSER Secretary shall be responsible for ensuring that the required SECCO Project s
