-28-XXXX大学关于加强新冠疫情期间滞留境外来华留学生管理暂行规定XXXX大学关于加强新冠疫情期间滞留境外来华留学生管理暂行规定InterimProvisionsofFujianMedicalUniversityonStrengtheningManagementofInternationalStudentsStrandedinChinaduringtheCOVID-19Pandemic第一章总则ChapterIGeneralPrinciples第一条为进一步加强新冠疫情（以下称新冠疫情）期间滞留境外来华留学生的管理，帮助留学生克服实际困难，顺利完成学业，根据《XXXX大学来华留学本科学生学籍管理规定》（X医大〔20XX〕203号）等有关文件精神，特制定本规定。ArticleITheseProvisionsareformulatedinaccordancewiththeRegulationsonStudentStatusManagementofInternationalUndergraduatesofFujianMedicalUniversity(DocumentNo.203〔20XX〕ofFujianMedicalUniversity)andotherdocumentstofurtherstrengthenthemanagementofInternationalstudentsstrandedinChinaduringCoronaVirusDisease2019(hereinafterreferredtoastheCOVID-19Pandemic),andhelpthemovercomedifficultiesandsuccessfullycompletetheireducation.第二条本规定仅适用于我校各级各类因新冠疫情滞留境外的来华留学生，下述的学生仅指这类留学生。ArticleIITheseProvisionsareonlyapplicabletointernationalstudentsinallgradesoftheuniversitywhoarestrandedinChinaduetotheCOVID-19Pandemic.Thestudentsmentionedbelowreferonlytothesestudents.第二章学业管理ChapterIIAcademicManagement第三条课程修读ArticleIIICourses（一）英语授课的本科生IUndergraduatestaughtinEnglish采取持续线上教学方式。Adoptcontinuousonlineteachingmethod.1.理论课1.Theorycourses理论课采用“教学课件+预习材料+教学录播视频（或录音）+学习要求+作业（包括练习题、自测题）+相关文献资料+答疑安排+考核要求”等相结合的方式开展，同时发布学习任务。（具体要求参照《关于新冠疫情常态化防控期间进一步做好滞留境外来华留学生线上教学工作的通知》（医大留办〔2020〕22号）执行。）Thetheorycoursesarecarriedoutbycombining“teachingcourseware+pre-coursematerials+recordedteachingvideo(ortape)+learningrequirements+homework(includingexercisesandself-tests)+relatedliterature+QAschedule+examinationrequirements”,andthelearningtasksarereleasedsynchronously.(PleaserefertotheNoticeonFurtherImprovingOnlineTeachingforInternationalUndergraduateStudentsStrandedinChinaduringNormalizedPreventionandControlofCOVID-19Pandemic(DocumentNo.22〔2020〕ofInternationalStudentsOffice)forspecificrequirementstobefollowed.)学生根据学习任务的发布时间、学习内容和要求等安排学习计划，认真及时完成学习任务。教师将从学生线上学习进度、作业完成情况等方面检查学生的学习状态。Studentsshallarrangetheirstudyplansbasedonthereleasetime,learningcontentsandrequirementsoflearningtasks,andcompletethetasksconscientiouslyandtimely,whileteacherswillchecktheirlearningstatesfromonlinelearningprogressandcompletenessofhomework.2.实验课、见习课2.Laboratorycoursespracticecourses对个别适合在线教学的实验课可酌情在线上开课；不具备在线开课条件的实验课或见习课可暂不进行线上教学，待学生全部返校后再行安排补课。Somelaboratorycoursessuitableforonlineteachingcanbeofferedonlineasappropriate,whilethelaboratoryandpracticecourseswithconditionsforonlineteachingunavailablemaynotbeofferedonlineforthetimebeing,butbearrangedafterallstudentsreturntotheuniversity.3.重修、免修与自修3.Retaking,exemptionandself-study需要办理重修、免修或自修的学生应及时同学校或辅导员联系，按规定在线办理相关手续。不按规定办理相关手续者，错过学习时间，所造成的后果由学生本人负责。Studentswhoneedtoapplyforretaking,exemptionorself-studyshallcontacttheuniversityorcounselorintime,andgothroughrelevantproceduresonlineasrequired.Studentswhofailtogothroughrelevantproceduresandmissthelearningtimeshallberesponsiblefortheconsequences.4.实习4.Internship（1）对已经进入临床实习阶段的学生，如有条件在生源国开展临床实习者，可向学校提出申请，经批准后应在确保安全的前提下，可在生源国医疗卫生管理机构官方认可的教学医院进行临床实习。实习期间应做好实习记录和鉴定等，待返校后提交相关实习证明，完成实习认定。学生返校后，参加学校组织的强化培训及毕业考核等，考核成绩亦作为临床实习成绩予以记载。毕业考核未通过者，应留校重新实习。（1）Studentswhoareatclinicalpracticestagecanapplytotheuniversityiftheyareabletocarryoutclinicalpracticeinthesourcecountry.Afterbeingapproved,theycanhaveclinicalpracticeintheteachinghospitalofficiallyrecognizedbythemedicalandhealthadministrationinstitutionofthesourcecountryonthepremiseofensuringpersonnelsafety.Duringtheinternship,internshiprecordsandidentificationshallbemadeproperly,andrelevantinternshipcertificatesshallbesubmittedtotheuniversityafterthestudentsreturntocompletetheinternshipaccreditation.Afterreturningtotheuniversity,studentsshallparticipateinintensivetrainingandgraduationexaminationorganizedbytheuniversity,andtheresultsofexaminationwillbealsotakenastheachievementsforclinicalpractice.However,studentsfailingtopassthegraduationexaminationshallstayintheuniversityandhaveanotherinternship.（2）如学生在生源国无法开展临床实习或学校认定不具备临床实习条件的学生应申请休学，待返校后根据学校统安排参加临床实习。（2）Studentswhocannotcarryoutclinicalpracticeinthesourcecountryorhavebeenidentifiedbytheuniversityasnotqualifiedforclinicalpracticeshallapplyforsuspension,andwillparticipateinclinicalpracticeuniformlyarrangedbytheuniversityafterreturning.（3）对即将进入临床实习阶段但未完成实验课或见习课学习的学生，暂不进行临床实习，待学生返校完成实验课和见习课并通过考核后再进行临床实习。（3）Theclinicalpracticeforstudentswhoareabouttoentertheclinicalpracticestagebuthavenotcompletedthelaboratoryorpracticecoursesshallnotbecarriedoutuntilthestudentsreturntocompletethelaboratoryandpracticecourses,andpasstheexamination.（二）汉语授课的本科生IIUndergraduatestaughtinChinese1.各年级汉语授课的本科生的理论课、实验课、见习课和临床实习的教学安排，按学生所在学院（部）的具体安排同步进行。1.Theteachingarrangementoftheory,laboratoryandpracticecourses,aswellasclinicalpractice,forstudentsinallgradesandtaughtinChineseshallbecarriedoutinaccordancewiththespecificarrangementofthecollege(department)whichthestudentsbelong.2.学生如无法按其专业授课要求进行学习的，按本规定第八条办理休学手续。2.StudentswhoareunabletostudyaccordingtotheteachingrequirementsoftheirmajorshallgothroughthesuspensionproceduresasrequiredinArticleVIIIoftheseProvisions.（三）研究生IIIPostgraduates1.研究生应按时参加学校组织的线上学习，具体学业规范遵照本规定中相关要求执行。1.Postgraduatesshallparticipateinonlinelearningorganizedbytheuniversityontime.RequirementsonspecificacademicregulationsintheseProvisionsshallbefollowed.2.研究生应在导师指导下开展科研工作、参加学术活动。符合开题或答辩条件的可以申请线上开题或答辩。如无法按时完成开题或答辩的，按本规定第八条办理休学手续。2.Postgraduatesshallcarryoutscientificresearchandparticipateinacademicactivitiesundertheguidanceoftheirtutors.Studentswhomeettheconditionsforproposalanddefensecanapplyforonlineproposalanddefense.However,ifthestudentsfailtocompletetheproposalordefenseontime,theyshallgothroughthesuspensionproceduresspecifiedinArticleVIIIoftheseProvisions.第四条考勤ArticleIVAttendance1.学生应及时完成教师发布的各类线上学习任务。教师发布学习任务10日后仍未完成者，则认定为旷课。累计三次旷课者，认定为平时成绩不合格，不得参加期末考试，应重修该课程。1.Studentsshallcompleteallonlinelearningtasksissuedbyteachersintime.Studentsfailingtocompletethelearningtasksissuedbyteacherswithin10daysshallbeconsideredastruancy.Studentswhohavebeenabsentfromclassthreetimesintotalshallbeidentifiedasfailureinclassperformance.Therefore,suchstudentscannottakethefinalexamandshallretakethecourse.2.如学生因网络故障等客观原因导致无法正常完成学习任务，学生应设法通过各种途径与学校取得联系，及时办理请假手续。待问题解决后，学生应向学校申请销假。经学校批准后，学生应在期末考试前完成线上学习任务。期末考试前未完成线上学习任务者，认定为平时成绩不合格，不得参加期末考试。2.Studentsunabletocompletetheirstudytasksduetoobjectivereasonssuchasnetworkfailureshalltrytheirbesttogetintouchwiththeuniversity,gothroughproceduresforaskingforleaveintime,andreportbacktotheuniversityoncetheproblemshavebeensolved.Afterbeingapprovedbytheuniversity,studentsshallcompletetheironlinelearningtasksbeforefinalexams.Studentswhofailtocompletetheironlinelearningtasksbeforefinalexamsshallbeconsideredasfailureinclassperformance,andwillnotbeallowedtotakefinalexams.3.未请假或请假未获批准者，按本规定第八条处理。3.StudentswhohavenotaskedforleaveorleavewithoutapprovalshallbedealtwithaccordingtoArticleVIIIoftheseProvisions.第五条课程考核与成绩记载ArticleVExaminationGradesRecorded（一）课程考核IExamination1.学校对各课程组织线上考核，考核成绩由平时考核成绩（占总成绩的50%~60%）和理论考试成绩（占总成绩的40%~50%）两部分组成。1.Theuniversityorganizesonlineexaminationforeachcourse,andgradesoftheexaminationshallbedeterminedbasedontheclassperformance(accountingfor50%-60%ofthetotalscore)andtheorytests(accountingfor40%-50%ofthetotalscore).有实验课或见习课的课程，平时成绩由课件学习完成度、在线任务（如在线作业、小测等）以及实验课或见习课成绩三个部分组成。因客观原因暂未完成实验课或见习课的课程，平时成绩中暂不包含实验课或见习课成绩，待学生返校完成实验课或见习课后再予以评定。Asforlaboratoryorpracticecourses,thegradesofclassperformanceshallbedeterminedbasedonthecoursewarelearningcompleteness,onlinetasks(suchasonlinehomework,quiz,etc.)andlaboratoryorpracticecourses.Ifthestudentsfailtocompletelaboratoryorpracticecoursesduetoobjectivereasons,theirgradesofclassperformancewillnotincludethegradesoflaboratoryorpracticecoursesforthetimebeingwhichwillbeevaluatedafterthestudentshavereturnedtotheuniversityandcompletethelaboratoryorpracticecourses.无实验课或见习课的课程，平时成绩由课件学习完成度、在线任务（如在线作业、小测等）两部分组成。Ifthestudentsdonothavelaboratoryorpracticecourses,theirgradesofclassperformanceshallbedeterminedbasedonthecoursewarelearningcompletenessandonlinetasks(suchasonlinehomework,quiz,etc.).2.任课教师负责学生平时成绩的统计工作。平时成绩不合格者，不得参加期末考试。任课教师应在课程结束后一周或期末考试前一周将平时成绩不合格名单报送至各有关学院及留学生工作办公室。2.Teacherswhogiveclassesareresponsibleforcalculatingthegradesofclassperformance.Studentswhofailinclassperformancewillnotbeallowedtotakefinalexams.TeacherswhogiveclassesshallsubmitthelistofstudentsfailinginclassperformancetorelevantcollegesandtheInternationalStudentsOfficeoneweekafterthecoursesareclosedoroneweekbeforefinalexams.（二）缓考IIDeferment学生应按时参加课程考核，如遇到网络问题或出现其他不可抗力致无法参加考试的情况时，应于考试前向学院提出缓考申请，经学院批准后，参加补考。未经批准或擅自不参加考试者皆以旷考论。Studentsshallparticipateintheexaminationsontime.Incaseofanynetworkproblemsorotherforcemajeurepreventingstudentsfromtakinganexamination,studentsshallapplyfordefermenttothecollegebeforetheexamination,andtakepartinthemake-upexaminationafterbeingapprovedbythecollege.Studentswhodonottaketheexaminationwithoutapprovalorauthorizationshallbeconsideredasabsentfromtheexamination.（三）成绩报送IIIGradesubmission1.课程考核结束后，任课教师须将课程成绩按正常途径上报教务系统，成绩纸质版报送至留学生工作办公室备案。1.Aftertheexaminations,teacherswhogiveclassesmusthavethegradesreportedtotheeducationaladministrationsystembynormalways,whilethegradesprintedonpaperwillbesubmittedtotheInternationalStudentsOfficeforfiling.2.对暂未完成实验课或见习课课程的，任课教师须在理论考核结束后10日内先将理论成绩报送至各有关学院及留学生工作办公室，教务系统上统按“过程中”予以记载，最终成绩待学生返校完成相关实验课或见习课教学，取得相应成绩后再上报教务系统，成绩纸质版报送至留学生工作办公室备案。2.Forstudentsfailingtocompletethelaboratoryorpracticecoursesforthetimebeing,theirgradesoftheoryexaminationsshallbereportedtotherelevantcollegeandtheInternationalStudentsOfficebytheteacherswhogiveclasseswithin10daysaftertheexaminations,andrecordedintheeducationaladministrationsystemas“inprogress”.Thefinalgradesofsuchstudentswillbereportedtotheeducationaladministrationsystemaftertheyhavereturnedtotheuniversityandcompleterelevantlaboratoryandpracticecourses,whilethegradesprintedonpaperwillbesubmittedtotheInternationalStudentsOfficeforfiling.（四）补考IVMake-upexamination1.课程考核成绩未满60分者应参加补考；1.Studentswhosescoreislessthan60shalltakemake-upexamination;2.对因客观原因暂未完成实验课或见习课课程者，期末考核成绩未达理论考试、课件学习和线上任务三项成绩之和的60%者，应参加补考。2.Forstudentsfailingtocompletelaboratoryorpracticecoursesduetoobjectivereasonsandwithgradesoffinalexamslessthan60%ofthesumofthegradesoftheoryexamination,ofcoursewarelearningandofonlinetasks,theyshalltakemake-upexamination.（五）学生如发生旷课、旷考、考试违纪等违反学业规范的行为，按照《XXXX大学来华留学本科生学籍管理规定》（闽医大〔2018〕203号）和《XXXX大学学生违纪处分管理规定》（闽医大〔2017〕316号）处理。VStudentswhoviolateacademicregulationssuchastruancy,absencefromexamination,violationoftheexaminationdiscipline,etc.mustbedealtwithinaccordancewiththeRegulationsonStudentStatusManagementofInternationalUndergraduatesofFujianMedicalUniversity(DocumentNo.203〔2018〕ofFujianMedicalUniversity)andtheStudentDisciplinaryPunishmentRegulationsofFujianMedicalUniversity(DocumentNo.316〔2017〕ofFujianMedicalUniversity).第六条学习期限ArticleVIStudyPeriod因受境内外出入境政策限制，学生返校时间无法确定。学生滞留境外期间年限（含学习、休学、编级等）不计入规定学习年限。Duetotheentryandexitpolicyrestrictionsathomeandabroad,thereturntimeforstudentscannotbedetermined.Therefore,theperiodofstudentsstayingabroad(includingstudy,suspension,grading,etc.)willnotbecalculatedintheprescribedstudyyears.第七条编级ArticleVIIDemotion由于线上学习不完整，无法准确核算学生各课程学分，因此暂不执行编级。Demotionwillnotbeimplementedforthetimebeingastheonlinecoursesareincompleteanditisimpossibletoaccuratelycalculatethecreditsofstudentsineachcourse.第八条休学与退学ArticleVIIISuspensionWithdrawal1.学生有下列情况之一者，应办理休学手续：1.Studentshavingoneofthefollowingconditionsshallgothroughsuspensionprocedures:（1）因疾病、网络障碍等客观原因或出现不可抗力情形导致无法坚持在线学习者；（1）Unabletocontinueonlinelearningduetodiseases,networkbarrierandotherobjectivereasons,orforcemajeure;（2）无法满足所在专业学习条件者；（2）Unabletomeetthelearningconditionsoftheirmajor;（3）请假累计超过本学期总学时三分之一以上者；（3）Accumulatedleavetimeexceeding1/3ofthetotalclasshoursofthissemester;（4）即将进入临床实习阶段，尚未完成实验、见习课者；（4）Beingabouttoentertheclinicalpracticestagebuthavingnotcompletedthelaboratoryandpracticecourses;（5）已进入实习阶段，但无生源国实习条件者；（5）Havingenteredthepracticestagebutnothavingtheconditionsforclinicalpracticeinthesourcescountry;（6）研究生无法完成中期考核或论文答辩者。（6）Graduatecannotcompletethemid-termexaminationorthesisdefense.2.学生有下列情况之一者，应办理退学手续：2.Studentshavingoneofthefollowingconditionsshallgothroughwithdrawalprocedures:（1）休学期满后两周未提出复学申请或无法联系者；（1）Failingtoapplyforre-enrollmentorunabletobereachedaftertwoweeksaftertheexpirationofsuspension;（2）休学期满后申请复学审查不合格者；（2）Beingunqualifiedforre-enrollmentreviewaspertheapplicationaftertheexpirationofsuspension;（3）本人申请退学者；（3）Applyingforwithdrawal;（4）学校规定的不能完成学业、应予以退学的其他情形。（4）Othercircumstancesstipulatedbytheuniversityinwhichstudentsareunabletocompletetheirstudiesandshalldropoutfromtheuniversity.3.学生如遇新冠疫情隔离、战争等不可抗力情形及其他客观原因（如网络封锁）导致与学校失去联系达2个月的，学校按本规定第八条第一款第1项给予休学处理。学生必须尽其所能，于休学期满前与学校取得联系，并根据实际情况办理相关复学或休（退）学手续。如休学期满后学生仍未或无法与学校取得联系，学校将按本规定第八条第二款第1项给予退学处理。3.Ifastudenthaslostcontactwiththeuniversityfor2months,duetoCOVID-19epidemicisolation,warandotherobjectivereasons,aswellasforcemajeure,relevantsuspensionproceduresshallbehandledbytheuniversityinaccordancewithArticleVIII,Item1oftheseProvisions.Studentsmustdotheirbesttogetintouchwiththeuniversitybeforetheexpirationofsuspension,andgothroughtherelevantproceduresofre-enrollmentorsuspension(withdrawal)basedontheactualsituation.Ifthestudentfailsorisunabletocontacttheuniversityaftertheexpirationofsuspension,relevantwithdrawalproceduresshallbehandledbytheuniversityinaccordancewithArticleVIII,Item2oftheseProvisions.4.学生可在线办理休（退）学手续或委托在境内同学协助完成休（退）学手续。无法联系的学生休（退）学相关材料以置留方式送达，同时在学校网站予以公告并向学生生源国驻使（领）馆报告。4.Studentscangothroughsuspension(withdrawal)proceduresonlineorentruststudentsinChinatoassistincompletingtheprocedures.Materialsrelatedtothesuspension(withdrawal)ofunreachablestudentsshallbeleftwithanappropriatepersonatthestudent’sresidenceorplace,andrelevantannouncementwillbeshownontheuniversity’swebsiteandsenttotheembassy(consulate)ofthesourcescountryofthestudentinChina.5.休学期间，学生应坚持同学校保持联系，及时了解出入境政策和疫情防控要求，为随时返校复学做好准备。5.Duringthesuspension,studentsshallkeepintouchwiththeuniversity,keepabreastofChinasentryandexitpolicies,aswellasepidemicpreventionandcontrolrequirements,andbereadytoreturntotheuniversityatanytime.第九条毕业ArticleIXGraduation学生滞留境外期间，学校暂不进行在线毕业考核。对已完成课程修读并通过临床实习轮转的学生，可向学校申请结业证书。待返校后，通过毕业考核者换发毕业证书，毕业证书日期按实际发证日期填写；达到学位授予条件者，可申请授予相应学位。WhilethestudentsarestrandedoutsideChina,theuniversitymaynotimplementonlinegraduationexaminationforthetimebeing.StudentswhohavecompletedthecourseandpassedtheclinicalpracticerotationcanapplyforaCertificateofCompletion.Afterreturningtotheuniversity,studentswhopassthegraduationexaminationwillreceiveCertificateofGraduation,andthedateonwhichshallbesubjecttothedateofthediploma.Andstudentsmeetingtherequirementsfordegreeawardingcanapplyforthecorrespondingdegree.第三章学生管理ChapterIIIStudentManagement第十条缴费与注册ArticleXPaymentandRegistration1.参加在线学习的学生应按其所在专业年级的收费标准足额缴纳学费；不参加在线学习的学生应按本规定第八条办理休学手续。1.Studentstakingpartinonlinelearningshallpaythetuitionfeesinfullaccordingtothechargingstandardsoftheirmajorandgrades;whilestudentsnotparticipatinginonlinelearningshallgothroughthesuspensionproceduresspecifiedinArticleVIIIoftheseProvisions.2.在生源国开展临床实习的学生当年学费核减为4500元。2.Forstudentswhocarryoutclinicalpracticeintheirsourcecountry,thetuitionfeeisRMB4,500.3.参加在线学习的学生按学校规定的日期在线办理注册手续，按时足额缴纳学费，方可取得本学年（期）学习资格。如有困难不能按期缴纳学费者，应事先提交缓缴申请，经批准后，可酌情延缓1-2周缴清。3.Studentstakingpartinonlinelearningshallgothroughregistrationproceduresonlineonthedatespecifiedbytheuniversity,andiseligibleforstudyinthissemester(schoolyear)afterpayingthetuitionfeesinfull.Studentswhohavedifficultiesinpayingthetuitionfeesonscheduleshallsubmitanapplicationforholdoverandpaythefees1-2weekslaterasappropriateafterbeingapproved.4.因故不能如期注册者，应事先履行请假手续，暂缓注册。请假一般不得超过两周。未经请假、请假未被批准或请假逾期者，除因不可抗力导致不能履行上述行为外，视为放弃学籍，按自动退学处理。4.Studentswhofailtoregisteronscheduleshallgothroughtheproceduresforaskingforleavefirstandsuspendtheregistration.Generally,theleaveshallnotbelongerthantwoweeks.Studentswhohavenotaskedforleaveorleavewithoutapprovalorlongerthanapprovedduetoreasonsotherthanforcemajeurewillberegardedasgivingupthestudentstatus,andtreatedasdroppingout.第十一条日常管理ArticleXIDailyManagement1.学生应坚持同学校保持联系。网络条件不佳的同学应通过电话或其他途径与学校取得联系，告知其目前处境，及时办理相关休学手续。1.Studentsshallkeepintouchwiththeuniversity.Studentswithpoornetworkshallgetintouchwiththeuniversitybytelephoneorothermeans,informtheuniversityoftheircurrentsituation,andhandlerelevantsuspensionproceduresintime.2.学生应及时关注入境政策调整情况和疫情防控要求，随时做好返校准备。2.StudentsshallpaycloseattentiontotheadjustmentofentrypoliciesandtherequirementsofepidemicpreventionandcontrolinChina,andgetreadytoreturntotheuniversityatanytime.3.学生应遵守法律法规和校纪校规，对违反法律法规和校纪校规的，不配合和学校疫情防控要求的，按《XXXX大学学生违纪处分管理规定》（X医大〔20XX〕316号）处理。3.StudentsshallabidebyChineselawsandregulations,aswellasuniversityrulesanddisciplines.AnystudentwhoviolatesChineselawsandregulationsoruniversityrulesanddisciplinesorfailstomeettherequirementsonepidemicpreventionandcontrolofChinesegovernmentandtheuniversityshallbedealtwithaccordingtotheS
