14、dtobesolvedurgently.新农村建设的好处与问题发展新农村建设，是我国符合客观实际的一个的做法。我国的国情和资源条件难以支撑集中发展大中城市的城市化道路。客观上，农民进城也存在习俗、就业、购房、生活费用等诸多约束，采用农民熟悉和能够承受的小城镇生活方式，则是一个现实选择。当前，积极推进新农村建设，特别是中西部的新农村建设，是在特定的时期一个正确的选择。1 .新农村建设的好处一些发展新农村建设的好处：1 .可将更多建设资金投到农村；2 .能够增加农村公共产品供给；3 .拉动农村内需转变增长模式；4 .实现人口资源环境良性循环；5 .可以有效缩小地区城乡差别。笔者认为，推进新农村建设

15、将是一个一石多鸟的选择。一、为大中城市的房地产投资降温，把资金吸引到农村小城镇，既能推进小城镇的建设，又能利用城镇建设继续发挥房地产在拉动GDP增长中的作用，发挥房地产业与众多的产业相关联的特点，保持经济的稳定增长，还可以解决大城市房地产泡沫问题。二、能够提高农民收入，增加农村的公共产品供给。让一部分先富起来的农民迁移到小城镇，使得过去以“过密化”为特征的人多地少矛盾有所缓解，使得土地流转和规模经营能够实现。三、拉动农村的内需是未来我国转变经济增长模式的关键。由于我国农民收入增长较城市缓慢，加上农村医疗、养老、教育相关保障长期缺失，使得农村市场的消费没有撬动起来。事实上，农民对于现代生活方式是

16、向往和乐于接受的，家电下乡等受到农民的积极响应就是很好的说明。农民在家用电器、交通工具、住房、教育、医疗、文化生活等方面的消费，很大程度上依赖城镇提供的消费环境和消费条件，没有城镇作为载体，农民就是有消费能力也无法消费。加快农村城镇化进程，还能孵化出更多的消费量。城镇化必然带动基础、旅游设施、公共服务业建设，带动城镇工业、建筑材料、交通运输、商业餐饮、文化消费等。四、农村城镇化能减少农业水土资源流失、草原过度放牧等问题，实现人口、资源和环境的良性循环，实现中国经济可持续发展。五、在中西部加快新农村建设步伐，发展农村经济，可以有效缩小地区差别、城乡差别，特别是西部地区大多是少数民族地区，有利于增进民族团结。2 .新农村建设的问题随着新农村建设的推进，各式各样的现代乡村建筑出现在了广阔中国农村的土地上，但是总的来说，这些现代乡村建筑基本上是在模仿城镇建筑基础之上、经过工匠的简化而形成的产物。其基本特征有：1 .室内空间构成与平面布局与城镇建筑相近，满足现代生活方式的功能需求；2 .运用现代建材工业产品，施工技术简单；3 .现代乡村建筑成本相对低
